Project Details

1.1 Description 1.1.1 Upallo Khimti Hydropower Project - 12 MW

Upallo Khimti Hydropower Project (UKHP) 12 MW is located mostly in Chuchure VDC of Ramechhap district, Janakpur Zone, Central Development Region of Nepal. The project area is located between longitudes 86o 19' 20" E to 86o 21' 40" E and latitudes 27o 39' 24" N to 27o 41' 54" N. The project components are located between elevations of 2003 m to 2303 m.

UKHP is a run-of-river hydropower project. Intake is located at near the confluence of Ghwang Khola and Khimti at altitude of 2300m form MSL, where water is taken from the Khimti River. The project will exploit a gross head of approx. 300 m on the Khimti river over a reach of about 3.5 km along the left bank of river to the tailrace outlet near Jifasa village of altitude of about 2000m form MSL. The surface powerhouse is located near Jifasa village and two horizontal axis Pelton turbine/generating units are to be installed, each of rated capacity 6.0 MW. At the installed capacity of 12 MW, it is estimated that the average annual energy production will be 73.61 GWh. The following table shows the basic feature of the project:

1.1.2 Upper Khimti-II Hydropower Project -7 MW

Upper Khimti-II Hydro Power Project (UKHP-II) 7 MW is a cascade RoR type of scheme located just downstream of Upallo Khimti Hydropower Project, 12MW located in Ramechhap district. The project components are located in left bank of Khimti Khola within Chuchure VDC. The project area is located between longitudes 860 18’10”E to 860 20’10”E and latitude 270 38’20” N to 270 39’55” N. Water is taken from the Khimti River at the intake of the Upallo Khimti and is passed through the Upallo Khimti project Powerhouse and delivered directly to the Intake of the Upper Khimti project. The only source of water for the Upper Khimti project is that which passes through the Power Station of the Upallo Khimti project, supplemented to a small degree with additional water from Khimti khola The following table shows the basic feature of the project:

1.3.4 Lot II Contract: Civil Construction Works Lot II includes all the contracts related to Civil Construction Works. The bid for the work was given to the following Civil Engineering Contractors mainly A Class and experienced in Hydro Power Construction. Among Himal Hydro and General Construction Company Limited, South Asian Infrastructure (P.), High Himalaya Construction Company Limited and B P Construction (P.) Ltd the contract has been awarded to the highest ranking scorer which is B P Construction (P.) Ltd. Quality and Cost Based Evaluation, (QCBS) has been applied while evaluating the tender documents. The evaluation criteria are attached at Annexure IV. Registration Number of B P Construction (P.) Ltd is 15944/058/059 established dated 2050/05/26; License Number is 2363 A Class Contractor. VAT Registration number is 300011986 dated 2054/11/22.

1.3.5 Lot III Contract: Hydro Mechanical Works

Lot III includes all the contracts related to Hydro Mechanical Works. We have already purchased

Steel Plates from Steel Authority of India, (SAIL).that is confirming to IS-2062 BO/2011 E350 BO or

equivalent.

The bid was asked from the following contractors: Nepal Hydro & Electric Limited, (NHE), Cream Hydel (P.) Ltd and Machhapuchhre Metal and Machinery Works (P.) Ltd Quality and Cost Based Evaluation, (QCBS) has been applied while evaluating the tender document. The contract agreement has been signed with highest scorer Machhapuchre Metal and Machinery Works (P.) Ltd from Industrial District Estate, Pokhara. The evaluation criteria are attached at Annexure IV.

1.3.6 Lot IV Contract: Electro Mechanical Works Lot IV includes all the contracts related to Electro Mechanical Works Switchyard and Interconnection and the bid has been asked from the following contractors: All six bidders have submitted their bids. Tender evaluation work is on progress and will be completed by the end of Jestha 2073. Quality and Cost Based Evaluation, (QCBS) has been applied while evaluating the tender documents

1.3.7 Lot V: Ramechap Khimti Garjyang 132 KV Transmission Line Project Lot V is construction works for Ramechap Khimti Garjyang 132 KV Transmission Line Project is Nepal Electricity Authority’s Work. The land acquisition work for 132 kV sub station has been completed by NEA and the civil contract for compound wall construction work and staff quarter work at the Proposed Sub Station will be awarded soon. The proposed site is in Garjyang, Chuchure VDC in Ramechap District. A Memorandum of Understanding will be established soon between NEA and HUBCL for the speedy construction work for 30 km long 132 kV Transmission Line on Public Private Partnership Basis. HUBCL will make every effort to complete the Transmission Line Project on time.

1.3.8 Due Diligence Consultant for Bill verification Works: The selection of Technical Due Diligences Consultant for Bill Verification works is at Final Stage now. Proposal has been obtained from Feedback Infrastructure, Sanima Hydro and Engineering (P.) Ltd., Hydro Consult Engineering Limited. Negotiation meeting with Hydro Consult Engineering Limited is going on that will be converted into agreement. Similarly the Due Diligence selection works of Financial Consultant for Bill verification has been initiated and will be accomplished soon.

