At a meeting of the Central Hounslow Area Committee (Monitoring) held on Monday, 3 December 2007 at 7:00 pm at Council Chamber, Civic Centre, Lampton Road, Hounslow.

Members
Councillor PE Fisher, speaking in her capacity as Lead Member for Adult Social Services and Health advised on the outcome of the recent CSCI inspection. The council has retained its three star rating and the overall score has risen from good to excellent. Cllr Fisher expressed her pride in her department and confirmed that the outcome was confirmation of the hard work off all the staff working in Adult Social Services and Health. Members offered their sincere congratulations to all the staff for their hard work.
35. Councillor Issues - Matters Arising. Matter Arising – Footpath behind Blenheim Centre

behind the Blenheim Centre. They were keen to be advised when it would reopen Corporate Property to advise
03-Dec Update Action Jay explained that he had sought confirmation on whether members were discussing
the footpath by the railway embankment linking Myrtle Road and Alexandra Road. He advised that the responsibility for opening the footpath rests with the developer. The footpath was closed under a temporary Order during progression of the development works and the Order has since lapsed. Debris has been cleared and the footpath has been resurfaced. A lamp column has been removed needs to be reinstalled
It was agreed that following direction from the Executive, officers from the Planning Dept (RC) would carry out work to devise a 'snagging' list of outstanding work. RC to liaise with the Developer of KS1 - phase 1 to ensure the list is completed.

A sub-group made up of Cllrs Connelly, D Grewal and J Sharma to meet with the Director of Children Services and Lifelong Learning as a matter of urgency.

and received. Installation within 4-6 weeks pending Southern Electrics work. Jay Gopal to advise committee urgently when work commences.

completed their work Anticipated that the signs should be erected shortly.
30 august Update Action Noted that the signs that had been provided were of the wrong voltage and had to be
returned. The correct signs will hopefully be provided in the next couple of weeks. None
3 Dec Update Action
Jay advised that he had sent an email to the ward Cllrs on 7/11/07, to explain that the installation crew would be arriving in the borough on 13 or 14th November to install the street signs. Having returned from leave, he was advised that the crews had not arrived. Finally following lengthy discussions with the Manufacturer, and recommendations from Cllr B Fisher to move supplies/ installers it was noted that the crew will be on site week commencing 3rd Dec.
Jay Gopal to advise committee urgently when work commences. Members were adamant that if the scheme was not progressed this week officers were to seek an alternate supplier and installer of the speed reactive signs.

3 Dec Update Action
Jay commented that this request for yellow lines is amongst a batch of waiting restrictions currently being progressed. Initially it was anticipated that the request could be included on the previous batch of waiting restrictions that included locations such as North Drive and Dene Avenue, which had been approved a while ago and had been through the due consultation process. Cllr. Lin Davies expressed disappointment at the fact that Bridge Road was not given consideration at the same time as North Drive and Dene Avenue as this is one of the first issue that she raised when she was elected. She volunteered to paint the lines herself if given a paint pot and a brush! Jay explained that this is the public’s perception as well, that it is just a simple matter of painting lines on the road. The reality is that there is a statutory consultation process that has to be gone through. Furthermore, because advertising is a costly exercise it is not cost effective to deal with requests for yellow lines on a piecemeal basis. A number of locations are collated and advertised jointly. Given that a period for receipt of objections has to be allowed for, February is the earliest that the lines could appear on the road. Cllr. Pam Fisher suggested that in the event of delays feedback to the respective Members would be advisable rather then have the issues flare up at such meetings
Jay advised that February 2008 is the earliest than the lines could appear on the road.

