Parke’scommitteesfor2014.TheProgramsCommitteehasbeenworkingontheCommunityFair.Therewillbeachilicook-off,aplantexchange,andafloatstationwillbeavail-abletomakeyourownicecreamsoda.A50/50rafflewillbeheldaswell.Eachcommitteewillhaveaboothandcommit-tee members will be available to answer any questions thatcommunity members have regarding the workings of theirindividual committees. Eachboothwillhavea raffleor anopportunitytowinagift.TheprimaryreasonfortheFairistoenlistnewideas,talents,andinterestsinTheParkecommit-tees.ResidentswillalsohaveanopportunitytoenteracontesttohavetheirHOAassessmentpaidforonemonth.Youmustattendtoenterthesecontests! TheParkecannotefficientlyandeffectivelyoperatewith-outstrongandviablecommittees.Parkecommitteesestablishcommunityneeds,setprioritiesforthecommunity,reviewtheexteriorstandardsofthecommunity,andensurethatthecom-munity isonsound fiscal footing. TheseParkecommitteesprovidenumerousprogramsandactivitiesfortheresidents,aswellaseffectivecommunicationvehiclesinthecommunity. AtarecentCommunicationsAdvisoryCommitteemeeting,oneofourmembersremarkedaboutthelackofnewsandfea-turearticlesaboutourcommunityandourresidentsintheParkeBench.Irespond-ed,“Wehaveunfortunatelylostourfea-turewriters.”Sothisbegsthequestion,wherehaveallthewritersgone?Theansweris,ofcourse,theyhavemovedon;eitheroutof thearea,orhavepassedaway.So,weareonthelookoutfornewtalent,andthatcouldmeanyou. WehaveacadreofverytalentedandexperiencedpeoplewhoresideinTheParke.Whydon’ttheysubmitarticlesaboutParkepeople,placesor thingsforpublication? Perhaps it isbecausewehaven’taskedthem.So,Iamremedyingthisrightnow.TheParkeBenchisyournewsletter.SurveystellusthatitisthemostpopularformofformalcommunicationhereinThe Parke. So, here is the challenge: Share your expertise.Forexample,ifyouareanurse,tellushowwecanmaintainahealthylifestyle.Tellusaboutaplacethatyouhavebeen.Perhapswehavebeenthere,orwouldliketogo.Writeaboutyour interesting neighbor (with their permission of course).Alternatively,expressanopinion,butpleasekeepitnonpoliti-calandtrytotellbothsidesofthestory. AsIwritethisarticle,Ipreparemysontoreturntoschool.Heisveryyoungandwillbeginlearningthebasicskillsofmath,language,readingandwriting–preparinghimtofunc-tionintheworld.Hewillcombinethesebasicskillswiththelessonshelearnsathome,atchurch,andinhissocialcircles.Allofthesewillhelphimbecomeanactiveparticipantintheworldand,asanymotherwouldwant,aproductiveandposi-tiveparticipant. Asageneralmanager, Iwilluse thebasicskills that Ihave learnedalongwithourcommunity’sbasicdocuments,theGoverningDocuments,toguideandcarryoutthenumerousoperationsofTheParke. Furthermore,asthegeneralmanager,itisnotmydutytochangethelawsdescribedintheGoverningDocuments,butsimplytoenforcewhatiswrittenandtorecommendchangestotheBoardofDirectors.However,asaresidentinmyowncommunity,Ihavetheresponsibilitytobeanactive,votingmemberinmyHOA’sgovernance,andalsotheabilitytobe-comepartofthedecision-makingprocess. AsSeptemberarrives,sodoesoneofthemostimportantopportunities thatany residentmayhavehere inTheParke–theabilitytolearnmoreaboutyourCommunity’s“basics”–theabilitytobecomeanactivevoicebyparticipatingasacommitteemember.Yes,GoverningDocumentssetthestage,butwhathappenson thatstagecansurelybe influencedbyactive, concerned residents.As a community member, youcanapplyyourstrongsuits,yourtalents,andyourexpertisetowards the team effort that’s needed to effectively governourcommunity.Itismyhopethatyoutakeadvantageofthisopportunity by attending the Community Fair on Saturday,September 7,andsigninguptobecomeamemberofoneofourcommittees.

