2006 - July Picnic Secretary – Treasurer’s Report by Sue Adkerson by Tom Murphy, July 21, 2006

Board of Directors: At the Board of Directors meeting June 30 motions voted on by the Board resulted in no changes. Since that Board Meeting the Board has voted by email to eliminate the BeachTalk portion of the DLPOA website. Finances: We have $78,000 in our accounts at Bank of the West and Charles Schwab, more than enough to get through the summer and to leave a modest cushion for the start of next year. We’ve closed our small savings account at the bank because the interest we were earning was about .6%, (that’s point six), much less than the 4.8% interest that we’re getting from our money market account with Schwab. Eric and his Beach Crew are using a cash register at the gate now, which makes summarizing the day’s activity much easier. We’re also using our new floor safe in the mechanical room in the restroom building for safe overnight storage of cash received at the Beach. I pick up the cash from the floor safe about once a week and deposit it in the bank. Meetings: The next General Membership Meeting at the Beach starts at 11 am, on Saturday September 2.

What a terrific July picnic we had! Thanks to all of you who attended with your families and friends. Your contributions of your delicious salads and your yummy desserts were so good and so much appreciated. It truly took a "village" to put on this year’s picnic. I want to thank Dave Fleming for his carpentry work of putting the holes in the tables to hold our new umbrellas so nicely. Thanks to our annual hot dog cookers, Scott Denny and Jack Ripsteen. No burnt dogs from them!! The "beer-soda boys” did a terrific job: Phillip Yates, Dave Fleming, Dick Anderson and Bill Hardy. Cooled to perfection! The ticket sellers, Juanita Schneider and Wilma Epperle did a great job as usual. I was so grateful to Eric, our manager, and his beach crew for helping set-up and for their muscles. So wonderful to be young....Thanks to Greg Henderson for the purchase of the new picnic tables which are being used constantly. The real work horses of the picnic committee were Carol Bowa, Linda Anderson, Val Hardy, Margaret Yates, Jenny Flemming, Ann Sutherland, and Merna for her computer knowledge, Mary Serrano and Gail Gray and Bernice Yamato (Sue's house guest) - I put everybody to work. We all enjoyed working together to give the DLPOA another great family traditional picnic. We look forward to doing this again in 2007. No we are not nuts, we had fun. 2006 Election Results Beach Committee Report by Greg Henderson

We are half way through July and I was going to hold my thoughts about our new beach manager until the end of the season but there is no need to wait. Right or wrong I judge all of our beach managers as to how they stack up against former beach manager Jim Miller, a man I consider to have been what we should look for every time we hire a new beach manager. Enter, Eric Dixson. What a pleasure to have this guy working for us. Simply put he is the right man for the job in every way and we were fortunate that he accepted the job. Hawaii's loss is Donner Lake's gain. He has asked the board to consider letting him stay on and keep the beach open with a skeleton crew until late into the fall and perhaps opening earlier in the spring. I am welcoming his offer and I am recommending to the board that we give it a try this fall. The beach is in great shape. The restrooms, picnic tables and ping-pong tables are a big hit. Members are actually using the restrooms instead of going back to their cabins. Any erosion remedies will be implemented after the official close of the beach. The flag pole time table is predicated on the demolition schedule of the construction company we are acquiring it from. I have recruited long time member David Fleming to be in charge of changing the gate locks in the spring and fall to allow our members, with boats, access to the boat launching ramp. He will change those locks at his discretion.

This year’s counting of the ballots took place at the beach on Sat. July 1, 2006 at the Membership Picnic. We received 381 ballots of which 8 were voided, for a total of 373 valid ballots. The election committee finished counting the ballots just prior to the picnic lunch and the results of the election were announced to all the members in attendance. Minutes of a Meeting of the Board of Directors Donner Lake Property Owners Association

May 27, 2006

A regularly scheduled meeting of the Board of Directors of the Donner Lake Property Owners Association was held Saturday May 27, 2006 in the Tahoe Room at the Best Western Inn in Truckee. The Beach Cleanup had been postponed in the morning due to new snow on the Beach.

Call to order:

A quorum being present, Robert Farnsworth called the meeting to order at 1:03 pm.

