Currently, that plan is almost entirely comprised of a series of treatment plant capacity upgrades, storage tanks, tunnels, and other piping system augmentations; collectively known as “gray” infrastructure. After approval of the WWMP, the use of more renewable, sustainable, and environmental- ly friendly systems, commonly referred to as “green” infrastructure, has been recognized and implement- ed in many communities as a potential solution to many of the elements associated with consent order requirements. Recently, the City received approval from Ohio EPA to delay many elements of the WWMP so the City can investigate whether it can meet the WWMP goals and future stormwater regulations with green infra- structure and I&I control on public and private property. The solution is known as the Integrated Solution (IS). The City is proceeding forward with the pilot for this Integrated Solutions approach in the Clinton- ville neighborhood. This presentation will discuss the efforts of the Pilot Area Technical Committee (PATC) charged with de- veloping and refining the project objectives, as well as the methodology and logistical challenges of achieving these goals. ASCE Past President Andy Herrmann flew over Pittsburgh, the “city of bridges”, with 60 Minutes’Steve Kroft to highlight America’s aging bridges in a segment that aired Sunday, Nov. 23. ClickHERE to view the segment.

Herrmann was among severalexperts interviewed for thepiece, including formerSecretary of TransportationRay LaHood andCongressman EarlBlumenauer (D-OR). Whileeach guest brought differentexperiences, they all agreedon one thing: the need forincreased funding.

One in nine bridges in theU.S. are structurally deficientand the gas tax, lastincreased in 1993, simply cannot fully-fund a 2014 transportation network.

As Herrmann said, “It all comes down to funding.” It is now up to Congress to #FixTheTrustFund witha long-term, sustainable funding solution that will address our aging infrastructure.

Ohio Outstanding Civil EngineeringAchievement Award CriteriaThe Ohio Council of ASCE will soon be solicitingnominations for the 2015 Ohio Outstanding CivilEngineering Achievement Award. Selectioncriteria for the Ohio OCEA Award parallelsnational ASCE's criteria except that nominatedprojects must be located within Ohio's borders.Projects nominated for but not winning thenational ASCE OCEA competition are eligible.Ohio Council’s OCEA winner will be selected bya committee of judges representing each OhioSection. The award is given annually to a CivilEngineering project, not an individual or firm, torecognize the contribution of the many engineerswho have worked on the project.

Selection is based on how the projectdemonstrates the application of civil engineeringskills and its contribution to civil engineeringprogress and mankind. Judges will consider thefollowing criteria: (1) contribution to the well-being of people and communities, (2)resourcefulness in planning and in the solution ofdesign problems, (3) pioneering use of materials

and methods, (4) innovations in construction, (5)impact on the physical environment, unusualaspects, and esthetic values, and (6) the project'spotential adverse effects. The nomination shouldlook frankly at the project's potential problems.

A bronze plaque will be awarded to the winningOhio Project to be mounted in a prominentlocation at the project site. The presentationceremony will provide an excellent opportunity forpublicity and recognition.

Guidelines for EligibilityProjects must generally be substantiallycompleted and operating for their intendedpurpose to be considered for the award. Mostany civil engineering project is open forconsideration. Detailed guidelines will beavailable soon.

The Ohio Council of ASCE is seeking papersfrom Ohio ASCE Student Chapters/Clubs andYounger Members Groups for the 2015 RobertO’Shea Engineering Ethics Award. One winnerwill be selected to receive an award certificateand a cash award in the amount of $500.00. Theorganization to which the winner is affiliated(Student Chapter/Club for a student, SectionYounger Members Group for a younger member)will receive the cash award. The author of thepaper representing the organization that isselected as the winner will receive the awardcertificate.Younger members of any of the Ohio Sections ofASCE and undergraduate members of the ASCEStudent Chapters/Clubs from any college oruniversity located in Ohio who are in goodstanding at the time their papers are submittedare eligible to author the paper. The 2015 MeadPrize topic for students is "Should the Engineerof Record (who has sealed a set of plans) beheld responsible, to any degree, for injury ordeath to builders or bystanders that occursduring the construction of his/her design?" We are proud to announce that Jim Pajk hasbeen selected to serve as an ASCE FederalAdvocate, a 2 year volunteer position to be aliaison between ASCE and Federal legislators.The goal of the position is to developrelationships with federal elected officials andlocal staff members to advance ASCE’s priorityissues. The position will also be utilized to shareASCE’s priority issues with local ASCE Sectionand Branch leaders and members to encourageadvocacy from a local level.

Jim is a past Central Ohio Section president andis currently an officer with the Ohio Council ofSections of ASCE.
