BACKGROUNDIn Uganda, the private health sector is comprised of so many Associations that make it difficult to lobby for private health sector with one voice.

UHF was Formed in 2010 borne from the need to have an umbrella body which unites and represents all players in the private health sector in Uganda.

MISSION

To bring all private (non state) sector stakeholders under one umbrella body for the sole purpose of advocating policy change, promoting and championing the interest of the private sector.

OBJECTIVES(Core)•To promote and enhance medical care in Uganda with emphasis on the provision of affordable and accessible quality healthcare on sustainable basis.

•To work in partnership with the government to build sound policy, regulatory and institutional framework supportive of increased productive investment and private sector led growth.

•To unite, Organize and promote all Associations and companies involved in private healthcare business.

OBJECTIVES CONT’D…..

Enhance knowledge of the private sector’s role in health care delivery.

Investigate gaps in the delivery of Health care, and identify opportunities for public private Partnership and increased investment in the health sector.

Build capacity of key public and private interlocutors to engage in effective public private dialogue resulting in maximum impact on the status of private health care delivery in Uganda.

MANDATE To address problems of a common nature with in the private health sector

To advocate for issues that affect the health sector at large.

To compliment the public sector’s work regarding health of the country.

To monitor the work being done in the health sector, identify loopholes and suggest means of improvement via dialogue and advocacy.

KEY MILESTONES & ACHIEVEMENTS

Registered as a company limited by Guarantee & member of PSFU

First Annual General meeting held in June 2011 where 1st Board of Directors have been elected.

Representation on the Presidential Investors Round Table meetings.

Lobbied for set up of the Health fund.

Lobbied for change of VAT from exempt to Zero rated.

KEY MILESTONES UHF is currently engaging the ministry of Finance to set up a fund similar to the agriculture fund which would avail capital to those involved in the health sector.

Through support from MOH, UHF is engaging IFC in discussions regarding availing long term low-interest financing to health care providers and currently awaiting finalization of these discussions.

CHALLENGES OF UHF (Buy In): Some potential members are sceptical about how far the federation will go as many previously formed associations have not achieved much in the past.

UHF is taking strides to ensure it makes some early wins/gains so as to attract more members to the Association.