Roll Call:

Board of Directors:

Twelve Board Members were present: Robert Farnsworth (President), Tom Murphy (Secretary-Treasurer), Sue Adkerson, Tom Bowa, Matt Bowden, Dorothy Burden, Gardner Combs, Dorothy Dube, Greg Henderson, Barbara Lewis, Juanita Schneider, and Rob Spies.

Board Member Scott Denny (Vice President) was absent.

Two Board Members, Ann Sutherland and John English, had resigned from the Board over the winter, so the Board now numbers 13.

Others in attendance:

Robert introduced Ray Hapai (“Hapai” rhymes with “Popeye”), our new Director of Operations, and Ray’s wife Sharon, and our new Beach Manager, Eric Dixson.

Members David and Audrey Fielding, Emilie Kashtan and Curtis Rowe also attended the meeting.

Minutes:

The minutes of the October 15, 2005 had been approved by email over the winter.

Secretary-Treasurer’s Report:

The Board had taken action on several items by email since the previous Board Meeting:

In October 2005 the Board approved the minutes of the October 15, 2005 Board meeting. The vote was 11 – 0. Barbara Lewis, Dorothy Burden, Dorothy Dube, Gardner Combs, Greg Henderson, John English, Juanita Schneider, Matt Bowden, Rob Spies, Sue Adkerson and Tom Murphy voted “yes.” Since Scott Denny had chaired the October meeting, he did not vote. Tom Bowa and Ann Sutherland did not vote.

In November the Board approved the budget for 2006. The vote was 11 – 0. Barbara Lewis, Dorothy Dube, Gardner Combs, Greg Henderson, John English, Juanita Schneider, Matt Bowden, Rob Spies, Scott Denny, Sue Adkerson and Tom Murphy voted “yes.” Tom Bowa, Dorothy Burden and Ann Sutherland did not vote.

In December the Board approved a suggestion by Ken Younger, then our Chief of Operations, that we allow the purchaser of Ken’s business to fulfill the remaining months of Ken’s contract with the DLPOA. The vote was 12 – 0. Barbara Lewis, Dorothy Burden, Dorothy Dube, Gardner Combs, Greg Henderson, John English, Juanita Schneider, Matt Bowden, Rob Spies, Sue Adkerson, Tom Bowa and Tom Murphy voted “yes.” Ann Sutherland didn’t vote.

Also in December the Board voted 10 – 1 to have an audit of our financial records performed by a qualified CPA firm. Barbara Lewis, Dorothy Burden, Gardner Combs, Greg Henderson, John English, Juanita Schneider, Matt Bowden, Scott Denny, Sue Adkerson and Tom Murphy voted “yes.” Dorothy Dube voted “no.” Ann Sutherland, Rob Spies and Tom Bowa didn’t vote.

In January 2006, the Board approved Mistretta Associates of Sacramento to perform the audit. The vote was 12 – 0. Barbara Lewis, Dorothy Burden, Dorothy Dube, Gardner Combs, Greg Henderson, John English, Juanita Schneider, Matt Bowden, Rob Spies, Scott Denny, Sue Adkerson and

Finances:

Tom Murphy said that our revenue from boat use fees is up this year, from $7,000 to $17,000, due our increasing the sticker price for 2006 to $60 (from $20 last year). For all of 2006 we issued 350 stickers for registered boat use, but only 286 so far this year. The only other unusual expense during 2006 has been $1,000 for legal consultation. In answer to a question, Sharon Hapai said that only six or seven members had complained about our new $60 boat use fee.

Chief of Operations’ Report:

Ray Hapai introduced himself, saying that he was going to make our lives easier by taking care of the DLPOA office so that we could enjoy the Beach. Ray is from Hawaii, as is Eric, our new Beach Manager. Ray and Sharon are working out of the same office in Sacramento that Ken Younger used, so telephone and fax numbers remain the same.

Ray distributed a recap of 2006 operations so far, showing that our revenue has increased over last year, although 48 members have not renewed their memberships yet. Reminder notices will be sent out later to non-renewers. We’ve sold 92 boat storage stickers so far this year, compared to 124 for all of 2005. We have about 107 parking spaces for overnight storage of boats on trailers. Tom Bowa said that boat storage is a big problem. The board discussed our limited storage space, and the possibility of limiting sales of storage stickers. Not all members who store their boats at the Beach keep their boats at Donner Lake all summer, so selling more storage stickers than we have spaces for has not been a problem except perhaps over the 4th of July weekend. Sharon said that members who are renewing their memberships after the April 1 deadline are generally not requesting storage stickers for their boats or trailers. We will not be storing trailers in the South Beach area this year as we did last year.

