COMMITTEE MEMBER UPDATES
I hope you all had nice relaxing Thanksgiving with your families and friends! This is one of my favorite times
of the year when we get to celebrate the holidays together with our loved ones.
My wife and I are especially thankful this year for the birth of our identical twin girls, Summer Elizabeth
and Cheyenne Reed! They were born October 27th and are both doing well considering they were born
prematurely. I appreciate the kind words from everyone and we are over the moon with having them
home with us.
I would like to thank Mark Love for his presentation last month on Refrigerant Solutions for the HVACR
Industry last month. Although I was unable to attend, I was told that it was very informative and helpful. It is extremely imperative that
we stay up to date on the codes and standards in today’s everchanging environment. Thank you again, Mark!
On October 29th, we had our first Government Advocacy Day at the capitol in Trenton and it was very successful! Our members had the
pleasure of meeting with Assemblyman Andrew Zwicker (New Jersey’s Science, Innovation and Technology Committee
Chair), Senator Linda Greenstein (Environment and Energy Vice Chair), Assemblyman Eric Houghtaling (Agriculture &
Natural Resources Vice Chair) and Senator Kip Bateman (Environment & Energy Committee). Excellent contacts were
made, and I feel that it was a perfect start to creating some relationships with the legislators in NJ! Thank you again to Andy Manos
(Region I Regional Vice Chair of Government Affairs), Jim Scarborough (ASHRAE’s Manager of Government Affairs),
Bill Artis (Region I Regional Vice Chair of Refrigeration), Anthony Scaccia (Philadelphia Chapter), Mike Witkowski
(Philadelphia Chapter), Art Anderson, Michelle Contri, Mark Carbonaro and Prodromos Topalidis for your taking the time
to help make this a great event!

On Tuesday, December 11th, ASHRAE NJ is attending the Joint Engineering Associations Holiday
Banquet at the Suburban Golf Club in Union, NJ. We are teaming up with 8 other industry related
organizations including NJ MCA, NJ ASPE, ABC NJ, SWE NJ, CRT NJ, PWC NJ,
Monmouth-Ocean Development Council and SFPE NJ. Please see the flyer in this

On Wednesday, January 9th, we have our annual joint meeting with NJ ASPE and NJ MCA at APA Woodbridge Hotel in Iselin,
NJ. Cocktail hour and the vendor table exhibit starts at 5pm. Please bring your business cards for prize drawings. Every year this is an
awesome event and a great opportunity to fellowship with the other local technical chapters in our industry. The speaker is Nick
Espinosa and the topic is Cybersecurity For Your Business With A Live Hacking Demonstration.
This month’s meeting on December 4th is Past Presidents Night and we will be hearing from Jeff Lewis on the topic of Energy
Savings with VFDs for Fans and Pumps. Specifying VFD’s has always been a challenge for mechanical engineers and they are
becoming more so with all the new technologies that are being introduced to mitigate harmonics and protect your equipment. We look
forward to hearing from Jeff on what we should look out for to make sure we are specifying VFD’s properly and using all of options that
are available. See you all then and we are looking forward to another great turnout!

Jeff currently is the Northeast Regional Sales Manager for VFD’s at Eaton where he has worked for the past
23 years. He has worked in numerous sales & marketing roles while at Eaton including sales engineer,
application engineer, sales manager and product line manager. Jeff holds a BSEE from the University of
Pittsburgh and an MBA from the University of Pennsylvania.

