House of Delegates: Presented by Loren Rasmussen. Discussed how there is a plan to make the board of directors much smaller so it will be easier to accomplish tasks at hand. We are waiting for how the states will respond to this process. Also, there is only one meeting per a year, this March it is in Las Vegas and will include seminars. 2007 Annul Meeting Planning: It is set for March 9th and 10th in 2007 at Fairbanks. It will coincide with Mathcounts. New Business:

• Is it good or bad for the past president to become a director? To be followed up at a later date.

• PEPP Funding: In the past, Don Dent overpaid because of a “check box” issue on the yearly membership form. He was giving PEPP $8 for each member rather than only $8 per member in PEPP.

• Motion by Leora Houtary, seconded by Greg Latreille, passed 9 yay, 1 nay. o Create a line item for other practice divisions as part of the budget as Non-

PEPP so the board can allocate it accordingly on an annual basis. • The Fairbanks Chapter is ($500) for their budget. This shortfall was created by a

discrepancy in issuing scholarships. • Motion by Maurine Hansen, seconded by Steve Noble, passed unanimous.

o The Fairbanks Chapter requests $500 to cover their deficit. Comments for the good of the order:

• Next ASPE meeting is November 14th, 2006. Meeting Adjourned 3:05 PM.

Allen, PE ASPE Anchorage Chapter President Subject: Anchorage Chapter Semi-Annual Report Fall 2006 The Anchorage Chapter of ASPE is pleased to provide the following report on our activities for the last six months. Chapter Goals - Definition

The vision, mission, and specific goals of the Anchorage Chapter are aligned with those of the State ASPE Strategic Plan. They are as follows:

The Vision of the Anchorage Chapter of the Alaska Society of Professional Engineers is to represent and serve all Alaskan engineers to better the profession and its members.

The Mission of the Anchorage Chapter of the Alaska Society of Professional Engineers is to promote engineers' ethical and competent practice, professional development, community service, advocacy, and networking for the betterment of all engineers and the public.

Specific Goals of the Anchorage Chapter of the Alaska Society of Professional Engineers, along with a description of the Chapter’s efforts to further these goals are discussed below.

1. Provide education, career development, networking opportunities, and other benefits to engineering professionals and students.

The Anchorage Chapter holds regular monthly meetings that provide opportunities for local engineers to interact and discuss their careers. The Chapter works to maintain a viable society by encouraging new memberships and the maintenance of existing memberships. The Anchorage Chapter currently has 140 members, including 9 new members. The Anchorage Chapter has also encouraged participation of young engineers through coordination with the University of Alaska Anchorage with the goal of establishing a student chapter. The Future Directions committee is comprised primarily of young engineers with the goal of promoting registration and membership in ASPE and promoting engineering as a profession. The Future Directions committee spearheaded the development of a brochure to encourage registration and promote interest in engineering in the local community. Printing of the brochure was funded by the National Society of Professional Engineers. An electronic version of the brochure is attached for reference and hard copies can be

obtained upon request by contacting Greg Latreille at 274-2236.

2. Promote the competent, ethical, and professional practice of engineering;.

In support of this goal, the topics at the Anchorage Chapter meetings regularly address these issues. The Chapter leadership stays abreast of key topics such as mandatory continuing education and general versus discipline-specific licensure. Monthly reports on activities of the Board of Registration for Architects, Engineers, and Land Surveyors (AELS) are provided at Chapter meetings.

3. Advocate the interests of engineering professionals and protect the public through an effective government relations program.

This goal includes the encouragement and further development of educational programs at the University of Alaska and K-12 schools. The Anchorage Chapter has supported this goal through the continued financial support and administration of the MATHCOUNTS and E-week programs.

4. Align the structure, activities, and governance of the Society to optimize support and resources for all programs

The Anchorage Chapter continues to provide representatives to the Alaska Professional Design Council (APDC). APDC acts as a liaison with the AELS Board through email interaction on specific issues.

5. Enhance the image and stature of engineering professionals

The Anchorage Chapter promotes this goal through ongoing and annual events such as E-week and MATHCOUNTS. The ASPE Anchorage Chapter adopted a park this summer to increase community service activities.

Meeting Summaries The Anchorage Chapter holds regular meetings on the second Thursday of each month, excluding August. For the past six months, meetings have been held either at the BP Energy Center or the Alaska Railroad General Office Building. The following summarizes speakers for each of the meetings since April 2006.

