We had a variety of education offerings, events, and semi- nars, and a banner Fall Conference in Lake Tahoe that was paired with a multi-region meeting which brought together chapter representatives from throughout the Western United States. 2018 will also feature a full slate of offerings in both education and social events. Please consider taking a few moments now and throughout the year to look at our Chapter website for our future offerings. Also watch for an upgrade to the website format to be re- leased in the first part of 2018. Five of our members received designations this year (one MAI, one SRA, two AI-GRS, and one AI-RRS)! In December 2017, we changed the way in which the Chapter handles the management of finances. We volunteered to participate in a beta test pro- gram for the new system that was adopted by the National Board of Direc- tors in 2016 the Chapter Financial Management and Administration Pol- icy. This Policy centralizes Chapter Financial management and administra- tion functions within the AI Finance Department at the national office, in- cluding central management of banking and reserve fund accounts. We look forward to seeing the results and impact of this beta test in 2018. The hot topic within the Institute in 2017 has been the release of the Govern- ance Structure Project Team (GSPT) recommendations for structure change. The initial reaction to the release over the summer was one of concern that sweeping change was imminent. However, the recommendations were sim- ply that, just recommendations, and the Project Team and National continue to be in “listening mode” and are reading every comment posted to the AI website about this issue.     I am humbled to be the incoming President for 2018. I truly appreciate the help and support of the offi-

    cers, Board, and committee members who sacrifice their time to benefit our Chapter. Thank you to our

    2017 Chapter President, Steve Parent, MAI, SRA, AI-GRS, AI-RRS who put in countless hours repre-

    senting our Chapter at regional and national meetings, developing education, planning the Fall Confer-

    ence, and coordinating volunteers. In addition, many thanks go out to Jenny Calabrese, our Executive

    Director. She works tirelessly as our main facilitator of operations for this Chapter and is a critical com-

    ponent of our Chapter’s success.

    Happy New Year and thank you for supporting the Sacramento Sierra Chapter of the Appraisal Institute,

    CHICAGO (Dec. 28, 2017) – James L. Murrett, MAI, SRA, of

    Hamburg, New York, will begin his one-year term as presi-

    dent of the Appraisal Institute on Jan. 1. The Appraisal Insti-

    tute is the nation’s largest professional association of real es-

    tate appraisers with nearly 19,000 professionals in almost 60

    countries.

    The Appraisal Institute’s other elected officers for 2018 are:

    President-Elect Stephen S. Wagner, MAI, SRA, AI-GRS, of

    West Lafayette, Indiana; Vice President Jefferson L. Sherman,

    MAI, AI-GRS, of Highland Heights, Ohio; and Immediate

    Past President and Acting CEO Jim Amorin, MAI, SRA, AI-

    GRS, of Austin, Texas.

    In the coming year, the Appraisal Institute’s officers and Board of Directors will focus on seeking to

    modernize the appraisal regulatory structure, working to halt appraisal waivers, attracting new apprais-

    ers to the profession and focusing on the needs of residential appraisers.

    “I’m excited to help guide appraisers and the valuation profession on the path to future success,” Mur-

    rett said. “We’re faced with both challenges and opportunities, and the Appraisal Institute is uniquely

    positioned to maintain and enhance its leadership role.”

    Murrett has served on the Appraisal Institute’s national Board of Directors and Strategic Planning Com-

    mittee and as chair of the Finance Committee, in addition to many chapter roles, including as president

    of the Upstate New York Chapter. He also has been treasurer and a member of the Board of Directors of

    the International Center for Valuation Certification, an affiliate of the Appraisal Institute. Murrett is ex-

    ecutive managing director, Compliance & Quality Assurance, at Colliers International Valuation & Ad-

    visory Services.

    Wagner has served on the Appraisal Institute Board of Directors and as vice chair of the Professional

    Standards and Guidance Committee. He is a past chair of the Demonstration Report Writing Panel, has

    served on the Admissions Designations and Qualifications Committee and has been involved in the de-

    velopment of the General Review courses and two Capstone case studies. He also teaches general quali-

    fying education and advanced-level courses and seminars for the Appraisal Institute. Wagner is a senior

    appraiser in the appraisal firm of Terzo & Bologna, Inc. in Indianapolis.

    Sherman has served twice as an Appraisal Institute chapter president in Ohio and has worked on two

    successful chapter merger teams. He has served nationally on the Board of Directors (2000-02), Finance

    Committee (vice chair, 2002), Nominating Committee (2002), Education Committee (2010-13) and In-

    ternational Relations Committee (2016). He currently serves on the Strategic Planning Committee. He

    has served nearly continuously on the Region V committee since 1993, including many years as its par-

    liamentarian. Sherman is principal of Sherman-Andrzejczyk Group, Inc. in Willoughby Hills, Ohio.