ASHRAE SEEKS THIRD ROUND OF COMMENTS ON LEGIONELLA GUIDELINE

ATLANTA (Nov. 2, 2018) – ASHRAE is seeking a third round of public comments on ASHRAE Guideline 12- 2000R, Proposed
Revision of Guideline 12-2000, Managing the Risk of Legionellosis Associated with Building Water Systems. Guideline 12 is open for a
45-day public review until Dec. 17. Those interested in reviewing and commenting on the guideline can do so through the ASHRAE
Online Comment Database. In this Independent Substantive Change (ISC) public review draft, only revisions in strikethrough and
underlined are open for comment.
The purpose of ASHRAE Guideline 12 is to provide information and guidance to assist in control of legionellosis associated with
building water systems. It also provides guidance useful in the implementation of ASHRAE Standard 188, “Legionellosis: Risk
Management for Building Water Systems.”
ASHRAE Guideline 12 is intended for use by owners of human-occupied buildings and those involved in the design, construction,
installation, commissioning, management, operation, maintenance, and service of centralized building water systems and components.
“This guideline addresses an important issue that impacts public health and safety, so feedback is critical,” said Paul Lindahl, committee
chair for ASHRAE Standing Standard Project Committee (SSPC) 188, the committee responsible for writing Guideline 12. “Guideline
12 will be a strong companion to ASHRAE Standard 188 in an effort to provide building owners with the resources needed to reduce
the risk of Legionellosis and save lives.”
The Centers for Disease Control and Prevention estimates there are between 8,000 and 18,000 cases of Legionnaires’ disease in the
United States each year, with more than 10 percent of the cases fatal. Most are the result of exposure to Legionella associated with
building water systems.

ASHRAE AND PARTNERS RELEASE 2018 INTERNATIONAL GREEN
CONSTRUCTION CODE
ATLANTA (Nov. 8, 2018) – ASHRAE has announced the release of the 2018 International Green Construction Code® (2018
IgCC®). The 2018 IgCC is a joint initiative of the U.S. Green Building Council (USGBC), International Code Council (ICC),
ASHRAE and the Illuminating Engineering Society (IES).
The 2018 IgCC aligns the technical requirements of ANSI/ASHRAE/ICC/USGBC/IES 189.1-2017-Standard for the Design of High-
Performance Green Buildings Except Low Rise Residential Buildings, with ICC’s multi-stakeholder IgCC. Goals of the updated code are to
help governments streamline code development and adoption and improve building industry standardization by integrating the two
previously separate guidance documents. As a result, the 2018 IgCC is now a unified code that emphasizes adoption, ease of use
and enforcement for building projects.
“The 2018 IgCC leverages ASHRAE’s technical expertise to offer a comprehensive tool that has a direct effect on how green
building strategies are implemented,” said Sheila J. Hayter, 2018-2019 ASHRAE President. “Improving energy efficiency, building
performance and indoor air quality are at the core of ASHRAE’s mission and we are encouraged by the impact of this landmark
model towards realizing more a sustainable future for us all.”
As a standing project committee, ASHRAE SSPC 189.1 updated the technical aspects of Standard 189.1-2014 using ASHRAE's
continuous maintenance procedures. The final set of changes to the 2017 edition of Standard 189.1 provided the foundation for ICC
to develop the administrative procedures for the technical content and codify of the document into the 2018 IgCC.
“Building safety codes help our communities prepare for the future,” said Dominic Sims, CEO, International Code Council. “Taking
into account the latest technologies and cost-effective strategies for dealing with resource scarcity, the IgCC helps cities, states and
countries build stronger, smarter, sustainably and more resiliently.”
“Our hope is that building professionals and policymakers alike adopt better, greener building strategies that help them better
implement LEED® and achieve higher performance in sustainability,” said Mahesh Ramanujam, president and CEO, USGBC.

ASHRAE ANNOUNCES CALL FOR ABSTRACTS FOR 2019 "BUILDINGS XIV
CONFERENCE"
ATLANTA (Oct. 1, 2018) – ASHRAE Learning Institute (ALI) will offer 20 courses during the 2019 ASHRAE Winter
Conference & AHR Expo in Atlanta. The conference will be held Jan. 12-16, 2019.
The demands placed on buildings professionals and their teams mean that maintaining a high level of knowledge is
essential to keep up with the technological advances within our industry, says 2018-19 ASHRAE President Sheila J.
Hayter. ALI courses provide in-depth, high-quality technical training, giving professionals the tools needed to create a
healthier, more energy efficient built environment.
ASHRAE Learning Institute (ALI) will offer five full-day seminars and 15 half-day courses between Saturday, Jan. 12 and
Tuesday, Jan. 15, 2019 during the conference.
New ALI courses include: Advanced Designs for Net Zero Buildings; Solar PV & Thermal System Analysis and Design; Thermal
Energy Storage Systems for Air Conditioning; Choosing the Right Energy Code for your Project – IECC 2018 or ASHRAE 90.1-
2016; and How Smart, Efficient, Sustainable Systems Lead to Improved Resilience.
All courses are led by experienced professionals to provide real-world engineering guidance. The complete conference

