1 INTRODUCTION
1.1 General
Landserv Pty Ltd. (Landserv) was engaged by the Victorian Schools Building Authority
(VSBA) to conduct a preliminary soil investigation to assess the presence of
Organochlorine Pesticides (OCP) at the Bellarine Secondary College – Drysdale
Campus located on Peninsula Drive, Drysdale, Victoria 3222 (the ‘site’). The
investigation was conducted in accordance with Landserv proposal, emailed 16
August 2018, and approved by VSBA via email on 17 August 2018.
The objective of the preliminary soil investigation was to investigate whether any
residual OCP contamination is present in the soil at the site from former agricultural
practice conducted in the past.
The site location and site layout are shown on Figure 1 in Appendix A.
1.2 Scope of Work
The following scope of work was implemented:
▪ Prepared a health and safety plan (including DBYD searches) and a safe work
method statement for the investigation works conducted;
▪ Liaised with the site Assistant Principal and completed a site induction prior to
commencing works;
▪ Set out 20 sample locations across the site in an approximate grid pattern.
▪ Collection of two (2) soil samples at each location, as a minimum, samples were
collected from 0-0.1 m and 0.4- 0.5 m below ground level (mBGL);
▪ Collection of four (4) duplicate and triplicate Quality Analysis and Quality
Control (QA/QC);
▪ Soil note taken at each sample location;
▪ Analysed 26 selected soil samples and QA/QC samples (2 duplicate and 2
triplicate samples) for organochlorine pesticides (OCP); and
▪ Preparation of this report.

3 SOIL ASSESSMENT GUIDELINES
The State Environment Protection Policy (Prevention and Management of
Contamination of Land) 2002 (Land SEPP) sets out the regulatory framework for the
prevention and management of contaminated land within the State of Victoria.
The Land SEPP defines the beneficial uses of land to be protected by land use
categories; in this case Landserv have conservatively applied ‘Sensitive Use – Other’.
The protected beneficial uses of land associated with the ongoing educational use of
the site are:
▪ Maintenance of Ecosystems –Modified Ecosystems & Highly Modified
Ecosystems;
▪ Human Health;
▪ Buildings and Structures;
▪ Aesthetics; and
▪ Production of Food, Flora and Fibre.
The National Environment Protection (Assessment of Site Contamination) Measure
(NEPM - 2013) provides guidance on the process for assessing contaminated land and
provides the relevant guidelines for the protection of applicable beneficial uses for
each land use. The land use category for the site has conservatively been selected
from the NEPM as ‘Residential A’. The NEPM is given effect in Victoria by the Land SEPP.
The table below details the criteria applied to each of the protected beneficial uses.

Ecosystems
Ecological Investigation Levels (EILs):
Schedule B1 of the NEPM provides a range of investigation levels for the
protection of ecosystems, referred to as EILs.
EILs have been derived for selected compounds to assess risk to terrestrial
ecosystems. The EILs are dependent on physicochemical properties of soil
and generally apply to the top 2 m (except in arid areas). EILs are derived
for each land use scenario based on levels of species protection.
Schedule B5b provides methodology for deriving EILs for DDT specifically,
based on a species sensitivity distribution model derived for Australian
conditions.
Ecological screening levels (ESLs):
ESLs, also provided in the NEPM, have been developed for selected
petroleum hydrocarbon compounds and are applicable for assessing risk
to terrestrial ecosystems. ESLs broadly apply to coarse- and fine-grained
soils and various land uses. They are generally applicable to the top 3 m of
soil (except in arid areas where root zones may extend to greater depths).
ESLs do not apply to this investigation as petroleum compounds have not
been investigated.
Human Health
Health Investigation Levels (HILs):
Schedule B1of the NEPM provides a range of investigation levels for the
protection of human health, referred to as HILs. Based on the ongoing
sensitive land use, the HIL values have been conservatively adopted as
Residential A – Standard Residential with garden/accessible soil. This
category includes children’s day care centres, preschools and primary
schools and has the most conservative HILs (HIL A).
Secondary schools, playing fields and ovals are categorised Recreational

