While we have lots of room for improvement, sharing services is significantly cheaper than the alternative where each agency duplicates the services!

Approach

1. Emphasize business services rather than underlying information technology products – Implement Service Oriented

Architecture2. The IAE Program Management Office will become the system integrator

A. The PMO will establish separate contracts for level 1 help desk, hosting, architecture and operations and maintenance, and system enhancements

B. Move from individual contracts for each system to an overall IAE architecture and operations and maintenance support contract – ie, organize contract support to emphasize integration rather than the continuation of stovepipes

3. Enhance competition and the ability for small contractors to bid on enhancements

A. Competitively award 2-4 software enhancement contracts per year

B. Manage code base using open source methodology - Government owns and maintains all custom developed code
