President’s Message

Since our humble founding by Leong Hwa Monastery in year 2001, VCS now operates six centres around

Singapore to increase our outreach and better serve our community. Recognising the complexity and

challenges faced by families and individuals who are often overlooked by the common broad based

approach, we have tailored our programmes and assistance schemes to better support our less privileged

community members. VCS’ various programmes have aided more than 2,000 individuals in 2015, focusing

on education for the children and youths and health care and active aging for the elderly and children.

VCS values our staff as one of our core capabilities as we strive to fill the gaps in the community. In 2015, we

invested in training and development to ensure that staffs are better equipped with knowledge, skills and

professional behaviours to assist clients to walk through their difficulties. During our annual VCS retreat, our

staff volunteered in an orphanage in Batam. Many staff provided feedback that they have benefitted from

the experience and are encouraged to uphold our good work to make a difference to the community we

serve.

As we embark on our 15th year of social service, I will like to give thanks to our stakeholders, community

partners and volunteers for their unwavering support, encouragement and valued contributions to VCS. To

my fellow management committee members and staff, I would like to express my appreciation for your

dedication and commitment to the organisation.

We at VCS are committed to do the good well and will continue to improve our services for the betterment

of all humanity. We count on you to support us.

Year 2015 marked a significant milestone for Singapore as our nation came

together to celebrate 50 years of independence. Viriya Community Services (VCS)

partook in a series of activities with our staff, volunteers and beneficiaries to

commemorate Singapore’s Golden Jubilee. As we celebrated Singapore’s

achievements, it is also timely to review the growth of VCS.

General Information

Viriya Community Services (VCS) was established as a voluntary welfare organisation in 2001, registered under the Societies Act (UEN: T01SS0059B).

We are also a charity under the Charities Act as well as an Institution of a Public Character (IPC) under the supervision of the Ministry of Social and Family Development, which acts as the Central Fund Administrator.

VCS is governed by a management committee comprising individuals who are passionate about making a difference to the lives of individuals in the community. They have experience in the social service sector, ranging from 3 to over 20 years. The management committee oversees and approves the formulation of the Society’s strategic objectives and directions and sets values and standards of the organisation. It also reviews the Society’s activities, adequacy of internal controls, financial reporting and compliance and management and

operational performance.

Corporate Governance It is VCS’ policy not to have paid staff on the management committee. The Treasurer has a maximum term of four years. There are appointed management committee members to look at investment of funds, human resources and financial policies, internal audit, nomination of new committee members, fund raising and programmes and services. The management committee meets three times a year and the agenda items include refreshing VCS’ strategies and action plan, approval of annual budget (and a review during mid-year), approval of material transactions including capex, donations to other organisations and allocation of funds to designated/restricted funds. The management staffs are invited to attend these meetings to share challenges and other key operational issues with the management committee.

The management committee and the management staff are committed to maintaining high standards of corporate governance and abiding to the Code of Governance for Charities and IPCs. The management committee endeavours to enhance its governance practices throughout the financial year. The committee also assessed its compliance with the Code of Governance for the evaluation period from 1 January 2015 to 31 December 2015. It will be filed with the Commissioner of Charities after the annual general meeting and be made available on VCS’ website. As at date of this report, the Society had complied with the various areas

required in the governance evaluation.

Conflicts of Interest The Society maintains a Conflict of Interest policy, requiring management committee members and staff to disclose any interest that they may have, whether directly or indirectly, that the Society may enter into or in any organisations that the Society has dealings with or is considering dealing with; and any personal interest accruing to him as one of the Society’s suppliers, users of services or beneficiaries. Should there be any potential conflict of interest, the affected members will abstain from discussion and decision-making on the matter. Detailed minutes will be taken on the disclosure as well as the basis for arriving at the final decision in relation to the issue at stake. During the year under review, there were no such conflicts that required disclosure and action.

Finance and Funding The Society receives funding from the government and donations from the public. The public includes corporates, foundations and individuals. In addition, two of its centres collect school fees from the provision of child or student care services but the families receive subsidies from the government depending on their household income. The Society also collects nominal fees for some of its programmes and services.

VCS’ two bankers are Development Bank of Singapore Ltd and United Overseas Bank Ltd.

