Subject:- Transfer of Staff members staying at one Zone and Stations for long time.

Sir,

This is with reference to Directorate’s Order No. A-11019/05/2014-Scor dated 28.01.2014

and 11.03.2014 on the subject mentioned above.

your kind attention is also invited to your letter of even no. dated 09.04.2014 directing all

the Heads of Capital Stations to transfer all such Officers/Officials who have completed more than

fifteen years at one Station(except the local recruited). We wish to bring the following facts for

consideration with the request to withdraw the said order dated 28.01.2014 immediately

in respect of the low paid employees like LDCs/UDCs belonging to the Administrative

Cadre of AIR and Doordarshan :-

1. The LDCs and UDCs are the lowest paid employees of Prasar Bharati without

getting any benefit of the upgraded Prasar Bharati Scales granted to Programme and

Engineering cadre vide M/O I & B’s order dated 25.02.1999 .

2. These poor employees of Prasar Bharati have been staying at the same station

for the last 15years not of their own choice but after their locally recruitment in the city

they have not got a single promotion & have been stagnating for last 15-20years in the

same post of LDC/UDCs in the pay band of Rs. 5200-20200 with grade pay of Rs. 1900/-

(LDC) & UDCs with grade pay of Rs.2400/- only.

3. There are 2222 UDCs and 1741 LDCS presently working in the field offices of AIR

and Doordarshan in all over India. If All these low paid employees are disturbed by

posting them far away from their present place of posting & some may be posted more

than 500KMs far in the case of North East Region, J&K etc. So it will not be possible for

them to maintain their two establishments in a small salary, leaving behind their small

kids and aged parents in a rented house as well as he has also to have a accommodation

on rent in his new place of posting . These employees cannot bear such a huge financial

loss which will lead them towards depression /stress . It will not be possible for them

to concentrate on their work with full devotion being disturbed by his transfer without

any monitory benefits.

4. If all these 3963 LDCs/UDCs are transferred out of the city of their present

posting a huge amount is to be incurred on Transfer TA by the Organisation by granting

TA Advance the time when Prasar Bharati is competing in the market for revenue

generation. This expenditure is to be met from IEBR since Ministry is allocating funds

only under the sub-head ”Salaries” only . This impact is also be taken care before

implementing this order.

5. The SOP on Transfer Policy of Prasar Bharati is yet to be finalised . As per the

DG:AIR letter no. A-22015/9/2007-S.II dated 18.06.2007 the present transfer policy of

Prasar Bharati is related with the Gazetted Officers only i.e. DDA/IA/Sr. AO/ AO or nor

Head Clerk/Acctt (Asstt)/neither UDC/LDC.

6. The Directorates Orders specially directed vide OM. No. A-11019/05/2014-

Scor/76 dated 11.03.2014 to follow the view of CVC guidelines issued vide their letter

No. 004/VGL/090/22555 dated 11.09.2013 but Zonal Heads of Stations are making a

list of LDCs/UDCs having more than 15years tenure of posting at a particular Station

without following the CVC guidelines.

7. The directions of CVC in their order no. 03/09/13 dated 11.09.2013 are first to

identify the sensitive posts and the staff working in those sensitive posts are only rotated

after every two/three years but instead of complying with the instructions of CVC the

instructions for transfers of general Staff, particularly the low paid administrative

employees without indentifying the sensitive posts are being ordered. However these

instructions of CVC for rotational transfers of the staff working in these identified

sensitive seats are being followed in the Stations.

8. All the members of Administrative cadre are very much anguish, feared and

agitated that without granting any monitory benefits and promotion avenues we the low

paid administrative staff are ordered on redeployment and rotational transfer without

identifying the sensitive posts as per the directions of CVC. At the time of granting

benefit of Pay up gradation, Ad-hoc promotion, In-situ promotion, Relaxations in

Recruitment Rules to other Cadres the administrative cadre employees are not treated

as Prasar Bharati Employees but whenever adverse actions such as redeployment or

rotational transfer are taken it is the administrative employees are the first and worst

affected.

In view of the above facts, we request you sir to kindly look into our submission

and issue directions to all the Zonal Heads /Regional ADG(P) to stop the exercise of so

called mass transfers of administrative staff immediately.

with the Directorate for review of the orders keeping in mind our submission.

7. All the Zonal Secretaries ,ADASA with the request to take up the matter with the Zonal Heads

requesting them not to initiate action on holding of the meetings on rotational transfers of

administrative cadre till a decision on the representation of National Council is received from

DG:AIR/Prasar Bharati Sectt.
