Minutes The Presbytery of St. Andrew met for its Winter Stated Meeting and Annual Meeting of the Corporation at 10:00 a.m. on Tuesday, February 9, 2016, at Batesville Presbyterian Church of Batesville, MS, with Moderator in the chair and the Stated Clerk present. The meeting began with a service of worship that included the installation of the new moderator, Ruling Elder Hardie Frankel. The outgoing moderator Rev. William Connolly served as liturgist and the Rev. Robert (Chip) Hatcher delivered a sermon entitled “When the Wine Runs Out.” The service also included the following memorial for the Rev. Frank Brooks:

Frank Ardath Brooks, Jr. + January 17, 2016 +

The Rev. Dr. Frank A. Brooks, Jr. died Sunday, January 17, 2016, at his residence in Corinth. He was the son of the late Mr. and Mrs. Frank A. Brooks. He was born in Gulfport, Mississippi on February 7, 1935. His primary upbringing was in Lake, Mississippi. He graduated from Lake High School in 1952 and from Mississippi State University in 1956 where he received a Bachelor of Science degree. After graduating from MSU, he attended Louisville Presbyterian Theological Seminary from 1956 to 1959 where he received his Divinity degree. He later furthered his studies and in 1980 received his Doctorate of Ministry from Austin Presbyterian Theological Seminary. The Presbyterian Churches at which he served over his lifetime were: Trenton Presbyterian Church, Trenton, Kentucky (during seminary); Westminster Presbyterian Church, Gulfport, Mississippi (1959-1966); First Presbyterian Church, Batesville, Arkansas (1969-1988); Ripley Presbyterian Church, Ripley, Mississippi (1988-1995); and Leland Presbyterian Church, Leland, Mississippi (1995-1999). Following his retirement he assisted New Hope Church at Biggersville, where he and JoAnne worshiped after moving back to Corinth. He also worked in Richmond, Virginia for the General Assembly’s Board of Christian Education in the late 1960’s, where he served as Director of the Office of Worship and Music. In 1967, he was PCUS representative to the World Council of Churches in Geneva, Switzerland, and joined the Rev. Eugene Carson Blake, stated clerk of the UPUSA and General Secretary of the World Council of Churches to welcome Pope Paul VI to the Ecumenical Center in Geneva—the first visit of a pope to the WCC. Frank served in many positions in the Presbyterian Church from the local level to the General Assembly level and was greatly loved by his parishioners and co-workers and maintained close and loving relationships with them up until the day he died. Deeply devoted to the Presbyterian Church (U.S.A.), he was a careful preacher, keeping his sermons in folders carefully organized by topic and date. He was an attentive pastor, wise in his counsel, kind to those with whom he disagreed, and as all who knew him will attest, a very particular manager of money. Frank had an immense capacity for friendship, and at the time he entered this presbytery, likely possessed a wider knowledge of our Church and its people than anyone in the state. Throughout his lifetime, Frank was an active musician and writer. He was closely involved in planning the Worship and Music and other conferences at Montreat during the late 1960s. He authored several published hymns, including three for The Worshipbook, and numerous articles, which were published in various journals and magazines. The joy he found in researching the related literature associated with his

Playing the piano was also one of his passions, and he would occasionally perform for local groups and organizations. During his pastorate at Ripley, he and the Rev. William H. Berger, also a member of this body, presented a number of two-piano recitals in the churches of presbytery.

Organization of the Meeting

The meeting was opened with prayer by the new moderator, Ruling Elder Hardie Frankel, who then presented the outgoing moderator with a plaque and thanked him for his service. Teaching Elder Meg Dudley and Ruling Elder Sam Young were appointed as a Committee on Thanks by unanimous consent.

Introduction of Visitors and Welcome

Visitors and first-time commissioners were introduced, after which Teaching Elder Jerry Long officially welcomed the presbytery to Batesville Presbyterian Church and gave information about the facility and the day’s events.

Roll of the Meeting

There were 24 Teaching Elder Members and 26 Ruling Elder Commissioners present at the meeting, plus 6 Ruling Elders enrolled for terms of service, for a total of 56 voting members. Also present were 6 Corresponding Members with voice but not vote, and an additional 17 visitors and staff for a total enrollment of 79. Teaching Elder Gregory Goodwiller presented the docket for the meeting, including several corrections, and noted that he had received two items of new business, which were placed on the docket by the Moderator. The docket was then approved as amended by voice vote.