Beneficial Use Applicable Assessment Criteria
C in the NEPM and would apply HIL C criteria.
Schedule B7 (A3) of the NEPM discusses in detail the derivation method for
HILs of OCP.
It is emphasised within the NEPM that HILs are not intended for use as
default remediation trigger criteria but are actually intended to prompt an
appropriate site-specific assessment when they are exceeded. HILs are
generic to all soil types and generally apply to the top 3 m of soil.
Health screening levels (HSLs):
HSLs have been developed for the main petroleum compounds. They are
applicable to assessing human health risk via the inhalation and direct
contact pathways for certain petroleum mixtures. The HSLs depend on
specific soil physicochemical properties, land use scenarios, and the
characteristics of buildings. They apply to different soil types, and depths
below surface to >4 m. HSLs do not apply to this investigation as petroleum
compounds have not been investigated.
Buildings and
Structures
The Land SEPP states that Contamination must not cause the land to be
corrosive to or adversely affect the integrity of structures or building
materials.
Aesthetics
The Land SEPP requires that Contamination must not cause the land to be
offensive to the senses of human beings. Landserv has provided only a
brief qualitative comment on this criterion, in the context of ongoing open
space land use.
Production of Food,
Flora and Fibre
Chemical substances or waste identified through the application of the
NEPM Schedule B2, Appendix A. Contamination must not adversely affect
produce quality or yield and must not affect the level of any indicator in
food, flora and fibre produced at the site (or that may be produced) such
that the level of that indicator is greater than that specified by the
Australia New Zealand Food Authority, Food Standards Code.
The adopted values of the assessment criteria are included in Table 1, Appendix B. In
additon adoptred values are depicted in the table below:

The soil sampling program employed gave consideration to the following references:
▪ National Environment Protection Council (NEPC, 1999). National Environment
Protection (Assessment of Site Contamination) Amendment Measure 2013 (No.
1).
▪ Australian Standard AS4482.1 – 2005 Guide to the sampling and investigation of
potentially contaminated soil, Part 1: Non-volatile and semi-volatile compounds.
▪ Australia Standards AS4482.2 -1999 Guide to the sampling and investigation of
potentially contaminated soil Part 2: Volatile substances.
The soil investigation was carried out in accordance with Landserv policies and field
work procedures, in a manner consistent with the level of quality and skill generally
exercised by members of the environmental consulting and contamination assessment
profession.
4.1 Fieldwork
4.1.1 Soil Sample Locations
The soil sampling program involved collection of soil samples from 20 soil bore locations
(BH01 to BH20) in an approximate grid pattern across the site. A systematic 95 m
sampling grid was applied to the site which provides for a contamination hotspot 112 m
diameter to be detected with a 95% confidence. The number of sample locations is
10% of the minimum soil sampling density recommended in AS4482.1, A Guide to the
Investigation and Sampling of Sites with Potentially Contaminated Soil, 2005. A full
detailed site investigation of the site applying AS4482.1 would require 200 samples.
However, that density is considered excessive and given the nature of the potential
contamination source (broadacre spraying of OCP to land), the sampling density
employed is considered suitable to achieve the objectives of this project.
The sample locations are shown on Figure 2, Appendix A.
4.1.2 Soil Sampling
Soil sampling was conducted on 1 September 2018 from 12:00 pm to 4:00 pm. Pre-
defined locations were sampled by hand auger. Samples were collected at 0.0-01 m
bgl to target potential surface soil contamination and 0.4-0.5 m bgl to target potential
subsurface soil contamination. No additional soil horizons were encountered that
required sampling.
At each sample location a square of surface soil/turf was cut 0.1 m depth by spade
and removed, a sample of soil was collected from the side of the clod across its full
depth. All organic material, such as grass, from the surface was not included in the
sample.
A hand auger was then used to bore to 0.4 m bgl. At this point the hand auger was
cleaned off by spatula so no soil remained visible. The hand auger was then reinserted
into the bore and a further 0.1 m of soil removed which was used to provide the
required sample.
Soil samples were placed in sample jars with Teflon seals provided by the laboratory. All
samples were identified with a unique sample number, which was documented on the
sample label, bore log and chain of custody form.

