Personnel Committee: Boardmember Stevens shared that the Personnel Committee met last month to hold Captain and Career Firefighter interviews. Rick Williamson was promoted to Captain and Hayley Peterson has moved forward in the career firefighter hiring process.
STAFF BUSINESS
Fire Chief Report: Chief McFalls reported on the following:
The WFCA fall conference is coming up October 21-23 with October 20th being the Snure Seminar at Tulalip Resort.
A letter was submitted to the Tulalip Tribal Gaming Impact requesting the consideration for a new Battalion Chief vehicle.
We have partnered with the police department to bring in Chief Robert White with a presentation on Emotional Survival. This will be held at the Opera House on November 18, 2021 for all Marysville first responders and significant others.
PIO Veley sent out information on the transition of opening our doors and getting back out in the community.
We have subscribed to NFAP CRIAG 1300 PRO. This new tool will help determine risk levels in our community.
Kurt Mills, Terry Peterson, and Andie Burton from Sno911 sent a letter of appreciation to all Chief Officers in the area for all the support during the COVID crisis.
We received a thank you from a citizen for the outstanding job our crews did saving her house from a nearby brush fire.
Operations Report: Chief Cole reported on the following:
The “unknown” error within the incident report has been fixed.
We had a busy month with 1,324 calls. This is the largest call volume we have seen since October of 2017. We have had some significant calls; multiple fires, water rescues and a hazmat incident.
We continue with the new SCBA roll out with the indent to go live at the end of the month. We are feeling confident with just over 410 training hours with the new SCBA’s.
We have twelve part time vacancies. We have eight candidates in background checks for the September 1, 2021 recruit class.
We are working through how House Bill 1310 will affect the fire service as law enforcement works towards their new vision.

Human Resources/Personnel Report: Human Resources Manager Steve Edin reported the following: We have six employees out on intermittent FMLA, three out on long term disability, and four out on short term disability. We have three out on FMLA, two for the birth of a child and one for surgery. Our onboarding software implementation is going well. We currently have one career firefighter and two lateral paramedics in the background process and we have an upcoming Captain orientation. Edin requested a one year extension of the current entry level firefighter list.

Fire Prevention Report: Deputy Chief Maloney reported the following:
The City of Marysville was pretty quiet over the fourth of July. We responded to two fireworks related incidence, both at Boom City.
We will be participating in National night out on August 3, 2021.
Construction on the vacant hotel on 116th will begin soon. Legal Counsel Report: District Attorney Brett Vinson stated District Attorney Grant Weed sends his apologies for not being able to attend tonight’s meeting. Local 3219 Union Report: Local President Dean Shelton was absent from the meeting.
OLD BUSINESS
Agenda Bill: Community Driven Strategic Plan Chief McFalls asked for a motion to adopt the final draft of the Community Driven Strategic Plan containing the six operational initiatives as well as the three initiatives developed at the Board level.

Commissioner Ross shared an email with some concerns from a Captain and crew members. The Board directed Commissioner Ross to forward the email to Chief McFalls and to inform the Captain, in the future, to follow the chain of command with concerns.

King – Appreciates all the efforts towards the Fourth of July holiday.
Norton – Nothing more to report.
Muller – Stated the AED we donated to the Historical Museum has a dead battery. Asked where they can get a new one. Chief Neuhoff will inquire about a new battery with MSA Shelton.
Ross – Nothing more to report.
Stevens – Nothing more to report.
Christoffersen – Impressed with the fireworks report of only two calls outside of the City.
McFalls – Thanked Boardmember Norton for agreeing to speak at this year’s 20 year anniversary 911 ceremony. Wished Boardmember King good luck tomorrow at the candidate forum.
Cole – Nothing more to report.
Maloney – Nothing to report.
Neuhoff – Brad Steiner with dispatch is resigning. Local fire educators are interested in our old SCBA’s for firefighter educational purposes. We have one engine in the shop after a collision.
Vinson – Nothing more to report.
Edin – Nothing more to report.
DeSanctis – Nothing to report.
EXECUTIVE SESSION
Vice Chairperson Ross called for a 15 minute executive session at 7:45 pm to review the performance of a public employee pursuant RCW 42.30.110(1(g) to return at 8 pm with possible action to follow.
RECONVENE
The open public meeting reconvened at 8 pm.
Vice Chairperson Ross called for a motion as discussed in executive session.
Motion: To approve the Chief to sign the separation agreement with Ty Siegert as discussed in executive session.

