The Use Tax Incentive Program allows companies to receive a rebate on a portion of Use Tax applicable to out-of-state taxable transactions destined for use in the City of San Jose. The California State Board of Equalization allocates Use Tax from out-of-state purchases into tax pools rather than to the City where the purchase will reside. Working in partnership with the City, partici-pating companies can allocate these purchases and the associated Use Tax directly to San Jose and then receive a 20–30% cash rebate by the City.

The City of San Jose is committed to timely and predicable permit processing to ensure costs to businesses are mini-mized and efficiencies increased. The Foreign Trade Zone is a designated site within the U.S. where foreign merchan-dise is considered outside of U.S. Customs territory. Foreign merchandise can be brought into a Foreign Trade Zone without payment of federal import duties and with streamlined customs procedures. This enhances the competitiveness of businesses in San Jose by deferring, reducing, or eliminating duty pay-ments on foreign merchandise entering the Zone.
