Replacement of the Jeremiah Morrow Bridge

The Jeremiah Morrow bridge carrying Interstate 71 overthe Little Miami River near Lebanon Ohio is beingreplaced with an all-concrete segmental cast-in-placebridge using the balanced cantilever method with formtravelers The Jeremiah Morrow bridge named afterOhiorsquos ninth Governor is the highest bridge in Ohio at 240feet and also one of the longest at 2230 feet The existingtwin steel deck trusses were built in 1964 and 1965 at acost of $5 million The existing bridges are being replacedin two phases with the first of the two twin bridgescurrently being constructed in the median between the existing bridges At 30 feet wide theexisting bridges are very narrow the new bridges will each be 55 feet wide with provisionsof three lanes of traffic in each direction The new bridges will cost $881 million HNTBCorp Cleveland is the designer and Kokosing Contruction is the contractor

In November our luncheon meeting was heldat the Grange Insurance Audubon Centerwhere it was a pleasure to hear the speakersMichael Bongiorno of DesignGroup and RyanHoffman of Heapy Engineering discuss theinnovative design strategies of the structureand its surroundings They did an excellentjob at presenting what key factors were takeninto consideration for the Center to meet theLEED Gold certification I would like to thankDevon Seal of OSPE for helping coordinatethe speakers and Michael Bongiorno and RyanHoffman for providing the group such aninformative presentation and tour of thefacility For those that have not been to theGrange Insurance Audubon Center this is awonderful facility that provides the opportunityto observe a nature preserve in a metrodowntown setting For more information aboutthe Center please visitwwwgrangeaudubonorg

More projects will proceed now that 2012funding is finalizedFollowing recently passed legislation theUSDOT will be funded through September 302012 and all other federal agencies throughDecember 16 The bill packaged with theAgriculture and Commerce-State-Justicespending bills passed the House (298-121)and the Senate (70-30) Highlights andfunding amounts of the bill include

∙ Federal Highways $415 billion (aslight reduction from current levels butmuch higher than the $27 billionoriginally proposed by the House)

∙ Federal Transit $106 billion (about$311 more than current levels)

∙ New StartsSmall Starts capitalprogram $19 billion

∙ TIGER program $500 million ($27million less than current levels)

∙ National Infrastructure Bank $0funding (The White House hadrequested $5 billion)

∙ Amtrak $14 billion (includes $681million for capital improvements)

∙ High Speed Passenger Rail $0funding (The House proposed $0 theSenate proposed $100 million thePresident requested $1 billion)

∙ $335 billion for the airportimprovement program (a decrease of$165 million)

∙ HUD Sustainable CommunitiesInitiative $0 The Senate proposed$90 million the House $0

∙ Federal Aviation Administration $125billion

Ever since the late nineteenth century structureshave been built higher and bridges have spannedfurther In 1939 when I arrived in the UnitedStates New York could boast having the worldrsquostallest skyscraper the Empire State Building andSan Francisco the worldrsquos longest suspensionbridge the Golden Gate Bridge After the SecondWorld War these records would soon tumble aslonger and taller structures would be planned andbuilt until here we are in the twenty-first centurywith Dubairsquos Burj Khalifa tower scraping theclouds at 828 m high and the planned Stretto diMessina Bridge jumping 5070 m across the straitseparating Sicily from the Italian mainland Havewe reached too high and too far in our quest forsheer size Have we reached the technologicallimit of how high we can build or how far we canspan What about Frank Lloyd Wrightrsquos mile hightower and the tempting Strait of Gibraltar waitingto join Europe to Africa I propose to explore thelimits that technology presents us in this questand whether there are socio-economic con-straints that may outweigh mere physical limits
