Commencement Speaker
The Honorable D. Brooks SmithChief Judge, U.S. Court of Appeals for the Third Circuit
The Honorable D. Brooks Smith is the Chief Judge of the United States
Court of Appeals for the Third Circuit. He also serves as Chair of the
Board of Advisors and is an adjunct professor at Penn State Law in
University Park.
Judge Smith has served on the Third Circuit since 2002, giving him the
longest tenure of all Article III judges within the Third Circuit who are in
active service. Prior to his elevation to the Third Circuit, he was the chief
judge of the U.S. District Court for the Western District of Pennsylvania.
He was elevated to Chief Judge on October 1, 2016 and is the only
judge in the history of the Circuit to have served as both a chief district
judge and chief circuit judge.
Judge Smith has served, by appointment of the Chief Justice of the United States, on the Judicial
Conference of the United States (JCUS) Space and Facilities Committee, concluding a three-year term
as chair on September 30, 2016. While on the federal bench, he has participated in various rule of law
programs for the judiciary in several Eastern European countries.
As an adjunct professor at Penn State Law, Judge Smith teaches a seminar on class actions. He received
the first leadership award from the law school in 2016, and in 2017, Penn State presented him with the
Distinguished Alumni Award, the University’s highest honor. He is a graduate of Penn State’s Dickinson
School of Law and Franklin & Marshall College.

Penn State Law History
Penn State Law emerged from what was originally The Dickinson School of Law, which was founded in 1834 in Carlisle, Pennsylvania, and merged with The Pennsylvania State University in 2000. The law school began offering classes on Penn State’s University Park campus in 2006. In June 2014, the American Bar Association approved the University’s request to operate each of its two campuses as fully and separately accredited law schools. In fall 2015, Penn State Law in University Park admitted its first separate students. The J.D. class of 2020 is the third to graduate from Penn State Law in University Park. The first class of LL.M. students graduated from Penn State Law in 2016.
As part of Penn State, Penn State Law shares in the University’s mission to improve the lives of the people of Pennsylvania, the nation, and the world through exemplary legal teaching, scholarship, and service. Penn State Law is committed to being nimble and innovative to provide its students with the skills and experience that they need to succeed in our rapidly changing society. The law school combines traditional doctrinal classroom study and experiential learning in interdisciplinary clinics and externships with a comprehensive mentoring program, access to cutting-edge legal technology, and collaborations across the University that prepare its students to lead.
Academic Regalia
The academic regalia worn in the commencement ceremony dates back to the 12th century when robes and hoods were necessary for warmth in unheated buildings. The style of the regalia indicates the wearer’s highest degree of education. Doctoral robes are black or another color designated by the university granting the degree. The hood is worn around the neck extending down the back. In the late 19th century, regalia began to indicate particular academic disciplines by color. The color for the discipline of law is purple and is often evident in the color of velvet trim on the gown and hood. The lining of the hood displays the colors of the university granting the doctoral degree.
Class Gift
This year’s graduating J.D. Class of 2020 created an inaugural class gift that provided monetary support to Penn State Law students impacted by COVID-19 via the Penn State Law Future Fund.
