Army OSBP Mission and Vision
Mission • Advise the Secretary of the Army and the Army leadership on small
business related matters.
• Spearhead innovative initiatives that contribute to expanding the small business industrial base relevant to the Army mission priorities.
• Leverage the use of minority serving educational institutions in support of Army Science and Technology Programs.
Vision To be the premier advocacy organization committed to maximizing small business utilization in support of rapidly fielding a trained, ready, responsive and capable force that can prevent conflict, shape the environment and win the Nation's wars.

• “Traditional” contracting using FAR, DFARS, and AFARS authority • Tips:
• Consider accepting the Government Purchase Card (GPC) as a form of payment to get paid faster for supplies and services provided.
• Use the Procurement Technical Assistance Center (PTAC) for assistance
• Don’t pay 3rd parties for services you can do yourself or SBA, PTACs, and SBDCs can help you do
• Other Transactional Authority
• May be used for “non-traditional” contractors (i.e. contractors who have not done a contract subject to Cost Accounting Standards within the past year)
• Used to acquire innovative technology • DIUx uses this authority to acquire technological innovation