Reserve Policy It is the Society’s desire to build up its reserve of unrestricted funds to meet two years’ operating expenditure. Subject to approval of the management committee, it will transfer any surplus, to the Endowment Fund in the following year.

Endowment Fund The Fund was established to receive bequests, gifts and donations and transfer from unrestricted funds that are in excess of two years’ operating expenditure. The Fund serves to strengthen the Society’s financial position and to enable the Society to use the return from investment of the Fund to start

sustainable community projects.

It is the Society’s intention to build up an endowment fund of $10 million.

While the capital is not available for general use, subject to approval of the management committee, the

investment returns from the Fund and or part of the capital, can be used to fund community projects and

initiatives where the Society can make a significant contribution and which are truly important, meaningful and

in keeping with the Society’s mission.

Since 1 January 2012, the return from investment has been credited to the Endowment Fund.

Society’s Assets The Society does not own any properties. It is the Society’s intention to use the Lights of Hope

Centre, owned by Leong Hwa Monastery, for charitable purposes consistent with its mission. In the meanwhile,

the place is being rented out by Leong Hwa Monastery and the Society receives a share of the rental income.

The Society owned a van up till October 2015. It was used largely to provide transport to our chronically ill

children under the Viriya-KK Children’s Hospital HomeCare Programme.

Future Capital Commitments From 1 January 2015, the operations of Whispering Hearts Family Service Centre

and Whispering Hearts Student Care Centre have been subsumed under the Society to better leverage on our

human resources to achieve operational efficiency and effectiveness. Whispering Hearts Infant and Child Care

Centre will also be converted into a full-fledged child care centre to meet the needs of the residents.

The Road Ahead We remain committed to our vision of caring for the community with compassion and concern

and our mission to bring joy and enhance the quality of life by providing care and assistance to families and

individuals in need of support regardless of race and religion. We will continue to invest the matching grant

received from the government under the Care and Share Movement to enhance our capability and capacity as

well as in new or enhanced existing programmes to meet the anticipated needs of the community. Following

the successful implementation of the Code of Social Work Practice, in year 2016, we are embarking on the FSC

Agency Framework to professionalise our services and bring about more positive impact on the lives of the

individuals and families being served

More importantly, we will remain guided by the teachings of Lord Buddha, in particular in enriching our human

spirit of humility, lovingkindness and compassion.

Management Ms Evelyn Lai has been the Executive Director since 1 April 2009. She leads the management team

of five and is responsible for implementing policies and directions set out by the management committee. As at

29 February 2016, VCS had 62 staff.

In celebration of SG50, eligible donations, up to

the sum of S$2 million received till 31 March

2016 will be matched dollar-to-dollar by the

Government through the Care and Share

Movement. The funds will be used for capability

and capacity building and for new or enhanced

programmes to meet future needs of the

community.

Through the Care and Share Movement, VCS also

received support in terms of volunteers from

individuals, schools, and corporate organisations

who helped to organise and conduct several

programmes and activities for our beneficiaries

of all age groups.

VCS is grateful to the volunteers, both individuals

and organisation-based, who support VCS’s

programmes. Volunteers help to run activities,

conduct outings, and support events.

In 2015, VCS was aided by 225 volunteers. VCS

showed appreciation to volunteers at the

Whispering Hearts Year End Concert held on 5

December 2015.

VCS values the education, well-being and

growth of children. Apart from providing

quality services to the children under its care

through child care and after school care

services, VCS keeps the less fortunate in mind

by ensuring that vacancies are set aside for

clients from low-income backgrounds.

In 2015, VCS took care of 191 children in total.

Children under the care of VCS received

$50,000 in total for academic achievements

through the Viriya Children’s Education Fund,

Gap Fund and Wan Boo Sow Fund.

Whispering Hearts Infant and Child Care Centre

Whispering Hearts Infant and Child Care

Centre (WHICC) provides a safe and conducive

child care environment for children from 18

months to 6 years old. Through academic

programmes such as Language and Literacy,

Numeracy, Science and Discovery and Creative

Arts, the children build strong foundations for

their educational journey.

Additionally, discussion sessions on current

issues and reading programmes help to

stimulate the natural curiosity of children.