In accordance with the presbytery’s rules, Greg Goodwiller then presented the Stated Clerk’s Annual Report which included both the Presbytery’s rolls as of December 31, 2015, statistical summary, and a listing of the known designated uses and restrictions of the Presbytery’s reserve funds which are included as Attachment 1. Finally, the Stated Clerk read a request from the Independence Presbyterian Church, Batesville, seeking permission to sell a 2 ½ acre plot of land which has been donated to the church, and moved that the request be granted. The motion was approved by voice vote.

Presbyterian Women

Ruling Elder Hardie Frankel gave an informational report for Presbyterian Women, noting the following:

Supplies of the LWW crocheted necklaces are low. PW is seeking any and all that crochet to assist in providing LWW necklaces. Instructions are included on back of page. Since Pierce Buford has health issues, Kathy Vaughan from Hopkinsville, KY has assumed LWW promotions. Necklaces can be mailed to:

Administrative Board

Teaching Elder Bill Connolly had no items for action, but reported the following items for information:

1. The Administrative Board has reviewed the reports of the Presbytery’s Committees, and

commends their recommendations to the Presbytery for its consideration as they are contained in this packet.

2. The Administrative Board has authorized its moderator in consultation with the Presbytery Executive and Stated Clerk to appoint a Special Committee to work with him on a proposal regarding his position description if the recommendations of the Administration and Stewardship Committee are adopted.

3. Because this Special Committee and others may be needed to fully implement those

recommendations, the Administrative Board has not re-appointed the Committee on Council Boundaries and Relations (CoCoBaR), but thanks its members for their years of service on that entity.

Commission on Preparation for Ministry

Teaching Elder Michael McLaughlin presented the following items for information:

B.J. Chain, a member of First Presbyterian Church, Oxford, has been enrolled as an Inquirer, having been interviewed by the Commission regarding his Christian faith, his call to explore ministry as a vocation, and his plans to attend seminary. He plans to enter seminary this fall in

preparation for service as a Chaplain in the United States Army.

The Commission is currently recruiting teaching and ruling elders to serve as ordination exam readers.

Teaching Elder Mat Taylor reported the following nominations which require action by the Presbytery:

There were no nominations from the floor, and the nominees were elected by voice vote.

Missions

Teaching Elder Greg Goodwiller reported the followings as information from the Missions Committee: Tornado relief efforts following the December 23, 2015, tornado are underway in Marshall,

Benton, and Tippah counties in north Mississippi. Presbyterian Disaster Assistant had an assessment team in our bounds the week of January 10th. Jody Hill, our minister in Ripley, is working with the Community Based Recovery Committee in Tippah County. At his request for assistance with homeless issues caused by the storm in that area, the committee voted to send $7,500.00 of presbytery’s MS Disaster Relief fund to the Ripley Church to be used for tornado relief.

An initial grant of $7,500.00 has also been secured from Presbyterian Disaster Assistance and sent to Tippah County, and other grants are available if needed.

Churches wishing to assist with the disaster relief in north Mississippi may make donations to presbytery’s MS Disaster Relief fund which now has a balance of approximately $1,200.00. More information will be included on the presbytery website as the community efforts and needs are established.

Living Waters for the World reports that there are now 772 systems in 25 countries (11 networks). St. Andrew churches installed two systems in Cuba late in November 2015 and others have installations scheduled in Haiti, El Salvador and Guatemala in February.

Clean Water U dates for 2016 are April 20-24, June 13-17 (Calvin Crest), September 14-18, and October 19-23.

The submission deadline for hunger action grants has been extended to April 1. Applications are on the presbytery website.

Congregations are encouraged to share their news of mission projects, fundraisers and other activities with the rest of the presbytery so that we can support each other in our mission efforts.

Jody Hill of the Ripley church spoke about his work with the Tippah County FEMA individuals and expressed their thanks for the Presbytery’s assistance.

Governing Body Relations

Ruling Elder Sam Kemp reported the following items for information:

The Governing Body Relations Committee will review the process by which session minutes are reviewed at its next meeting, but expects to request that all sessions bring their minute books to the Spring Stated Meeting of the Presbytery in May.