Matter Arising –Alleyway connecting Kingsley Road and North Drive Cllr P Grewal

Issue raised regarding anti-social behaviour taking place in the area of the alleyway connecting Kingsley Road and North Drive. Possibility of closing off this alleyway. Police supportive of this suggestion.
3 Dec Cllr P Grewal clarified the section of the alleyway for which as closure was being requested. The alleyway linking North Drive and Kingsley Road is adequately lit and covered by CCTV cameras at either end. Halfway along there is another alleyway which branches off in a northerly direction, heading towards Spring Grove Road. This is the section which members have complained has criminal activity and antisocial behaviour. Jay explained that the closure was first discussed at the Traffic Management Liaison meeting on 11th October. Bus operators expressed concern that the fire exit from Hounslow bus garage leads out onto this alleyway. Following clarification from Cllr Grewal the issue was discussed again at the TML meeting of 29th November. The bus operators and the Police fully support the closure of the link heading off towards Spring Grove Road. Satnam Sahota will be dealing with the closure Mr Qurashi commented that whilst it is possible to block off public rights of way they are useful routes for residents and the link in question allows people living in Spring Grove Road to get to Hounslow East Tube Station easily. He made the point, why should others be disadvantaged because of the anti social behaviour of a few youths. Cllr P Grewal and N Malik confirmed their understanding of the level of anti social behaviour that occurs in the alleyway. It was noted that the report by Satnam Sahota would reflect on the concerns from local residents in their petition. Members could then take those concerns into consideration before taking a decision on proceeding with closure
Action Satham Sahota to provide a report to the meeting on 24/1/08 on the closure of the link alleyway leading to Spring Grove Road.

03-Dec Update Action Cllr Malik reminded that a report had been requested setting out the possible case for
restoring the Youth Centre in Kingsley Road. Members were concerned at the dilapidated state of the building and they are keen to provide some amenities for young people in the area.
Nick Pratt agreed to ascertain where this building sits in the council's work and report back to members. The clerk to liaise with NP on getting those in charge of the youth centre to a future meeting of CHACM.

Jay commented that this item is linked with ‘Speeding - Farnell Road and Bridge Road’ two pages further on, and as the issues are in the same area it is being investigated as a joint scheme – traffic calming on Bridge Road and one-way on Farnell Road. Speed survey has been carried out on Bridge Road and the results show the 85th percentile speeds being in the 33mph to 39mph range. The existing condition of carriageway on Bridge Road however precludes the installation of any traffic calming measures. Visual inspection of the road between the Worton Road mini-roundabout and the bridge over the railway track clearly shows severe wear and tear along the wheel tracks. The Highways Team have been consulted to ascertain if this section of the road is due for resurfacing in the near future however the advice is that it is not on the current year’s list. Last year Bridge Road was 6th down on the list. Surveys are currently in progress to assist in formulating the resurfacing program for the next financial year. Jay advised that at the onset of each financial year the highways surfacing program would be presented to the Committee for approval and Members could at this stage request for roads not on the list to be given consideration. Cllr. Pam Fisher said that she has had numerous concerns from Farnell Road residents over drivers using it as a cut-through to avoid queuing up on the approach to the mini-roundabout past the Worton Hall Industrial Estate. Farnell Road thus needs to be made one-way from Bridge Road to Worton Road so that the northbound traffic from Hall Road to Worton Road is forced to go round the mini-roundabout to join Bridge Road. Jay advised that he would look into the possibility of pursuing the one-way on Farnell Road as a separate scheme rather than have the decision on the resurfacing of Bridge Road prevent any progress.
Members agreed that the road needs to be resurfaced and they confirmed that they need to request it be given consideration when the report comes to the Area committee for approval. Vermin and rats continue to be seen in these locations. In addition, rubbish is not being collected and some residents have no access to rubbish bins.

3 Dec Update Action Alan J Smith has carried out a walkabout with Cllr Bath. Concern was expressed
about the way refuse is stored (flats about Bridge Road Depot) at the front of the flats by the front doors, the second block had plastic dustbins, but no lids and the first block of flats had no refuse bins at all.
Mr Smith has been in contact with Liz Tiffin to ascertain if the flats are run by Hounslow Homes. He has requested that a 1100 bin be installed in each of the blocks to contain the refuse.

advised that a survey had been carried out and it was not justifiable. One way forward could be to put in a refuge island.