Each bore was logged during installation. The field sampling forms included date, site,
project number, sample location, description of fill/soil horizons encountered, sample
numbers and other comments.
All samples were placed in an ice-cooled esky immediately after collection. The
samples were refrigerated and then transported on ice under chain of custody
procedure to the analytical laboratory on the next working day.
Soil bores were backfilled with the arisings and the square cut of turf was replaced to
return the ground to a flat and safe condition
All field sampling equipment was decontaminated after use at each location to
prevent cross contamination of the next sampling location. Decontamination of field
equipment involved scraping all visible soil from the spade and hand augers.
4.2 Laboratory Analytical Program
4.2.1 Laboratories
All laboratory analyses were conducted by National Association of Testing Authorities
NATA endorsed laboratories using NATA approved analytical methods. The primary
laboratory for the soil analysis program was ALS Laboratory Group (ALS). The secondary
laboratory (for QA/QC triplicate samples) was EnviroLab. All analyses were conducted
within the holding times recommended by Standards Australia (2005, 1999).
4.2.2 Soil Analysis
A total of 26 primary soil samples were selected for analysis. The analytical schedule
included a full suite of potential OCP contaminants associated with the former use of
the site and surrounding area.
The implemented analytical schedule for primary samples included:
▪ 20 surface soil samples for organochlorine pesticides (OCP); and
▪ 6 sub-surface soil samples for organochlorine pesticides (OCP).
4.2.3 Quality Control Samples
The following quality control samples were analysed during the soil sampling program:
▪ 2 blind duplicate samples were submitted for organochlorine pesticide (OCP)
analysis to the primary laboratory; and
▪ 2 triplicate samples were submitted for organochlorine pesticide (OCP) analysis
to the secondary laboratory.
No equipment rinsate samples were collected as all samples were collected with a
new clean pair of disposable nitrile gloves. The quality control samples collected are
listed in the table below.

5 RESULTS OF SOIL INVESTIGATION
5.1 Field Observations
In general, bores BH01 to BH20 comprised dark to light grey, fine grained silty sand with
some roots and organic matter (particularly in the upper 0.2 m).
Bores (BH19 and BH20) located within the lower south east of the site exhibited
occasional firm, light brown clay with grey mottling at approximately 0.4 m depth. Bores
(BH13, BH15 and BH16) located within the middle of the site identified some red-brown
clayey sandy silt at varying depths from 0.3 m to 0.5 m.
Fill was observed in samples (BH01, BH02, BH04 and BH05) located within the north
portion of the site comprising brown, grey and orange, clayey sands with crushed rock,
sand or sand and gravel (particularly noticeable around the site entrance, car parks
and buildings).
No visual or olfactory evidence of contamination of soil was observed in any borehole
during the investigation.
5.2 Soil Analytical Results
Soil analytical results are presented in full in Table 1, Appendix B. NATA endorsed
laboratory reports and chain of custody forms are provided as Appendix C.
A summary of the laboratory data and comparison to the adopted soil assessment
criteria is presented in the table below.

5.3 Analytical Data Validation
A relative percentage difference (RPD) was calculated for each duplicate and
triplicate pair to obtain a quantitative measure of the accuracy of the results obtained.
An RPD of <50% is generally considered acceptable based on AS4482.1 (2005). The RPD
data are provided in Table 3, of Appendix B.
RPD results for both the duplicate and triplicate samples showed 100% correlation with
all 26 duplicate RPD values returning 0% and all 21 triplicate RPD values also returning
0%. All results that the RPD calculations were made from were below the limit of
reporting.
A review of the internal laboratory quality control program implemented by ALS and
Enviolab is presented in Table 3 of Appendix B. ALS as the primary laboratory returned a
full set of acceptable QC results for duplicate, spikes and blanks. Envirolab used as the
secondary laboratory for triplicate samples also returned 100% acceptable results for
QC blanks and laboratory control samples, no internal duplicate QC was undertaken.
Landserv conclude that based on the QA/QC data provided, the sampling and
analytical QA/QC program is fully acceptable, and the analytical data is of a reliable
quality to meet the objective of this assessment.

6 FINDINGS
Landserv has completed a preliminary soil investigation for the presence of
organochlorine pesticides (OCP) at the Bellarine Secondary College, Drysdale Campus.
The investigation included the soil sampling of 20 soil bores to target surface soils and
subsurface soils to a maximum bore depth of 0.5 m below ground level. NATA certified
laboratory analysis was undertaken for a suite of OCP and included a QA/QC program
to validate data integrity. A summary of the findings is detailed below:
▪ In general, bores BH01 to BH20 comprised dark to light grey, fine grained silty
sand with some roots and organic matter (particularly in the upper 0.2 m).
▪ Bores (BH19 and BH20) located within the lower south east of the site exhibited
occasional firm, light brown clay with grey mottling at approximately 0.4 m
depth. Bores (BH13, BH15 and BH16) located within the middle of the site
identified some red-brown clayey sandy silt at varying depths from 0.3 m to 0.5
m.
▪ Fill was observed in samples (BH01, BH02, BH04 and BH05) located within the

borehole during the investigation.
▪ Non-detectable to low concentrations of OCPs in all samples tested below the
adopted NEPM EIL and NEPM HIL A criteria at all sample locations.
▪ Landserv concludes that based on the data gathered during a preliminary soil
investigation for OCP that there is negligible risk to human health when results
are compared to conservative health investigation levels.
It should be noted that, not having physically investigated the whole site, Landserv
cannot exclude the possibility of localised contamination of natural soils, or of small
volumes of contaminated fill or waste being encountered at the site.

