SOLICITATION OVERVIEW
Solicitation PurposeThe City of Houston (City), Houston Airport System (HAS), invites interested firms to submit Competitive Sealed Proposals (CSP) to engage a contractor for the full-depth replacement of Taxiways WA, WB and associated cross taxiways at George Bush Intercontinental Airport (IAH).

SUBMITTAL REQUIREMENTS
Each CSP must be organized and follow therequired format as stated in PART 6 –Submission Requirements of the RFCSPdocument.
Each Section must be appropriately tabbedand inclusive of all required submittals.
MINIMUM QUALIFCATIONS,EVALUATION CRITERIA,AND SCORES
This CSP will be evaluated as follows:MINIMUM QUALIFICATIONS PASS/FAIL
COMPANY EXPERIENCE:
1) Your company performed as prime on a construction contract, includingat least one Taxiway or Runway Rehabilitation project with an airporthaving greater than 9 million annual enplanements (Airports CouncilInternational (ACI) Top 30).
2) One Taxiway or Runway project estimated or actual construction cost ofan Airport Rehabilitation project greater than $40 million.
3) One construction project at an ACI Top 30 airport in progress orcompleted within past five years.
Note: These may be 3 separate projects. Include the project(s) as well as others tosatisfy the requirements of Section 3.5.5 Company Experience.

Mobilization payments tied to laydown yard construction such as active utilities, offices, batch plant certified, submittals, etc.
Terminology of “proposer” and “bidder”, refers to an entity (JV, LLC, Inc., etc.) wishing to submit proposals to perform this work.
Modification in the Cash Allowance specification adding safe field operations requests.
Request For Competitive Sealed Proposal (RFCSP) item 1.1.2 “… preconstruction services…” refers to activities of coordination with HAS Infrastructure, EOR, HAS Operation, HAS Security, etc.; prior to field construction.
Spec 1290 1.03A – “HAPMT HAS.”
Spec 1450 QCM “… experience in Active Airport Taxiway / Runway Construction…” and QCT must be on construction site during major activities.

HAS and/or FAA specification - If two sections of the contract documents conflict, the more stringent requirement controls.
Submittals: Numerous submittal milestones in the contract. The requirement for submittals starts 10 days after notice of award. Example; preliminary schedule .