1.3.9 Lending Commercial Banks: NABIL Bank is the Lead Commercial Bank lending Project Finances. Members Banks for this consortium includes Nepal Bank Limited, Everest Bank Limited and ACE Development Bank Limited.

3. Progress Report Executive Summary

3.1 Introduction

Progress Report No. 3 has been prepared by the Project Management Office and Technical Team for the period, Falgun 2072 – Baishakh 2073. Focus has been given to complete the Civil Construction work by end of Magh 2074. Commercial Operation Date for both the plant is targeted Ashadh 2075. 3.2 General The Land Acquisition work for getting private land is complete for Access Road and Pipe Line and for all major structure of both the projects. However, land leasing work and obtaining forest clearance from Government Land is in final stage. We will obtain approval from the Government very soon. Access Road Construction, 11kV/400V Construction Power work is at final stage. Its charging will be completed in a week. Camp House No 1, which includes 4 blocks and one garage and store, at Jifasa is complete and occupied. Protection against lightning is at final stage. Civil Engineering Work has been awarded to BP Construction (P.) Ltd, Chitwan and Hydro Mechanical Work also has been awarded to Machhapuchre Metal and Machinery Works (P.) Ltd Pokhara. The Contractor selection for Electro Mechanical Work will be completed by the end of Jestha 2073. 132 kV sub-station Work from NEA site is also developing smoothly. Land Acquisition work is partly completed. Detailed Memorandum of Understanding for speedy construction of 30 km Long 132 kV Transmission Line is under final stage. Although as per NEA is planning to complete 132KV substation by end of Ashadh 2075. Thus both the projects are planned and focused to complete by end of Mangsir 2074 to meet Commercial operation date (COD) on Ashadh 2075. 3.3 Engineering Detailed Design Consultant Clean Energy Consultant (P.) Ltd has been awarded as Detailed Design Engineering Consultant. The Consultant has issued so far: 01 Woking Drawings for Alignment Excavation for Upallo Khimti 12 MW Hydro Power Project 01 Woking Drawings for Alignment Excavation for Upper Khimti-II 7 MW Hydro Power Project 02 Working Drawing for Alignment / Excavation Details (Revision), River protection works on Headworks and Anchoring / Supporting Structures for 12 MW 02 Working Drawing for Alignment / Excavation Details (Revision), River protection works on Headworks, Anchor Blocks and Anchoring / Supporting Structures for 7 MW 03 Working Drawings for Retaining Structures on Headworks (Revision) and Anchor Blocks for 12 MW 03 Working Drawings for Headworks and Headponds Drawings, River Protection Works on HW and Anchor Block Drawings for 7 MW. 03(A) Working Drawing for Headworks Layout Plan Coordinates for 7 MW However, the CEC Team is very proactively ready to furnish all the Construction Detailing and Drawing Design on time to finish the Civil Construction work by Poush 2074.

3.4 Communication All communication facility has been installed already at the Project Management Office, Chuchure to have fast, prompt, timely communication. Three Lines of Satellite Phone, VSAT, 2 lines of CDMA Telephone, 3 sets of CDMA mobile, 22 sets of Willkie Talkie are operational at site. Web Surfer Internet facility has been installed and operational without any problem.

3.5 Effects of Earthquake in the Project After the devastating earthquake of 12 Baisakh 2072 and 29 Baisakh 2072 over 400 aftershocks have been observed by inhabitant. No significant damage has been occurred by aftershocks. 3.6 Effects of Terai Bandha in the Project No such Terai Madesh bandha have observed during the reporting period. In order to cope up with the delayed time frame caused by six month Banda we have completed the access road construction work by working two shifts. We are also preparing ourselves to work minimum of two shifts and in cases work round the clock to meet the project schedule as targeted to achieve RCOD on Ashadh 2075. .

4. Land Acquisition and Access Road Construction

4.1 Land Acquisition Upallo Khimti HEP-12 MW The land acquisition works has been nearly completed for pipe alignment and access road of UKHP. The total area of private land has already been acquired/purchased. The remaining of land area is public land and need to be leased form the GoN, which is under progress and will be completed very soon. 40-14-01-01 Ropani has been purchased already. Please refer to Annexure – 3 for details. Upallo Khimti HEP-7 MW The land acquisition works has been nearly completed for pipe alignment and access road of UKHP. The total area of private land has already been acquired/purchased. The remaining of land area is public land and need to be leased form the GoN, which is under progress and will be completed very soon. A Total of 50-12-01-00 Ropani of land is required out of that 43-09-0-2 has been purchased already and 03-05-0-0 has been leased from Local School. Please refer to Annexure – 3 Land details. 4.2 Land Leasing The land leasing and clearance for the forest already proceeded. The entire document for the processes is already submitted. Ministry of forest has given in principal agreement and cabinet decision on this regards is taken place already. Very soon we will have lease agreement of public land between Government of Nepal and Himalaya Urja Bikas Company Limited. 4.3 Access Road Construction

8.5 km Access Track from Kharanetar to Headworks of 12 MW is ready and operational. 3 SIM segments and water crossing are treated locally and are in control. There are two khola crossing called Chake and Garjung. Chake crossing is complete and operational. Causeway in Garjang Khola is at final stage. Thus, all sites of the Projects are easily accessible and drive at any point. Allthough making it all wheather is remaining work, protection work, side drain work needs to be completed.