Fire Prevention Report Prepared by: Thomas Maloney, Deputy Chief/Fire Marshal

The total fire loss for 2021: o We had 29 fire incidents investigated in 2021. With over $18.4 million in
assessed value and over $2.7 million in fire loss.
We have experienced 14 structure fires this past two months. The rate of fires are at the pace of 10-years ago. The causes of these fires are very mixed but one the main cause has been smoking materials. We have provided several announcements about these and making people aware of the dry conditions.
We have started to re-establish duty crew fire inspections. We have been observing more code violations and receiving more phoned in code violations recently as well. Having a renewed presence should reduce these complaints as well reduce the risk of fire incidents.
We participated in National Night Out August 3 and it was a great success. However,
with the increase of COVID we are limiting outreach events that do not require close interaction. We are planning virtual outreach where possible.
We’ve been sharing information on our current outdoor burn ban on our website and on social media. PIO Veley conducted two media interviews on the fire danger and coordinated a third interview. (https://www.kiro7.com/news/local/video-firefighters-brace-upcoming-weekend-heat-wave/86c446fe-682f-40a6-bcc0-3405db052c80/) We would like to remind everyone that it is very dry out and we need to make sure that our vegetation in maintained and your beauty bark is damp.
PIO Veley is overseeing communications efforts countywide for our PulsePoint launch. Our internal launch is August 18 and the public launch will be mid-September. This app notifies residents with CPR training to nearby cardia arrest calls where they may be able to help save a life.
PIO Veley conducted 4 successful car seat checks in the last month (1 virtual and 3 in-person).
PIO Veley also partnered with Pinewood Elementary to do a bike helmet safety presentation for summer school students.
Our Facebook audience increased to 4,613 likes and 5,100 follows – up 4 percent and surpassing our goal of 5,000 followers. Our Twitter audience is also up to 2,446 followers. We have 318 followers on Instagram. We currently reach 16,225 households on Nextdoor
Public Education – Chart was removed as we are not conducting in-person events at this time.

The data upon which the department relies for this report comes from the Department’s records management system (RMS), its electronicpatient care reports (ePCR) and the computer aided dispatch system (CAD) operated by a County joint powers entity.
For purposes of trending response times over time, response times of less than 15 seconds and response times above 17 minutes werenot included in the response time analyses. The 17-minute threshold was established as the upper limit of a normal response underemergency response conditions for a first unit at-scene. Subsequent units may have higher upper thresholds.

SUMMARY: Resolution declaring surplus to the districts needs SCBA and associated items recently replaced by new SCBA, and allowing such equipment to be transferred, sold, or disposed, in accordance with District Policy. The District has recently taken possession and put into service new SCBA, replacing existing SCBA. The replaced SCBA are not compatible with the new SCBA and will no longer be utilized by the District. It is the intent to transfer the SCBA and most of the associated items (cylinders, masks) to other local fire training programs (EvCC, Skill Center) or fire departments (Hat Island Fire), at no cost. Those items not transferred shall either be sold or disposed at the least possible cost to the District. Appropriate Transfer or Sales Agreements shall be utilized to assure proper release of liability resulting from the transfer or sale of SCBA.
RECOMMENDED ACTION:
Motion to approve “MFD Resolution 2021-003 SCBA Surplus Declaration”, declaring self-contained breathing apparatus and associated items surplus to the district’s needs.

RESOLUTION 2021-003
A RESOLUTION DECLARING SELF CONTAINED BREATHING APPARATUS AND ASSOCIATED ITEMS SURPLUS TO THE DISTRICTS NEEDS
WHEREAS, the Marysville Fire District has acquired and put into service new and current model Self Contained Breathing Apparatus (SCBA), and WHEREAS, all previous in service SCBA are not compatible with the new SCBA, and WHEREAS, the Marysville Fire District has no current or foreseen use for the previous SCBA, and WHEREAS, the previous SCBA are deemed to have little to no value in current condition on the open market, and WHEREAS, other governmental agencies have expressed an interest and need for such SCBA, including Fire Departments and regionally based fire service educational public institutions of higher education., NOW, THEREFORE, BE IT RESOLVED that the Marysville Fire District Board of Commissioners hereby adopt the following:
1. The previous SCBA, masks, cylinders, and “RIT” Packs, (Surplus Equipment) purchased between the years 2005 and 2015, as identified as attached, or compatible only with Surplus Equipment, are hereby declared surplus to the Districts’ needs.
2. The Surplus Equipment shall be disposed of in accordance with Marysville Fire District policy. 3. The Surplus Equipment, in whole or in part, may be transferred to other government agencies in
accordance with RCW 39.33.010, including but not limited to; Everett Community College, Sno-Isle Tech Skills Center, Snohomish County Fire Protection District 27 (Hat Island Fire).
4. Staff shall be directed to make such appropriations and execute such transfer agreements.