The children in WHICC also learn to be

independent and take charge of their own

personal matters such as hygiene. Children are

encouraged to perform simple tasks such as

eating by themselves, dressing themselves, as

well as setting up and putting away beddings

for nap times.

Holistic growth of the children is encouraged

through educational outings and celebrations.

In 2015, we prepared for the conversion of the

infant care section into an expanded child care

section. The conversion will allow us to care for

25 more children under our child care services.

To ensure that our service is of high standard,

the centre prepared for SPARK Accreditation.

The final assessment of the accreditation will

take place in March 2016.

VCS also actively sends our teachers for career development and upgrading courses. Some of the courses that they currently attend include the Bachelor of Early Childhood and Chinese Language at UniSIM, as well as the Bachelor of Early Childhood Education (International) by Deakin University, under SEED Institute.

Whispering Hearts Student Care Centre

(WHSCC) provides enriching and responsible

before and after school care services for

students aged 7 to 14 years old.

A holistic programme has been put in place to

strengthen both the academic and character

development of the students.

Students are encouraged to pursue their

interests through activities from five different

learning domains structured to nurture all-

roundedness.

WHSCC works with various community

partners to expose the children to activities

Celebrations for the various festivals in

Singapore were held for the children to

experience and learn about the multi-cultural

society in Singapore.

Dreams was established in 2004 as a drop-in

centre for youths.

Under Dreams, Project New Leaf and Teens

Action Project were started to help and

support youths to achieve their potential and

steer away from negative influences.

In 2015, VCS took care of 50 youths in total.

mentoring sessions, casework and counselling

sessions, as well as guidance from professional

social workers to better themselves.

Project New Leaf (PNL) provides wayward

youths who need a second chance to lead a

positive life through educational or vocational

pursuits. Through PNL, volunteer doctors help

to remove stigmatising tattoos from visible

parts of their bodies.

Professional social workers conduct casework

and counselling sessions for the youths as well

as guide them towards positive contributions

to the society by encouraging participation in

community services.

Teens Action Project (TAP) youth workers work

with troubled youths from 13 to 18 years old

through mentoring sessions, interest groups,

and group work.

NTU volunteers help to run weekly mentoring

sessions as well as outings and activities for

TAP youths.

In 2015, 4 group work sessions were also

conducted for the youths by TAP youth

workers. The sessions addressed issues

pertaining to relationships, sex and

communication.

With the rapidly aging population in Singapore,

VCS makes it a point to reach out to the elderly

in the neighbourhood.

My Centre @ Moulmein (MCM) engages the

elderly residents in Moulmein and Whampoa

South Constituencies.

In 2015, 382 elderly were registered with

MCM.

113 members were actively involved in MCM

activities every month.

Activities at MCM are divided into three

categories: Active Minds, Active Hearts, and

Collaborative Programmes.

VCS supports families in the community

through two family service centres (FSCs)

located in Jurong West and Potong Pasir

respectively. Through integrated services of

casework, group work and community work,

the FSCs help families work towards

independence, resilience and stability.

The FSCs jointly conducted 9 sessions of

Enhancing Positive Changes workshops

covering topics such as healthy eating,

managing exam stress, and parenting.

Both FSCs engage in outreach efforts with

community partners to better serve the

residents.

Viriya Family Service Centre (VFSC) serves residents from about 8,000 households from Potong Pasir and

Joo Seng with the current staff strength of 15. Apart from information and referrals as well as casework

and counselling services, VFSC also offered programmes including holiday programmes for children,

block parties and talks for seniors, as well as outings and events for young and old.

Whispering Hearts Family Service Centre (WHFSC)

serves residents from about 30,000 households

within Boon Lay, Nanyang and Pioneer

constituencies.

In 2015, WHFSC went through expansion and cyclical

maintenance to accommodate the increasing

caseload and a bigger staff team.

The revamped WHFSC was re-opened by Mr Cedric

Foo, Adviser to Pioneer Constituency, on 29 August

2015 during Whispering Hearts Summer Fest.

WHFSC was one of the first four FSCs to implement

the Code of Social Work Practice.

Whispering Hearts Summer Fest started off

Children and youths from WHICC, WHSCC

came together to put up performances. With a

brand new start, and a bigger team of 20 staff,

WHFSC is more than ready to offer the best of

its services to the residents!