5. Camp House

5.1 Jifasa Camp : Camp No 1 (Project Management Office) This is the central camp. We have about 24 Ropani of Land for our Jifasa Camp. This camp has been designed to be in operation even after Commercial Operation Date as our main camp for 35 years. 24 hours back up support has been provided through 30 kVA Generator. Director Block and Guest House – It is complete and occupied with air condition facility, attached bathroom, hot / cold showers. Officers’ Block (10 rooms and kitchen) – It is complete and occupied already by our Staff. Office Block – It is ready and in use. (Director Room, Technical Room, Meeting Room, Administration Room, Account Room are in this block.) Juniors’ Block – All ten rooms are occupied. Kitchen is used as temporary store. Protection Work of all blocks against lighting is at final stage. 5.2 Argeli Ghari Camp : Camp No 2 This Camp is near to 12 MW Headworks and is at final stage. All works are completed except sanitation, which is going on. It will be occupied in 15 days. This camp has been constructed on our own purchased land with 6 ropanis of land. This camp has also been designed to be operational even after COD for the Headworks staff for 35 years. 5.3 Garjyang Camp: Camp No 3 We have lease agreement with Bhalepokhari School that will be used for 30 years. It is being used as a store. 5.4 Kharanetar Camp: Camp No: 4 We have rented one private house. The Petrol and diesel storage will be availed here. We have store facility with office and residence facility for a duration of Project Construction Phase merely. One 18,000 liter underground Diesel storage facility is availed in the camp.

6. Construction Power

6.1 Study of Reliability and Power Available at Site

Power availability and reliability study has already been conducted for site. Study included condition of existing 11 kV Jiri –Those feeder, available power sources at Jiri 33/11 KV substation and at Charikot 33/11 KV substation. Study also included power availability at site for construction works during off peak time and peak time (5:30 PM -9:30 PM), frequency of occurrence of fault in existing 11 kV feeder from which we are planning to tap for our energy requirements. From overall, data collected at Jiri substation, it was seen that power is available for our requirement during off peak time and reliability is also seen satisfactory. Even though, some rectification works such as bush cutting, maintain of line to ground clearance, stay installation and other minor works has to carry out for making existing 11 kV line more reliable.

6.2 Procurement of Material

Procurement of Major materials such as Mechanical items, Electrical items, Conductor and ABC cable and for distribution transformers has been completed and transported to site. 6.3 Construction of Construction Power

Construction Power works (11 KV & 0.4 KV Line) has been completed for both Projects Upallo Khimti & Upper Khimti -II. Sunita & Kabita Construction (Pvt) Ltd, Dolkha, carried out the installation works of Construction Power which has been installed along the Headrace and Penstock pipe alignment of both the projects Upallo Khimti and Upper Khimti -II Hydro Power Projects. In total six transformers has been installed. Out of six, Five Transformers has been installed of Capacity 100 KVA and one Transformer has been installed of Capacity 250 KVA. 7. Lot II: Civil Works

7.1 Preliminary Works Preliminary works have been completed and the construction work has already started.

7.2 Contractor Selection

B.P Construction P. Ltd has been awarded as a civil contractor on 2072/10/25. Contractor mobilised its personnel with equipment on Falgun 05, 2072. 7.3 Construction Materials Survey Technical team of Himalaya Urja Bikas Company has visited the possible sources of construction materials especially for course and fine aggregate its quantity and quality. Basically two sites, Male and Olane, are selected. Both course (boulder from course aggregate) and fine aggregate are available at Mela, whereas only fine aggregate are available at Olane. Laboratory test results of all concerned materials satisfy the requirements of the relevant specifications and norms.

7.4 Detailed Time Programme The preliminary Detailed Schedule is prepared for the civil works construction which is attached in Annex -2. The entire Civil Construction work will be finished by end of Poush 2074 followed by EM Installation, testing and commissioning by end of Ashadh 2075.

7.5 Camp of the Civil Contractor 7.5.1 Camp 1 at Garjang This Camp includes site office, general store and a cement store. It is occupied and operational. 7.5.2 Camp 2 near site for 12 MW Power House This is for labours and to store reinforcement.

First stage river diversion work is completed. 7.8.2 Left Bank Protection Wall

Excavation is commenced. Big boulders are to be removed. Work continues.

8. Lot III Contract – Hydro Mechanical Works

8.1 Preliminary Works

Preliminary works have been completed and the workshop establishment is in full swing to start the pipe fabrication work at site.

8.2 Contract Award The Contract is awarded to Machhapuchhare Metal and Machinery Works. Two key personnel

are mobilised site on Chaitra 08, 2073.

8.3 Camp It is hired in Kharanitar and other places in progress.

Bokaro and Bhilai Plant. A total of 4337 Metric Tonne steel plates have been received.

Transportation work of these plates from Birgunj is under progress. We plan to complete the

transportation these plates before monsoon starts.