• April: Gordon Scott of the Lego Robotics Association and the Boretide Robotics team gave a presentation prior to their attendance at the national competition.

• May: Stewart Osgood of DOWL Engineers presented on the Abbott Loop Extension project, the 48th Avenue/Boniface Parkway Extension project, and the East Dowling Extension.

• June: Tom Brooks of the Alaska Railroad presented on the operating and capital cost status of the railroad.

• July: ADOT/PF Area Planner David Post presented on the Highway to Highway connection (connecting the Glenn and the New Seward).

• September: National Park Service Program Manager/Civil Engineer John Chekan presented on the facility management of the National Park Service assets in the Alaska region.

• October: John Pavitt and Tara Martich of the U.S. EPA discussed topics of air quality and NPDES (storm water quality), including providing an overview of how these issues may affect us and discussing recent changes in EPA regulations and requirements.

Alaska Society of Professional Engineers (ASPE) Fairbanks Chapter

Semi-Annual Report October 21, 2006

TO: ASPE Executive Board FROM: Brad Fristoe, PE Director Fairbanks Chapter The current Fairbanks Chapter Officers are: President: Dave DobberPuhl Vice President: Francis Isgrigg Secretary/Treasurer: Marc Wohlford

Ongoing Initiatives Summer and fall initiatives for the Fairbanks chapter focused on realigning Mathcounts. Fairbanks now holds the executive director position and the statewide coordinator position. This left a gap for the local chapter coordinator that has now been filled. In addition, the No Child Left Behind initiative has taken all the teachers that have been coaches. We have now filled all the coaching positions and Mathcounts is fully operational.

Chapter Meetings Chapter meetings since the last statewide board meeting included a representative of BP Alaska talking about the producers proposed gasline, a representative from the Alaska Gasline Port Authority and the organizer of the Kiwanis Club young adults organization. Activities slowed during the summer. For the first time in many years, we did not have a summer picnic/get together.

Special Election Event On October 9, 2006, the Fairbanks Chapter, along with APDC and the Associated General Contractors sponsored a Governors Candidate Forum. In attendance were democrat candidate Tony Knowles and independent candidate Andrew Halcro. Republican candidate Sarah Palin did not attend, but did submit written response to questions submitted by the society. The Forum was well attended and received extensive media coverage. Written responses from the candidates were distributed to the membership.

The 2006-2007 Oct Semi-Annual Chapter Report for the Juneau Chapter of ASPE

Current Officers

President: Leora Houtary, EIT; 780-6151; Fax: 780-6182 Vice President: Sanjay Chaundry, PE; Secretary/Treasurer: Past President: State Director: Maureen Hansen, PE; 586-9788

We have no new officers we are looking for people to fill the position of Secretary/ Treasures. New elections are scheduled to be held in June during our annual halibut feed. We will be looking for a new Secretary/Treasurer and Vice President if those positions are not filled before the end of the year.. From September to May during the 2006-2007 year, monthly chapter meetings were held on the second Wednesday of each month in conjunction with the Juneau Branch of the American Society of Civil Engineers. No meetings are held during the summer months do to increase project activity, making attendance to summer meetings low. These meetings provided a forum for local engineers of varying disciplines to come together and discuss current projects and to provide a means of networking in the local engineering community. Each meeting has a guest speaker who discusses current or past projects in their field of expertise. Member attendance to these monthly meetings has been good. MATHCOUNTS: Doug Murray, PE of Murray and Associates, PC is our local mathcounts coordinator. The Juneau Chapter of ASPE helped fund 1/3 of the costs for this year’s mathcounts program. We anticipate continued support of this very important program. Engineers Week: This years engineers week was co-sponsored with the Juneau Branch of the American Society of Civil Engineers. The activities will be held from Feb 18- Feb 24, 2007 and will be capped off by the annual engineers banquet of which ASPE and ASCE co-sponsored. During this even the local chapters award an Engineer of Year, Engineering Honorarium, and a Project of the Year. Local firms put up displays in the Mendenhall Mall during the entire week for the public to see. A balsa wood bridge competition is also held at the local high school in conjunction with the capital city science fair. Engineers also donated time to giving presentations at local schools. Membership: A membership committee was not formed as anticipated and very little was done to increase membership in ASPE and NSPE. A more concentrated effort will have to be given to this item in the future.
