PETERSON AIR FORCE BASE, Colo. -- With a pulled oblique muscle, Senior Master Sgt. Mark Bronson took his swings at the 2010 Military Long Drive first-round competition Aug. 7 on Fort Carson.

He had not spent as much time on the driving range this year as he had in years past. But, the conditions were with him that afternoon as he blasted his first ball 389 yards down the range to beat out 30 competitors and advance to the regional long drive competition in Dallas.

With his muscle healed, Sergeant Bronson is ready to hit the driving range five nights a week, he said. And he’s gunning for a win in Dallas that would send him to the national finals in Mesquite, Nev., for a chance to win $10,000.

Sergeant Bronson, 21st Medical Support Squadron, started golfing when he was 18, saying, “I came late to the game. But, I could always hit the ball very far. I could outdrive my friends.”

Four years ago he learned of the Military Long Drive Competition held each year on Fort Carson and signed up. The contest is open to active duty, Reserve, National Guard, military retirees and family members 18 years and older.

SHEPPARD AIR FORCE BASE, Texas (AFNS) -- If I were to walk into just about any shop on base and say, “We’re under attack. Grab a weapon and follow me,” I’m confident most people would do just that. I’ve spent enough time in the area of responsibility and have watched our Airmen in combat to know that we don’t lack physical courage.

But what would happen if I walked into your office and announced the worst idea you had ever heard? How many people would have the moral courage to speak up and say, “Sir, that’s not a good idea, and here’s why...”

Moral courage is every bit as important as physical courage, though it’s not always found in great supply.

At home station, the need for physical courage is comparatively rare to the need for moral courage. Our business is complex and specialized, and a lot of people, complete with ideas of varying quality, have a vested interest in what we do.

When those ideas are good, we need to have the sense to adapt our way of thinking. When those ideas are bad, we need to have the moral courage to push back -- respect-fully and with facts.

Does speaking up when a general officer, col-onel or chief master sergeant presents a ques-tionable idea involve some personal risk? Sure it does -- that’s why it’s called moral courage. With few exceptions, people don’t reach those senior levels by consistently ignoring good advice and making bad decisions. Instead, they are typically successful because they listen to smart people, adjust their vision and move forward.

But it’s important not to confuse moral courage with brashness. If you’re going to take a stand, make sure you have your facts straight and that your argument is sound.

An unfounded opinion isn’t likely to get you very far, which leads to an important corollary: if you have moral courage and take a position on issues, sooner or later you’re going to be just plain wrong. We’re human, so that’s just the way it is.

Leaders have to exercise wisdom of a dif-ferent flavor -- the courage to let people be wrong. Sometimes we’re too hard on good people who are sincerely trying to do the right thing, but who make an honest mistake.

Not that mistakes shouldn’t have conse-quences, but those consequences need to be reasonable and in the teaching spirit. If you hammer people when they speak up for their point of view, pretty soon they won’t speak at all, and you’ll lose the value of their advice.

It’s also important to remember that there’s

a big difference between being wrong and being unethical. Selfish, irresponsible or dis-honest actors can quickly suck the oxygen out of an environment of trust. An honest mistake is one thing; being lazy, underhanded or deceitful is something else entirely.

There is a very good reason why Integrity is the first of our core values. We have to be able to trust each other to act in good faith. Every aircrew member trusts his or her life to the maintainers who work on their aircraft. Every person in the AOR trusts his or her life to the security forces on the perimeter. In the training environment, every commander, flight chief and section supervisor trusts us to deliver technically superior Airmen.

Leaders trust their people to do the right thing and act in good faith.

As a commander, I can accept someone being wrong or making a mistake if they are acting in genuine good faith. I’ve been pas-sionately wrong about issues once or twice in my own career, and was fortunate to have leaders who made it a learning experience for me rather than a career-damaging event.

As I’ve written before, none of us can do this alone. “We” is a much stronger word than “I,” and we need everyone’s ideas and opin-ions to be successful. Ethical behavior and integrity are critical to the open exchange of ideas, and create an atmosphere where people are more likely to muster the moral courage to speak up. That benefits everyone.

WASHINGTON (AFNS) -- An Air Force senior NCO who was killed 42 years ago will receive the Medal of Honor for actions he took after enemy forces overran a clandestine U.S. radar site in Laos.

Chief Master Sgt. Richard L. “Dick” Etchberger, 35, died March 11, 1968, after being shot follow-ing an overnight battle on Mount Phou Pha Thi at Lima Site 85, as the radar location was known to Americans, where he helped maintain equip-ment that aided the U.S. bombing campaign of North Vietnam.

