Governor’s Message
Hello Fellow Rotarians, Who says time does not fly? As I reflect on the past year, it certainly does feel as if time has flown by as the year
winds down.
I recently had the great pleasure to present five Rotary Clubs in District 7500 with the Rotary International Presidential Citation from RI Presi-dent Tanaka.. They are as follows: Belmar/Wall, Point Pleasant, Point Pleasant Boro, Mount Laurel, and Medford-Vincetown. Congratula-tions to each of you. In addition, I had the pleasure to present the Rotary Club of Medford-Vincetown with the Rotary International Presi-dential Citation for Public Image and Distinguished Service. Special congratulations to the Medford-Vincetown Rotary Club. This is an outstanding accomplishment and no other club in the District has reached this level of performance this year. The District 7500 RYLA Program (Rotary Youth Leadership Awards Program) will be held at Monmouth
University from June 29-July 2, 2013. Over 155 young people will be participating in the program this year. The RYLA Program is open to all District 7500 Rotarians. May 30, 2013, the Toms River Sunrise Rotary Club honored the “Teachers of the Year” represent-ing the 18 schools in the Toms River Regional School District. These ex-emplary professionals excel in many fields of education including the areas of history, science, music, lan-guages and special education, cover-ing grade levels in the elementary, middle and high schools. Beyond bringing their expertise and enthu-siasm for learning into the atmo-

As in the case of Hurricane Sandy, Shelterbox has a re-sponse team arriving on site to begin their assessment of un-met shelter and non-food needs. During the next few days determination will be made, orders will be placed and items brought in to provide aid to the victims. This can include, among other items, tents, blankets, water purifica-tion, water carriers, mosquito netting, children’s school & activity packs. In 2013 shel-terbox has and is responding to 12 natural and conflict situ-ations worldwide. Donations are appreciated. Many thanks for your continued support. Rotary International Districts 5770 and 5750 are supporting the relief and recovery efforts related to the tragic events in Moore, Oklahoma, and the de-struction from the tornado that hit there on May 20. Many fami-lies and friends have suffered great loss. It is estimated that there were between 12,000 and 13,000 homes destroyed or dam-aged, in addition to businesses and schools. Tax-deductible donations to help in those efforts are being accepted. Those who would like to help by donating may send checks to:

The Jersey Shore Is Open For Business The Christie Administration Is Committed To Rebuilding The Shore In Time For The Summer Tourist
Season
Governor Christie is committed to rebuilding New Jersey and the Jersey Shore in aftermath of Super Storm Sandy so that it will be enjoyed this summer and for generations to come. As a major tourism destination for people across the state and the country, the Shore is essential to the economic vitality of the Garden State. A Record Breaking Year For New Jersey Tourism: New Jersey’s travel and tourism industry is directly responsible for more than 500,000 jobs – or 10 percent of the state’s total number of jobs, according to the Economic Impact of Tourism Report. Last year, New Jersey set a new record with visitor spending, capital investment and general government support of tourism surpassing the previous record of $39.5 billion that was reached in 2007. That number represented a 2.6 percent increase over 2011. Domestic visits to New Jersey also continued to rise, with a 4.8 percent increase to 82.5 million visits in 2012. Helping Small Businesses Get Back On Their Feet: In the aftermath of Super Storm Sandy, the Christie Administration has worked expeditiously to get programs and direct assistance to small businesses. More than $756 million in U.S. Small Business Administration disaster loans have been approved, representing more than 11,480 low interest loans going to homeowners, renters and businesses to aid in their recovery. Distributing The Resources New Jersey Needs For The Rebuilding Process The Christie Administration has received approval from the Obama Administration to move forward with the Community Development Block Grant (CDBG) Disaster Recovery Action Plan. This plan outlines how we will utilize the first phase of the emergency supplemental passed by Congress in January. The first $1,829,520,000 in CDBG funds provided to New Jersey by the U.S. Department of Housing and Urban Development (HUD) will focus primarily on helping homeowners, renters, businesses and communities impacted by Super Storm Sandy.
