Dear State Family:

This has truly been an exciting and memorable year for West Virginia State University! Together, we have energetically focused on telling the State story through an active commitment to excellence, accountability, student-centeredness, research, teaching and service. And, as you will see within the pages of the 2015 President’s Report, our efforts are yielding powerful results.

In the past year, West Virginia State University has taken great strides in enhancing and diversifying our academic offerings, while actively broadening relations with constituents worldwide. For instance, we are proud to announce that, beginning in 2016, three degree programs will be offered completely online. And our newly-launched English as a Second Language (ESL) program, which will lead to an even more diverse student population and globalization of our community, allows us to expand our global footprint, while at the same time providing much-needed educational enrichment opportunities to international students.

In addition, we also announced the University’s first-ever Capital Campaign, Realize the Promise, Deliver the Future, with the goal of raising $18 million by 2017. And, with the current amount at $12.2 million, it is evident this increased investment in our great institution is poised to significantly enhance the lives of Yellow Jackets, now and for generations to come.

Bolstered by the enduring commitment, unmatched dedication and abundant passion of our exceptional students, faculty, staff, alumni and friends, West Virginia State University has set in motion an undeniably remarkable future. As we maintain our focus on responsible, exciting growth at every level of the campus community, it is indisputably clear that a powerful, impactful future is in store for West Virginia State University.

NAACP Student Chapter Wins National Award In August 2014, the WVSU student chapter of the NAACP was recognized for the second year in a row by the National Association for the Advancement of Colored People (NAACP) for its increase in membership. The WVSU chapter was awarded the 2014 Chairman’s Trophy for highest membership increase since 2012-2013 at the 105th annual NAACP Convention in July 2014 in Las Vegas. The student chapter grew from six members to 40 in two years.

Students Place in Top 100 of International Business Competition A trio of State business students finished among the

top 100 teams in the world in a computer-based business simulation during the spring 2015 semester. WVSU seniors Tyler Clendenin, Elizabeth Jump and Hannah Keller participated in the international competition as part of a Senior Business Seminar. Competing in the Business Strategy Game marketed by McGraw-Hill Education, Inc., the participating teams were assigned to operate an athletic footwear company that produces and markets both branded and private-label footwear, and competes head-to-head against footwear companies run by other teams. During the week of April 6 through April 12, 2015, the WVSU students’ company, known as Axiomatic Footwear, earned global top 100 rankings in earnings per share (42nd in the world), return on average equity (95th in the world) and stock price (61st in the world). During the time Axiomatic Footwear posted these top 100 performances, there were 6,136 teams from 335 colleges and universities participating in the Business Strategy Game.

Students’ Film Chronicles the Lives of West Virginians Who Died in Iraq, Afghanistan A film chronicling the lives of 37 West Virginians who have died in Iraq and Afghanistan since September 11, 2001, debuted on Veterans Day, November 11, 2014, at the West Virginia State University Capitol Center Theater in downtown Charleston. The film, “37 Fallen,” is the work of two WVSU communications students, Calvin Grimm and Tyler Miller, and tells the stories of those West Virginians who died in the War on Terror through interviews with family members, military unit members and military historians. Grimm and Miller, who are both veterans themselves, produced, wrote and directed the film. Work on the film began in 2013, and took the pair of student filmmakers to 16 states, traveling more than 10,000 miles. The pair describe the film as a personal mission to document the lives and service of their 37 fallen fellow West Virginians. Research for “37 Fallen” was supported in part by a $5,600 grant from the Promoting Excellence in Education through Research (PEER) Program at WVSU and a $1,500 grant from the West Virginia Humanities Council.

