Involvement
The preliminary plans for the Luxmanor Elementary School revitalization/expansion project were developed based on the educational
specifications prepared by Montgomery County Public Schools (MCPS). Through a series of public work sessions, several design
alternatives were developed and evaluated.

Planning Background: Luxmanor Elementary School was originally constructed in 1966. The Walter Johnson Cluster has
experienced large enrollment increases in the past decade, primarily driven by turnover of neighborhood
homes to younger families. New residential development is expected to contribute to area school
enrollment growth. The county’s White Flint and White Flint 2 Sector Plans provide for new multi-
family housing in the area over the next 20 to 30 years. Planning funds for the revitalization/expansion
project were appropriated for FY 2016 to begin architectural design work. Construction funds were
appropriated for FY 2018. The project is scheduled to be completed by January 2020.

Educational Program Objectives
The revitalization/expansion will accommodate the educational specification requirements for Luxmanor Elementary School. When
completed, the modernized facility will have both student capacity and core spaces designed for 740 students.

Project Design Objectives
The purpose of this project is to revitalize and expand the existing Luxmanor Elementary School to provide program spaces for grades
pre-K through five that meet the requirements of the educational specifications. The building will be in full compliance with the
Americans with Disabilities Act (ADA) and will provide the required teaching spaces and support spaces for the school programs.
The following are some of the key elements of the project design:
• The new three-story classroom building increases the capacity of the school while decreasing the existing building footprint.
• Clearly separated bus and student drop off loops are accommodated on site with more parking and queueing space.
• The exterior elevations coordinated to complement the 2008 addition.
• Natural daylighting maximized for student and staff occupied spaces.
• Clear interior circulation enhances passive security and ease of supervision of corridors.
• Major assembly spaces, i.e. gymnasium and multi-purpose room, are organized in a part of building away from classroom wing
and secured for community use during non-school hours.
• The main entrance is clearly identifiable and inviting.
• The administration is located adjacent to main entrance and has clear visibility of bus and student drop off loops for
supervision.
• The existing mature trees and forest are preserved.

Site Design Site Features:
Luxmanor Elementary School is located on a 6.5 acre property on the north side of Tilden Lane in Rockville, Maryland. The
Luxmanor Park, owned and managed by Maryland-National Capital Park and Planning Commission, is located on the north side and
the school utilizes the ball fields during school hours. The school will be relocated to Grosvenor Center for the duration of
construction. Construction will involve demolition of the two oldest wings of the building to be replaced with a new addition. The
two-story building wing constructed in 2008 will remain and connect to the new construction.
The student drop-off loop and bus loop have been located to utilize the existing curb cuts along Tilden Lane, but have been
reconfigured to the needed separation and enlarged to accommodate more parking and queueing spaces on site. Parking has been
increased from the current total of 51 to 80 parking spaces and the student drop off queue area has been increased to hold 29 vehicles.
Staff parking is located within the student drop-off loop. The bus loop has been isolated from vehicle traffic and is capable of
queueing 9 full length buses. Both bus and student drop-off loops are immediately in front of the school administration suite allowing
for visual supervision. Service access remains off of the bus loop. The existing fire department vehicle access lane that is west of the
school will be extended to provide fire access to the building.
The proposed site design saves as many trees and forest on the site as possible. The new hardscape layout has preserved all trees
adjacent to Tilden Lane and the surrounding community.

Building Design
General Description:
The proposed revitalization/expansion, designed to meet MCPS educational specifications, is a three-story, steel-framed structure with
masonry/ metal panel veneer and masonry interior partitions. The new building will connect to the existing two-story wing built in
2008. The new building is oriented with the academic spaces facing north/south for optimal daylighting. The front entry is located near
the center of the south façade, and administration is adjacent for supervision and to maintain security. The three-story academic wing
contains classroom space with PEP and Kindergarten on the first level, Grades 1-3 on the second level, and Grades 4-5 on the third
level. The gymnasium and multipurpose room are located in a wing east of the three-story classroom wing. The gymnasium is located
at the front to facilitate community use and includes a separate lobby for non-school access. The multipurpose room is located at the
north end and opens directly out to play space. The instructional media center is located on the second floor above the administration
suite. Resource spaces are located on all three floors to support the adjacent teaching spaces. The character of the replacement
building aims to create an attractive and inviting school building that fits within the context of the surrounding area and complements
the 2008 addition.
Classroom Technology:
The classrooms will be designed to support interactive educational technology that includes controlled, wireless computer access and
interactive whiteboard systems. The wireless technology throughout the building allows mobility of computer system and increased
flexibility in classroom utilizations. Individual classrooms are designed to provide a student seating arrangement that can be organized
into small groups for project-oriented teaching, or students can face the teacher in a traditional model.

Sustainability
The proposed project will be designed and constructed with an emphasis on the environmental sustainability. The architecture and
engineering systems will align with Montgomery County Public Schools sustainability principles to ensure long term operational
effectiveness. The project will be in compliance with Leadership in Energy and Environmental Design (LEED) standards. The new
facility will also meet the 2012 International Green Construction Code (IgCC).
Key Features related to the sustainability include the following:
• Alternative Transportation: Providing bike racks and preferred parking for low emitting/fuel-efficient vehicles and carpools.
• Open Space: Preserving the maximum possible percentage of vegetative open space.
• Stormwater: Managing stormwater to reduce runoff quantity and to improve quality.
• Using highly reflective roof surfaces to reduce the heat island effect and heat gain to the building.
• Water Conservation: Installing water-conserving, low-flow plumbing fixtures.
• Energy Conservation: Optimizing energy performance by providing an energy efficient building envelope, lighting systems,
and heating, ventilating, and air conditioning systems.
• Enhanced Commissioning: Verifying the design, equipment selection, installation, and operation of equipment is optimized
through enhanced commissioning of the building systems.
• Construction Waste Management: Diverting construction waste from landfills and recycling the materials.
• Indoor Air Quality: Following an indoor air quality management plan and utilizing low-emitting building materials.
• Thermal Comfort: Providing a high level of occupant control over individual lighting and thermal comfort to provide a better
indoor environment.
• Daylighting: Maximizing daylighting in classrooms.
• Regional and Recycled Materials: Utilizing construction materials that are manufactured from recycled products and that are
regionally manufactured.
• Implementing a Green Housekeeping plan.
• Minimizing background noise level from HVAC systems in classrooms and other core learning spaces and control
reverberation time with sufficient sound absorptive materials.

Sustainability, (continued)
One of the primary design factors required to achieve a sustainable facility is the conservation of energy. The importance and consideration
placed on energy conservation will be reflected in the configuration and orientation of the building, the selection of materials, and the
mechanical/electrical systems utilized. In addition, a direct digital automatic temperature control system will be provided to monitor and
control all new heating, ventilation, and air conditioning equipment from a central building management system. The new facility will be
designed to meet or exceed 2015 International Energy Conservation Code (IECC), as well as Montgomery County energy conservation
codes. The design will incorporate the ANSI/ASHRAE/IES Standard 90.1-2016, Energy Efficiency Standard for New Building.
