Tobacco Free Campus Committee
Committee members James Kuzhippala, Huong Ngo and Hallie Madole of the Tobacco Free Campus Committee presented the results of the Tobacco Free Campus survey to the Council. Discussion was held on considerations going forward for smoking on campus including possibility of smoking huts, keeping students on campus and employee productivity.
The council agreed unanimously to endorse the resolution presented by the Tobacco Free Campus Committee with the following changes:
• Change title to “Resolution to Support Tobacco Cessation on TMCC Campus”.
• Change the last sentence to “Students, staff, faculty, and visitors are asked to refrain from using tobacco products including cigarettes, cigars, pipes, hookah, e-cigarettes and smokeless tobacco products outside of designated smoking areas.”
SGA Follow-Up on Student Publications Definition
TMCC Student Government representatives Randall Hudson, Vice President, and Kimberly Tran, President, reported on feedback from their constituents regarding the Student Publications Definition. Concerns were reported that the definition appears to require a college club advisor and recommendations were made that it be changed to a Faculty Advisor, or Academic/Administrative Faculty.
The Council agreed to change “college club advisor” to “publication advisor” within the Student Publications Definition.

Library Strategic Plan
Dr. Jill Channing, Dean of Liberal Arts, presented the 2017-2022 Library Strategic Plan along with mission and Dr. Channing highlighted three goals:
• Increase faculty and student awareness and use of library resources and services.
• Increase satisfaction with library services and facilities.
• Increase community outreach, collaborations and library sponsored events.

Resolution to Support a Smoke and Tobacco-Free Campus
The Nevada Clean Indoor Air Act (NRS 202.2483) prohibits smoking in government buildings and public places, and permits organizations to voluntarily create non-smoking areas.
TMCC is committed to promoting a healthy campus community by supporting a smoke-free and tobacco-free environment to protect the health and safety of students, faculty, staff, and visitors.
TMCC acknowledges the established risks associated with tobacco use, smoking and secondhand smoke exposure. It is our goal to promote a productive environment, and encourage health and wellness for our entire constituency.
Students, staff, faculty, and visitors are asked not to use tobacco products including cigarettes, cigars, pipes, hookah, e-cigarettes, and smokeless tobacco products at any of TMCC’s sites.

Tobacco-free Campus Survey Program Background:
In Northern Nevada, the University of Nevada, Reno (UNR) and Western Nevada College (WNC) became tobacco-free campuses in August 2015 and August 2017 respectively. Since 2016, Washoe County Health District (WCHD) has been working with Truckee Meadows Community College (TMCC) to help support efforts in promoting and adopting tobacco free campus policies.
Evaluation Project Description: An online survey was administered to campus academic faculty, administrative staff, classified employee, and students to determine levels of support for a tobacco-free campus policy.
Survey Methods: A campus survey was developed by TMCC Tobacco-Free Committee with feedback from the WCHD and the Department of Health and Human Services. The online survey contained a total of 11 questions, and was administered through TMCC’s SurveyMonkey. The online survey was conducted from March 1st until March 31st, 2018. The WCHD provided 20 $5 Starbucks gift cards to respondents who submitted a complete survey.
The survey examined the following process evaluation constructs: behaviors, perceptions and beliefs. The survey also assessed the policy support to measure the outcome evaluation.
Results: Survey Key Findings Respondent Characteristics
Among 419 respondents:
o 30% (122) of the respondents were students. Among students, 19% (23) were smokers. o 28% (115) were academic faculty. Among academic faculty, 9% (10) were smokers.
o 22% (93) were administrative faculty / staff. About 6% (6) were smokers among this group.
o 15% (64) were classified employee. Among classified employee, 18% (12) were smokers o 6% (24) of the respondents were other. There were no smokers among this group.
88% (368) of respondents were non-smokers, and 12% (51) were smokers.
Perceptions & beliefs
57% of respondents reported that secondhand smoke on campus typically bothers them a lot or a little (15% and 45% respectively), and 43% report that it didn’t bother them at all.
70% of respondents believed that TMCC should become a tobacco-free college.
Policy Support
69% of respondents were strongly or somewhat in favor of TMCC adopting a tobacco-free policy
(56% and 13% respectively), 12% were neutral, and 19% were somewhat or completely against
adopting a tobacco-free policy (6% and 13% respectively).
Behaviors
85% of respondents have never used tobacco products at a TMCC site.
15% of respondents have used tobacco products at a TMCC site.

Discussion The key findings from this survey indicate that there is an overall support for TMCC to adopt a tobacco-free campus policy, which shows consistent support from campus members towards a tobacco-free policy compared to the previous survey in 2016. Among 251 respondents who completed the 2016 tobacco-free campus survey, 67% of respondents supported TMCC adopting a tobacco-free policy. Also, 70% of the respondents believed that tobacco use on campus can be changed by a tobacco-free policy.
The majority of respondents who were non-smokers believed that TMCC should become a tobacco-free college to protect campus members, and especially those who have health conditions from the exposure of secondhand smoke.
Around half of the qualitative responses from both supporters and non-supporters suggested that designated smoking areas should be allowed. Other responses mentioned focusing on tobacco education, enforcement issues, environmental scan for cigarette butts and hot spots, and concerns about long-term staff who are smokers.
Recommendations for next steps:
Continue to provide educational outreach and participate in national tobacco-free activities /
events on the TMCC campus to increase awareness of tobacco-free campus policy among
campus members.
Reach out to veterans as a new target population to provide tobacco cessation education and
resources.
Increase campus members engagement and support towards adopting a tobacco-free campus
policy.
Increase the communication channels with campus members and decision makers in terms of
tobacco-free committee’s efforts and progress.

Key points
Secondhand smoke (SHS) contains more than 7,000 chemicals, and causes coronary heart disease, stroke, and lung cancer.
There is no safe level of SHS exposure (CDC, 2017). As of April 2018, there are at least 2,164 100% smoke-free campus sites
nationwide. Tobacco-free policies are a growing trend on college campuses across the U.S. Specifically, UNR &WNC went
tobacco-free in 2015 and 2017 respectively. UNLV is also drafting a tobacco-free policy.
The ultimate goal of adopting a tobacco-free policy is to protect non-smokers on campus from secondhand smoke, prepare
students who are smokers for work sites that prohibit smoking and Improve quality of working and academic environment
for faculty, staff, employees, and students. In terms of enforcement, the tobacco-free committee aims for a social
enforcement strategy.
Although the majority of campus members are in favor of having designated smoking areas / smoking huts, there are several
barriers and challenges that obstruct implementation, such as cost, lack of funding support, ADA requirements, and 100% TF
campus requirements.
In regards to treatment and support, the Breathe Easy committee provides free quit kits and educational materials to
individuals who want to quit smoking. Individuals who experience stress related to addictive behaviors can utilize TMCC’s
Employee Assistance Program or personal/crisis counselling. In addition, the committee also refers free tobacco cessation
resources in the community to campus members.
The Nevada Revised Statue (NRS 202.2491.7c and NRS 202.2483.12e) prohibits indoor and outdoor smoking at government
buildings, including any component of the Nevada System of Higher Education. TMCC may fall under the NRS categories of
prohibiting indoor and outdoor smoking on campus.
Surveys – both surveys show a strong support towards TMCC adopting a tobacco-free campus policy.
2016 survey had 251 respondents.
