“ To promote the development of National Agricultural Research Systems
(NARS) in the Asia-Pacific region through facilitation of intra-regional, inter-
institutional and international cooperation.”
“Agricultural Research for Development (ARD) in the Asia –Pacific region is effectively promoted and
facilitated through novel partnerships among NARS and other related organizations so that it contributes to sustainable improvements in the productivity of agricultural systems and to the
quality of the natural resource base that underpins agriculture, thereby enhancing food and nutrition
security, economic and social well being of communities and the integrity of the environment
and the services it provides.”

• A Neutral Platform
• Involvement of all Stakeholders– Public institutions– International Centers and Organizations– Private Sector and Foundations– NGOs– Farmers’ Organizations
• A Facilitator
Issues• Agricultural Productivity and Environmental
Safety• Ethics and Biosafety• Intellectual Property Rights (IPR) and Access• Capacity Building• Partnership – Public and Private• Public Awareness
Mission
To act as a neutral platform to achieve following mission:
“To harness the benefits of agricultural biotechnology for the achievement of society in the Asia-Pacific Region”
Vision“ To enhance the benefits of
biotechnologies for the sustainable agricultural development in the Asia-Pacific region, through greater stakeholder partnerships, improved policy environment, enhanced capacity building and greater public awareness ”
Capacity Building -Facilitate Public Awareness-Conduct training programmes/awareness campaign on :
•Biosafety, bioethics & related issues•Issues related to IPRs, patenting and benefit sharing
Research -Services oriented focal point- Research Prioritization involving all stakeholders-Facilitate promotion of Ag-biotechnologies through partnership initiatives
Policy -Advisory role to policy makers on biosafety issues of GMOs & other biotech products
• Policies for the exchange of material and technology
Knowledge Resources &Dissemination- Providing basic information and links with other websites- At all levels based on scientific information in a reader friendly way

1. Research orientation towards System’s Approach needed (crop, livestock, horticulture, forestry etc.) To be an Inter-disciplinary and Inter-institutional approach
2. More emphasis on crop diversification is critical incorporation of food legumes and emphasis on low volume, high value species (vegetables, fruits, medicinal plants)
3. PHT, value addition, agri-business and marketing research is a weak link
1. Integrated watershed approach with emphasis on:- Water productivity- WUE- Reduced losses- Water quality
2. Soil health management:- Conservation tillage- Organic recycling- Efficient nutrient use
3. Assessing soil erosion and salinity
1. Ensuring policy support for investment in ARD and capital investment in agriculture for:
- Infrastructure, credit, marketing, insurance, food, procurement, processing, export, pricing etc.
2. Technology dissemination: - Research – Extension – Farmer Linkage
- Role of ICT and concern for digital divide
3. Strengthening partnership: - NARI – NARES - Regional Collaboration - Public – Private Partnership