GOVERNMENT OUTREACH
Government Outreach Day Held In New Jersey
ASHRAE Chapters in New Jersey held their first Government Outreach Day (formerly Day on the Hill) event at the state
legislature on Monday, October 29. Eight ASHRAE members attended and met with legislators, distributed literature about the
Society, and answered questions about ASHRAE’s Standards, products and other services. This was the first of these government
outreach events in this Society Year, with over a dozen planned for the remainder of the Society Year, which concludes on June 30,
2019.
ASHRAE’s Argentina Chapter Held an Event at UTN – Buenos Aires National Technical University
On October 31, ASHRAE’s Argentina Chapter hosted the “IV Semjnario De Eficiencia Energetica En Edificaciones” that covered the
topics of Energy Audits (Building EQ), energy efficiency, and the use of external air to save energy. Juan Carlos Villalonga, an
Argentine Congressman, participated in the event. He helped pass legislation recently regarding the production of energy in homes
that can then be transferred to the grid. Mr. Villalonga previously served as the head of the environmental agency in the city of
Buenos Aires and as the Greenpeace Director for Argentina.

On October 6, the Intergovernmental Panel on Climate Change approved a special report entitled “Global Warming of
1.5°C.” This report assesses the impacts of global warming of 1.5°C above pre-industrial levels, and how those impacts
would change if global warming increased instead to 2°C.
Under the Paris Agreement, countries committed to “Holding the increase in the global average temperature to well
below 2°C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5°C above pre-
industrial levels.”
The IPCC report found significant differences between the impacts of global warming of 1.5°C compared with 2°C,
including extreme weather events, sea level rise, and the irreversible loss of ecosystems such as coral reefs.
The report also explained the difficulties of limiting global warming to 1.5°C: “The report finds that limiting global
warming to 1.5°C would require “rapid and far-reaching” transitions in land, energy, industry, buildings, transport, and
cities. Global net human-caused emissions of carbon dioxide (CO2) would need to fall by about 45 percent from 2010
levels by 2030, reaching ‘net zero’ around 2050. This means that any remaining emissions would need to be balanced by
removing CO2 from the air.”
Energy Efficiency Day 2018
Senators Jeanne Shaheen (D-NH) and Rob Portman (R-OH) introduced a Senate resolution that designated October 5,
2018 as Energy Efficiency Day and recognized the “economic and environmental benefits that have been driven by
private sector innovation and Federal energy efficiency policies put in place over the past 4 decades.” The resolution
had a total of 21 bipartisan cosponsors and passed the Senate unanimously last week.

U.S CONGRESSIONAL ACTIVITIES
Midterm Election Results
The U.S. Congressional midterm elections were held on Tuesday, November 6. All House members and 35 Senators (9 Republican
and 26 Democrats) faced re-election.
Before Tuesday night, Republicans held a 235-193 advantage in the House, but that will change in 2019 after Democrats
picked up 28* seats surpassing the 23 seats needed to take the majority. Several races are still too close to call with
projections showing Democrats may gain as many as 34 seats.* This will be the first time in the last decade that Democrats
will control the House.
In the Senate, Republicans currently hold a narrow 51-49 majority including two independents who caucus with
Democrats. Republicans won key races to retain their majority and will hold at least 51* seats again in the next Congress
with projections showing they may expand their majority to 53 seats. Votes are still being counted for close races in
Arizona, Florida, Mississippi and Montana.*

DOE Proposes New Process for Grid Security Information
On October 29, the U.S. Department of Energy published a proposal to "pre-designate" security-sensitive information about the
electric grid that would make certain information immediately protected from Freedom of Information Act requests. The agency is
taking comments on the proposal through December 28.
DOE Secretary Completes Visits to All 17 National Labs
On October 26, Secretary Rick Perry visited Brookhaven National Lab in Upton, NY. He has now visited all 17 of the Department
of Energy’s National Labs.
Puerto Rico Experienced Increased Air Pollution from Generators That Used Fuel with High Sulfur Content
Following the destruction caused by Hurricane Maria, Puerto Rico was issued a waiver by the EPA from ultra-low sulfur diesel
requirements so they could use certain power generators. A recent study from the Carnegie Mellon College of Engineering and
the University of Puerto Rico-Rio Piedras found that the generators that were running on fuel with high sulfur content led to
increased air pollution in the area. NIST Report on Building Occupancy Post-Disaster
In 2017, the National Institute of Standards and Technology (NIST) was tasked by Congress “to define what it would take to
achieve immediate occupancy performance codes and standards for all buildings in all types of natural hazards, specifically in terms
of fundamental research needs, possible technological applications based on that research and key strategies that could be used to
implement any resulting regulations.” This led to a report titled “Research Needs to Support Immediate Occupancy
Building Performance Objective Following Natural Hazard Events” that was completed in August.