Despite having received little or no combat training, Chief Etchberger single-handedly held off the enemy with an M-16, while simultaneously directing air strikes into the area and calling for air rescue. Because of his fierce defense and heroic and selfless actions, he was able to deny the enemy access to his position and save the lives of some of his crew.

With the arrival of the rescue aircraft, Chief Etchberger, without hesitation, once again de-liberately risked his own life numerous times, exposing himself to heavy enemy fire in order to place his three surviving wounded comrades into rescue slings hanging from the hovering helicopter waiting to airlift them to safety.

With his remaining crew safely aboard, Chief Etchberger finally climbed into an evacuation sling himself, only to be fatally wounded by en-emy ground fire as he was being raised into the aircraft.

“He should have a 55-gallon drum full of med-als,” said retired Tech Sgt. John G. Daniel, 71, of La Junta, Colo. Sergeant Daniel was one of the three rescued. “I wouldn’t be alive without him.”

Following a 2008 personnel board of review of the chief ’s actions, Secretary of the Air Force Michael Donley nominated the Hamburg, Pa., native for the U.S. military’s highest decoration, which is awarded “for conspicuous gallantry and intrepidity at the risk of life above and beyond

emony on Sept. 21. The following day, an induc-tion ceremony of Chief Etchberger into The Hall of Heroes will take place in the Pentagon.

“I am honored and humbled by the President’s nomina-tion to take command of U.S. Strategic Command,” said Gen. Kehler, Commander, Air Force Space Command. “I look forward to the U.S. Senate confirmation process.”

Gen. Kehler nominated to lead STRATCOM

RANDOLPH AIR FORCE BASE, Texas (AFNS) -- The first two waves of Air Force employees have successfully converted out of the National Security Personnel System, leaving less than 30,000 to make the transition.

Approximately 8,800 employees were converted out of NSPS during phases I and II on July 4 and July 18. Peterson Air Force Base will take part in phases III and IV transitioned on Aug. 15 for North American Aerospace Defense Command /U.S. Northern Command and Sept. 12 for Peterson AFB personnel.

NSPS, a human resources pay and per-formance management system for the ci-vilian work force, intended to replace the long-standing General Schedule system, was repealed in last year’s National Defense Authorization Act. The decision affected more than 220,000 civilian employees across the Defense Department.

To help ensure a smooth transition out of NSPS for nearly 38,000 Air Force civilian employees affected by the repeal, Air Force officials rigorously tested the computer pro-gram that would automate the conversion process.

Staff members from the Air Force Personnel Operations Agency tested the automated system for three weeks in April, looking for incompatibilities, debugging the system and checking the program’s overall functionality.

In May, a team of employees in the Air Force Personnel Center’s Directorate of Personnel Data Systems field tested the new program, processing the conversion of 60 NSPS employees assigned to the DOD’s Defense Institute of Security Assistance Management at Wright-Patterson Air Force Base, Ohio.

“Using the information provided by Wright-Patterson (AFB’s) classification office, our team input all the relevant GS conversion data into the employees’ cur-

rent NSPS positions: the new valid grade, the new position description number, the supervisory status, the new position title, and the target grade,” said Brenda Nicholson from DPD. “When we processed the mass conversion, all 60 records were successfully converted, with all pay retentions activated and all SF 50s generated.”

As Air Force officials continue to gear up for the greatest number of conversions yet, approximately 4,100 in August and close to 25,000 in September, training modules are available to NSPS employees and their managers at www.my.af.mil/afknprod/nsps-gs-trng or on the official NSPS website.

These modules provide an overview of the pay structure, discuss benefits and entitlements, explain how jobs are clas-sified, outline the more common awards and incentive programs available to GS employees, and provide detailed informa-tion about the conversion process, including information on how an employee’s pay will be determined.

By law, employees will not lose pay upon conversion. These general guidelines will be followed when determining an employee’s pay. If the employee’s current pay:

-- Fits within the rate range of the appro-priate grade to which the employee is as-signed, the employee will be placed at a step that equals or exceeds his existing pay.

-- Is below the rate range for the appro-priate GS grade to which the employee is assigned, the employee will be placed on the first step of the GS grade upon conver-sion out.

-- Is above the rate range for the appro-priate GS grade to which the employee is assigned, the employee will be placed on pay retention to ensure he does not suf-fer any decrease in or loss of pay upon conversion.