The Action Plan incorporates input from HUD, as well as Sandy-impacted communities and stakeholder groups whose engagement will continue throughout the State’s recovery, rebuilding and restoration process.
CDBG Disaster Recovery funds are intended to address unmet needs not satisfied by private insurance, the Federal Emergency Management Agency, the U.S. Small Business Administration, or other sources.
The Christie Administration projects to dedicate over 55 percent of funding from this first tranche of CDBG Disaster Recovery funds for low-to-moderate-income households.

Dear Fellow Toms River Rotarians: I am pleased to inform you of the success of our Clubs efforts to help those in need. For the most part, the food distributed in this program goes to residents of Toms River.We have donated Hundreds of pounds of food (I can attest to that amount, especially when deliv-ering up or down stairs) and delivered $2,200 in checks to 6 different Food Pantries.We delivered food, donated by Club members and cash donations, also received from Club mem-bers either directly or via weekly 50/50 winnings, to the following organizations: PANTRY CASH DONATION St. Joseph’s Food Pantry $400 Salvation Army Food Pantry $400 Your Grandmother’s Cupboard $150 House of Hope $700 The Cab Restaurant $250 Toms River Community Church $300 TOTAL CASH DONATIONS $2,200. While the cash was received from the membership in general via direct donations and 50/50 win-nings certain members donated well beyond the requested amount and should be noted: Gale Wayman $200 Pete Rose $135 George Josephsen $110 Clarence Josephsen $100 In addition, a good number of Club members donated the target amount ($50 - $1 per meeting) and in many cases exceed that number. As we approach the end of the Rotary year, we extend an invitation to those members who have been unable to donate the target cash or food, and try to do so before June 30. Congratulations to the Rotary Club of Toms River for another unselfish effort to provide assis-tance to our neighbors in Toms River and Ocean County.

Stronger NJ Business Grant Application Overview:
Stronger NJ Business Grant Program Overview:
To assist in the recovery from Superstorm Sandy, New Jersey received from the U.S. Department of Housing and Urban Development (HUD) an initial allocation of approximately $1.8 billion of Community Disaster Block Grant Disaster Recovery (CDBG-DR) funds to be used to satisfy needs arising from the storm that are not satisfied by other funding sources. Governor Chris Christie has tasked the NJEDA to administer $460 million of these funds to support the recovery of storm-impacted businesses. Of this total, $260 million will fund the Stronger NJ Business Grant program.
Under the Stronger NJ Business Grant program, small businesses and non-profits may apply for grants and forgivable loans of up to $50,000 per impacted location. If an entity has multiple locations in New Jersey incorporated under a single federal tax identification or employer identification (EIN) number, it may use one application to seek funds for all incorporated, impacted locations, and may receive up to $50,000 per impacted location, but no more than $250,000 in the aggregate. An individual owning multiple separate businesses with separate EIN numbers may apply for separate grants for each eligible business. However, multiple businesses with separate EIN numbers that share ownership and that are co-located at the same physical location, may only submit one application collectively.
Applicants to the Stronger NJ Business Grant program must show that each damaged location for which funding is sought sustained at least $5,000 in Superstorm Sandy-related physical damage, which may include damage to real property and non-perishable/non-consumable inventory.
Eligible costs under the Stronger NJ Business Grant program include working capital (operating expenses), inventory, equipment, machinery, fixtures, furnishings, and prospective construction. If an applicant seeks multiple types of funding, according to program policy, working capital and inventory expenses will be prioritized.
Applicants that seek funding through the Stronger NJ Business Grant program to address physical damage, which per HUD requirements may include damage to equipment, furnishings, fixtures, and machinery, as well as construction-related projects for real estate, will likely require environmental clearances and additional reviews that almost certainly will delay receipt of grant assistance. National Flood Insurance Program (NFIP) coverage requirements also may be implicated. Per HUD regulations, an applicant must stop construction activities immediately upon applying for physical damage-related expenses. Per HUD requirements, no physical damage-related funds through this program may be used to reimburse the applicant for work completed before the requisite federal clearances are obtained.