North Carolina Governor Signs Executive Order on Renewable Energy
North Carolina Governor Roy Cooper (D) signed Executive Order 80, North Carolina’s Commitment to Address Climate Change and
Transition to a Clean Energy Economy, on October 29. The Executive Order affirms the state’s commitment to reducing statewide
greenhouse gas emissions to 40% below 2005 levels by 2025. Additionally, the order calls for an increase in registered, zero-
emission vehicles (“ZEVs”) in North Carolina to at least 80,000 and a 40% reduction in energy consumption in state-owned
buildings. Additionally, the order creates the North Carolina Climate Change Interagency Council, which includes a representative
from every state cabinet agency, to make changes happen.
Denver City Council Approves Green Buildings Ordinance
A Green Buildings Ordinance was approved by Denver City Council on October 29, 2018, and took effect Friday, November 2,
2018. This new ordinance follows voter-passed Ordinance 300 last fall which imposed green roof requirements on new buildings of
25,000 square feet or more of gross floor area and green roof and solar combination requirements on existing buildings of that
same size when those existing buildings replaced their roofs. A public meeting is being planned for November 15 that will discuss
the options available under this new ordinance. The meeting will be held from 4:30 pm until 6:00 pm at Denver Post Building
Auditorium, 101 West Colfax Road in Denver.
Results from Energy Measures on State Ballot Initiatives
Several ballot initiatives were decided across the country on November 6, with results reported at the time this was written.
Arizona – Proposition 127, Renewable Energy Standards Initiative, would have amended the state’s constitution to require
electric utilities to obtain up to 50 percent of their energy from renewable resources each year. The measure was defeated
by the voters by 69% to 30% with not all precincts yet counted.
California – Alameda County (Berkeley) voters considered the Vision 2050 Advisory Measure, which advises the mayor to
work with citizens and experts in developing a 30-year plan for establishing infrastructure designed to address climate and
safety risks. The measure was passing 82% to 17% with about half of the precincts reporting.
Nevada – two ballot measures were decided by voters in Nevada. The first was Question 3, The Energy Choice Initiative.
This ballot measure would have reduced costs to customers, protected against service disconnections and unfair practices,
and prohibited the granting of monopolies and exclusive franchises for the generation of electricity but would not have to
provide for the deregulation of the transmission or distribution of electricity. This motion failed 67% to 32% with almost all
precincts reporting. Nevada Question 6, the Renewable Energy Standards Initiative, will require electric utilities to acquire
50 percent of its electricity from renewable resources by 2030. Currently the state requirement is that 25 percent of its
electricity must come from renewable resources by 2025. This measure was approved 58% to 41% with almost all the
votes counted.
Oregon – a clean energy measure was on the ballot in Multnomah County (Portland) that would require Portland retailers
with total annual revenue over $1 billion and Portland annual revenue over $500,000 to pay a one percent surcharge on
gross revenue from certain retail sales within Portland. The measure would also create a new Portland Clean Energy
Community Benefits Fund Committee, which would recommend to the Mayor how to spend these funds for Clean Energy
Projects, Energy Jobs Training, and Future Innovation. This measure passed 64% to 31%.

seeking presentation proposals for the 17th Annual New York State Green Building Conference
to be held on April 17–18, 2019 at the Marriott Syracuse Downtown, formerly known as the Hotel
Syracuse.
Presentations for the 2019 conference must fit into a 60 minute time slot, including time for
questions. Although presentations that are applicable to one of the topics listed below are
desired, new and innovative topics that meet the intent and purpose of this conference are also
encouraged to apply.
