To indicate to the PCD the support that the Department of

Defence provides to the Department of Military Veterans

SUPPORT TO DEPT OF MIL VETS

• In 2010 the Ministry of Defence was expanded to include a Department of Military veterans.

• It was initially managed as sub-program inside the Department of Defence, utilising the systems and resources of the DOD.

• The establishment of the Dept of Mil Vets was finalised in 2013 and it migrated to become an independent department with its own systems, resources, plans and reporting mechanisms.

• The DOD continued to support the Dept of Mil Vets where capacity was insufficient.

• The current support is done on the basis of formal service level agreements between the 2 Departments.

• The different kinds of support to the Department of Military Veterans is discussed below.

• Department of Military Veterans operate their own personnel information system.

• One member have been seconded by the DOD to Department of Military Veterans to support supply chain management.

• No requests from Department of Military Veterans for Military/Medal parades in the last 2 years.

• No Memorial Services from a Mil Vet specific request.

• No costs incurred for specific support to Department of Military Veterans.

• The management of the Auction Centres (Centurion and Wingfield) to be transferred to the Department of Military Veterans as soon as the Veterans Department is capacitated.

• The disposal initiative is not finalised.

• The DOD does a Transfer Payment of allocated Budget to Department of Military Veterans

• Transfer amount: RM504,160

• No other support in terms of the Finance Function.

• Department of Military Veterans was a Client of the Central Procurement Centre Thaba Tshwane.

• During FY 14/15 procurement was executed by the Department of Military Veterans through own established system and processes.

• Seconded individual to support the strengthening of the supply chain management

• The draft MOU between DOD and DMV of 2013 states that disposal of commodities shall be designated as one of the areas earmarked for commercial participation of military veterans.

• In Light of the above, the following factors are being considered for the military veterans participation:

• Registered military veterans cooperatives are given work packages on disposal projects .

• Criterion to be developed in conjunction with Armscor to ensure compliance.

• Limited participation to only the disposal of commercial equipment

• Include commercial and military specific components. The required capacity, competency levels and permits will have to be attained.

• Identify military veterans cooperatives that can be paired with private (technically competent) companies in a mandatory technology and skills transfer program.

• Migration of capability from the company to the cooperatives must be built into the contract and aligned with delivery period.

• Create incubation program for identified cooperatives and dedicated resources to fast-track capability development.

• Device a method of ensuring funds (a portion thereof)generated from disposal are channelled towards DMV programs.

Conclusion

• Department of Military Veterans is an independent Department under MODMV.

• The support required from Department of Defence has diminished as the Department of Military Veterans capacitated its organisation and matured its processes.

DISCUSSION