We have 695 members who count against the cap of 699, so we have four openings for new memberships, with four new applications for membership in

Tom Murphy voted “yes.” Ann Sutherland and Tom Bowa didn’t vote.

In March the Board voted 9 – 4 to retain the services an attorney for a potential personnel matter. “Yes” votes were cast by Barbara Lewis, Gardner Combs, Dorothy Dube, Greg Henderson, Juanita Schneider, Matt Bowden, Rob Spies, Scott Denny, and Tom Murphy. Ann Sutherland, Dorothy Burden, Sue Adkerson and Tom Bowa voted “no.” By this time, John English had resigned from the Board of Directors, so the Board now numbered 14.

In April the Board voted 12 – 0 approved a one year contract with Ray Hapai to continue as our Chief of Operations. Ann Sutherland, Barbara Lewis, Dorothy Burden, Dorothy Dube, Gardner Combs, Greg Henderson, Juanita Schneider, Matt Bowden, Rob Spies, Scott Denny, Sue Adkerson and Tom Murphy voted “yes.” Tom Bowa didn’t vote.

In early May the Board approved hiring Eric Dixson as our Beach Manager for 2006. The vote was 10 – 0. Barbara Lewis, Dorothy Burden, Dorothy Dube, Gardner Combs, Greg Henderson, Juanita Schneider, Matt Bowden, Rob Spies, Scott Denny and Tom Murphy voted “yes.” Ann Sutherland, Sue Adkerson and Tom Bowa did not vote.

Also in May the Board approved the purchase of ten new picnic tables for the Beach. The vote was 10 – 0. Beach:

Greg Henderson reported that the Beach is in good shape. Greg has re-measured and laid out the entire parking lot, driving metal stake markers into the ground to permanently define the parking spaces to make relocating the parking spaces much easier after winter weather has washed away the white lines. We’re also looking into a more durable method of drawing the lines, perhaps with a paint type material. Former Beach Managers Mike Lewis and Brad Hills have been helping Greg and Eric in preparing for the summer. Three new ping pong tables have been installed south of the new restrooms. We have a supply of new gate keys for members who want access to our boat launching ramp outside of our normal operating hours. Member Dave Fleming has agreed to be responsible for changing the locks on the drive-through gates in the spring and fall. The tire log boom has a break and Greg will be reconnecting it. Greg described the progress in equipping the mechanical room in the restroom building and his plans for future storage of tools in the mechanical room. The mechanical room has a mop sink with hot and cold water. Greg reported that our ten new picnic tables will be delivered to the Beach before the 4th of July. Greg added that we need to gradually replace our old Beach equipment with quality products. Robert and Greg described the “all-terrain wheelchair” which we have purchased for Beach use by handicapped members or guests.

Erosion:

Tom Bowa asked what the Beach Committee was doing about Beach erosion. Greg repeated that he would be repairing the tire log boom, and then perhaps extending it. There is a wide variety of opinions among the Board as to how serious the erosion is and methods of dealing with erosion. The Board discussed various choices, including building a concrete marina with boat docks, which could then be rented to members. This would be difficult and expensive, in terms of the permit process, costs of construction and later expenses for maintenance and administration, and would drastically change the nature of our Beach. Nor would it necessarily

process.

Tom Bowa expressed concern that the Beach Crew and members might be confused as to which sticker is for which boat, and where to affix the sticker. We probably need a greater variety of colors for our stickers to enable the Beach Crew to easily verify that stickers are being used appropriately. The possibility of a note with the stickers explaining our various stickers was discussed, and Eric suggested that he could make a “flash card” for the Beach clarifying the use of various stickers.

Beach Manager’s Report:

Eric reported that this morning’s snow on the Beach is almost gone, so today’s postponed Beach cleanup is on for tomorrow, Sunday. Eric said that despite the snow, there was a constant stream this morning of perhaps three dozen enthusiastic DLPOA members willing to help with the cleanup.

Robert emphasized that no boats are to be stored on the Beach until the cleanup is finished.