Jay advised that the petition was reported to the Committee in September and the general consensus was that there are adequate numbers of zebra crossings on Lampton Road to meet the needs of pedestrians wishing to cross Lampton Road. Furthermore, the volume of pedestrian activity near Neville Close is too low to justify the provision of a zebra crossing. There is an existing traffic island on Lampton Road, near the junction with Neville Close, and it is possible to convert the traffic island into a pedestrian refuge island, with dropped kerbs. There are nearby premises that have vehicular access and they could object on the grounds that enlarging the island may restrict their manoeuvres but the conversion of the island is the only practical option, subject to identification of funds. Jay also commented that the Council has put forward a bid in the next financial year (2008/09) for a Local Safety Scheme for Lampton Road {Balfour Road to the Lampton / Jersey Road mini roundabout} and it may be feasible to investigate the conversion of the island as part of this scheme.
Jay to update on the outcome of the funding bid to a later committee.

Matter Arising speed activated signs and Bins in Kingsley / Myrtle Road (Cllr Malik)

Jay clarified that the Agenda refers to ‘Speed Activated Signs’ however these types of signs would not be suitable for Myrtle Road. Myrtle Road does not carry through traffic and the only type if drivers who speed along this road are youths congregating at the fast food store on Kingsley Road – they would view the speed activated signs as a source of amusement. Physical traffic calming measures are the only effective way of influencing speeds. There was also a request for double yellow lines at the end of Myrtle Road, in the turning head area, but Nick Woods has met residents who are now of the view that parking in the turning head is no longer an issue. Initially, during the development works, there were concerns that drivers would park in the turning head and go to Asda but this concern has not materialised. Cllr. Malik disagreed and confirmed that there is still a problem. He said that parked cars always obstruct the gate, provided for Emergency Services vehicles. People still park there and walk to Asda. Cllr. Malik has had a lengthy meeting with a resident who lives near the gate and the resident has stated that people still park and speed along Myrtle Road. Jay commented that the issue about obstruction of the gate has not been raised in the past but he would check on the background to the alleged problems. Cllr Malik said it is not the town centre workers who park at the gates. It’s mainly shoppers because it is easier for them to park, quickly nip in, and exit out of Myrtle Road. Cllr. Pritam Grewal agreed that he has seen vehicles parked near the gate. Jean Oxborrow commented that gate in question is the main access for the Fire Brigade to the Hounslow Manor School any vehicle parked there puts the lives of 1000 children at risk. Cllr. Malik asked for resolution of the problem to be expedited for the sake of the safety of the children. Rubbish: Kath Norris agreed to explore the introduction of some rubbish bins along Myrtle Rod (Asda end) Members agreed that the introduction of speed activate was not suitable for this road.
Jay to feedback on the outcome of discussions around obstructions to the gates of the school. Jay agreed to check with Nick Woods on the source of comments suggesting that there is no longer a problem on Myrtle Road.

Matter Arising – Bollards – Woodlands Road (Cllr Davies) Area priority

the test of time Jay's department in discussion with manufacturer regarding alternative bolts. JG to keep members informed
03-Dec Update Action Jay advised on the reasons for using shallow bolt fixture on the bollards rather then
the conventional method of excavation for the base of the bollard – the presence of a high voltage cable precluded any deep excavation. Following lengthy discussions with the manufactures, and their suggestion that the fault lay with the installation practice used by the contractor, a site meeting was eventually held with a representative form the manufacturer. Site inspection showed that with the installation of bollards in the footway, where the concrete had been brought to the surface, the bolts have stayed in place. In the narrow islands the final finishing layer is in blacktop and this could have contributed to the bolts not being held securely in place. However, rather then dismissing the problem the manufacturer has, as a gesture of good will, agreed to provide replacement bolts / bollards. Bolts have already been delivered. It is anticipated that the works will be completed in January.
Jay advised that work to reinstall the bollard, re bolt the bollards should be completed in Jan 2008.

Matter Arising – Bridge Railings / Bridge Road. (Cllr L Bath)

stop is where the bridge structure starts. The bridge structure belongs to the railway authority and they would not permit any excavation on the bridge deck.

Matter Arising – Ball Games in Spring Grove Road Area priority
Date Update Action 30-Aug Update – Action – Spring Grove residents raised complaint r.e ball games being played in this area and
requested a 'No Ball Games' sign. The difficulties associated with this request were pointed out and encouraging the youth to use the park in Gresham Road instead was suggested.
Clerk agreed to follow up request for signage with the relevant department. Clerk also agreed to try and advertise the potential use of the park in the HM column.
03-Dec Update Action Members agreed that it was not feasible or enforceable to put up notices in this area
prohibiting ball games. They agreed that the best way forward was to try work to provide alternate playing facilities for young people.