Over the years, VCS has established funds and

community-based services to help families and

individuals afflicted with medical ailments.

Apart from providing financial support, VCS

partner hospitals to ensure that our

beneficiaries receive the care that they need

while staying in the community.

More than financial assistance, VCS is well

aware of the need to provide other mental and

emotional forms of support to beneficiaries

and their families.

All medical funds are supported by

professional services from VCS social workers.

Viriya-KK Children’s Hospital HomeCare Programme

LHCST-NKF Dialysis Centre

VCS established the Viriya-KK Children’s

Hospital HomeCare Programme in partnership

with KK Women’s and Children’s Hospital

(KKH) since February 2004.

The programme provides chronically ill

children and their family with financial,

community and emotional support.

VCS has helped 518 beneficiaries

through Viriya-KK Children’s Hospital

HomeCare Programme since 2004.

350 of the beneficiaries received

home nursing support.

With medical expertise and care from KKH,

caregivers are enabled to provide quality

medical care for the children in the comforts of

their own home.

Children in need of essential medical

assistance and treatment at home are also

provided with medical equipment funded by

VCS, relieving their financial stress.

LHCST-NKF Dialysis Centre continues to finance

haemodialysis treatment to kidney patients

with the committed support of VCS.

The centre also goes the extra mile to provide

rehabilitative facilities for the patients,

promoting maintenance of their physical well-

being.

VCS donated $25,000 to

LHCST-NKF Dialysis Centre in 2015.

VCMF Cases in 2015

Viriya Children’s Medical Fund (VCMF) was

established in 2010 to help families with

children requiring long term medical attention.

Surplus from operations of WHSCC are

channelled into the fund. Apart from financial

assistance, VCMF social workers also offer

professional support for the caregivers.

In 2015, financial assistance was disbursed bi-

monthly, with support group sessions or

activities conducted together with the

disbursements.

VCMF social workers conducted 4 support

group sessions for the caregivers in 2015.

During an SG50 Family Bonding event for the

beneficiaries, AWWA Caregiver Service also

conducted a support group session for the

caregivers. Additionally, clients got to

experience 2 sessions of laughing yoga.

VCMF 1st Caregiver Retreat 2015 VCMF had its first caregiver retreat on 12 December 2016 at West Grove Primary School. The retreat aims to provide

a platform where care givers can relax, attend self-care workshops and have a day of fun activities. Volunteers from

NTU came together to organise a day of fun filled programmes for the children while their parents or guardians are

away.

Viriya Elderly Medical Fund

Financial assistance was disbursed in four

gatherings which were coupled with other

activities and outings.

In particular, volunteers brought clients on an

outing to the Singapore Zoological Garden. As

many of the elderly were on wheelchairs,

volunteers assisted caregivers in ensuring that

the elderly had a smooth experience.

During the December disbursement event,

VEMF social workers and volunteers also threw

a Christmas party for the beneficiaries. They

relived memories from photos of Singapore in

the earlier days and played group games.

Viriya Elderly Medical Fund (VEMF) social

workers partner eldercare agencies and

hospitals to support elderly afflicted with

medical conditions and are staying in the

community.

VEMF provides elderly beneficiaries with

financial assistance to cope with medical

expenses such as transport, TCM treatment

and other consumables and also to meet their

daily basic needs.

Social workers also provide case management

services to the beneficiaries as well as provide

them with social support.

Viriya MediAssist Fund

A joint collaboration between VFSC and Potong

Pasir Citizen’s Consultative Committee, Viriya

MediAssist Fund was officially launched by Mr

Sitoh Yih Pin on 1 August 2015.

Established to help the residents in Potong

Pasir constituency, Viriya MediAssist Fund aims

to support the residents through financial aid

to defray the costs of their medical follow-ups,

medical equipment and consumables,

treatments and other medical services such as

home help services and home rectification.

Over the period of July to December 2015, 258

beneficiaries who require medical care

received monthly financial disbursements.

Besides the monthly disbursements, the

beneficiaries were also invited to events such

as terrarium making and origami classes

conducted by Cedar Girls School and our own

elderly volunteers. The Viriya MediAssist Fund

beneficiaries also had a year-end celebration at

VFSC where they enjoyed an afternoon of

games, food and lucky draw.