Eric said that he is committed to helping to make our Beach a safe, secure, clean and fun place to be. Eric reviewed his background, which includes 22 years of living in the Truckee Tahoe area, and other times over the years when he’s also enjoyed Donner Lake and our Beach.

We are hiring eleven applicants for the Beach Crew this summer, eight of whom are returning from previous years, including four who Eric considers “senior.” Scheduling is a challenge due to several of the Beach Crew having various commitments during the summer. Eric wants to appoint one or two of the Beach Crew as being “in charge” when he’s not present on the Beach. Robert said that would be appropriate as Beach Managers have always been given that option.

Eric said that he is willing to help us keep the Beach open longer in the fall, at least on weekends, if the board agrees to this later.

prevent whatever erosion may or may not be taking place. Barbara mentioned that a dock system could be perceived as benefiting boat owners more than the membership as a whole. Other less intrusive measures include planting more native grasses out in the breakwater area as recommended last summer by the landscape design student from Davis. Greg has discussed erosion with Gary Stone, the Federal Water Master, and Bill Hauck of the Truckee Meadows Water Authority. Severe runoffs from flash flooding into Donner Lake can overwhelm the Lake’s outlet (at Donner Creek in the State Park). Juanita made a motion that she be allowed to research the erosion issue, starting with asking the Town of Truckee what, if anything, they perceive as erosion at their large beach adjacent to ours. The motion passed unanimously. The erosion matter will be on the agenda of the next Board Meeting under New Business and Robert will contact a consultant or two to see if they could attend the next Board Meeting.

Budget Committee:

Scott Denny, Chair of the Budget Committee, was not at the meeting, so Tom Murphy read Scott’s written report. Scott’s report said that we’re on target with our 2006 budget, except for fewer initiation fees received so far this year than expected. The only expense item not anticipated was the $1,000 that we’ve spent for legal consulting. Our revenue is up over last year primarily due to our increased boat use fees. Even after the cost of our new restrooms, the Association is in good financial shape.

Picnic Committee:

Sue Adkerson asked for verification that she would be reimbursed for expenses that she incurs for the picnic on her personal credit card. She was assured that she would be. Greg said that we would drill holes in our old picnic tables, but not the new ones, to accommodate the three new umbrellas that Sue purchased for us last fall. Sue

has changed the picnic format for 2006. Sue and her Committee will provide the main courses, and members are being asked to bring only salads and desserts. She is simplifying the tickets sales this year, with a set price for food ($5 for adults, $3 for children under 12), $1 for beer and 50¢ for soft drinks. There is no “budgeted amount” for the picnic; we just expect to break even. The new umbrellas will not be stored in the mechanical room of the restroom, but elsewhere at the Beach. The Yates family will be handling the drinks again this year, and we expect that Safeway will give us the same discounts as in prior years when John English was involved. Robert Farnsworth agreed to phone Safeway to confirm this. Sue said that volunteers are welcome to help during the picnic. Robert reminded Sue to order the barbeque pit from last year’s vendor, and to have them deliver it and pick it up, with the vendor responsible for cleaning it. Robert thanked Sue for her efforts in organizing the 2006 picnic. The picnic is on July 1. The Fireworks are always on July 4.

Sand Sculpture Contest:

Dorothy Burden is already receiving applications for this year’s contest.

Membership Committee:

Barbara Lewis described the makeup of her Committee which includes Matt Bowden, Rob Spies and a DLPOA member who is a real estate attorney and offers legal consultation to the committee. Barbara has been writing an article for each Newsletter explaining some of the more complicated areas of membership eligibility, for example, transfers of ownership, and trusts. Even if your property is in a trust, the DLPOA membership is held by the individual. Barbara distributed updated written procedures detailing the activities of the Membership Committee. For some reason, recent applications for membership have been more complicated than in the past. The Association doesn’t always know when an existing member has sold their property, and would therefore be ineligible for membership. It is possible, but unlikely, that a member could renew their membership after selling their property, and we wouldn’t catch on until a new owner applies for

Election Committee:

Matt Bowden reported that we have competition this year for the three Officer positions, and nine members are running for election for six open Board positions. The ballot package will be mailed out by June 1. Ballots will be mailed to our PO Box in Truckee as specified in the bylaws. Matt doesn’t want non-involved observers at the ballot counting, but would welcome volunteers to help with the actual counting of ballots. Matt is considering conducting the entire count the morning of the election, July 1, at the Beach. Several Board Members offered their help.

