The objective of this discussion will be to define and explain common BLM terminology as it relates to the lands program. As well as an introductory look at pulling serial register pages, and reports using the external LR2000 system There have been some recent significant changes to the system that I will give a brief overview of.
What is a Serial Register Page (SRP)?
A Serial Register Page (SRP) is a summary of each case file. It is updated constantly by Land Law Examiners within the BLM
office.
The SRP details the acreage, legal description, name and address of the
proponent, and includes a list of actions and remarks relating to the case file.
The SRP is accessible to the public, but can only be modified internally.
Serial numbers can be in various formats.
Lets take a look at some of the different ways you will find them…..
Serial Numbers
• Typically have 3 serial register pages for one case. (All found within the same casefile)
Classification page N-00000
Lease page N-00000-01
Conveyance page N-00000-02
Recreation and Public Purpose (R&PP) Serial Register Pages are slightly different….
• 124 – Apln recd (Application Received) - This is the date that the application was stamped received by the BLM.
• 110- Application Complete – Date application is considered to be fully complete and processing time clock officially begins.
• 387 – Case established – This is used for particular cases (302 permits, easements) to notate when the application was received by the BLM office.
• 307 – ROW-Granted Issued - The date the grant is signed and considered authorized.
• 153 – Post Auth Apln Recv (Post Authorization Application Received) - When there are changes after the grant is authorized. (Changes will be noted below in remarks section)
• 763 – Expires (This is the date that the ROW will expire according to the Grant.)
• 237 – Lease Issued (Date that lease is actually issued).
• 004- NEPA Analysis Initiated- This is used when the NEPA process has begun.
• 005- NEPA Analysis Approved- This is when NEPA has been approved. The remarks section shows what type of analysis was done. (CX, EA, DNA etc.)
Common action codes found on a Serial Register Page (SRP)
MTR reports show what actions are pending, authorized or expired on the
requested lands.