G-2.0404 requires that ruling elders serve terms of no more than three years, and that they serve no more than six years (two terms) consecutively. As a result of the 2015 session minute review process, it has come to the committee’s attention that a number of our smaller congregations are not currently following this provision, in some cases reporting that they simply do not have enough members who are willing or able to serve. Fortunately, the Book of Order provision also includes that following sentence: “the presbytery may, upon written request and by majority, grant a congregation waiver of this limitation on terms.”

The Committee subsequently notified our smaller congregations of this requirement, and the procedure to follow to make the request, and presents the motion below to the presbytery for its consideration.

The Committee is also continuing to work to strengthen our connection to and communications with the presbytery’s smaller congregations, including resourcing their presbytery-appointed moderators.

He then moved on behalf of the committee that in accordance with G-2.0404 of the Book of Order, the Presbytery of St. Andrew, PC(USA) grant a waiver from the rotation of officers to the following congregations at their written request and until such time as the Presbytery shall rescind its action:

The motion was approved by voice vote. The Special Orders of the Day were called, and the moderator recognized Ruling Elder Clark Simmons, Regional Representative of the PC(USA) Board of Pensions, who discussed several important matters including the health of the pension fund and recommended that anyone needing further information go to the Board’s website, which is: www.pensions.org.

After a brief time of general announcements, the Presbytery recessed for lunch at 12:20 p.m. with prayer by Rev. Jerry Long. At 1:15 p.m., the body reconvened to continue its work.

Evaluation Committee Ruling Elder Sue Hatcher reported the following items for information:

1. The Committee reviewed section 3.06.00 of the Manual of Administrative Operations in light of the General Assembly’s new requirements for Commissioners and Delegates to be elected prior to the end of the year before the next Assembly, and in light of our election experience over the last several cycles as well as the presbytery’s reduction of its geographic areas from six to four, and its recommendation to revise that section is below.

2. The Committee is not recommending changes to the “point accumulation system” at this time, but asks for input on that system from the presbytery’s members and sessions, and may consider amendments to it in the future.

3. 2015 Entity Effectiveness Surveys were reviewed. There was a good response this year, with 47 submissions, which is a 30% increase over last year. Most evaluations were positive, although it was clear that some entities have experienced tension in their meetings, and some of the program committees have suffered in their effectiveness as a result of a decrease in funding in 2015.

4. A number of evaluations spoke of the need for better participation and communication, particularly developing and distributing agendas ahead of meetings, minutes after meetings, and keeping members informed of the entity’s work between meetings.

5. No structural or other changes are recommended at this time.

She then moved on behalf of the committee that the following revision of Section 3.06.00 of the Manual of Administrative Operations be adopted (Note: additions are in bold, italic type, and deletions are in strikeout.):

3.06.00 PROCEDURE FOR THE ELECTION OF GENERAL ASSEMBLY COMMISSIONERS AND DELEGATES

3.06.10 Commissioners are elected at the February Fall Stated Meeting of the year prior to the year in which they will serve as Alternate Teaching and Ruling Elder Commissioners. Young Adult Advisory Delegates are elected at the February Fall Stated Meeting of the year prior to the year in which they will serve as Delegates.

3.06.20 Teaching Elder Commissioners to the General Assembly are selected according to a point accumulation system. Current point tabulations are maintained by the Nominations and Representation Committee and are kept on file at the Presbytery Office. Points are distributed as follows:

• 5 points per year for years of service in installed or interim pastorates, or as full-time governing body staff in any presbytery of the Presbyterian Church (U.S.A.).

• 3 points per year for those serving as stated supply and moderator of a congregation in any presbytery of the Presbyterian Church (U.S.A.).

• 3 points per year for those engaged in ministerial offices recognized by the denomination (i.e., military chaplains, missionaries, etc.) whether serving in or outside the bounds of the Presbytery of St. Andrew;

• 1 point per year for Teaching Elders of the Presbytery of St. Andrew without charge who have maintained the required communication with Presbytery.

• 1 point per year for each additional session of this presbytery to which the Teaching Elder is elected to serve as Moderator.

• 1 point per year for full attendance at the annual clergy/spouse retreat.

• 1 point per year for full attendance at all stated meetings of the Presbytery.

• 1 point for each year of service as a member with at least 50% attendance of a Standing Committee or Commission of the Presbytery or its Trustees, or a Special Committee or Commission other than a Commission to ordain/install a pastor, at the discretion of the Administrative Board.