Yellow Jackets Bring Championships Home to Institute During fall 2014, the WVSU women’s tennis team won the Mountain East Conference (MEC) regular season and tournament titles, its third conference championship in a row. The Yellow Jackets defeated rival University of Charleston twice in tight 5-4 matches. During the spring 2015 sports season, the Yellow Jackets baseball team rallied from 4-1 down to defeat Shepherd 5-4 in 10 innings to repeat as MEC baseball tournament champions. Following the season, WVSU junior relief pitcher Josh Falbo was named a third team All-American by Daktronics. Falbo holds the Yellow Jacket program record for saves in a single season and in a career. In addition, recent WVSU graduate Tyler Payne was selected by the Chicago Cubs in the 30th round of the Major League Baseball draft. The 5-foot-11, 210 pound Hurricane native hit .355 for his college career with 15 home runs and 86 RBI in 146 games. At least 40 Yellow Jackets have gone on to play professional baseball after finishing their college careers at State.

Enrollment Continues to Grow For the second consecutive year, West Virginia State University posted an increase in enrollment during the fall 2014 semester, the only institution of higher education West Virginia to achieve significant enrollment growth. Fall 2014 enrollment at WVSU stood at 2,884 students, an increase of more than 200 students over the 2,677 who attend in fall 2013 and the 2,644 who attended in fall 2012. State posted enrollment gains in both incoming freshmen and in the number of students transferring from other colleges and universities. In addition, WVSU improved its retention rate among first-time, full-time students who began their college career at State. In fall 2012, the retention rate stood at 50.5 percent, but that has risen steadily over the past two years to 59.1 percent for fall 2014.

University Hosts Site Visit from Accrediting Agency Following a robust two-year self-study of the University, conducted by faculty and staff, West Virginia State University applied for reaffirmation of accreditation in early 2015. As part of the reaffirmation process, the University hosted a visiting team from the Higher Learning Commission (HLC) of the North Central Association of Colleges and Schools on April 13-15, 2015. The team reviewed WVSU’s ongoing ability to meet the HLC’s Criteria for Reaffirmation of Accreditation. During the team’s visit, they met with students, faculty, staff, alumni and community members. WVSU was first accredited by the HLC in 1927 and its latest reaffirmation of accreditation came in 2005. The HLC is the regional accrediting agency for degree-granting post-secondary educational institutions in a 19-state region that includes West Virginia. Of all West Virginia’s higher education institutions, West Virginia State University boasts the longest record of continuous accreditation.

University to save $3.3 million Continuing to actively implement several recommendations from the 2013 campus-wide Budget Efficiency Summit, West Virginia State University entered into a contractual agreement with GCA Services Group resulting in an annual projected savings of $335,080, or $3.3 million over the life of the contract. As of January 15, 2015, GCA Service Group provides custodial services for campus facilities. The Budget Efficiency Summit resulted in a total of 15 recommendations to improve University operations while maintaining a quality, affordable education for our students. The University has implemented other Budget Efficiency Recommendations over the past year and continues to make progress toward improving the student experience.

Vision 2020: State’s Roadmap to the Future In early spring 2015, just short of a year following the West Virginia State University Board of Governors adoption of the strategic plan, Vision 2020: State’s Roadmap to the Future, the State family issued the first status report. Available online, the University’s progress reports are categorized by the four Vision 2020 planning committees:

• Academic Programs, Research Growth, Faculty Excellence and Rewards and Public Service;

• Recruitment, Retention, Degree Completion, Marketing/Branding and the Student Experience;

• Building, Renovating and Technological Infrastructure; and

• Alumni Engagement and Philanthropic Giving.

The reports can be read at wvstateu.edu/vision2020 and will be updated annually. In spring 2015, the University began providing the campus community with regular updates concerning Vision 2020 through a new electronic newsletter, “Roadmap to Achievement: Vision 2020.”

Natural Gas Powers Campus West Virginia State University took an innovative approach to generating additional revenue and reducing operating expenses in the fall of 2014 with the drilling of three natural gas wells on campus. Developed in partnership with the Spencer-based Reserve Oil & Gas Co, the three wells are projected to save the University nearly $100,000 a year and are expected to fully supply the University’s natural gas needs. In addition to helping the University save money on natural gas, having the wells on campus has provided the additional benefit of allowing students in the school’s energy management program the opportunity to see an active well as part of their classroom work. West Virginia State became the first institution of higher learning in the State of West Virginia to offer an energy management concentration in a Bachelor of Science degree in Business Administration when it launched the program in 2013.

