PRESIDENT’S MESSAGEMaking America Stronger

In 2011, we continued to passionately act on PIQE’s compelling philosophy that all parents love their children and want a better future for them! PIQE clearly understands that the very future of our cities, states, and nation is at stake and will ultimately be determined by how well we educate and prepare all children to meet the social, political, and economic challenges of their time.

We witnessed firsthand in 2011, the ongoing dis-investment and dismantling of education at all levels, which challenged the very nature and well-being of our K–16 school communities putting the future of our youth at risk. We heard first-hand the concerns expressed by many parents about the increased class sizes, elimination of important educational and support programs, and the closing of schools in their communities. Yet in the face of these existing conditions, PIQE graduated more than 28,000 parents from our “Parent Engagement in Education Program” and enhanced the academic preparation of over 84,000 K–12 low-income students throughout California.

As a result of great sacrifice and hard work by all our staff, along with added external funding support, 2011 was a recovery year for PIQE! I want to take this opportunity to thank our GEAR-UP Partners Dr. Penny Edgert and Director Shelley Davis, for extending our contract over an additional 3–6 years to serve 50 Middle Schools in California. Also, I want to express my sincere appreciation to Chancellor Charles Reed, California State University (CSU), who in spite of severe cutbacks to the CSU of more than 600 million dollars, re-extended his pledge of $565,000 to PIQE for 2012! In addition, we are also greatly appreciative of the funding support from the many Foundations, Corporations, and Individuals listed in this report who continue to support and sponsor the important work of PIQE.

PIQE remains fully dedicated to promoting and establishing a “College-Going Culture” for all low-income families and schools in California and in our nation. We know that all children must have access to a quality and post-secondary education so that they can be hopeful, realize their dreams, and pursue the opportunity for a better future. With that said PIQE will continue to be strongly optimistic and committed through our work to helping our nation overcome its present social and economic crisis! OBJECTIVES PIQE works to encourage and support low-income, ethnically-diverse parents of K–12 school-age children to take a participatory role in their children’s education by creating a home learning environment; supporting their child’s emotional and social development; pro-actively navigating the K–12 school system; engaging and collaborating with teachers, counselors, and principals; ensuring their children complete A–G high school college admission requirements; and encouraging high school and college graduation!

OUTCOMESPIQE’s ultimate purpose is to lower the dropout rate, close the achievement gap and create a “College-Going Culture” for all students!

HISTORY

The Rev. /Dr. Vahac Mardirosian and Dr. Alberto Ochoa, Professor, SDSU, moved by the growing disparity in the educational achievement of low-income students in general and Latino students in particular, founded the Parent Institute for Quality Education (PIQE) in 1987.

They held the first parent discussion groups at Sherman Elementary in the San Diego Unified School District that evolved into a series of parent engagement seminars that later developed into PIQE’s signature program, our “Parent Engagement in Education Program”.

Since its inception in 1987, PIQE has helped families understand the importance of a quality education through parent involvement. PIQE is a California statewide program that is now expanding to a national level.

K-12 PARENT ENgAgEMENT IN EdUCATION PROgRAMThroughout this nine-week program, PIQE fulfills its mission of educating, empowering, and inspiring parents of K–12 school age children to take an active role in encouraging and enabling their children to: • Stay in school; • Improve their academic performance; • Develop healthy and constructive relationships with their parents, teachers, and counselors; and, • Focus on a post-secondary education.

EARLY CHILd dEVELOPMENT PROgRAMThe ECD Program teaches parents how to provide a stimulating environment at home, in an effort to positively influence their child’s early success in school. Lesson Topics:• The Importance of the First Years in a Child’s Development• Language Development• Pre-Conventional Reading• Our children and math • What Kindergarten Teachers Expect of Our Children• Preparing our Children for Kindergarten

FOUR-MONTH FOLLOW-UP “PARENT COACHES” PROgRAMIn this program, the class facilitator provides a monthly telephone call to reinforce the application of the educational principles and strategies learned during the nine-week Parent Engagement in Education Program. A monthly report is sent to the school principal containing any questions and/or issues raised by the parents that need to be addressed.