3.06.30 Points are tabulated for any calendar year of service within Presbytery. If there is a point tie, the earliest date of enrollment into the Presbytery will determine the priority of the two commissioners. A Teaching Elder must have been a member of the Presbytery of St. Andrew for at least two years before being eligible to be nominated. Honorably Retired

Teaching Elders shall be eligible for consideration for nomination, provided that they maintain residence within the bounds of the presbytery and activity within its life including attendance at a minimum of two presbytery meetings per year. Points are returned to zero after service as a Teaching Elder commissioner. If the Teaching Elder with the highest point count either declines to be nominated or is not elected to serve for two consecutive elections, then their point count returns to zero.

3.06.40 Ruling Elder Commissioners are selected from among candidates from a particular geographic region of the Presbytery (see section 3.5.00 below) on a rotating basis. Upon recommendation of their sessions. Sessions may submit applications endorsements for candidates from the proper areas to the Nominations and Representation Committee prior to December August 1 of the year prior to the year in which they may be elected (see section 3.06.10), and the Nominations and Representation Committee shall present one candidate for election to each available opening. The progression continues alphabetically with the Alternate Elder Commissioner to the 217th General Assembly (2008) coming from Areas A and B.

3.06.50 Young Adult Advisory Delegates are selected according to the standards established by the General Assembly. They may come from any geographic Area, and any session may recommend qualified youth to the Nominations and Representation Committee using a nominations form available at the Presbytery office prior to December 1 each year prior to the year in which a General Assembly will be held. The Nominations and Representation Committee shall present one candidate for election to each available opening.

3.06.60 All commissioner/delegate applicants are required to complete an application form, undergo a personal interview with the Nominations and Representation Committee, be present at the meeting of the presbytery at which they will be nominated, make a five minute prepared presentation answering a question or questions given to them in advance by the Nominations and Representation Committee, and agree to serve as described above if elected. The applications and supporting documents from Nominees will be included in the presbytery packets distributed in advance of the meeting at which the election will be held.

3.06.70 Nominations from the floor will be accepted at the meeting of the presbytery at which the election is held provided the individual is present and prepared to make a similar five minute presentation, has agreed to serve if elected, and that all materials described in 3.4.60 are available for distribution no later than the opening gavel of the meeting.

The revision was adopted by voice vote. Education, Worship and Nurture Judy Kidd reported the following items as information:

1. Over the past decade or so, changes in the presbytery have had an impact on the EWN committee’s work. Some presbytery staff resources previously designated to provide support to the committee have gone away over the years; consequently, some work products changed, some ended. The EWN committee is now in the process of revising its description to make a concise summary of the committee’s responsibilities as they currently exist. In particular, the committee is working toward an understanding of how it can use its available resources to best contribute toward our mutual interest in meeting our presbytery’s mission and goals.

2. The planning team for Tapestry 2017 is in place with Christina Torbert from First Presbyterian in Oxford serving as chair.

3. Two winter youth retreats were scheduled to be held at Camp Hopewell. The junior high retreat was held January 29-31, 2016, and the senior high retreat will be held February 19-21, 2016. The theme for each retreat is Pull Up a Chair based on Mathew 9:9-13. Howard Dudley is in charge of music for both retreats. The keynote leaders for the junior high retreat were Andy and Sarah Morgan, both graduates of Union Presbyterian Seminary. Andy currently serves as campus minister for UKirk at the University of Tennessee. The keynote leader for the senior high retreat will be Andy Acton, a graduate of Columbia Seminary, who is now Associate Pastor for Youth and Mission at Pleasant Hill Presbyterian Church in Duluth, Georgia.

Campus Ministry Teaching Elder Michaele Wood reported the following items for information:

a. Delta State DSUKirk – [John Alvarez / Michael McLaughlin] Howard reported - previously meeting at the home of Prof. Alvarez but have moved to chapel at First Presbyterian while they await authorization from college for facilities on campus. Thisis expected to happen during next meeting cycle. Currently there are 7-12 students involved weekly.

b. Mississippi State [Tom Bryson] Britton reported Mississippi State has 8-10 students involved. This is a new campus ministry working to establish a core group before putting forth a recruitment thrust.

c. Ole Miss [Howard Dudley] Howard reported there are 35-40 students involved weekly at Ukirk. He is currently working to establish a list of those who can contribute refreshments for weekly fellowships this semester and will be contacting churches for that purpose. Eleven students are signed up for Haiti Mission Trip March 12-19 over spring break. Next meeting of Ukirk will be January 26 after Winter break.

