Since 1990, Fundación El Otro has aimed at participating in the settlement of equity through the promotion of citizenship

participation in public affairs, the exercise of citizenship rights and through contribution to the sustainable development achievement.

The strategy to achieve this goal consists in the development of actions, working jointly with public and private organizations and with

other civil society organizations, in relation with the three areas of interest, sustainability, local development and strengthening of

citizenship, which are considered a priority for development.

Participation in the United Nations Forum on Business and Human Rights

Participation in the revision process of the OECD Guidelines for MNEs (2011)

Participation in ISO standards development processes: ISO 26000:2010 Guidance on social responsibility as nominated experts, ISO 26000 PPO members and in ISO 20400 Sustainable Procurement (still in process).

Participation in IRAM (the National Standardization Body) as a member of the Social Responsibility Strategic Committee, Environment Strategic Committee, and co-author of Referential Norms: a) Quality Occupational Management System developed under the special appointment of the National Ministry of Labor; b) Management system of the identi�cation and engagement with stakeholders.

• Permanent and daily �ow of people, services and goods produced in the city, makes all public policies impacting on the levels of welfare of the residents, so that the demands of sustainable management are continuously increasing and require greater transparency and accountability.

Taking into consideration the strategic position of the City of Buenos Aires, we have decided to promote the implementation of the ISO Sustainable development of Communities - Indicators for city services and quality of life, as a reference to evaluate service delivery and quality of life of a city.

Provides a uniform approach to what is measured, and how that measurement is to be undertaken in a city, municipality or local government;

Allows measure its performance in a comparable and veri�able manner, irrespective of size and location; and

Can be used to track and monitor a city’s progress on city service performance and quality of life and assist cities in setting targets and monitoring achievements.

Cities need indicators to measure their performance. Existing indicators are often not standardized, consistent, or comparable over time or across cities.

• 17.18 2020, improving the provision of support for capacity-building to developing countries, including least developed countries and small island developing States, with a view to signi�cantly increase the availability of timely, reliable data and high quality disaggregated by income, gender, age, race, ethnicity, immigration status, disability, geographic location and other relevant characteristics within national contexts

2. EFFECTIVENESS OF THE PUBLIC MANAGEMENT SHOULD BE IMPROVED

GCABA has different areas/departments that generate scattered information, without any proper integration to facilitate access to it.

Opportunities for improvement:Development of a systematic generation of information to facilitate management and provide greater elements for an informed decision making model.

Some raw results:

• basic data related to 65% of the indicators are aligned with the criteria of the standard

• of the 130 data base required 25 were not provided

• of the 105 data provided 96 met the criterium of the standard and 9 show deviations in relation to those criterium which has led to their dismissal for calculation.

Homologation of the Results

ISO 37120:2014 is a Guidance not a Management System, for this reason it is not certi�able.

However, it is possible to homologate their results in relation with the pattern developed.

GENERAL PURPOSEStrengthen the management of municipalities providing tools that allow the generation of government policies and the development-oriented management of sustainable local development capabilities.

OBJECTIVES• Develop skills and knowledge in municipal agents on Social Responsibility, Sustainability, country commitment to the Sustainable Development Goals and particularly in the approach of the International Standard ISO 37120: 2014: Sustainable development in cities, indicators for urban services and quality of life.

• Evaluate the importance of creating a systematic collection of information to facilitate management and provide greater elements for making informed decisions that contribute to an effective strategic planning process model.

• Promote the development of a diagnostic sustainability of the municipality based on qualitative and quantitative data derived from the application of the methodology proposed by ISO 37120: 2014.
