President’s Welcome

On behalf of the Virginia Children’s Engineering Council (VCEC), welcome to the 23rd annual Virginia Children’s Engineering Convention! The VCEC strives to provide teachers in grades PreK-5 with professional development experiences and instructional resources that contribute to students’ academic achievement. This year, the council offered STEM-based instructional workshops to support the development of design, engineering and technological awareness. We endeavored to equip teachers to return to their classroom and enhance students ability to:

• explore how people create, use and control technology;

• apply knowledge in mathematics, science, English, and history and social sciences in solving problems associated with design, engineering and technology;

• use tools and materials to develop technological literacy and self-confidence.

With over 115 professional development sessions and three engaging keynote speakers, this convention will showcase best practices in technology and engineering for all PreK-5 grade levels. You will explore deeper learning strategies for integrating children’s engineering into your curriculum, gain exposure to experienced PreK-5 classroom teachers, interact with technology vendors, and network with educators who share your passion for enabling children to study and use technology.

Integrating children’s engineering into classroom curriculum is vital to student’s success, as it bolsters critical and creative thinking, problem solving, decision making skills, hands-on learning, and citizenship. Early exposure to engineering and technology is critical, and will enable students to fully realize their potential and excel as our culture continues to make great technological advances.

We are so pleased that you are here, and that you share our enthusiasm for incorporating children’s engineering into the classroom! MissionThe Virginia Children’s Engineering Council (VCEC) is dedicated to developing design, engineering, and technology instructional materials, and providing local, regional, and statewide inservice opportunities for educators in grades PreK-5. The inservice programs help teachers ensure that children develop an understanding of how to use, create, control, and assess technology. These instructional experiences are provided in a design, critical thinking, and problem solving context. They undergird attainment of selected Standards of Learning in English, mathematics, science, history and social science, and support the Profile of a Virginia Graduate.

Keynote Speakers

Dr. James F. LaneDr. James F. Lane was appointed Virginia’s 25th superintendent of public instruction by Governor Ralph S. Northam, effective June 1, 2018.

As state superintendent, Dr. Lane serves as the executive officer of the Virginia Department of Education, which is the administrative agency for the Commonwealth’s public schools. He also serves as secretary of the state Board of Education.

Prior to his appointment as the Commonwealth’s chief school officer, Dr. Lane served as a division superintendent in Chesterfield County, Goochland County and Middlesex County. He was recognized as the 2017 Virginia Superintendent of the Year for his leadership in Goochland County.

Dr. Lane was one of 100 superintendents in the nation selected to attend the 2014 ConnectEd Superintendents Summit at the White House in recognition of his leadership in the use of instructional technology schools.

In 2015, the national Data Quality Campaign awarded its annual Flashlight award to Goochland County in recognition of the division’s achievements under Dr. Lane’s leadership in using data to empower educators and communicate with parents and the public.

Dr. Lane holds a doctorate in education from the University of Virginia, a master’s degree in school administration from North Carolina State University, and master’s and bachelor’s degrees in teaching from the University of North Carolina at Chapel Hill. Dr. Lane and his wife, Sarah, are the parents of two elementary school students in Chesterfield County.

Keynote Speakers

Dr. Yvonne SpicerDr. Yvonne Spicer, DTE, is the President of International Technology and Engineering Education Association (ITEEA). She was the Vice President for Advocacy and Educational Partnerships at the Boston Museum of Science before being elected Mayor of the City of Framingham, Massachusetts. She was appointed to the Massachusetts Governor’s STEM Advisory Council in 2010 as the co-chair of the council’s teacher development committee. She was reappointed in 2017 and served on the Computer Science and Engineering, and Career Pathways committees. Dr. Spicer was instrumental in establishing the 2001 Massachusetts Technology/engineering curriculum framework and the first ever Kindergarten

through 12th grade assessment for technology and engineering. She has also served as an advisor/content expert to the National Governors Association. Dr. Spicer has been a consultant to numerous states on technology and engineering standards, strategic leadership development and business engagement.

