Queenslanders have entrusted us with providing principled and stable government, and delivering on the promises we have made. It is critical that we work hard to prove ourselves worthy of this trust. For this reason, I write to outline the delivery priorities to meet our Government's commitments. For many of these delivery priorities, it will be essential that you work closely and constructively with your colleagues to deliver the best outcome for Queenslanders. Following on from last week's Council of Australian Governments meeting, it is essential that you focus your attention on National Agreements, Partnerships and reforms related to your portfolio responsibilities to ensure Queensland's interests are represented and the benefits to Queenslanders are maximised. The attached Portfolio Priorities Statement defines your key priorities for this term of government. It is intended that these priorities will also inform Chief Executive Officer performance agreements and shape the functions and activities of departments and agencies. I intend to regularly meet with you to discuss progress in implementing the actions identified. I expect that at all times ministers will make all decisions and take all actions in the public's interest without regard to personal, party political or other immaterial considerations. J iceEnhance the accountability, openness and effectiveness of our institutions andsystems, including implementing amendments at the State level to ban politicaldonations from property developers.Deliver an effective, responsive and efficient justice system that underpins a justand safe Queensland. A justice system informed by:

• the continuation of the Specialist Magistrates Court for Domestic andFamily Violence and expansion of specialist domestic violenceapproaches in other locations;

• the continuation of specialist courts and court diversion programs suchas CourtLink, the Murri Court, Drug and Alcohol Court and other courtdiversion programs, and the evaluation of those courts and programs;

• consultation with the Legal Services Commissioner on whetherconsumers of legal services would benefit from an investigation of theimpacts on the justice system of lay representatives appearing in legalmatters;

• consideration of any strategies and practices that continue to addressdemand management across the system; and

• the work of a crime statistics and research unit, which will publishindependent crime statistics for all criminal offending acrossQueensland;

Deliver effective laws and responsive systems that target criminal behaviourstrategically, including support to the implementation of the response to theDomestic and Family Violence Prevention Strategy 2016−26, and theGovernment response to the Report from the Taskforce on Domestic andFamily Violence in Queensland.Continue to deliver key initiatives of the Government's Keeping our CommunitySafe and Tackling Alcohol Fuelled Violence policies.Continue the review of the Body Corporate and Community Management Act1997.Continue to contribute to the Government's child and family reform agenda'Supporting Families Changing Futures − Advancing Queensland's childprotection and family support reforms'.Contribute to the development and implementation of the QueenslandGovernment response to the Report of the Royal Commission into InstitutionalResponses to Child Sexual Abuse.Develop a problem gambling framework by the end of 2018 based on a publichealth approach which incorporates primary, secondary and tertiaryinterventions, taking into account numbers of poker machines in pubs and clubs.Introduce legislation to create a new offence relating to non−consensual sharingof intimate images.Bring forward a bill to Parliament based on recommendations of the QueenslandLaw Reform Commission review of laws relating to the termination ofpregnancy.Improve fairness and provide greater rights for Queenslanders buying a vehicle.Amend the Working with Children (Risk Management and Screening) Act 2000and introduce automated blue card application processes to prevent peoplecommencing paid work while a blue card application is pending.Support the implementation of the Action on Ice plan to address use and harmscaused by crystal methamphetamine.