IwouldliketoaddressseveralrumorsthatIhaveheardinthelastcoupleofweeks.Isaytheyarerumorsbecausenoonehasapproachedourcommitteewithanyfactsorcircumstancesthatwouldleadustoinvestigateaperceivedproblem.1-Dothepeopleontheride-aroundknowtheguidelines?Answer –Isincerelyhopetheydo.Eachmonthourgeneralmanager,thechairoftheDRC,andsometimes,amemberofourcommitteeperformtheride-aroundinTheParke.2-ThereareinequitiesinsomeoftheDesignReviewGuide-linesandthereisaneedforareviewoftheGuidelines.Answer–AsIhavewritteninpastBencharticlesandmen-tionedintheJuneJavahour,ifanyoneseessomethingspecifi-callyintheGuidelinesthatneedstobechangedormodified,pleaseprovidewritten information to theDRC. A military policeman stopped me for speeding on PostonetimeandIhadthenervetotellhim,howcomeyoudidn’tcatchthatguywhoisgoingfasterthanIwas. Hesmiledatmeandsaid,“Sir,haveyoueverbeenfishingbefore?”Isaidyes.Hethensaid,“Well,Ibetyoudidn’tcatchallthefishinthepondeither.”ThepointIamtryingtomakeistogiveus(DRC)anopportunitytosolveoraddresstheprobleminsteadof takingitdirectlytothe“officeofpublicopinion.” AsofAugust15,2013,wehavenotreferredanyviolationorprob-lemtotheCovenantsCommitteeforresolution.Wewillnotdiscussspecificsofaproblemnorwillwementionaresident’snameoutsideofourcommittee.Ihopethisclarifiesthe“ru-mormill”andwecanmoveontootherareas.

TheCovenantsCommitteeisthegroupthatanyresidentcancometowhenthatresidenthasaconcernthathasnotbeenaddressedoraquestionthathasnotbeenanswered.Thecon-cernorquestioncanbewiththestaffortheBoardofDirectorsorwithanother resident. TheCommittee tries to findsolu-tionsorcompromises.Attimes,whenacompromisecannotbereached,CovenantsisempoweredbytheBylawstoholdahearingandeventuallyitmaybenecessarytoimposeafine.Hearingsand finesarealways last resorts. It is alwaysourgoaltosolveissuesamicably. IfyouwishtocontactmeaschairpersonoftheCovenantsCommitteeforanyreasonwithaquestionorprobleminlieuofcontactingthegeneralmanager,theBoardofDirectorsorthechairpersonofanotherCommittee,pleaseleaveanoteforCovenantsandaskatthefrontdeskforittobeputintheCov-enantsbox.Youmayalsoemailmedirectlyatmgiacoponel-lo@aol.com.PleasekeepinmindthatIcannotaddressissuesfromananonymoussender.However,IwillkeepallmattersprivateuntilIspeakwithyou. The Science CornerToday’s Topic: Black MoldByBruceJarvisLateautumnwillseetheappearanceinourareaoflargebushyplantsbearingmanysmallwhiteflowers.Theplant,aspeciesofBaccharis, isfoundupanddowntheeasternsea-boardonthebordersofmarshyareas.Acousinofourplant,foundinBrazilandArgentina,isresponsibleformostofthelossofSouthAmericanlivestock.Ingestionofthisplantbyanimals results in death by massive hemorrhaging. Studiesshowedthatthetoxinsintheplantsbelongedtoaclassofcom-pounds previously known only as fungal toxins that pose aseriousthreattohumansandanimalsexposedtothem. Thisclassoftoxinisalsoproducedbyablackmold(fun-gus),whereinEasternEuropemanyhorsesdieeachyearfromeatinghaycontaminatedbythismold.Inthelate1930s,StalinorderedseveralveterinariansshotthathethoughthadpoisonedUkrainianhorses.Inthosedayshorsesweremilitarilyimpor-tant.Thehorsescontinuedtodie,andKhrushchev(accordingtohismemoires)convincedStalintosendhimtoinvestigatethesituation,andfoundthatthedeathswereduetothemold. Although there were numerous scattered reports of themold-related deaths of Eastern European livestock (mainlyhorses), there were no similar reports of these episodes inNorthAmerica until the 1990s. And then, surprisingly, thedeathsassociatedwiththissameblackmoldoccurredinyoungchildreninCleveland,Ohio.Overthecourseofacoupleofyears,anumberofinfantsandyoungchildrenfromhomesinClevelandthathadsufferedsignificantwaterdamageweread-mittedtoalocalhospitalsufferingfromseverebleedingofthelungs;severalofthemdiedasaresult.AninvestigationbytheCentersforDiseaseControl(CDC)revealedthattheirhomeswereheavilycontaminatedbythissameblackmold. This episode raised the consciousness of the Americanpeopletothepotentialproblemsofhaving“moldy”homes.Intheensuingyears,lawyersandfly-by-night“moldmerchants”descendeduponthepublictogeneratebothgeneralangstandmoneyintheirpockets.