New Business:

Memorial Benches:

Sue Adkerson suggested that we institute an organized program of memorial benches at the Beach for members who want to purchase a bench in someone’s memory. The Board discussed possibilities, and the need for a long-term plan for memorials. That was the intent of the study begun by Mike Brugh a couple of years ago that got sidetracked into a master plan for the Beach with an emphasis on preventing erosion by planting grasses. Board Members expressed concerns about overbuilding the Beach in a haphazard fashion. There would probably have to be an established limit on the number of benches. Robert appointed Sue as Chair of a Memorial Bench Committee, saying that this could be looked into without the Board making any commitment that would prevent general planning of the Beach.

One Day Boat Use Stickers:

Tom Murphy made a motion that we institute a new one-day boat use sticker for members for a fee of $10. This would be intended for members who only launch their boats once or twice a year, and for whom the new $60 fee for unlimited boat use doesn’t make sense. Since renters can bring their boats to the Beach for $20

per day, it seems fair to have an even better deal for members. We will not be issuing refunds to members who purchased the $60 sticker. The motion passed unanimously.

Ray said that he has not given out our mailing list. Tom Bowa had the laptop in his possession for some time after the Beach was closed last fall, before delivering it to the office of our Chief of Operations, explaining that he was planning on working with member Sam Levin to make the computer more efficient. He denied that he had downloaded the membership from the laptop computer. All of our employees at the Beach had access to information in the laptop computer and Tom Bowa suggested that maybe one of them downloaded the information

Remarks and Criticisms:

Mailing List:

Greg asked for clarification on our mailing list policy. Specifically Greg asked how some candidates running for election obtained the DLPOA mailing list for their recent mailing. The recent mailing went to more members than the 425 or so members listed in BeachTracks, our membership directory, so the complete membership list became available somehow. Robert said that we’ve never had a request for the mailing list, but that the Board of Directors must provide reasonable access to DLPOA members who request membership information if it is being sought for legitimate Association communications, and not for commercial or fund-raising purposes, for example. We also have an obligation to the membership to protect the privacy of their personal information, and Robert said that we would not give out an electronic copy of any membership information, since that would make it too easy to reuse the information beyond the purpose for which the information was requested. We would provide a list in printed form if requested by a member, limited to a list of members’ names and permanent mailing addresses, if the request was specifically related to legitimate DLPOA business and issues.

Board and Committees:

Gardner expressed appreciation for the volunteers on the DLPOA Board and various DLPOA Committees, adding that members don’t always appreciate the scope of the responsibilities that fall on some of these people, and their commitment to the Association.

Newsletter:

Tom Bowa asked why the Newsletter is slow going out in the mail. Robert explained that the May Newsletter had been late because we were trying to get as many committee reports published as possible, and we were waiting for the Sand Castle Contest leaflet for insertion into the Newsletter. We could consider first class mailing for the Newsletter. We could also offer electronic mailing of the Newsletter for those members who might choose that option. The newsletter is available at our website shortly after it’s mailed.

Audit:

Tom Bowa took exception to Tom Murphy’s column in the March Newsletter which had reported that Tom Bowa was responsible for interfering with and stopping the audit. Tom Bowa said that he had sent an email to the Board about the audit, and when no one answered his email, he felt compelled to send his email to the auditor, who then dropped out of the engagement. Robert responded by saying that the column in the Newsletter had stated the facts correctly, that because Tom Bowa had a dispute with the Board, he had chosen to take the discussion outside the Board and in doing so had caused the withdrawal of the CPA who had agreed to do the audit.

Budget Committee:

Member Emilie Kashtan said that she thought that she was on the Budget Committee, but has not been contacted. Robert suggested that she discuss this with Scott Denny, Chair of the Budget Committee.

Membership Questionnaire:

Emilie Kashtan suggested that the questionnaire that was sent out a couple of years ago might be a good starting point for a master plan.

Newsletter:

Emilie feels that it’s not appropriate for members to use their columns in the Newsletter to endorse certain candidates in upcoming elections, since the opposition has no chance to respond. Matt Bowden responded that some candidates for election are endorsing other candidates in their Candidate Statements, which are being mailed out in the election packet on June 1.