21st Space Wing Drug Demand Reduction Program manager

PETERSON AIR FORCE BASE, Colo. -- Beginning in October, a new Air Force policy allows for an in-crease in civilian drug urinalysis testing. Until now, some Appropriated Funds employ-ees were subject to random drug urinalysis testing. These employees were identified by the nature of the employee’s job, according to civilian personnel

flight criteria. Now, some Non-Appropriated Funds personnel are also eligible for random drug uri-nalysis testing under the Air Force Civilian Drug Testing Program, Air Force Instruction 44-170.

At present, Peterson Air Force Base has the larg-est number of testing designated position employ-ees in Air Force Space Command, excluding NAF employees.

Not all civilians in the TDPs and not all NAF employees will be subject to the random testing. Only TDP employees and NAF employees classi-fied by the civilian personnel flight are eligible for random drug urinalysis testing.

The Oct. 1 time frame for civilian drug urinalysis

testing has one very significant factor of note: a split collection procedure will be required of the designated TDP employees and NAF employees. Civilians must be prepared to provide enough urine to fill two 30 milliliter containers. Each container will be labeled as specimen (A) and (B) constituting a split collection per employee.

This new directive is in line with the Department of Transportation with authority of the Department of the Air Force. The Oct.1 implementation date will ensure Health and Human Services-certified laboratories continue to use the same testing and reporting procedures for federal workplace drug testing programs and transportation workplace

drug testing programs subject to DOT regula-tions. The Oct. 1 date will also be consistent with the beginning of the new fiscal year for federal agencies.

Supervisors of TDP employees are already aware of the Air Force initiative of 100 percent testing of all TDP employees on an annual basis. Now, with the addition of NAF employees, the new re-quirement is a significant challenge for the Drug Demand Reduction Program. Supervisors are be-ing asked for their assistance in order to achieve the desired annual goal; an aggressive notification process by supervisors is essential. Civilian drug urinalysis split collection directive

PETERSON AIR FORCE BASE, Colo. -- The word pa-triotism comes from a Greek word meaning ‘fatherland’. For most of history, love of ‘fatherland’, or homeland, was an attachment to the physical features of the land. But that notion changed in the eighteenth century, when the ideals of democracy, socialism, and communism strongly emerged into political thought. Patriotism was still a love of one’s country that included connections to the land and people, but then also included its customs and traditions, pride in its history and devotion to its welfare.

On Aug. 21, 36 students and 10 staff members from the Forrest L. Vosler Noncommissioned Officer Academy par-ticipated in the 18th Annual Salute to American Veteran’s Parade in Cripple Creek, Colo. This was also the 23rd Annual POW/MIA Recognition Ride to honor those veterans who proudly served our great country. More than 3,000 motorcy-

clists participated in the ride. There was a very strong sense of patriotism at this event.

We were greeted by event representatives upon our arrival, who were in charge of letting us know where we were going to be in the marching line-up. Other military counterparts that participated in the parade consisted of Soldiers, the mounted Calvary, and some JROTC Marine Corps cadets. We, as the NCOA students and staff, were the only Air Force formation in the event. I am really grateful we had the op-portunity to march in this parade to show-off our true colors. I’m sure the students and rest of the staff felt just as obliged to partake in this event.

As we marched down the main road in Cripple Creek, I felt proud to be an American. I felt proud to be wearing this uniform. The appreciation was overwhelming from the citi-zens of Cripple Creek and those who were visiting to watch the parade. Comments from the crowd were “those people fly planes and save people,” “Go Air Force”, and the greatly appreciated “Thank you” was heard from many people as we marched the one-mile route.

The American military has always been made up of ordi-nary men and women. In combat or in emergencies, ordinary people do extraordinary things. Our Air Force has given blood, sweat and tears and has never expected recognition. Our children deserve to know what a hero is.

There are potentially thousands of Americans who have been called on to defend democratic values and to help keep the peace in nations around the world. American men and women fought bravely in many battles and have honored their country through exceptional actions under the most horrific conditions.

Democracy has not come easy for the United States -- a long and deadly civil war can attest to that. Those who fill military roles believe the values of their country serve to make it a better country. Many American lives have been affected by the fighting and loss of life in various wars around the world in the past and today. Their heroism and why they fought for the United States must never be forgotten, which is why we at the NCO Academy enjoy participating in events such as this. Our heroes must never be forgotten.

WASHINGTON (AFNS) -- Fraudsters continue to hijack accounts on social networking sites and spread malicious software, FBI officials said. One technique entices users to download an application or view a video that appears to be sent from users’ “friends”, giving the perception of being legitimate. Once the user responds to the phishing site, downloads the application, or clicks on the video link, their computer becomes infected.

