The most s1gn1f1cant town-plann1ng 1ssue now concerning the c1ty of Ma­drid 1s the subm1ss1on of the Advance Rev1s1on of 1ts General Urban Develop­ment Plan to publ1c scrut1ny Th1s scru­tiny penad commenced on 1 July and 1s due to end on 15 December

The COAM feels that 11 is very 1m­portant to part1c1pate and be involved 1n th1s process. lts Govern1ng Comm1t­tee therefore asked Town Counc1I 1f it would be poss1ble far the Advance Plan to be exhibited at its head offices in Barquillo, so that the members opf the lnstitute could examine it and f1nd about what 11 entails. Th1s hav1ng been duly agreed w1th the Municipal Off1ce far the Plan (OMP). and exh1b1t1on was opened on 5 July in the presence of Mr José Ignacio Echevarria Echániz, the Second Vice Mayor of Madrid and Councillor far Town Planning.

In a similar ve1n, the Govern1ng Comm1ttee has also felt that 1t would be appropriate far the monograph1c sect1on of issue No. 20 of the Rev1ew "Revista de Urbanismo/COAM" be ta­ke a look at the Advance Rev1s1on of the General Development Plan of Ma­drid G1ven the special circumstances that are involved -the Manager and Technical Director of the OMP are both members of the Rev1ew's mana­gement team- the Governing Comm1t­tee has felt that 1t would be advisable to take the opinion of the Rev1ew's Bo­ard of D1rectors into account and has therefore except1onally to be the Pu­blishers of this issue of the Review

lt has been felt adv1sable to present the study of the Advance Plan 1n the form of a series of art1cles that explain 1ts contents, wntten by well-known pe­ople from the OMP, together with ot­her art1cles g1v1ng opinions on the plan which ha ve been prepa red by the op­posit1on groups on the Town Council of Madrid -The PSOE and IU- by pro­fessors from the Department of Town Planning and Development of the ET­SA 1n Madrid and by the Arch1tect Juan Antonio Barrado González, who until last May was Chairman of the Town Planning Comm1tee of the COAM. In th1s way the Governing Council un­derstands that the analys1s that the members of the lnstitute and readers of the Rev1ew make should be based on a wide range of points of view.

This 1ssue also contains the sect1ons that usually appear in the Review. The Section on European Urban Reg1ons 1s the f1rst of a two-part series on the Pa­rís reg1on, the second part of which will appear 1n the next 1ssue of the Re­view. The Sect1on on General lnforma­t1on on the act1v1t1es of the COAM and of the Autonomous Regían and Town Councils concentrates mostly on the latest ed1tion of the Larrodera prizes. Finally, worthy of mentían 1s that the Sect1on on the History of Contempo­rary Spanish Town Planning 1ncludes a b1ograph1cal article on the Arch1tect Modesto López Otero. s1gned by the Arch1tect Pilar Chias Navarro.

Presentación

El hecho urbanístico más relevante del momento actual de la ciudad de Madrid es el someti­

miento al trámite de participación ciudadana del Avance de la Revisión de su Plan General de Or­

denación Urbana. Este período de información públ ica se ha iniciado el pasado día 1 de julio y

f ina lizará el próximo día 15 de diciembre.

El COAM (Colegio Oficial de Arquitectos de Madrid) ha considerado de especial importancia su

intervención y presenc ia en el mismo, lo que llevó a su Junta de Gobierno a solicitar al Ayunta­

miento la posibi lidad de tener en su sede de Barquillo una exposición del citado Avance, a fin de

permitir su examen y conocimiento por parte de los colegiados . Tras el oportuno acuerdo con la

Oficina Mun icipal del Plan (OMP) la exposición fue inaugurada el día 5 de julio con la presencia del

Segundo Teniente de Alcalde del Ayuntamiento de Madrid y Concejal del Area de Urbanismo, Jo­

sé Ignacio Echeverría Echán iz.

En esta misma línea de participación la Junta de Gobierno ha cons iderado oportuno que la sec­

ción monográfica del nº 20 de la Revista de Urbanismo/COAM se dedicara al Avance de la Revi­

sión del Plan Genera l de Madrid . En atenc ión a la especial ci rcunstancia que concurre -el

Gerente y el Di rector Técnico de la OM P son dos de los miembros del actual equipo director de la

Revista- la Junta de Gobierno ha considerado conveniente atender la opinión del Consejo de Ad­

ministración de aquélla y en consecuencia, con carácter excepc ional, actuar como Entidad Editora

del presente número de la Revista .

Se ha considerado oportuno que el estud io del Avance se realizara a través de una serie de art í­

culos expositivos de su contenido, redactados por personas significadas de la OMP, además de

por otros artículos de opinión sobre aquél elaborados por los grupos pol íticos municipales del

Ayuntamien to de Madrid, por los profesores del Departamento de Urbanística y Ordenación del

Terri to ri o de la ETSA (Escuela Tecnica Superior de Arquitectura) de Madrid y por el arquitecto Juan

Antonio Barrado González, presidente hasta el pasado mes de mayo de la Comisión de Urbanismo

del COAM . De esta forma la Junta de Gobierno entiende que el análisis que los co legiados y lec­

tores de la Revista puedan hacer del Avance de la Revisión esté basado en el más amplio aban ico

de posturas.

El presente número se completa con las habituales secciones . La de las Regiones Urbanas de

Europa contempla la de París en una primera entrega que se completará en el número siguiente.

La sección de información general sobre actividades del COAM, Comunidad Autónoma y Ayunta­

mientos recoge básicamente los premios Larrodera en su última edición . Por LÍltimo señalar que

la Histo ri a del Urba ni smo Contemporáneo Español se dedica a la figura del arquitecto Modesto

López Otero en un artículo biográfico que f irma la arquitecta Pi lar Chías Navarro .
