About the District…..

• Srikakulam district is one of the 13 districts in the Indian state of Andhra Pradesh. It is one of the 9 coastal districts, located in the extreme north eastern direction of the state bordering Odisha. The headquarters of the district is located at Srikakulam. It was formerly known as Chicacole.

• The District is a combination of different cultures, geographic conditions and natural resources.

• Now, the district is marching towards progressive development duly utilising the natural and human resources to wipeout the name backward district.

• Education is a key element for individual human performance which have its impact on the overall growth.

• Every steps are being taken to achieve the goals duly providing the required infrastructure, healthy environment to achieve 100% Enrollment, 100% Retention and Quality Education.

About the Campaign…

Swachh Bharat Swachh Vidyalaya is the national campaign driving ‘Clean

India: Clean Schools’ to ensure every school in India has a set of

functioning and well maintained water, sanitation and hygiene facilities

and it refers to a combination of technical and human development

components that are necessary to develop appropriate health and

hygiene behaviors.

1.1:-Innovative Monitoring Mechanism to ensure timely completion and quality of construction• Technical Estimates were translated into local regional language for better

understand by the Teachers, Community and also the masons for execution of the timely and quality work.

• Awareness meeting was conducted at Mandal Level with all MEOs, HM and Local Public Representative and NGOs on Mission Objectives.

• An orientation programme was conducted with Technical Personnel of SSA duly discussing DOs and DON’Ts with respect to time bound quality construction duly serving the booklet for their reference at execution.

• The Technical Crew have oriented the Local Community and Teachers on specifications and quality to be observed at ground level.

• Documentation of the work at different level to ensure qualitative work.• A model toilet was constructed at every mandal and orientation

programme was also conducted with masons for speedy and quality construction before launching the programme.

• Teams were constituted at Cluster, Mandal, Divisional and District Level for continuous monitoring of the programme under quality aspects and also for timely completion.

• Engineering Wing of SSA have inspected the work rigorously under quality aspects and extended the technical support for better outcome.

• Task Force Team was constituted with 5 Executive Engineers of different departments to conduct the super check prior to releasing payments.

• Geo tagging technology has been introduced to know the ground realities and to bring more transparency.

• Project monitoring and evaluation review techniques have been adopted to accelerate the rate of progress.

1.2:-Who actually constructed the toilets?• As per the norms defined under SSA, the construction of toilets was

executed by the SMCs.• Construction of Toilets was taken up by SMCs directly or by the person

nominated by the SMC.• The persons identified for construction of toilets were oriented by the

Engineering Wing of SSA for completion of the work with quality and within stipulated time.

• Headmaster of the School who is also Convener of SMC shouldered the responsibility for timely completion of the work.

1.3:-Timely / before time construction ….• Construction schedule was prepared and served to all field engineers.• Daily reporting from filed functionaries along with Weekly Reviews to

accelerate the rate of progress as it is a time bound programme.• In-Charges were kept at Mandal Level to sort out the identified bottle

necks like, site problems and local disputes, material constraints etc.,• Involvement of local community and youth for creating sénce of

ownership.• Fixing up of responsibility on Teachers and Department officials.• Adoption of mandals among the Sectorial Wing, Engineering Wing and

Department Officials for barrier free completion.• Advances were released time to time basing on the progress.• Video Conferences were conducted with Mandal Level Officers, AEs, MEOs,

MROs and other Line Departments on every week end to gare up the progress.

• Problems identified at field level or office were sorted out from time to time.

• Incentives and letter of appreciations were announced to the Technical Crew who have achieved the targets on the occasion of Republic Day and Independence Day celebrations.

1.4:-System Improvement for maintenance and cleanliness ….

School Sanitation Clubs: Sanitation clubs were constituted in every school headed by the Students who are having well awareness in personal hygiene.

Swachh Committee : A committee has been constituted with the Sarpanch, Parents and Philanthropists to monitor the school toilet maintenance and cleanness . Conducting swachha pldege every day during the prayer for creating awareness on cleanness of school surroundings , appropriate health and hygiene behaviors. Swachh Dalam: Under the guidance of the Sanitation club, the Swatch Dalams have been formed to monitor the maintenance and cleanness of toilets as per the scheduled time table.The Swachh Dalam oversees the activities relating to maintenance of dustbins, cleaning of school premises, handwash, nail cutting and personal hygiene, development of school garden.

1.5:-Community Participation in construction and maintenance• Awareness meetings were conducted at School Level duly inviting the

parents and community on the need of the toilet, especially for adolescent girls and also their personal hygiene.

• Special Drives and campaigns were conducted duly involving the community to extend their support for construction, maintenance and cleanliness.

• Continuous involvement and mobilization of the department officials by taking the mission objective into public draws the attention of the philanthropists for extending their support to achieve the mission objectives.

