Project Description
Develop/ update the Street Transportation Department
Planning and Design Guidelines Manual, focusing on key
issues pertinent to Phoenix that staff deals with on a daily
basis. We don’t want this to gather dust on the shelf!
Modify street classification map and cross-sections that
reflect our changing multi-modal focus and integrate
proposed changes.
Integrate key multi-modal principles and contents from
City and regional plans and policies such as Complete
Street policy and principles, T2050, Bike Master Plan,
PlanPhx, Phoenix Downtown Transportation Plan.

Integrate best practices from national peer cities.
Key: Create a strong visual document.
The guidelines will attempt to make City streets safer for all
users while insuring that our roadway planning and design
principles and construction methods are in compliance with
nationally adopted standards. Reference other applicable
guidance pertaining to street planning, design and construction
from NACTO, AASHTO, MUTCD, FHWA, ADA, MAG.
Develop a series of potential code changes that improve safety,
use of alternative modes of transportation to move Complete
Streets forward and to think of effectively using the space within
the existing curb lines.

The project includes, but is not limited to, the following

Technical Advisory Committee (TAC)
TAC will meet at various times during project duration to
provide input on:

Review of Final Guidelines
Consists of outside stakeholders and city staff (e.g.
Phoenix Street Department Management, Planning and
Development, Fire etc.)

Up to (2) two public meetings (locations TBD)
May utilize Village Planning Committee Meetings

Pages that have photos, charts, and graphs will be counted toward maximum number of pages.
Cover letter, front and back covers, Table of Contents and tab dividers will NOT be counted toward the maximum page limit, UNLESS they include information that may be considered by the selection panel.

Each SOQ will be evaluated according to the evaluation
criteria in the RFQ.
Interviews will be conducted.
One consultant will be selected.
A contract will be executed upon completion of
negotiations of contract terms and City Council approval.