7 LIMITATIONS
This report has been prepared by Landserv Pty Ltd (Landserv) only for the use of VSBA.
No other parties should rely on the information in this report without prior written consent
from Landserv and VSBA.
Landserv has performed its services for this project in accordance with the scope of
work commissioned by VSBA and in a manner consistent with the level of quality and
skill generally exercised by members of its profession.
It should be noted that geological, environmental and contamination conditions often
vary from those observed at the locations where investigation data has been obtained.
Limited data can therefore result in uncertainty in the interpretation of geological,
environmental and contamination conditions.
Geological, environmental and contamination conditions also often vary with the
passing of time after the data is obtained, as do regulatory requirements, laws and
guideline criteria.
Landserv cannot exclude the possibility of localised contamination of natural soils, or of
contaminated fill or waste being encountered during any earthworks.
Despite Landserv’s due professional care, all of these uncertainties should be
considered in relying and acting on the information contained in our reports. This is
particularly relevant if few locations have been sampled, if a report is used after a
significant delay in time, if regulations and guideline criteria are known to have
changed, or if a change is proposed to the land use for the site.
Opinions and recommendations in this report are based on the information available to
Landserv at the time of undertaking the works, including the information gained during
the investigation. The information in this report relating to the current condition of the
Site is considered to be accurate at the time the report is issued.

Australian Drinking Water Guidelines recommend that Thermotolerant Coliform, Faecal Enterococci, & E.Coli levels are less than1cfu/100mL. The recommended maximums are taken from "Australian Drinking Water Guidelines", published by NHMRC & ARMC2011.
Surrogates are known additions to each sample, blank, matrix spike and LCS in a batch, of compounds whichare similar to the analyte of interest, however are not expected to be found in real samples.
Surrogate Spike
This comprises either a standard reference material or a control matrix (such as a blank sand or water) fortifiedwith analytes representative of the analyte class. It is simply a check sample.
LCS (LaboratoryControl Sample)
A portion of the sample is spiked with a known concentration of target analyte. The purpose of the matrix spikeis to monitor the performance of the analytical method used and to determine whether matrix interferencesexist.
Matrix Spike
This is the complete duplicate analysis of a sample from the process batch. If possible, the sample selectedshould be one where the analyte concentration is easily measurable.
Duplicate
This is the component of the analytical signal which is not derived from the sample but from reagents,glassware etc, can be determined by processing solvents and reagents in exactly the same manner as forsamples.

Where sampling dates are not provided, Envirolab are not in a position to comment on the validity of the analysis whererecommended technical holding times may have been breached.
When samples are received where certain analytes are outside of recommended technical holding times (THTs), the analysis hasproceeded. Where analytes are on the verge of breaching THTs, every effort will be made to analyse within the THT or as soon aspracticable.
In circumstances where no duplicate and/or sample spike has been reported at 1 in 10 and/or 1 in 20 samples respectively, thesample volume submitted was insufficient in order to satisfy laboratory QA/QC protocols.
Matrix Spikes, LCS and Surrogate recoveries: Generally 70-130% for inorganics/metals; 60-140% for organics (+/-50% surrogates)and 10-140% for labile SVOCs (including labile surrogates), ultra trace organics and speciated phenols is acceptable.
Duplicates: >10xPQL - RPD acceptance criteria will vary depending on the analytes and the analytical techniques but is typically inthe range 20%-50% – see ELN-P05 QA/QC tables for details; <10xPQL - RPD are higher as the results approach PQL and theestimated measurement uncertainty will statistically increase.
For VOCs in water samples, three vials are required for duplicate or spike analysis.
Spikes for Physical and Aggregate Tests are not applicable.
Filters, swabs, wipes, tubes and badges will not have duplicate data as the whole sample is generally extracted during sampleextraction.
Duplicate sample and matrix spike recoveries may not be reported on smaller jobs, however, were analysed at a frequency to meetor exceed NEPM requirements. All samples are tested in batches of 20. The duplicate sample RPD and matrix spike recoveries forthe batch were within the laboratory acceptance criteria.
