" tailor-made training and retraining, including information and communication technology skills and

certification of acquired experience, job-search assistance, occupational guidance, advisory services,

mentoring, outplacement assistance, entrepreneurship promotion, aid for self- employment, business start-

ups and employee take-overs, and co-operation activities "

Update on EGF closures

It is essential that final reports arrive by the due date

Final reports must contain the certified Statement Justifying the Expenditure

All necessary Member State audits must be carried out before the Statement Justifying the Expenditure is certified

In the "Forthcoming Closure" letter, the Commission now asks for reimbursement of 100 % of unspent funds

The Commission then asks questions to complete its understanding of the final report and ensure that all the data needed for future biennial reports is available

Once the Member State has responded to the questions, the Commission issues the formal "Winding Up" letter

NB. Further data gathering is important for evaluation purposes

Update on EGF recoveries

Unspent funds show weaknesses in both budgeting and implementation

With a reduced budget for the EGF, overbudgeting may mean that another good application cannot be approved

Recoveries reach the Commission only two years after having been paid out originally, and these funds are therefore "unemployed" for a lengthy period

The Commission auditors and the Council are now seriously questioning why the EGF is recovering major amounts -- this could lead to problems in the approval of future applications

Use the opportunity to rebudget your measures, to identify new promising measures and to reinforce your information and communication (including closing conferences)

These are the most important measurements for the achievements of the EGF.

They are the main focus of biennial reports, evaluations and performance audits.

Value-for-money analyses will compare expenditure for the various measures with the reemployment result achieved.