TEACHER PARENT ENgAgEMENT WORKSHOPIn collaboration with the Stanford Research Institute, PIQE designed a six-hour teacher workshop to help teachers and counselors review current research on parent involvement and its impact on student achievement. Additionally, the course helps teachers and counselors develop skills to increase their effectiveness in parent engagement and initiate a Parent Involvement Plan for their school.

FAMILY FINANCIAL LITERACY EdUCATION PROgRAMThis program is taught in partnership with various financial institutions to provide parents with information regarding basic money management skills. The program addresses the importance of college saving accounts and wealth creation through asset accumulation. In 2011, PIQE piloted Scholar Share: California’s 529 College Savings Plan in the Los Angeles area with the financial support of the California Treasurer’s Office.

PARENT LEAdERSHIP dEVELOPMENT PROgRAM This program focuses on developing low-income parents’ capacity to engage in an action research process where they learn how to identify needs, make decisions, and work to be part of a school leadership team that addresses students’ academic needs. Parents are also encouraged to serve as liaisons and role models to other parents who are not as active in home-school partnerships.

SCIENCE, TECHNOLOgY, ENgINEERINg, ANd MATHEMATICS (STEM) PROgRAM In the summer of 2011, PIQE piloted its new STEM Program at the University of the Pacific (UOP) in Stockton, California. This two-lesson curriculum educates parents on the importance of helping their children build a strong foundation in math and science. Parents also learn fun and interactive ways to teach their children about STEM concepts in their everyday lives. The STEM curriculum stresses how parents can cultivate their children’s interest and preparation for a STEM career.

PIQE MEASURES STUDENT SUCCESSA Proven and Tested Program

PIQE is committed to evaluating the impact of our programs and using the knowledge gained to more thoroughly and efficiently reach underserved parents, at-risk youth, and ethnically and linguistically diverse communities. Program evaluation is an ongoing process of learning, reflecting, and improving that encourages students and families to convey their feelings about the PIQE parent engagement program, as well as the impact it has had on their lives. Independent evaluations of PIQE are performed every two years and to date, results from those studies have shown that:

• A significantly higher percentage of PIQE students graduate from high school compared with their peers (California Partnership for Achieving Student Success (Cal-PASS), 2011; San Diego State University (SDSU), 2004).

• A significantly higher percentage of PIQE students enroll in a postsecondary education after 12th grade compared with their peers (Cal-PASS, 2011; SDSU, 2004).

• PIQE students perform at a higher level on the California State Test (CST), as well as in math and English when compared with their peers (Cal-PASS, 2011; University of California, San Diego (UCSD), 2008; SDSU, 2008).

• PIQE students have lower rates of truancy, disciplinary problems, and absenteeism (UCSD, 2008).

• PIQE’s programs significantly increase parent knowledge of the K–12 and college school systems; improving the home-learning environment and parents’ relationships with their child’s school (University of California, Santa Barbara, 2001, 2004, 2006; UCSD, 2008).

“Good morning! How many of us are going to support our children to go to a University? Please raise your hand! First, I want to give my deepest thanks to all parents who voted for me to be the bearer of a very important message. A message of gratitude and satisfaction for everything we’ve learned about the mental and educational development of our beloved children.

The national program, PIQE, really is the light at the end of the tunnel that many parents are looking for when it comes to supporting our children towards a successful educational future. Life for me is like a parade. There are 3 types of people: Those who participate in it, those who closely watch the event and those who stand all the way in the back asking... what is happening? Well, I want to identify with the first and I think you do too. The proof is here with your presence.