With the inf lux of social media, Web 2.0 platforms and subsequent ease in sharing of sensitive and personally identifying information, Airmen should consider the risks and vulnerabilities in both personal and official activities, Air Force officials said.

Airmen using non-classified systems must ensure they are not posting classified, restricted distribution, pro-prietary or For Official Use Only information on public websites to include Facebook, Twitter, YouTube, blog sites, etc.

“We’re starting to see a loss of sensitive information occurring at an alarming rate,” said Ryan McCausland, from the information protection directorate. “This in-formation not only affects the user, but can impact mil-lions of Americans through medical, payroll and military service records.”

Mr. McCausland explained that release of personally identifiable information is also a concern. This includes any information about an individual maintained by an agency, including, but not limited to, education, financial transactions, medical history, and criminal or employ-ment history. It also includes information that can be used to distinguish or trace an individual’s identity, such as their name, social security number, date and place of birth, mother’s maiden name, biometric records, etc., and any other personal information which can be linked or linkable to an individual.

The release of personally identifiable information also applies to information about active-duty military, Department of Defense civilians, military family members, contractors, National Guard and the Reserve members. Among the restricted items are biographies, rosters, tele-

phone directories, detailed organizational lists or charts that ref lect personnel and multiple names of individuals from different organizations or locations on the same document or web page.

Unclassified but sensitive information such as detailed mission statements, operations schedules, unit recall ros-ters, standing operating procedures and policy memo-

randums require special handling and should also not be posted on public websites, Mr. McCausland said.

“The care and discretion of every Airman is critical to ensuring operational security in today’s information age,” Mr. McCausland said. “We must all continually safeguard our personal information as well as the information we handle in the workplace.”

ENGLEWOOD, Colo. -- The Denver Broncos have added a little airpower to their defense during their 2010 training camp in the form of an Air Force Academy second lieutenant.

Lieutenant Ben Garland, a 2010 graduate of the Air Force Academy, has been spending his leave and days off as a Denver Broncos defensive lineman, after being signed by the team as a free agent in April.

A native of Grand Junction, Colo., Garland has been a lifelong Denver Broncos fan. He was ecstatic about the opportunity to play in the National Football League when his dream team came calling for him in April at the Academy.

Lieutenant Garland was a defensive tackle playing for the Falcons in a 3-4 defensive alignment. During the 2009 college football season, he led the Falcons in tackles for loss with 10.5 for 46 yards and in sacks with 4.5 for 30 yards. Lieutenant Garland recorded 45 total tackles, two pass breakups, one forced fumble and blocked two field goals; all while playing most of the 2009 season with a broken left hand.

Lieutenant Garland was originally projected to move from his collegiate position of defensive

tackle to defensive end for the Broncos. But in line with Broncos Head Coach Josh McDaniel’s team-first philosophy, Lieutenant Garland is lining up at every position possible.

“They use you wherever they need you at the time,” Lieutenant Garland said. “I’ve played everywhere on the ‘D-line.’ Really, your role is based on your performance. If you do well on the inside, they’ll put you inside. If you do well on the outside, they’ll put you on the outside. If you show some talent on special teams, they’ll put you there. I’ve been working on some of the show teams, just trying my best to get on one.”

His work on the defensive line has not only been at all positions, but in several different defensive alignments.

Aside from lining up all along the defensive front, another part of Lieutenant Garland’s transition to pro football is adjusting to the speed and power at the NFL level, he said. The game is faster, the players are stron-ger and their technique is better. However, the team concept is first and foremost. “That’s what’s great about this team, because no guy is trying to step over you to make the team,” Lieutenant Garland said. “We’re trying to build everyone up to make the best team possible, and whoever makes the team makes the team.

POW/MIA run starting at 9 a.m. Sept. 16 at the Vosler NCO Academy Drill pad. There are slots open for the 2.25 mile loop for groups or a minimum of two runners per 30-min-ute shift starting on every hour and half hour. For those that can’t or don’t want to run there are also slots available for shift leads, who log in participants, in two hour blocks. For runners, appropriate gear is PT uniform for military members and suitable reflective attire for civilians; the run will go on rain or shine. “There (are) a lot of similarities between the Air Force and this organization -- just the work ethic -- how hard the people work, how much they try to help you,” Lieutenant Garland said. “It’s more of a team environment and a brotherhood; there’s some really good chem-istry here.”

Brotherhood or not, Lieutenant Garland is still a rookie. NFL teams have been notorious in recent years in the pranks and traditional rituals through which they subject their rookies.

“I expected the rookie kind of treatment -- just kind of hazing, but the guys have a lot of respect for most of the rookies and try to help you out as much as possible. I mean, there’s a joke here or there, and, ‘Hey, go get my helmet,’ but for the most part it’s very respectful,” he said while holding three helmets after practice last week.