d. Ukirk @ the W [Heather Crotwell]. Heather reported there are 8-10 young women currently involved in the Ukirk at the W. meeting Monday evenings. Meetings will begin January 25 after winter break. Noted that this is a diversified group with a more ecumenical membership.

e. The fall retreat was previously removed from funding requests due to difficulty of planning around fall sporting and college events leading to poor student participation. However, Heather recently had contact with David Lamont and he is available this fall to do workshops, concerts or key note in our area. Heather proposed that we check availability for a one day event at Camp

Hopewell as a fall kick off event. Committee agreed to look into Lamont's available dates, camp availability and school activities and report back at next meeting.

f. A grant of $100 K has been received from Lilly Foundation for Vocational Discernment for up to ten students per year for next five years. Howard is currently working on planning and application procedures for admission to program and covenant agreements between participating churches and students sponsored by the program. More information will be forthcoming.

She then introduced TE Howard Dudley to speak on the Ukirk Ministry at Ole Miss, in which he highlighted the annual mission trip to Haiti and the new program (resulting from the Lilly Endowment grant), Pilgrim Partners program leadership development; Tom Bryson then spoke briefly about Ukirk at Mississippi State (Starkville), and Michael McLaughlin spoke about Ukirk at Delta State.

Camps and Conferences

Teaching Elder Wil Howie reported the following items for information:

Summer 2016 registration went live on January 4th, and camp registrations are coming in very well.

Hopewell saw an increase in giving in 2015, receiving twice the budgeted amount for the annual ministry fund, money for capital improvement, over $2000.00 worth of gifts from the Amazon wish list, scholarship and endowment contributions, a gift of property and supplies for the kitchen and for cleaning, and over $7100.00 contributed to the first annual Friends of Hopewell campaign.

Chelsey Handley, Hopewell’s Registrar since May 2012, has taken another position and will be leaving at the end of January. Chelsey has made great contributions in her time at Hopewell, and we would like to thank her for her service and wish her well in her new endeavor. Camp is currently in the process of hiring another person to replace her.

The Committee approved a motion to convert the other side of Cabin #7 (7A) into a mini-apartment to be used as needed.

A recommendation was made by the Committee to approve the amended 2016 Budget.

Administration and Stewardship

Committee moderator Ruling Elder Charles Braddock reported the following items for information:

1. Financial statements through December, 2015 were reviewed and filed for audit, after which the 2016 budgets for both Camp Hopewell and the Presbytery of St. Andrew were reviewed in light of 2015 year-end numbers and 2016 giving/income expectations.

2. It is clear that the Presbytery of St. Andrew’s current expenses can no longer be supported by the current income streams. Unified Giving for 2015 was nearly $100,000 less than Unified Giving in 2010. Presbytery’s current expenses include significant financial support both directly and in-kind to Camp Hopewell. Furthermore, the reserve fund that assists with the Presbytery’s salary support to Howard Dudley to serve as UKirk Pastor at Ole Miss is nearly depleted. And the Presbytery of St. Andrew continues to employ a full-time and well-paid Executive Presbyter at a time when many presbyteries of St. Andrew’s size are no longer doing so. The recommendations below are the Committee’s attempt to address these issues.

He then moved on behalf of the committee:

1. That the 2016 budget revisions (attached) be adopted. The motion was approved by voice vote.

2. That the Presbytery direct:

A. The Executive Presbyter and the Administrative Board to develop a plan for reducing his workload in this presbytery to less than full time – options for which could include: expanding St. Andrew Services to include Executive Services to other entities; a “joint call” with one or more other entities, or making the position part-time in order for the Executive Presbyter to earn a significant portion of his income from consulting, teaching, or other endeavors.

B. That Hopewell Camp and Conference Committee and the Hopewell Staff work diligently to reduce their financial dependence on the Presbytery of St. Andrew, with an initial goal of a $10,000 reduction in direct giving in 2016.

C. That the UKirk Ole Miss Board, First Presbyterian Church, Oxford, and other parties interested in the continued success of that thriving ministry be asked to work diligently on a plan for funding the ministry beyond 2016, and

D. That the Stewardship and Administration Committee be tasked with communicating (in person, where possible) with our sessions to discuss the Presbytery’s work and our current financial shortfall and needs.

Reports of Special Commissions and Committees:

Ann Laird Jones and Michael McLaughlin reported for the Administrative Commission to close Rosedale Presbyterian Church. Ann Laird Jones briefly recounted the history of the church and the Commission’s work. After voting to dissolve the church on March 19, 2015, an appraisal of the church property was obtained and buyers were sought. Worship items were removed by Michaele Wood and Howard Dudley and disbursed, some of which are being used by Ukirk and the FPC, Cleveland. The property was sold on January 7, 2016 for $50,000 to Bethel AME Zion Church. The commission is now dissolved pending the final disposition of the church’s remaining members.

Bob Sharman briefly updated the Presbytery on the work of the Administrative Commission to Settle Differences at FPC, Starkville (and responsible for the lawsuits filed by by FPC, Starkville and FPC, Greenwood). A court date in the Starkville matter is set for March 30, 2016.

Teaching Elder Meg Dudley and Ruling Elder Sam Young (Greenville, First) then reported for the Committee on Thanks, who praised the moderator and the Batesville Presbyterian Church’s excellence in hosting the gathering today. The next presbytery meeting will be in at Leland Presbyterian Church in Leland, MS on May 10, 2016. The meeting was adjourned at 2:17 p.m. with prayer by Teaching Elder Robert “Chip” Hatcher. Appendix 1

PRESBYTERY OF ST. ANDREW Designated and Restricted Funds

Note: Funds described as designated are under the control of the presbytery, which established and may therefore change the current designations. Funds described as either pass through or restricted are donor restricted funds that must be used for their stated purposes. Pass through funds are expended on a timely basis, and generally have a balance of zero. The “Receipts” column on the financial report shows the total amounts received for those funds in the current calendar year. The Treasurer is authorized to make appropriate expenditures from all designated and restricted funds except as noted in the descriptions.

Missionary Support – Pass through account for directed support of PC(USA) mission co-workers.

Mississippi Disaster Relief – Restricted fund for emergency relief following any natural disaster in this state. Individuals and sessions are encouraged to donate to this fund so that the presbytery can respond quickly in an emergency.

Camp Hopewell – Pass through account for directed support of Hopewell Camp and Conference Center.

Campus Ministry – Restricted fund from contributions of individuals, sessions, the Synod of Living Waters, and the PC(USA) to support collegiate ministries in our presbytery. It is generally expended into the presbytery’s operating budget as a funding source for the Campus Ministry Committee’s line items and/or Staff Associate positions for campus ministry.

Christmas Joy Offering – Pass through account for the annual PC(USA) Joy Gift offering in support of the Board of Pensions’ Assistance Program and racial ethnic education at Presbyterian-related schools and colleges.

New Church Development – Designated originally for new church development projects. In 2008, the Presbytery expanded the designation to allow for its use in revitalization or transformation projects.

E. N. Bruce Memorial – Undesignated fund composed of donations received in memory of E.N. Bruce.

Campus Ministry Expansion – Restricted fund designated for new Campus Ministry initiatives.

Stewardship Fund – Restricted residual Mission Partnership Funds from a distribution through the Synod of Living Waters after a proposed project never materialized. The Treasurer will recommend that it be consolidated with the Campus Ministry Fund, since campus ministry is one of the designated uses of Mission Partnership Funds.

Pentecost Offering – Pass through account for the annual PC(USA) Pentecost offering in support of ministries with youth and young adults and ministries with at risk children.

One Great Hour of Sharing – account for the annual PC(USA) One Great Hour of Sharing offering in support of the Presbyterian Hunger Program, Presbyterian Disaster Assistance, and Self-Development of People.

Living Waters for the World – Pass through account for directed support of the Synod of Living Waters’ mission project.

Presbyterian Mission – No one has any knowledge of the origin of this fund, and any additional information about its restrictions or designations. The Treasurer will recommend that the Missions Committee direct it to an appropriate cause, and that the fund then be eliminated.

2 Cents a Meal – Restricted fund in support of hunger ministries on recommendation from the Presbytery’s Missions Committee with the approval of the Administrative Board.

St. Andrew Services – Designated fund representing the income from contracts with other ecclesiastical entities for whom the Presbytery of St. Andrew provides administrative services.

Peacemaking Offering – Supports the peacemaking efforts of the church at every jurisdictional level. The distribution is divided as follows: 25% retained by congregations for support of their local peacemaking ministries, 12 ½ % is retained by Presbytery; 12 ½ % is sent to the synod and 50% is sent to the PC(USA) for Peacemaking ministries of the Presbyterian Mission Agency. The balance of this fund represents the Presbytery’s portion, which is used by the Missions Committee to support peacemaking efforts in our bounds.

Emergency Food Relief –Restricted fund for Emergency Food Relief on recommendation by the Missions Committee. The Missions Committee is currently seeking an appropriate recipient, after which the fund will be deleted.

Presbyterian Disaster Assistance – Pass through account for directed support of the PC(USA)’s Presbyterian Disaster Assistance program.

Hopewell Pool Fund – Pass through account for designated gifts to repay the presbytery for its assistance in the construction of its new pool and pool house (the balance was $61,780.71 at the end of 2013, as shown on the Balance Sheet).

Coffeeville Fund – Undesignated fund resulting from the dissolution of the Coffeeville Church.

CPM – Memory of Leslie Tucker – Restricted Fund for use at discretion of the Commission on Preparation for Ministry.

Fund for Theological Education – Pass through account, money sent to General Assembly.

Columbia Seminary – Pass through account for directed support of Columbia Theological Seminary. Funds received are sent to the Synod of Living Waters, which passes them through to the seminary.

Louisville Seminary – Pass through account for directed support of Louisville Presbyterian Theological Seminary. Funds received are sent to the Synod of Living Waters, which passes them through to the seminary.

French Camp Academy – Pass through account for directed support of French Camp Academy.

Palmer Home – Pass through account for directed support of Palmer Home.

Chamberlain Hunt - Pass through account for directed support of Chamberlain Hunt Academy. Funds received are sent to the Synod of Living Waters, which passes them through to the institution.

Presbytery Resource Center Fund – Designated fund resulting from a distribution of funds originally held by the Synod of Living Waters Association of Resource Centers. The funds were distributed back to the presbyteries in 2012 when the Association was dissolved, at which time the presbytery designated the fund for the computerization of the presbytery’s resource center.

Medical Benevolent Fund – Pass through account for directed support to the Medical Benevolence Fund, a Presbyterian-related ministry that supports healing ministries in hospitals and clinics around the world.

Mission Haven –Pass through account for directed support of the housing facility at Columbia Theological Seminary for use by PC(USA) mission co-workers while on furlough.

Minister’s Emergency Fund –Restricted fund for emergency financial needs of the presbytery’s ministers. Disbursement requires approval of any of two of the following: Commission on Ministry moderator, Administrative Board moderator, Executive Presbyter.

Campeche Partnership Fund – Designated fund composed of unused budgeted funds set aside by the presbytery to support the presbytery’s mission partnership with the Presbytery of the State of Campeche in Mexico in the current or future budget years.

NTEM – Restricted fund composed of donations from individuals and sessions in support of the presbytery’s mission partnership with the Presbytery of NTEM in Cameroon.

Childers Fund –Restricted fund representing the balance and income from an endowment at the Presbyterian Foundation for use by spouses of Seminary students who are candidates of St. Andrew Presbytery as approved by the Commission on Preparation for Ministry for uses of personal enrichment as a Minister’s spouse through travel with spouse to professional events, study courses of specific personal needs.

Stanford Endowment Fund – Restricted fund representing the balance and income from an endowment at the Presbyterian Foundation to enable youth of St. Andrew Presbytery to attend and participate in Christian youth leadership training events such as conferences, seminars, camps and other functions outside the boundaries of St. Andrew Presbytery.

Crumpton Fund – Restricted fund representing the balance and income from an endowment at the Presbyterian Foundation for use by NTEM Partnership as administered by the Administrative Board.

Gift Annuity Fund – Anonymous donor gifting to the future of the Presbytery. Terms and restrictions, if any, will be announced upon the death of the donor(s).

General Fund Reserve – Undesignated reserve funds.

Office Equipment Reserve –Designated fund for replacement of presbytery office equipment.

Office Repair Reserve –Designated fund for presbytery office repairs.

Continuing Ed – Goodwiller – Unspent Continuing Ed balance from budget (may accrue for up to three years).

St. Stephen Church Fund – Undesignated fund resulting from sale of the St. Stephen Presbyterian Church property in 2005 and supplemented with payments from First Presbyterian Church, Corinth, under the terms of their dismissal from the Presbytery of St. Andrew.