Dr. Spicer’s father encouraged her at a young age to explore how things work. She learned early in life about the value of taking risks and challenging herself. In 2006, she was appointed to a leadership role at the National Center for Technological Literacy (NCTL®) at the Museum of Science, Boston. This appointment provided an opportunity to focus on the synergistic intersections of formal and informal education, and the role of engineering design in cultivating awareness and implementation of STEM content in PreK-12 education. A cornerstone of the NCTL is the Gateway to Technology and Engineering Project, which was created to help school divisions develop strategic action plans to implement K-12 technology and engineering, while introducing educators to resources supporting standards-based curricula and assessments. The Gateway initiative has supported over 100 Massachusetts school divisions implement STEM education PreK-12. The program has been replicated in Maine, New Hampshire, and Texas, with plans to expand in other states. Dr. Spicer’s work at the NCTL, has included the implementation of “Engineering is Elementary” which was developed to address engineering and technology education in the elementary school while connecting to literacy and social studies to build a completely integrated STEM curricular unit. The program is designed to build on student curiosity about engineering.

Dr. Spicer believes that a critical need in education is cultivating universal awareness and understanding of what STEM education is and why it is important. Implementing any reform is a collaborative process, so everyone needs to be at the table—business leaders, higher education, K-12 educators, and government. STEM education has made tremendous progress over the past 10 years, but we must continue to cultivate those partners for any reform to be successful.

Cas HolmanCas Holman has spent the last 16 years immersed in play, early education, and designing for children’s imagination. Through her company Heroes Will Rise, she designs and manufactures tools that allow children to transcend existing models of identity and the performance of play. She is an Associate Professor of Industrial Design at Rhode Island School of Design (RISD) and prototypes her educational tools on her five acre summer camp known as Camp Fun.

Cas travels the globe to collaborate with educators and industry leaders on topics including early education, curriculum design, public spaces, and childhood advocacy. Her inspiring collaborators and clients include Cheng Xueqin, founder of Anji Play (Anji, China), several community-based organizations and schools in New York City, and Lego Education (DK).

Elementary School Teacher of the YearDr. Charlotte P. HolterJohn Wayland Elementary SchoolRockingham County Public SchoolsDr. Holter has been an advocate of Integrative STEM Education since 2005 when she was introduced to Children’s Engineering through a Virginia Children’s Engineering Council graduate class offered through James Madison University. In 2016, she earned a Doctorate of Education from Virginia Tech in Education Curriculum and Instruction - Integrative STEM Education. Over 90% of the school’s teachers participated in the JMU class. Several of the teachers, including Charlotte, became excited about implementing the Children’s Engineering strategies. The teachers created at least one instructional design portfolio each nine weeks. Some even designed the entire year’s curriculum with Children’s Engineering strategies. Because of the high interest and enthusiasm of the class, the principal, Dr. David Burchfield, appointed Charlotte to design and implement an “Engineer-It” laboratory in a newly acquired area of the school, which originally had been a middle school “technology education” area. Charlotte was the “keeper” of the lab, managing the tools, supplies, and instruction.

Dr. Holter has served as the liaison between the school and community partners who donated materials to ensure the laboratory remained stocked with resources for students to use in creating engineering and technology solutions to design challenges. Students from every grade level, Kindergarten thru 5th grade have experiences in using a variety of resources to solve problems based on engineering design. Dr. Holter has served as a gifted teacher, college instructor, mentor, collaborator, and community liaison to advance the study of design, engineering, and technology. She has received awards and recognition at the local, state, and international level for her work to improve student learning through STEM!

The vision at Jennie Dean Elementary School is “students will use their creativity, collaboration, communication, and critical thinking skills to be successful learners demonstrating safe, responsible and respectful behaviors as productive citizens.” The 5 C’s are crucial to the Profile of a Virginia Graduate. The staff believes that design, engineering, technology, and hands on project based learning opportunities will prepare students for their future. The students are being prepared for professions that do not exist and it is the teachers duty to educate problem solvers and critical thinkers. Students today are digital learners who will reach far beyond anything imaginable and we need to let them soar.

The school’s STEM Coach, Christi Morton, has worked with teachers and students for several years on the engineering design process. Students use engineering and technology to develop projects to learn and showcase their understanding of abstract concepts. Ms. Morton has led the way for STEM investigations.

Over the last two years, the Instructional Technology Training Specialist, Kate Green, has worked with teachers and instructional coaches to integrate technology throughout the curriculum. Ms. Green has a knack for writing grants and brought in over $20,000 to build our Robotics, Coding, 3D Design, Scanning, and Printing lab, and Mobile Makerspaces. She has also worked with the school administration and the technology department to build a 1:1 laptop environment for the 2018-2019 school year. The teachers are excited to see how our students showcase their understanding with the multitude of opportunities provided at Jennie Dean Elementary School.