New Residence Hall Opens The University hosted a historic event August 13, 2014, with the dedication and opening ceremony for the new Judge Damon J. Keith Scholars Hall. The residence hall is the first to open on campus since 1969 and features suite-style living with two-, three- and four-bedroom suites, in addition to a study lounge, café and gaming room for students. The new Keith Scholars Hall is named for the Honorable Judge Damon J. Keith, a State alumnus who has served as a judge on the U.S. Court of Appeals for the 6th Circuit since 1977. Ground was broken for the new residence hall in September 2013 after the Kanawha County Commission approved the issuance of up to $30 million in bonds to fund construction. RISE: A Real Estate Company was the developer of the 291-bed, four-story residence hall.

Students Participate in Thurgood Marshall College Fund Leadership Institute Three WVSU students were selected to participate in one of the nation’s most well-known leadership development conferences, the Thurgood Marshall College Fund Annual Leadership Institute, during fall 2014. Earon L. Payton, II, a junior majoring in biology/pre-med; Michael Snead, a senior majoring in history and art history; and Chloe Kelly Powell, U.S. Navy veteran and current WVSU junior, were selected to attend the Leadership Institute, which is for students from Historically Black Colleges and Universities (HBCUs). Students selected to attend the Leadership Institute are generally juniors or seniors who have attained a minimum 3.25 GPA and exhibited leadership characteristics on campus.

Students Selected for Prestigious Internships Two WVSU students were selected for prestigious public service internships during the spring 2015 semester. WVSU social work student Lori L. Burton was awarded a Judith A. Herndon Fellowship for the 2015 session of the West Virginia Legislature, while political science major Jordan Shanklin was selected for an internship with the West Virginia Higher Education Policy Commission (HEPC) for the spring semester. The Herndon Fellowship is a competitive internship sponsored by the Legislature to instruct full-time undergraduate students in the theory and operation of legislative bodies, while the HEPC is responsible for developing, establishing and overseeing the implementation of a public policy agenda for the state’s four-year colleges and universities.

University Dedicates New Public Relations Research Laboratory West Virginia State University dedicated a new Public Relations Research Laboratory for student and community marketing research in April 2015. The laboratory is named in honor of Diane Slaughter, executive director of the West Virginia Chapter of the Public Relations Society of America (PRSA) and longtime supporter of the WVSU public relations program. The new research lab is located on the second floor of Thomas W. Cole, Jr. Complex. WVSU’s C.R. Byrd Chapter of the Public Relations Student Society of America (PRSSA) dedicated the laboratory to Slaughter for her efforts in working with State students, not only as their professional advisor for nearly 20 years, but also for her service as an adjunct professor. The new Diane Slaughter Public Relations Research Laboratory is designed as a multi-purpose space that will be used as a traditional classroom with multi-media technology including a computer lab area, a client/team meeting space and a two-way viewing area with audio-visual accommodations for conducting focus groups and marketing research.

University Works to Bring Presidential Debate to West Virginia The University has taken a lead role in a collaborative effort to bring a 2016 Presidential or Vice Presidential debate in Charleston, West Virginia. Joining forces in the historic proposal are co-applicants WVSU and West Virginia University, West Virginia’s only land-grant universities, to host the debate. WVSU and WVU’s efforts are supported by a strong collaboration with the City of Charleston, the State of West Virginia, Steptoe and Johnson, PLLC Attorneys at Law and the Clay Center for the Arts and Sciences of West Virginia. The application was filed in March with the Commission on Presidential Debates. The proposal garnered letters of support from West Virginia’s entire Congressional delegation and others. If granted, the debate will take place at the Clay Center in late September or October 2016, and both universities would host pre-debate activities on their campuses throughout the year leading up to the debate itself.

West Virginia State University Holds 20th Annual Research Symposium West Virginia State University’s College of Natural Sciences and Mathematics held its 20th annual Research Symposium and Spring Convocation in April to share information and celebrate the scientific research being conducted by its students. The symposium featured presentations by NASA research scholarship recipients and poster presentations by participants in WVSU’s Research Rookies program, which is supported by The Dow Chemical Company, AT&T and American Electric Power and provides hands-on research opportunities for undergraduates. The event was led by a keynote address from Dr. Jose Carlos Aponte, research associate from NASA’s Goddard Space Flight Center in Greenbelt, Md.

