This presentation generated of lot of interest and discussion with our members and made the chapter meeting so much more interesting and relevant. At the end of the meeting, the room was buzzing with discussion and excitement. The question asked to our members is: How to reduce by 70% the new building energy use by the year 2030 compared to the 2006 WSEC? 70% reduction is mandated by the Washington State in RCW 19.27A.160. As was revealed by multiple studies many of the region existing buildings waste great amount of energy by constantly reheating air that is recirculated with large fans. One of the way to reduce reheat energy is to bring the appropriate amount of outside air into building with Dedicated Outside Air Systems (DOAS). The new code revision propose to make DOAS and decentralized HVAC systems mandatory for most buildings. Exceptions to this requirement will be possible for various building type and residential buildings. Please note that this strategy is commonly implemented for new healthcare facilities. All our members are invited to reflect on how to improve building energy efficiency. As ASHRAE members I firmly believe that we are the enforcers of the Energy Code and that we also define future energy codes languages to achieve the efficiency goals mandated by the State. Dear Chapter Members & Friends,

At our first chapter meeting of 2015, a presentation was given by several local engineers on proposals to modify the Washington State Energy Code (2015 edition) in order to improve new buildings energy efficiency. This presentation generated of lot of interest and discussion with our members and made the chapter meeting so much more interesting and relevant. February 11th Chapter Meeting:The Future of RefrigerantsPlease join us for this month’s meeting where we’ll explore a very important topic in our industry. Our speaker Jim Wolf will provide the latest information on U.S. laws and regulations, proposed U.S. legislation and regulation, international agreements, and proposed international agreements that will impact the future use and phase out of HCFC (R-22 and R-123) and HFC (R-134a, R-410a, and R-407c) refrigerants. The presentation will include current requirements of the Montreal Protocol, Kyoto Protocol, the Clean Air Act, and U.S.EPA regulations, and proposed U.S. legislation and amendments to the Montreal Protocol that would phase down the production and use of HFCs such as 134a. Information will also be provided on the availability and projected cost of current HCFCs and HFCs plus forecast for new alternative refrigerants such as HFOs.

Speaker BioJim Wolf, President of Global Policy Associates.

Global Policy Associates is a consulting group providing technology consulting and policy development advocacy at national and international levels with an emphasis on ozone protection, climate change, energy efficiency technology, and green building design. Jim has 47 years of experience in the building technology industry. During his

time with Trane and American Standard he was actively involved in fluorocarbon technology and international and domestic laws and regulations affecting building technology. He has actively participated in policy development at the Montreal Protocol since 1988 and at the Kyoto Protocol since 1993. He was involved in the development of policy changes affecting refrigerants in the Clean Act Amendment and regulations implementing the phase out requirements for CFCs and HCFCs to comply with the Montreal Protocol and the U.S. Clean Air Act. At Trane he was responsible for assuring compliance with U.S. and international laws impacting buildings, products and fluorocarbon refrigerants. He received the U.S. EPA award for leadership in Ozone Protection and the Air-Conditioning and Refrigeration Institute industry award for Distinguished Service.

Jim earned a BS degree in Electrical Engineering at the University of Arizona and a MBA from American University in Washington, DC. He served in the United States Army as a Signal Corps Officer and received the Army Commendation Award.

Active in ASHRAE, he has served as Society President in 2000/2001. Prior to 2001 he served as President of the National Capital Chapter of ASHRAE and on the Board of Governors for eight years. Jim is presently on the Board of Directors for the ASHRAE Foundation and on the ASHRAE Advocacy Committee. He received the ASHRAE Distinguished Service Award and the ASHRAE Exceptional Service Award.

February 17th TAC MeetingDemand Control Ventilation: System Design and Application

Presented by Michael Cato of ATS Automation. The presentation will include:

• Review of current International, State, and City of Seattle code requirements.

• Overview and Application of ASHRAE 62.1• Discussion of various applications for DCV• Discussion of available sensor technology

Speaker BioMichael Cato graduated from Georgia Institute of Technology with a BA of Engineering. He entered the US Navy and served 5 years on active duty, first going through nuclear power school and s ubmarine training, then serving on the USS Ohio.

When Michael left the Navy, he went to work for Siemens Building Technologies for 4.5 years as a project manager/engineer. In 2004, Michael joined Wood Harbinger, Inc. where he worked as a Mechanical Engineer and earned his PE license. In 2013, he joined ATS Automation, Inc. where he currently specializes in control systems for critical environments.

across the globe. The Redmond campus is the size of a medium city, says Darrell Smith, director of Facilities and Energy for Real Estate and Facilities. The new Fault Detection system harnessed BAS data into a seamless, up to the minute interface that tracks performance and has saved over $1.5 million.

Volunteers Needed to Inspire!2015 Engineering Fair - Feb. 8th, 10 am - 4 pm

The Puget Sound Engineering Council (PSEC) hosts an annual Engineering Fair for National Engineers Week at the Museum of Flight. The Fair is targeted to K-12 students and their families. Join us for a fun day of learning about various engineering disciplines while encouraging students to think about engineering as a career.

The Feb. 7th event leads into the annual Central Sound Regional Science & Engineering Fair (CSRSEF) held at Bellevue College on March 7th. The Intel sponsored competition for 9th-12th grade students in King and Snohomish Counties encourages and rewards innovative student research and provides professional scientists and engineers the chance to interact with some of the best and brightest young students in the greater Seattle/Everett region.

We’re proud to host a booth at this year’s Engineering Fair. This is a great opportunity to connect with other members, and to share our passion for science and engineering. Please join us for a couple hours of your weekend. Availabe time slots are:

10 am - 12 pm | 12 pm - 2 pm | 2 pm - 4 pm | 4 pm - 5 pm