Matter Arising – Hounslow Central Station Area priority

Jay advised that the conversion of the zebra to a pelican has been discussed with the signals branch of Transport for London and it has also been raised at the Traffic Management Liaison meetings. It has been suggested that the feasibility of offsetting the position of the crossing in relation to the exit form the tube station should be explored to prevent people spilling out of the station and straight onto the crossing. Cllr. Pritam Grewal enquired whether any consideration has been given to the use of staggered barriers to prevent people stepping straight onto the road. Jay commented that the footway in his locality is quite narrow and installation of any street furniture would seriously hamper the movement of people, especially those pushing prams / buggies and anyone in a wheel chair Jay mentioned the need to link the signals of any future pelican crossing with the signals on Balfour Road.
Jay Gopal will bring a report to a future meeting.

Matter Arising –Misuse of Disabled Parking Bays in Albert Road -

03-Dec Update Action Jay advised that this problem had been investigated and resolved. At one point in time
there were about five disabled bays in Albert Road and there was an occasion where the disabled badge holder passed away but the family members continued using the bay. Since then three of the bays have been removed and confirmation has been received from a local resident that there is no longer a problem with the misuse of bays.

Matter Arising – Lansdowne Road residents permits Area priority
Date Update Action 30-Aug Update – Action – Residents parking permits have been acquired by residents of the Blenheim Centre
and are being used in Lansdowne Road. Nick Woods advised that the parking team have withdrawn their validity and PCN's will now be issued for illegal parking

Jay said that he checked with Kevin Hagan but Kevin’s computer records do not show any evidence of permits being issued to residents of Blenheim Centre! It is possible that the residents of Blenheim Centre may have applied for permits under a different name – e.g. Balfour Road. Alexander Place – noted that this should be a car permit free zone also. Members
have asked that officers investigate the issuing wrongly of car permits.
The Parking Team would need to investigate this issue further – Kevin Hagan to be invited to the January 2008 meeting to update members. KH to advise.

Matter Arising fly Tipping in Kingsley Road Mr Qurashi Area priority
Date Update Action 8-Nov Update – Action – Mr Qurashi, Co-opted member raised concerns over continuing difficulties being
experienced by residents living in Kingsley Avenue. These involve illegal, and inappropriate dumping of rubbish adjacent to the large bin located in Kingsley Road. Mr Qurashi called for the removal of the bin, strict enforcement and signage. Same issues are being experienced in Pears Road, School Road and Taunton Avenue.
Officers to report back to the December meeting a cohesive strategy for dealing with rubbish in Central Hounslow. CCTV to be utilised to identify those people fly-tipping and the Enforcement Team to work with the Police to target these people.
03-Dec Update Action
Ben advised that his colleagues had looked at options in Kingsley Avenue- meetings have been held and a lot of issues relating to the collection of waste from the flats above the shops were raised. The Waste Management Team (WMT) are looking to deal with the issues through the renewal of the WMT contract and this will take effect at end 2008.
Mr Qurashi advised on the difficulties for residents with the location / smell of the bins which caused them to pass on the other side of the road. He wished that residents in Kingsley Road be canvassed on their opinion on location of the bin. Members agreed that a specific consultation be carried out with residents of Kingsley Avenue and Taunton Avenue on the location of the rubbish bins.
Consultations on the introduction of additional recycling facilities to be carried out. a) Additional collections of rubbish in Taunton
Ave and Kingsley Ave have commenced (Nov).
b) The WMt are seeking to install additional recycling facilities in Taunton Ave and Kingsley Avenue.
c) In terms of the area committee request for a waste strategy for the area, the current system is considered robust. The team will be seeking to educate landlords/ estate agents and tenants on recycling, They will be targeting repeat offenders, and will continue to monitor the situation in both Avenues.
d) The team will continue to operate intensive visits and if necessary they will carry out the necessary visits to offending premises and issue fines if required.
e) The team have conducted visits to businesses in the area to ensure that they have the necessary trade licence.
f) The team will be working with colleagues in the Police on capturing the evidence captured on the CCTV on Kingsley Road. The team are working to upgrade the cameras to assist in the capturing of useable evidence.
g) The team will be carrying out its annual survey

installing CCTV, lights, bins and benches in the park Members also commented that only one spring way had been installed when they had consulted on the installation of two.