Coach McDaniels complimented Garland’s attitude, approach to meetings and work ethic, saying these are ways in which the Air Force Academy graduate stands out both on and off the practice field.

“The example he sets in everything that he does impresses me and had impressed our foot-ball team,” Coach McDaniels said. “There’re

really no shortcuts to trying to get better and to improve in this league, and Ben knows that.

“He’s not ashamed to win every sprint be-cause he knows that’s what he’s supposed to do,” the coach said. “If you’re capable of doing something at a high level, then you do it at the highest level you can do it at, and you push everybody else with you.”

Coach McDaniels was a little more certain about Lieutenant Garland’s preseason play-ing time.

“I don’t think this is something where we’re just throwing him a bone,” Coach McDaniels said. “I think he’s really earned it with the way he works and the way he practices, and we’d like to see him go out there and have the opportunity to play and work on some things once we see the film, but that’s really due to his performance.”

Lieutenant Garland has earned respect not only in the eyes of his head coach, but also among several veteran players. One of those veteran players is Jarvis Green, a nine-year vet-eran who left New England in the offseason to sign with the Broncos, and has taken Lieutenant Garland under his wing.

“Jarvis is one of the biggest mentors on the ‘D-line’ for me. He’s always there to give me a pointer, going, ‘Why don’t you try this instead of that, that will improve in this area of your game.’ He and Ryan McBean have really been there for me, helping me out and giving me pointers,” Lieutenant Garland said.

They are also some of Lieutenant Garland’s biggest promoters. When Mr. Green spotted

a Defense Media Activity television reporter on the sidelines he got the reporter’s attention and played to the camera by patting Lieutenant Garland’s back and giving “No. 1” signs, hop-ing to give Lieutenant Garland his own little SportsCenter moment.

Even if that buddy scene never makes it on the air, the veteran players truly regard Lieutenant Garland as a brother in arms, Coach McDaniels said.

“I can tell you right now that our vet-eran players have great respect for him, and they know what he’s faced with too,” Coach McDaniels said. “He’s going to go and fulfill his obligation shortly, and then come back to football, because they know he’s got something more important on his mind.”

As an Air Force Academy graduate, Lieutenant Garland has a five-year active duty service commitment to fulfill. Defense Department policy requires him to serve at least 24 months of active duty before applying for an early release. If signed by an NFL team after that 24 month period, then Lieutenant Garland can apply for an early release, transfer-ring to the guard or Reserve while pursuing his NFL career.

This is the exact route that 2008 Air Force Academy graduate Chad Hall has taken. Signed by the Philadelphia Eagles after the 2010 NFL draft, Hall became a reservist and is now try-ing to make the Eagles as a wide receiver and kick returner.

“My number one commitment is the Air

Force, and if they ask me to come back early, then I will be more than happy to come back early and serve my country and do what I can do,” Lieutenant Garland said. “Get that taken care of, serve your country and then after that, work as hard as you can and represent the Air Force as well you can. After that, be that Air Force guy -- the hard worker, the dedicated person, the person who pushes himself as hard as he can no matter what the odds are against him.”

Right now, the odds are against him making the active roster due to his military service commitment. Once he runs out of advance leave this summer, Lieutenant Garland will return to duty at the Air Force Academy. Additionally, all NFL teams must cut their rosters down from their current 75 players to just 53 players Sept. 4. At that point, the Denver Broncos are expected to move Lieutenant Garland from their active roster to what the NFL calls “military-reserve status.” After that, Lieutenant Garland won’t count against the 53-man roster, but the Broncos will retain his NFL rights. Lieutenant Garland will be eligible to return to the team while on leave for future organized team activities and train-ing camps.

Back at the Academy, Lieutenant Garland is one of several second lieutenants working in the Academy’s Athletic Department, and his specific duties will be helping out with the strength and conditioning programs in the varsity weight room.

ond with a 396-yard drive. In the second year, in the rain, he took first place with a 386-yard drive and went to the regional competition. But, his chance at the finals fell apart.

“My driver broke in the first round and I had no back up,” he said.

Now, he has three drivers, just in case.Last year, the winning drive at the Military Long Drive

Competition was 343 yards by three-time champion U.S. Coast Guard Ensign Ryan Hixson, who automatically com-petes in this year’s national championship and who “is the guy to beat,” Sergeant Bronson said.

The Dallas games are in September and the national championship is in November; the championships will be tape delayed and shown on ESPN and ESPN2 during the Christmas season.