WVSU Launches Energy and Environmental Science Institute The WVSU Energy and Environmental Science Institute (WVSUEESI) launched in 2014 with the mission of enhancing State’s capacity to participate in evolving opportunities in energy and environmental research, teaching and outreach. The WVSUEESI’s goal is to partner with public and private sectors in order to collaborate and address pertinent energy and environmental issues for West Virginia. Those issues include researching the feasibility and sustainability of alternative energy sources for the Mountain State as government regulation and environmental concerns continue to cast resources such as natural gas and coal in the national spotlight.

WVSU Receives Grant Funds for New Agriculture Research and Development Projects West Virginia State University received $40,000 in grant funding for agricultural research projects relating to alternative growing methods for farmers and diversifying the crops produced in West Virginia, including the reintroduction of pecans as a viable crop. Each of the three grant awards are funded through the West Virginia Department of Agriculture’s (WVDA) Specialty Crop Block Grant Program. Once popular in the state, commercial pecan production in West Virginia stalled in the 1940s. However, the state’s potential for commercial pecan production remains high. One of the WVDA grants funds research seeking to reintroduce the nut as a viable crop for small West Virginia farmers. A second grant-funded project investigates crops, production and economic returns on vegetables grown in high tunnel structures to develop recommendations for their use in West Virginia. A third grant is a collaboration between WVSU Extension Service and the Kanawha Institute for Social Research and Action, Inc. (KISRA) to assess the productivity and profitability of two alternative growing methods for specialty crops: tower garden structures for vertical growing and a nutrient film technique. The latter is a water-based, soil-free technique using gutter-like systems for water circulation.

WVSU Partners with India on Pomegranate Research West Virginia State University researchers are working with scientists from India to study the health benefits of the pomegranate. Pomegranate is one of the important commercial fruit crops across the world and is considered to be valuable because of its health-promoting properties. Pomegranate can be used for a wide range of human diseases including cancers, diabetics, obesity, Alzheimer’s disease and hypertension. An article about the collaborative project was published in the March 2015 issue of the journal Molecular Genetics and Genomics.

WVSU Receives $34,000 in STEM Grants and Scholarships The NASA West Virginia Space Grant Consortium (WVSGC) awarded $17,000 in funding to West Virginia State University to bolster Science, Technology, Engineering and Mathematics (STEM) research. The program requires a 100-percent match from WVSU, meaning a total of $34,000 in grants and scholarships were awarded to the University’s students and scientists. WVSGC awarded $11,000 in student scholarships and $6,000 in research enhancement grants to scientists at WVSU, which will fund STEM-related research projects.

English as a Second Language Program Launches The University’s new English as a Second Language (ESL) program, titled Excellence in Culture and English Language Study (EXCELS), launched with a pilot program during the month of March 2015 with four local students in attendance. In June, the University welcomed a group of more than 50 students from Mexico to participate in the ESL program, and in July, an additional 27 students from Mexico participated. The goal of the program is to provide the skills and training necessary to master the English language and achieve academic success, as well as prepare students for everyday communication. The program offers small class sizes and works to enhance language skills including reading, writing, speaking, listening, grammar and vocabulary, while introducing students to American history and culture.

Mathematics Professor Receives Prestigious Fulbright Award WVSU mathematics professor Dr. Sonya Armstrong has been awarded a prestigious Fulbright Award and will spend part of 2016 teaching in the Slovak Republic. She will spend February through July 2016 living in the Slovakian city of Banska Bystrica, while teaching and conducting research at Matej Bel University. Armstrong will be part of the Department of Mathematics at Matej Bel University and will teach mathematics and statistics courses. The Fulbright is the most widely-recognized and prestigious international exchange program in the world. Scholars are selected through open, merit-based competitions. Armstrong joined the faculty of WVSU in 1999, first as an assistant professor. She then earned the rank of associate professor and finally professor. She served as chair of the WVSU Department of Mathematics and Computer Science from 2005-2013. Armstrong earned her doctorate degree in mathematics education and her master’s degree in statistics, both from the University of Rochester. She also holds a master’s degree in numerical science from Johns Hopkins University and a bachelor’s degree in mathematics from Bernard Baruch College.