Non-profits involved only in commercial or industrial activities, or that have facilities, which provide a public service that furthers economic development may be eligible, though they may only apply for construction funds. Examples of eligible non-profits may include a fisheries co-operative or a charity with a retail shop. Religious-affiliated non-profits, such as churches, may utilize funding only for renovation or new construction of portions of an impacted physical structure that have non-sectarian uses.
Per HUD requirements, priority will be given to applicants with storm-impacted locations within the nine most impacted counties as determined by HUD, which are Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union. HUD has required that 80% of the monies received by New Jersey in the first tranche of CDBG-DR funding be used to address unmet needs in these counties.

Notably, if a gap in a business’ or eligible non-profit’s capital needs is more than the amount for which the applicant is eligible or the amount for which the applicant seeks funding through the Stronger NJ Business Grant program, the applicant must show additional sources of funding available to satisfy its additional needs. This requirement is intended to ensure that entities receiving funding under the Stronger NJ Business Grant program can realize a full recovery.
Applications will be subject to a duplication of benefits review. Disclosure of funds already received or approved for the same use as those requested in an application for the Stronger NJ Business Grant will be required. These sources of funding may include private insurance, FEMA or SBA. Duplicative CDBG-DR funds cannot be approved for the same purpose.
Stronger NJ Business Grant Program Eligibility Criteria:
Under the Stronger NJ Business Grant program, small businesses and non-profits must meet ALL of the following eligibility criteria:
• The entity must have been in existence on the date of Superstorm Sandy (10/29/12). • The entity must have at least one impacted location within the State of New Jersey. • The entity must have sustained at least $5,000 in physical damages from Superstorm Sandy,
which may include damage to non-perishable/ non-consumable inventory and damage to real property.
• The entity must be considered a “small business” as defined by the U.S. Small Business Administration (SBA), and have more than $25,000 but less than $5 million in gross operating revenues.
• The entity must have applied to and received a declination or approval for an SBA disaster loan if the SBA disaster loan program has not lapsed (as of April 2013, the SBA deadline for Physical Damage loans is May 1, 2013 and the SBA deadline for Economic Injury loans is July 31, 2013). Specifically, if an entity seeks a grant through the NJEDA for expenses that may be covered under the SBA’s Economic Injury disaster loan program, such as expenses relating to working capital for salaries, the applicant must apply to the SBA for an Economic Injury disaster loan before the applicant can submit an application to NJEDA for working capital-related funds. This would be required even if the SBA Physical Damage disaster loan program has lapsed. While entities that applied to SBA but have not received a final decision on the SBA application will be able to prepare an application to Stronger NJ Business Grant program, that application cannot be submitted until a final determination on the SBA application is rendered.
• The entity is not seeking to receive funds from the Stronger NJ Business Grant Program that would duplicate funding already received, or known to be forthcoming, from other sources such as private insurance, FEMA or SBA that are for the same purpose. Funds received from private loans, lines of credit or other assets are not relevant to this eligibility criterion.
• The entity or the owner, if a sole proprietorship, must have less than $1 million in liquid assets (cash or cash equivalents in the entity’s accounts).
• The entity must not be debarred by HUD or the State of New Jersey for certain legal matters. • The entity must be up to date on all tax filings with State of New Jersey. • The entity must be registered to do business in New Jersey and in good standing. • The entity must be registered with Dun and Bradstreet and have received a DUNS #.