• In remote Tribal Areas of Seethampeta, where material cannot be lifted, the Community have come forward to construct the toilets by lifting the material manually.

• Students of MA Social Work, Ambedhkar University, Srikakulam were invited to propagate the mission objectives in selected villages as part of their internship.

1.6:-Efforts for behavioral change through cleanliness and awareness campaigns in schools / community

• All the students have been inculcated the habit of keeping the toilets and premises in a clean manner after using.

• Wall writings, Pamphlets, Wall Posters, Public meetings, Rallies were organized for creating awareness among the children, teachers and community.

• Operation and Maintenance Schedule prepared at School Level was followed.

• Periodic visits by the Cluster, Mandal and District officials for implementation of the Operation and Maintenance Schedule.

• Regular maintenance is being monitored by maintaining registers. • Wide publicity was given in the local media to reach all corners and to

ensure active community participation.

1.7:-Impact on attendance of Students, specially Girls

• Hike in the enrollment is observed by providing infrastructure facilities like ACRs, Toilets and Drinking Water, in government schools.

• Construction of New Toilets, Separate Girls Toilets and Restoration of Defunct Toilets has its own impact in reducing the Girls absentiesm in Upper Primary and Secondary Level.

• Similarly, formation of health clubs, campaigns and periodical health checkups leads to improvement in personal hygiene among the students, specially in Girl Children.

• Costal fisherman community who traditionally never send their adolescent girl children has been predominantly reduced after providing basic facilities in schools.

1.8:-Local policy interventions / use of flexibility to facilitate implementation.

• Site specific toilet designs have been developed.• The local community was motivated to donate the required land in the

areas of lack of site.• Savings amounts are utilised for providing running water facility, toilets,

repairs and compound walls in certain schools.• Mobilization Drives were taken up for obtaining land in some schools with

the help of local leaders and youth.• Running water in some schools was provided with the active support of

the community.• All the grampanchayats are extending their support duly giving the water

supply facility from their PWD schemes.• Initiations were taken up for diverting the used water in the school

premises for development of Kitchen Gardens, Gardening and recharge structures.

1.9:-Innovations in implementation.• The services of local Women from Self Help Groups of DRDA and MEPMA are

being utilised for maintenance of toilets.• Self Help Groups members were trained on maintenance of toilets with an

Honorarium of Rs.2000/- per Primary school, Rs.2500/- UP School and Rs. 4000/- for High Schools for cleaning.

• Steps were taken for preparation of the cleaning material by the SHG Members which are inturn utilised for cleaning purpose, thus benefitting them in dual mode.

• A training was imparted to all the Headmasters to extract qualitative services from the Self Help Group members.

• A cell was established at district level to sort out the issues relating to basic facilities of schools.

• Nurseries are being developed in identified schools by the Forest Department to develop love towards nature by growing trees among the school children.

• VANA SEWAK was provided by NREGES for developing nurseries and also maintenance of toilets such identified schools.

• Plants supplied by the Forest Department were planted by the school children in the identified vacant land as an act of reducing global warming.

• National Green Corps are responsible for growing the plant into tree by attending daily nourishments.

• Bio-Vegetables grown in the kitchen gardens are being utilised in the cooking process of Mid Day Meal Programme.

• Bio-Toilets with an estimated cost of Rs. 15,000/- were constructed in Mandasa Mandal as an act of Community Mobilization.

1.10:-Significant Positive things to achieve outcomes.Team Work :

Harmony of work execution right from District Level to Field Level was carried by the personnel involved without any gaps lead to Successful Team work in achieving the Mission Objectives.

Media Participation :Media has played a vital role in bringing the necessity, awareness, gaps to be attended for bringing the mission on a success track.

Community Mobilization and Participation :Wide publicity was given duly taking rallies and campaigns to create awareness on the Mission.Involving the Public Representatives and Local Leaders to make it success.Creating ownership to oversee the construction as well maintenance.

1.11:-Suggestions…

• Solar Energy may be introduced in all schools for an un interrupted power supply to ensure better water, Lab, Computers facilities and also to reduce power bills burden on schools.

• Specific budget (10% of the construction cost ) may be allotted for maintenance of infrastructure mainly toilets and drinking water in every year.

• The students of Engineering, Medicine, Graduation and Post Graduation of other streams may be motivated to visit the schools during their internship for specific period to study the mission goals practically by extending their services to create Swachh Vidyalayas.

• Bio-Fencing through MGNREGS should be adopted in schools to create pleasant atmosphere, development of kitchen garden and also acts as protection.

• Swachh Vidyalay awards and incentives may be introduced at school level as a part of encouragement for better maintenance and management.

• The objectives of the Mission shall be introduced in the academic curriculum to create awareness among the children.