Ceremony Celebrates 50-Year History of Upward Bound A celebration commemorating the 50-year anniversary of the Upward Bound program took place in November 2014 on campus. The celebration featured recognition of current and former students from each of the Upward Bound programs in West Virginia. Created in 1964, Upward Bound is a federally-funded program that more than doubles the chances of low-income, first-generation students graduating from college. Since its inception, it has provided millions of Americans between the ages of 13 and 18 instruction in college readiness, literature, composition, mathematics and science on college campuses, after school, on Saturdays and during the summer. The program began in West Virginia with three colleges participating: WVSU, Concord and the West Virginia University Institute of Technology. Today, there are 11 Upward Bound programs in West Virginia serving approximately 650 students.

More Online Options Being Offered The University announced that, beginning in 2016, three degrees would be offered entirely online–Business Administration with a concentration in management, Criminal Justice and English with a concentration in technical writing. The online Bachelor of Science in Business Administration with a concentration in management program is designed to allow students to learn the skills required to succeed in today’s business world. The Criminal Justice Department will offer a fully-online Bachelor of Science degree program offering students the opportunity to select from one of four certificate areas: Generalist, Law Enforcement, Corrections or Investigations. The English Department will offer a degree in technical writing which may be completed entirely online. This degree focuses on the preparation of correspondence and reports.

University Hosts Second International Human Rights Conference The West Virginia State University College of Business and Social Sciences, in conjunction with the National Center for Human Relations, hosted the second annual Conference on International Human Rights in April 2015. This two-day event featured a variety of state and nationally-recognized speakers and participants from a broad range of disciplines, offering presentations, posters and panel discussions addressing human rights. This year’s theme, Celebrating Human Rights Heroes, honored the legacy of educator, author, orator and human rights pioneer Booker T. Washington, who rose from slavery to become head of Tuskegee Institute, advisor to presidents and a dominant voice for African-American rights.

WVSU’s Carroll Terrace Community Garden Celebrates 11 Years West Virginia State University Extension Service celebrated the 11th growing season of its community garden at Carroll Terrace, a Charleston-Kanawha Housing residential facility, in May. The project began more than a decade ago with the goal of helping residents eat more nutritiously and save money by growing and harvesting their own healthy crops. Today, the residents’ passion for the garden is evident. The garden, initially an $80,000 project, features 40 raised-bed plots for accessibility, as well as four community plots, container gardens, an herb garden and benches and décor to serve as a relaxing space for participants, who have taken great pride in the project over the years. For many people, the added benefit of growing and consuming their own crops has helped ease financial burdens.

The WVSU Creators Program continues to provide hands-on education to the region’s creative talent The workshop series, which launched in 2012 at the WVSU Economic Development Center in Charleston, provides skills and knowledge essential to creating for mass media and art through workshops geared toward anyone from amateurs to professionals. The Creators Program recently completed its third year of workshops, which focused on such topics as new media promotion, 3-D animation, graphic design and independent publishing. WVSU partners with the West Virginia Economic Development Council and the West Virginia Film Office on the series.

WVSU Targets Minority and Veteran Farmers with New Agriculture Initiative West Virginia State University Extension Service has partnered with the Kanawha Institute for Social Research and Action (KISRA), the West Virginia Department of Agriculture (WVDA), the West Virginia Army National Guard and the West Virginia AgrAbility Project on a new agribusiness initiative designed to promote agriculture enterprise development, expansion and sustainability among minority and veteran farmers in central and southern West Virginia.The project will construct three production sites in Kanawha, Fayette and McDowell counties, including a reclaimed mine site, on land provided by the West Virginia Army National Guard. The three sites will host educational workshops and demonstrations in an effort to become food sources for the communities served. WVSU Extension personnel will work with National Guard staff on garden construction and will train active-duty soldiers and veterans in agricultural practices. The collaborative project is funded by a nearly $200,000 grant from the United States Department of Agriculture’s Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers Program.

