• Procedures for the use of Data Link are covered in the GOLD and other ICAO Docs.

• The procedures for data link operations are very detailed and very developed over years of operational experience.

• There is not time to cover all of the procedures in this briefing.

• ANSPs and Operators utilizing data link should operate via the ICAO procedures.

• ICAO CPDLC Message Set, Doc 4444 Appendix 5

• GOLD 4.2.1.5: The controller should generally use standard message elements and should only use standard message elements when issuing a clearance.

• GOLD 4.2.2.2: The controller should only use a free text message when an appropriate standard message element does not exist and the intended use does not change the volume of protected airspace (i.e., not a clearance). Refer to paragraph 4.2.1.5 for issuing clearances.

• Many Uplink/Downlink messages require a response.

• Failure to respond with a proper message will result in an Open Uplink or Downlink message.

• It is very difficult to intervene on transmitted CPDLC message.

• Subsequent CPDLC messages may not be read before the initial clearance is acted on.

• Carefully ensure clearances are valid before issuing them.

• Voice may be used to intervene on a previously issued clearance.– DISREGARD CPDLC (message type) MESSAGE

• Conditional Vertical Clearances• GOLD 4.2.3.1:

– The controller should precede conditional vertical clearances containing the word “AT” with UM 19 MAINTAIN [level] indicating to the flight crew to maintain their present level/altitude until the condition of the clearance is satisfied:

• Use caution with Cruise Climbs/Descents.• With a Cruise Climb/Descent an aircraft may

climb or descend within their assigned altitudes until they report leaving an altitude.

• With ADS-C altitudes are reported to ATC which may incorrectly indicate that another altitude may be assigned to an aircraft.

• Weather Deviations• Append Weather Deviation Clearances with

a report back on route.– This will arm the FMS to send a back on route when

the deviation is completed.

• Use caution when clearing an aircraft on a deviation direct to a point.– Possible Back on Route sent.– Ensure the protected profile is correct.

• ADS-C Emergency Messages• Aircrews can accidently activate ADS-C

emergency messages.• UM 169 CONFIRM ADS-C EMERGENCY• If the aircrew responds DM 3 ROGER DM67

ADS-C RESET, most systems will continue the flash emergency until a normal ADS-C message is received.

• The ADS-C demand report is very helpful in this case.

• Relaying messages through a CPDLC aircraft. (GOLD 4.7.6)

• Do not use Clearance Message elements in a relay through a CPDLC Aircraft to avoid arming their FMS with a clearance for another aircraft.

• UM 169ap RELAY TO [call sign] [facilityname] [text of message to be relayed]

can fail with differing impacts• 4 Major DSPs

– MTSAT– SITA– ARINC– IRIDIUM– INMARSAT

• Data Link Network Failures.• Ensure a backup means to contact aircraft

exists.• Discontinuing ADS-C distance based

separation standards.• Have an plan in place to manage data link

network failures.• Increased RO workload.

• ADS-C Monitoring for aircraft conformance.– Lateral Event Contracts– Level Range Event Contracts– Waypoint Event Contracts– Periodic Contracts

• ADS-C reported positions are Lat/Longs– Can makes it difficult to reconcile Out of

Conformance (OOC) Position reports.– OOC position reports must be reconciled.
