PREAMBLE
The present document, though not exhaustive of the civil society debate which has taken place in recent years about Peace and Human Security, deals with some of the major issues discussed at several conferences and meetings held on this subject both at an international and regional level. After analysing the results of the debate, the drafters have separated the issues that were dealt with into three main areas.
The first area ( THREATS) regards fundamental rights, both individual and collective. These rights must necessarily be protected and defended in order to guarantee the basic conditions that can help the world community reach a quality of life with reduced conflicts and crises.
The second area (CHALLENGES) concerns some of the major guidelines for a fair and influential policy at an international and supranationational level. Such a policy can ensure effective collective protection and, as a consequence, organic war prevention.
The third area (CHANGE) is more specific and deals with those international bodies institutionally appointed to protect rights and promote peace and human security policies. Where such international institutions appear to be ineffective or having systematic weaknesses, some of the amendments and structural reforms were examined which the civil society proposed for a better peace governance in the world
This analytical research is based on the final documents of meetings and conferences mostly dealing with current international crises. However, some relevant considerations must be added to which sufficient importance has not been attached but which enable “Peace and Human Security” issues and their possible developments to be interpreted correctly.
In the future intergenerational scenarios, natural and productive resources will increasingly cause international tension and potential conflicts. Alongside the current traditional actors and guarantors of supranational politics, it will therefore be necessary to establish a new class of engineers and scientists to work on the prevention of wars, thus starting a cooperation between politics and science. At the same time some schools of thought are elaborating new theories overcoming the 19 th century-based legal framework for peace, which forms the bedrock of our culture but which has all too often proved to be inadequate. This framework is being integrated with new methodological approaches for understanding and tackling crises.
Foreword• The following is an indexed synopsis of the documents received from
the international organizations that have organized international and regional meetings, forums and conferences on the issues of peace, human security and UN reform in the last few years.
• The index has been planned according to area- based values as follows:
