Work Package 2: Development of advising/ inspection methods and tools (WP leader: CRES)

Overview:

The aim is to provide inspectors with a common “user friendly” method for generating advice (for their use) in an independent manner (as is foreseen in the EPBD Recast).

The method will be based on existing “experiences”, namely a tool developed by SenterNovem for heating systems inspection, and the HARMONAC methodology for cooling systems inspection.

The development will follow the implementation of advise/ inspection campaigns in 4 phases in order to be able to follow the implementation of these campaigns, namely:

Overview (continued):

Before the 1st “shorter” campaign for heating systems → 3 months (from month 1 to 3, i.e. May to July 2011);

Before the 2nd campaign to develop the tool for cooling systems → 2 months (from month 11 to 12, i.e. March to April 2012); .

Before the 3rd campaign to improve the heating system tool → 2 months (form month 18 to 19, i.e. October to November 2012);.

After the 3rd campaign, to refine the tools and obtain a final EU version → 3 months (from month 25 to 27, i.e. May to July 2013).

WP2 - Task 1: Production of the first tool (heating)

• The CEN standard for Boiler inspections (EN 15378) supplies a check list of the items the inspectors have to note when visiting a system for inspection purposes.

• The heating system inspection report includes recommendations for the cost-effective improvement of the energy performance of the inspected system (EPBD Recast Art. 16).

• SenterNovem developed a tool in the NL, named “Installation Performance Scan”, for the one-off system inspection of boilers older than 15 years, where provision of advice is derived in a semi-automatic mode from the results of a check list.

Remark: An agreement with SenterNovem has already been reached by MOVIDA coordinator in order to use the “Installation Performance Scan” materials, part of which has already been translated in the frame of CA EPBD I, Core Theme Inspections.

WP2 - Task 1: Production of the first tool (heating)

• The WP leader (CRES), with assistance from ECUBA, will produce a tool composed of:

√ A new check list including not only system description and assessment of the maintenance quality, but also elements useful for identifying suggestions for improvement (Energy Conservation Opportunities – ECOs).

√ Additional elements useful for assessing the system size in respect to actual needs (surface, volume, boiler temperature related to outside air temperature, size of heating elements,…) and elements to assess the correct room temperature setting, planning and control.

√ A calculation tool, based on simple “if-then” logic, that will present standardised recommendations.

• The tool will be operative online.

• The tool will be delivered to the service staff in paper and electronic form, so that they can fill in the data acquired during inspections, either on site or later on at office.

• The output will then be sent electronically to the user and to the project register.

WP2 - Task 2: Production of the second tool (cooling)

• The CEN standard for AC inspections (EN15240) provides a check list of the items to be verified during on-site inspections.

• The AC part of the tool will consider the work of HARMONAC, an IEE project on inspection of air conditioners, suggesting a “pre-inspection” on AC systems aiming at:

a) checking the logbook, b) analysing/benchmarking consumption data, c) indicating areas of possible ECOs, and d) assessing the quality of the maintenance.

• The tool will be elaborated in a manner similar to the one followed for the heating system tool.

Remark: The document “HARMONAC–Full Inspection Procedure” (www.harmonac.info), explains in detail the HARMONAC gradual approach and the definition/methodology of pre-inspections.

WP2 - Task 2: Production of the second tool (cooling)

• HARMONAC imagines that a “pre-inspection” does not need an on-site visit, but just collecting documents and system data from the owner and the O&M people.

• In real cases this is rarely feasible, as logbooks are not available and data are difficult to be collected.

• MOVIDA’s idea is to commit the pre-inspection phase to service staff, while “design engineers” can be involved in a 2nd possible step, for deeper on-site inspections, when the need arises.

• This can be more cost effective for achieving energy savings than a study prepared by a design engineer: a more detailed inspection or even an energy audit (costly) will be carried out only for the systems screened as really “problematic” by the pre-inspection.

WP2 - Task 2: Production of the second tool (cooling)

Notes (very important!!!): • It is of strategic importance to verify if the service staff for ACs

(which may be - usually is not - the same as that for heating systems) is able to carry out correctly the pre-inspections!

• The SenterNovem’s tool for heating systems is rather complete, and small modifications are necessary for MOVIDA’s purposes… This is not the case with the tool for cooling systems inspections, as what exists up to now is the HARMONAC approach for and the definition/methodology of pre-inspections of AC systems.

• As in the case of heating systems inspection tool, in the cooling systems one the provision of advice will be derived in a semi-automatic mode from the results of a check list… But such a check-list should be created, and for this purpose the close contact (from the beginning of the project) with already existing personnel that perform ACs maintenance is deemed necessary!

Description of work:• The two models will be adapted to the national conditions by

each partner, considering the most common local systems features, the most suitable / appropriate ECOs, and similar considerations.

• The computational part of this procedure will be a responsibility of CRES, but the local feedbacks will be provided by the local partners.

• The tool will be translated in the national language and made available to the regional advisory committee for approval (in each participating country).

Description of work:• According to output from WP 5 “Evaluation”, a final version will

be produced by CRES, and then by each partner for the national version, to be submitted to the Advisory Committee and for external dissemination (in particular for national standard organisations).

• The tool will be a public deliverable and will not have a direct commercial exploitation.

• Agreements with software houses could be signed by each partner, owning the intellectual property of the national tool, in a later phase.

• All partners will share the “property” (IPR) of the standard version in English.