In these very difficult and competitive times, we cannot sit back and follow the rest. We must be leaders like Mildred Dumeng [Executive Director for PIQE Bay Area Office], Martha Cueva [Sight Supervisor, BAHIA], Minerva Perez [Sight Supervisor, BAHIA], and David Valladolid, President of PIQE. We also need to commit ourselves to adopt an attitude of constant involvement, supporting and motivating our children to develop good study habits and focus. It is noteworthy to mention that even when we won’t be able to help them with a difficult assignment, a complicated subject like Trigonometry, we are very fortunate to live in the era of technology, the computer, the Internet. We can use the Internet to at least guide them to a website where they can find the right answers. There are no excuses!

On the other hand, I want to give advice to Latino men like me. We need to recognize the great work that our women do with our children. Many of them work hard during the day and when they come home, prepare our food, wash our clothes and care for our children. We should abandon the machismo that still remains, walk beside them and spend more time with our children! I think we are succeeding at this, and the proof is here with all the men present. Reading the comments and feelings of parents graduating today from the PIQE program, I noticed a common denominator in their thoughts: That we are parents who do not want our children to suffer the same way we have! We want the best for them. Do you agree? They are the most valuable jewel we have in that well-kept treasure chest, they’re like a diamond in the rough that we need to cut to perfection if we can, and polish it so it shines!

Also, that from now on we will support, motivate and be present in their schools until we see that University diploma in their hands... in our hands! Through PIQE, the University has ceased to be something unreachable for our children. PIQE Thanks! For the time you have invested in us, and for having faith in us. PIQE Thanks! For giving us the necessary tools to support our children to build a solid foundation in their education. A million Thanks for giving us the key that opens the door to success in school! It is time! And ‘Yes we can!’ Thank you very much.”

PARENT OUTREACHPersonal Contacts

WHEN REACHINg OUT TO PARENTS, PIQE WORKS PASSIONATELY ANd ENERgETICALLY TO ENSURE SUCCESS!In 2011, PIQE made the following outreach contacts with parents:

• 194,671 parents were telephoned by PIQE Recruiters inviting them to participate in PIQE’s Parent Engagement in Education Program.

• 29,189 parents attended the Planning Session where PIQE’s Associate Directors described the purpose of the nine-week parent engagement program and stressed the importance of taking the first step toward better parent/student communication and increasing their interaction with school staff.

• 34,000+ parents received a reminder telephone call by PIQE Facilitators, the night before each class, for eight weeks after the Planning Session; totaling 272,000+ reminder calls.

• 28,178 parents graduated from PIQE’s Parent Engagement in Education Program, which served 456 K–12 schools in California.

NATIONAL OUTREACH FOR PARENT INVOLVEMENT: PIQE’s National Best Practice Model is designed for school districts outside of California that wish to learn and implement a portion of the PIQE experience. In 2011, PIQE implemented the following outreach activities:

• “Parents and Students Succeeding” (PASS), Duluth, Minnesota.

• “Parents of Power” (POP), Brooklyn Center, Minnesota.

• PIQE’s Best Practice Model served 5,000 low-income parents from 6 diverse language communities and enhanced the education of more than 15,000 under-served students.

• PIQE’s parent engagement work in Minnesota has been expanded and maintained through our two outstanding Associates and Collaborators, Dr. Eleanor Coleman and Dr. Hedy Walls.

PIQE COLLABORATIONSCalifornia State University System

Parents who completed the training program of the Parent Institute for Quality Education (PIQE) at Cabrillo High School were honored by CSU officials on April 19. CSU Chancellor Charles B. Reed, CSU Vice Chancellor Garrett Ashley, CSU Senior Director of External Relations Jorge Haynes and Cabrillo High School Principal Alejandro Vega handed out completion certificates to 79 parents who completed the nine-week training program.

On 2011, Chancellor Charles Reed with the California State University (CSU) System extended the PIQE & CSU agreement to seven years (2006 - 2012). Chancellor Reed pledged $565.000 to implement the PIQE Parent Engagement in Education Program in 5 more schools in each of the 23 campus regions.