The next Board Meeting is scheduled for Friday June 30, 2006, at 1:00 pm, at the Best Western in Truckee.

Donner Lake Property Owners Association July1, 2006

A regularly scheduled General Membership meeting of the Donner Lake Property Owners Association was held at 10:05 am on Saturday, July 1, 2006 at the Beach. It was a nice sunny day. There were about 175 people in attendance representing about 80 memberships, which constituted a quorum. Also present were Board Members Robert Farnsworth (President), Scott Denny (Vice President), Tom Murphy (Secretary-Treasurer), Sue Adkerson, Matt Bowden, Dorothy Burden, Gardner Combs, Greg Henderson, Barbara Lewis, Juanita Schneider and Rob Spies. Eric Dixson, Beach Manager, and Ray Hapai, Director of Operations, were also in attendance. President Robert Farnsworth chaired the meeting. Approval of Minutes: The minutes of the General Membership Meeting held at the Beach on September 3, 2005, were approved as submitted. The minutes had been published in draft form in the March 2006 Newsletter. Treasurer’s Report: Tom Murphy reported that our finances are in good shape. After hitting a low point of $22,000 in cash reserves over the winter after paying for our new restrooms, we now have $94,000 in the bank. That’s more than enough to get us through the summer and provide a cushion for the start of next year. It’s difficult to predict future cash balances because cash received from initiation fees is variable from year to year. Tom thanked Robert for his eight years of service to the Association as President and for Robert’s help to Tom personally in getting the job done.

Chief of Operations’ Report: Robert introduced Ray Hapai, our new Chief of Operations for the next year, and his wife Sharon. Their daughter Melanie is helping to keep our website up to date. Ray said that he is still learning our operations and is trying to respond as quickly as possible to phone messages. Ray said that we now have 738 memberships. 707 members have renewed their memberships so far this year; 30 have not renewed. We have four openings for new members. In answer to a question as to how we can have openings when we’re over the cap of 699, Robert explained that inherited members don’t count against the cap, nor do they pay initiation fees. The intent of the bylaws was to allow for openings for new members who are new to the area, while keeping the interests of families in mind also. If children of deceased members counted against the cap, we would never have any new blood. Ray’s job with regard to memberships is purely administrative. Barbara Lewis, Chair of the Membership Committee, serves as gatekeeper to the Association by determining the eligibility for membership of each new applicant. Beach Manager’s Report: Robert introduced Eric Dixson, our new Beach Manager for the summer. Eric is just returning from ten years in Hawaii, but he goes way back in his relationship to the Truckee Tahoe area, and our Beach. Eric has picked three or four employees as “key” employees, and one or two of them will always be present at the Beach if he isn’t. Eric asked us to let him or his Beach Crew know if we see anything amiss, such as a bathroom that needs attention. With regard to Beach rules or policies, Eric asked that we address those issues with him or the Board of Directors, but not the Beach Crew employees. In answer to a question about the bulletin board which had fallen apart during the winter, Greg Henderson said that the bulletin board

would be replaced this summer. Answering a question about plans for the old restrooms, Eric said that the current plan was to convert the building into changing rooms and perhaps adding outdoor showers. Committee Reports: Beach Committee: Greg Henderson expanded on Eric’s earlier comments about plans for the old bathrooms, saying that we will not be tearing down the building, because of the cost, time and effort in building something new, but we will be taking the roof off, and replacing it with a new roof that will match the new restroom building. While the new restrooms are finished, Greg is still equipping the mechanical room. The old rotting logs around the restrooms have been replaced with boulders. The new ping pong tables are on metal stands that are set in concrete. The parking area lines were wiped out over the winter so Greg has relined the parking area and also has driven metal spikes into the ground to permanently delineate the parking spaces. Juanita Schneider met with a consultant to discuss solutions to our erosion problem. The Board of Directors is discussing placing additional boulders as recommended by the consultant, but they would have to be placed in a way that doesn’t affect boat parking. Robert expressed appreciation for all that Greg has accomplished, most recently the new restrooms, which are paid for and within budget. Budget Committee: Scott Denny said that even though it appears that we missed on our forecast of 2006 initiation fees, we’ll still end the year in the black. Picnic Committee: Robert pointed out that we’ve moved this meeting out of the picnic area so that the meeting and the picnic don’t interfere with each other. Sue