    Amorin has served on the Appraisal Institute’s Executive Committee, National Nominating Committee,

    Finance Committee, Audit Committee, Strategic Planning Committee, General Appraiser Council Ad-

    missions Committee, Qualifying Education Committee and the AI Relief Foundation Board of Direc-

    tors, in addition to region and chapter roles. He was the 2009 Appraisal Institute president, and also has

    served as national president-elect, vice president and immediate past president. Amorin is vice president

    of Atrium Real Estate Services in Austin.

    Chuck was born and raised in San Pedro, California.

    His father was a banker and his mother a housewife.

    He graduated from San Pedro High School in 1967

    and in 1969 he received his draft notice and entered

    into the Army. He spent time in the Republic of Viet-

    nam as an infantryman serving with the 11th Light

    Infantry Brigade. While in Vietnam, Chuck was

    wounded in combat in late 1970 and returned to the

    States. He left the Army in a disability retired status

    in 1971.

    After the service Chuck entered the appraisal business

    in 1973. He had been working in the accounting department of State Mutual Savings and Loan in Newport Beach

    California and then transferred into the appraisal department as a trainee residential appraiser under the tutelage of

    Norman T. Bolas, MAI, SREA who was the Chief Appraiser at the time. He worked there for two years while he

    completed his Bachelor of Arts Degree in Business/Economics at Chapman University in Orange, California. In

    June of 1975 Chuck became an employee of Robert Forman. Robert had the reputation of taking on any and all

    difficult appraisal assignments; those which most appraisers did not want to take, and became Chuck’s chief men-

    tor. “I have fond memories of the early years when it was just him and me working long hours and lots of week-

    ends completing often difficult but fascinating assignments. Assignments that taught me how to think clearly,

    apply appraisal principles and principles of market behavior, and write appraisal reports that logically communi-

    cated the analysis and conclusions.”

    Chuck likes to say that he was trained by an MAI, who was trained by an MAI, who was trained by an MAI. As

    such, he was the fourth generation of MAIs through the Shattuck family way of appraisal thinking. You can learn

    appraisal theory in classes but there is nothing like learning how to apply the theory from those that have been

    practitioners for a long time.

    In 1982, after obtaining his MAI designation, Chuck started his own appraisal practice, and in 1988 relocated to

    the Sacramento area and joined Richard Ribacchi, MAI and worked as a subcontractor for Rich. In 2001, he relo-

    cated to Chico, where he was a partner in the firm North Valley Land Services.

    In 2009 Chuck left his private practice and joined the Appraisal Services Directorate of the Department of the Inte-

    rior and stayed there until 2015 when he transferred over to Indian Country. He now manages the Pacific Region

    for the Office of Appraisal Services managing the appraisal needs of all of the Indian tribes in California with of-

    fices in Sacramento and in Palm Springs.

    Chuck has been involved in one capacity to another representing the Chapter continuously since 1999 while man-

    aging the Pacific Region for the Office of Appraisal Services managing the appraisal needs of all of the Indian

    tribes in California. He has an office in Sacramento and in Palm Springs.

    Chuck lives near Corning in Tehama County with his significant other Ute Wirth. They have a small ranch prop-

    erty and raise cows, sheep, horses and Border Collies. Chuck likes to compete in Rodear competitions with his

    horse “Tanner” and his young Border Collie “Gunny”.

    a small group of cattle through a

    number of obstacles in a set

    amount of time.

    POSITION SUMMARY:

    The Senior Appraiser II is the highest journeyperson level and competently undertakes appraisal as-

    signments of all property use-types, including facilities, common to the market area served. This posi-

    tion also becomes a valued consultant on a majority of appraisal issues. Continuing education becomes

    more specific in nature as the person may be considered an expert on a specific property type or opera-

    tion (i.e. conservation easements, leased fee, leasehold, unique and complex facilities, etc.) and expert

    witness testimony.

    SCOPE:

    This series specification describes six Real Estate Officer classifications used to perform a variety of

    functions related to professional real estate services provided by the Department of General Services.

    General activities will include site selection, providing real estate expertise to the State Public Works

    Board, appraisal, acquisition, appraisal and transaction review, leasing both as landlord and tenant, sale,

    relocation assistance, regional portfolio management, project management, facility planning, and asset

    enhancement of real property, and the review of acquisition and leasing procedures and documents of all

    State acquisition agencies other than the Department of Transportation, University of California, and

    State Lands Commission.