WVSU Leads Study on Behavioral Health West Virginia State University has been awarded a $101,756 grant for a yearlong project studying behavioral health issues in Kanawha County. WVSU, as well as the WVSU Extension Service, will collaborate with the Substance Abuse and Mental Health Services Administration (SAMHSA) and USDA National Institute for Food and Agriculture on the Community Assessment and Education to Promote Behavioral Health Planning and Evaluation (CAPE) project. Only nine communities in the country were awarded CAPE Phase II grants. Work began in February to bring 30 Kanawha County behavioral health leaders together to participate in biweekly surveys with the goal of being able to create an early warning system for behavioral health issues at the community level. Such an early warning system would examine community level data on a variety of factors, to be monitored on a regular basis. When the system indicates an increase in one of the mental health or substance abuse areas, an alert is triggered to inform local decision makers who can then work together to execute an intervention.

West Virginia State University Designated a Tree Campus USA West Virginia State University received its second consecutive designation as a Tree Campus USA from the National Arbor Day Foundation. To date, WVSU remains the only institution of higher education in West Virginia to hold such a designation. To qualify, campuses must meet a series of criteria, including development and maintenance of a Campus Tree Board and Campus Tree Care Plan, having dedicated expenditures toward tree maintenance, hosting an annual Arbor Day observance and holding an annual Service Learning Project on campus. The Arbor Day Foundation partners with Toyota to sponsor the Tree Campus USA initiative.

The WVSU Foundation is proud to partner with West Virginia State University to raise and manage funds for the benefit of the University and its students. There has never been a more exciting time to be engaged in that work. Three consecutive, record-breaking years of giving and the public launch of WVSU’s first-ever Capital Campaign, Realize the Promise, Deliver the Future, have inspired all of us to expand our vision of what we can and must do to ensure that today’s students, and students for many years to come, have the very best opportunity for success.

With the strong leadership of President Brian O. Hemphill and the generous support of all those listed in the Honor Roll of Donors, $4,201,600 in gifts and pledges were received during the 2014-2015 fiscal year. We also increased participation in giving with 1,163 individuals and organizations making gifts.

President Brian O. Hemphill announced an increased fundraising goal during Homecoming 2014 for the University’s ongoing Capital Campaign, Realize the Promise, Deliver the Future, to $18 million by 2017. This is the first-ever Capital Campaign for WVSU, which began in 2010 and has since been re-envisioned and relaunched.

As of June 30, 2015, more than $12.2 million has been received to support scholarships, academic programs and faculty support, student success, capital improvements, information and technology and the WVSU Fund. Gifts to the Campaign are transforming West Virginia State University in profound ways.

• Eighty-six new scholarships have been created since the beginning of the Campaign, with giving to scholarships totaling nearly $5.8 million.

• During the 2014-2015 academic year, 15 Research Rookies were able to pursue research with a faculty mentor thanks to generous funding from American Electric Power, Dow and AT&T. Four of these students were chosen to participate at the West Virginia Undergraduate Research Day at the Capitol; two presented at the National American Chemical Society Conference; and one presented at the Lunar and Planetary Science Conference 2015.

• The Gregory V. Monroe Athletic Complex, which opened in March 2015, was constructed entirely through private donations, including leadership gifts from Gregory V. Monroe, Sr., BrickStreet Insurance, The WVSU National ‘W’ Club, Dr. Elias G. Haikal, The Bernard H. and Blanche E. Jacobson Foundation, John L. Ray, Huntington Bank and John L. Davidson, III.

• The University’s mission in public service was enhanced through a generous gift from the BrickStreet Foundation to create the BrickStreet Balancing the Equation for Student Success program at Mary C. Snow West Side Elementary School. This gift, in partnership with a grant from the Herbert Henderson Office of Minority Affairs, is benefiting 300 students and educators through an innovative, intensive program to boost reading and language arts skills, as well as science, technology, engineering and mathematics (STEM) skills.