Adkerson described the traffic pattern that she’s marked out that we’re to follow when getting food and drinks when the picnic begins. Sue also explained the new simpler pricing structure for picnic tickets. Sue thanked her Picnic Committee helpers. Membership Committee: Barbara Lewis talked about the duties of the Membership Committee in determining eligibility of applications for membership. In answer to a question about lot splits, Barbara said that if a previously eligible property is subdivided into more parcels, the new parcels become ineligible for membership. If an eligible property receives a new parcel number due to a slight property line adjustment, the property is still eligible for membership. Robert mentioned that a member who is a real estate attorney helps Barbara and her committee with their work. Election Committee: The ballots were still being counted at this point during the meeting. New Business: Old Stock Trail: Stan Sandelius talked about the current status of State Route 37, an historical, enjoyable hiking trail to Donner Summit, which has been blocked by a private landowner, Frank Cadjew, for the last 15 years. The group trying to save the trail feels that the easement that follows the original trail across Cadjew’s property should be respected. Stan thanked our members who contributed cash that more than covered the cost of Stan’s mailing with enough left over to install a sign marking the trailhead. The Nevada County Board of Supervisors has voted to abandon the easement, but Cal Trans has delayed that decision by requesting a CEQA report. The website of the group trying to save the trail is

www.historicdonnertrail.org. Stan asked for a show of hands of those who would be interested in a hike up to where the trail is blocked, perhaps tomorrow, and there was lots of interest. The suggested alternate route around Cadjew’s property was discussed. Robert reminded the membership that the Board of Directors had earlier authorized a letter to the Board of Supervisors opposing their abandonment of the original trail across Cadjew’s property. All Terrain Wheelchair Robert displayed the new all terrain wheelchair that the Association has purchased for Beach use by members or guests as needed. Robert Farnsworth: Greg Henderson thanked Robert Farnsworth for Robert’s support over the years in enabling Greg to continue gradually improving our Beach facilities. Greg also said that Robert has wisely kept us from getting into an adversarial position with the Town of Truckee. Greg thanked Robert for his eight years as President of DLPOA, saying that it’s been a pleasure being on the Board of Directors with Robert as President. Open Mike: The President then opened the meeting for comments or questions from the members in attendance. Restroom Cost: In answer to members’ questions about the budget and cost of the new restrooms, Greg said we came in under the construction contract bid of $135,000, but that the final cost had been driven up by the Town of Truckee requiring that we make last minute changes such as sheetrock on the ceilings, and FRP on the walls in the bathrooms. The building wound up being built 11” higher than planned which necessitated

additional spending to raise the power lines above the roof. The additional costs caused us to wind up about $4,000 over the construction contract. The final cost of $164,000 includes three years of preliminary costs such as permits and planning. Boat and Trailer Parking: A member asked about our plans to accommodate the demand for boat and trailer storage at the Beach and in particular members who want access to their empty trailers during the summer. Robert said that we face an increasing number of boats and trailers every year with a fixed amount of space to park them. The Board is continually discussing this issue. Last year we experimented with parking empty trailers at the end of the South Beach area. We’ve limited storage stickers to one per family, but have not instituted other ideas such as storage privileges based on length of membership. Robert said that the Board of Directors would appreciate hearing new ideas addressing boat and trailer storage. Erosion: A member said that the Beach is slowly eroding and asked what the Board of Directors is doing to address the problem. Robert answered by saying that our Beach is particularly vulnerable to boat wakes, and the Board has discussed improving or replacing the tire log boom, and placing additional boulders as discussed earlier. As mentioned earlier we’ve talked with a consultant about our erosion and potential solutions. Memorial Benches: Sue Adkerson said that she and Mike Brugh have been exploring the idea of memorial benches on the Beach. Individual members would pay for the benches and the engraving of the names of deceased members in the slats on the backs of the benches. The benches would be securely anchored in the ground. Sue asked for a show of hands to see if there was enough interest among the membership to continue on. About 25 members raised their hands, and Sue asked them to give Mike Brugh their names. Other possibilities, such as a

Robert said that this idea had been proposed by Mike Brugh a few years ago, and then Mike involved the landscape design student from UC Davis to propose a plan for the Beach, and that project wound up focused on erosion, so now we’re back to the original issue.