However, outsideof thepublicview,Sandpiper is cur-rentlyfocusingontheintegrationofESGpersonnelintotheirwork force and alignmentofESGdailyoperations, such ascustomerbilling.Frommydialogwiththem,Iwastoldthatduringthissummer,Sandpiperexpectstheirconversiontobe-ginwithafewlargecommercialcustomersintheBerlinarea.Once completed, they will then proceed with conversionswhereeconomicallyfeasible.Thislargenumberofbusinessandresidentconversionstonaturalgasisnotexpectedtobefullyinitiateduntilthelatterpartof2013orearly2014.How-ever,beforeanyconversiontakesplace,SandpipermustfirstpreparetheundergroundpipelinefeedstoOceanPinesforthenaturalgasdistribution. Thescopeof theconversionof theformerESGundergroundinfrastructurewilltakeatleastfourtosixyearstocomplete.Don’texpectSandpiperknockingonyourdoorintheverynearfuture. Thegoodnews is that sincenatural gas is a regulatedcommodity,SandpipertariffrateshavebeenapprovedbytheMarylandPublicServiceCommission.Regardlessofwhetheracustomerisonunregulatedpropaneorregulatednaturalgas,theratechargedwillbethesameinwhatiscalleda“blendedrate.”Asaresult,thecostofconvertingthedistributionsys-temand thecostofconvertingapplianceswillbesharedbyallcustomers.Thesavingsassociatedwiththelessexpensivenaturalgaswillbesharedbyallcustomers. And wait, there’s more good news. Individual custom-erswillnothavetolocateacontractortoconverttheirappli-ances.

We have lived in TheParkefor10years,alwayshadagrilloutbackonourlittlepatio,andneverhadanyproblemsuntilthisyear.Weboughtanewgrillwhichdoesnothaveabaseforstoringthepropanetank,sothetanksitsonthegroundnexttothegrill. EarlierthissummerIhappenedtonoticethatthereweresomebitestakenoutofthehosethatconnectsthegrilltothepropane tank. We replaced the hose figuring that whateverlikedthelasthosewouldnotbeinterestedinanewone.Howwrong we were!Within a short time the new hose also hadbeenchewedon.Wehaveneverseenthecritter,hadnoideawhatitcouldbe.Weboughtanothernewhoseandencaseditinahardplasticcordprotectorwhichwasslightlylargerthanthepropanehosewiththeideathatanythingbitingitmaynotpen-etratethehose.Afewdayslatertherewerelotsofhardplasticchipsonthegroundbelowthetubing;thehardplasticcoverhadbeenattackedtoo,howeverthepropanelinewasOK. We called a pest control service that deals with animalpestsasopposedtoinsecttypepestswiththeideaofsettingatrapforourlittlecritterwhichwehadnotseen.Thecritterdidcomeindaylightaswellasnighttime.Themanfrompestcontrolsaiditwassquirrelswholikedpropanelines.Sinceweliveontheedgeofthewoodsandhavesquirrelsoutbackattheedgeofthewoodsallthetime,trappingasquirrelseemedalit-tlefutile.TheysuggestedusingCritterControlwhichyoucanbuyatHomeDepotorLowes.Thatwillbeournextmove.