The following is a list of entities not eligible for funding:

Trenton, NJ –Continuing the Christie Administration’s commitment to helping-storm impacted businesses and communities recover, the New Jersey Eco-nomic Development Authority (EDA) today approved the creation of the Stronger NJ Business Loan Program at its monthly Board meeting. Beginning in July, the program will offer direct, low-cost loans of up to $5 million to businesses and non-profits that suffered physical damage, as well as to businesses looking to expand within storm-impacted communities. Following the approval of New Jersey’s Community Development Block Grant (CDBG) Disaster Recovery Action Plan, Governor Christie called on the EDA to administer $460 million of the state’s CDBG Disaster Recovery allocation to assist storm-impacted businesses. Following the May launch of the Stronger NJ Business Grant Program, the Stronger NJ Business Loan Program is the second of these CDBG-funded business recovery initiatives and will utilize $100 million of the allocation. “Small businesses are the social and economic backbone of so many of the New Jersey communities that experienced damage as a result of Superstorm Sandy,” said Governor Christie. “Today’s EDA Board approval of the Stronger NJ Business Loan Program represents the next step in assist-ing these storm-impacted businesses with their rebuilding and recovery so that they can get back to normal operations, generating the revenues and jobs that keep New Jersey moving.” The Stronger NJ Business Loan Program will be available to impacted small businesses statewide, with a focus on the nine most impacted counties of Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union, as defined by the U.S. Department of Housing and Urban Development (HUD). To be eligible, businesses located within the nine counties must: 1) positively impact the economy of their community through either capital investment or the creation or retention of jobs; and/or 2) evidence a minimum of $5,000 in physical damage to real property and/or loss or damage of non-perishable and non-consumable inventory. Businesses located outside of the nine counties must meet the $5,000 damage/loss require-ment. “Through the grant and loan programs, we are working to ensure that New Jersey’s impacted businesses and communities are able to recover, rebuild and thrive,” said EDA Chief Executive Officer Michele Brown. “It is critical that every business in need knows that funding is available and help is just a phone call away. We want to encourage businesses to grow and invest in our hardest hit communities to strengthen the local economy and promote the creation and retention of jobs.” The loans are available to support working capital needs and/or renovations or new construction of the place of business. The maximum working capital loan amount is $500,000, exclusive of equipment. Working capital needs could include: repaying or refinancing debt used to pay working capital (not physical damage) after the storm; salary, wages and fringe benefits; mortgage, rent or property lease payments; perishable and non-perish-able inventory; supplies; utility bills; equipment and machinery leases, rentals or purchases that do not require installation; marketing; insurance premiums related to the business; and, federal, state, county, local or other taxes and assessments not in arrears. Through the renovation or new construction component, the maximum loan is $5 million. Eligible uses could include: repair or replacement of the physical structure, building systems, electrical, plumbing, furnishings, exterior structures, or equipment or machinery of any costs that also requires installation; carpentry or other construction costs associated with repair or replacement of the place of business; installation of fixtures; mitigation; new construction and renovations; landscaping; paving; architectural or engineering services; other construction-related services, with the exclusion of ac-counting, legal and financing; and, any of the above costs paid to satisfy insurance deductibles. To be eligible, businesses must have at least one location in New Jersey and entities must have been in existence at the time of the storm. Applicants must also be a small business, as defined by the Small Business Administration (SBA), and have annual revenues of at least $25,000. As required by HUD for CDBG Disaster Recovery funds, loans under the program must be used to satisfy “unmet needs,” which are defined as financial needs not satisfied by other public or private funding sources. As CDBG Disaster Recovery funds are meant to be funding of last resort, HUD requires that businesses must have applied to and received a declination or approval for an SBA disaster loan if the SBA program is still active. The SBA deadline for Physical Damage loans was May 1, 2013; the SBA Economic Injury Disaster Loan deadline is currently July 31, 2013. If an entity still has a pending application with SBA from the recently closed Physical Damage Disaster Loan, they will need to wait for a determination before submitting their application to EDA. If a company is seeking funds related to physical damage, which could include construction, but did not apply for the SBA program before it lapsed, the company may still apply for the Stronger NJ Business Loan program. If an entity has needs that could be funded by an Economic Injury Disaster Loan, which could include working capital to cover salaries and expenses, they will need to apply to SBA and receive a final determination before they will be able to submit a Stronger NJ Business Loan application.