03-Dec Update Action Cllr Grewal advised that the owners of commercial premises in this area are keen to
have the area cleaned up and they wish to work with the police and community to do so. There was an offer of the provision of a skip to assist in the clean up.

03-Dec Update Action Chris commented on the poor designs being approved by officers of the council that
fail to take into account the impact of high density poor design – he gave Thornbury Park as an example of good design that should be replicated in other parts of the borough. Lazar Works was given as an example of poor layout and high density.

Cllr. Pritam Grewal said that he has had concerns from local traders over the effects of the upgraded waiting restrictions on the High Street. He would like an Officer to accompany him during his visit to the traders to explain the rational behind the upgrading of the waiting restrictions. Jay advised that changes were made when the redevelopment works on the Hounslow bus garage commenced. The changes were necessitated because the station was closed to buses and alternative provisions had to be made for boarding / alighting on the public highway. This is the reason for the provision of longer bus stop cages. Chris Calvi-Freeman would be the Officer to explain the changes necessitated. Jay explained that even prior to the bus garage redevelopment works there had been problems along the section of the High Street between Kingsley Road and School Road. The parade of shops in this area has a rear service road for the servicing of premises, however, this is fully occupied by the shopkeepers and consequently problems then arise with loading / unloading activity being carried out on the public highway which in turn cause problems for buses in servicing the bus stops. Even once the bus garage is open {anticipated opening date is 3rd December} much of the boarding / alighting activity will still take place on London Road and High Street because only two routes {120 & 281} will pick up passengers from the bus garage. All other buses will leave the garage empty and pick up passengers at the stops on the High Street / London Road. So a conflict of interest could still remain. Cllr. Malik said that he had raised concerns with Nick Woods over the circulation of traffic in the northern part of the Town Centre. Cllr. Connelly said that problems are now getting worse as a result of Christmas shoppers. In the Key Site 1 vicinity, parking in the Council car park is free on Sundays. Yesterday there was total gridlock on Balfour Road because of parking on double yellow lines, which are enforceable on Sundays but there was no one enforcing them. Similarly Holloway Street was impassable whereas the Key Site 1 underground car park was only half full – because people have to pay on exit. For the benefit of residents affected by this there is a need to ensure that the Parking Attendants are out next weekend. Even people on buses were seeing buses experiencing difficulties in getting through.

Cllr. Davies reported on a piece of metal protruding in the road which is causing damage to car tyres – the location is question is at the width restriction on The Drive near its junction with North Drive. Cllr. Pritam Grewal clarified that the protruding piece of metal referred to is the base of the width restriction post – the post has gone missing. So the action is to replace the post and not to take the base out.
Jay agreed top pass details onto John Reynolds’s team who look after the maintenance of street furniture.

a welcome step. He asked about the installation of a war memorial now that the Executive had decided to not proceed with the current developers of KS1 Phase I. Cllr Davies advised of a letter from the developer of KS1 to the Royal Legion advising of their intention to put up a war memorial outside of Asda.

Jay remarked that this item was somewhat intriguing because during discussions with Nick Woods, last week, Nick said this issue was on hold pending a further meeting with residents in December. Initially when Alexandra Road was close off during the construction works some of the traffic used to go on Balfour Road, down Montague Road and the wrong way down Lansdowne Road. There were proposals to introduce kerb-buildouts at the Lansdowne Road / Montague Road to enforce the one-way system. However, subsequent to that there have been further discussions on the exact point where Alexandra Road ought to be close off – either under the railway bridge or further down to the south. If the closure is position further down to the south of the bridge then Lansdowne Road will have to cater for two-way traffic. So the issue is currently on hold pending a further meeting within residents in December

Jon Medlin introduced the report that informed members of the recently received S106 contributions and recently signed agreements where the money has not yet been received. In response to a comment by Chris Hern, Co-opted Member Jon Medlin agreed to provide a copy of the final draft of the planning obligations supplementary planning document. Resolved
