1. EXECUTIVE SUMMARY
M/s. Nataraj Hydrocarbons Pvt. Ltd. (NHCPL) have proposed for setting up
manufacturing unit of Synthetic Resin viz. Unsaturated Polyester Resin (GP
Resin) and Alkyd Resin with total production capacity of 12 Tonnes/day at Village:
Belmuri, P.S. Dhaniakhali, Mauza : Chhota Khanpur, J.L. No-192, District: Hooghly,
West Bengal. The L.R. Dag numbers are 567,569 and 571. The company will
manufacture those products complying with the international quality standards.
Unsaturated polyester resins (UPR) are utilized in varied industry verticals, such as
building & constructions, marine, wind energy, electrical & electronics, pipes &
tanks, and automotive/transportation. Alkyd resins are very important
component for paint industry generally used for building paints, marine
paints, decorative paints, machine coatings and air drying industrial paints .
The Company’s corporate office is situated at 7A, Bentinck Street, Old Wing, 1st
floor, Kolkata-700001, West Bengal. The annual production capacity of the
proposed project is 1800 Tonnes of Unsaturated Polyester Resins and 1800
Tonnes of alkyd resins based on 300 working days and four shifts per day. Eight
(8) resin Kettles with production of 1.5 Tonne/Kettle/batch considering 300
working days/annum will be introduced. The manufacturing unit is located on a
freehold land of 98 Decimals (1 acre appx).

2. INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION
2.1. Identification of the project and project proponent.
Unsaturated Polyester Resin and Alkyd Resin are industrial resins which are
synthetic polymers having adhesive and useful reactive properties. Due to fast
industrialization and also of housing industry, there is a growing demand of paints
both. Indian Paint Industry has grown at a compounded annual growth rate
(CAGR) of 12-13% in the last ten years and decorative paints segment accounts
for nearly 65-70% of the Indian paint industry. Paints industry is mostly located in
western part of the country. So there is a huge gap of supply of raw materials in
the eastern part. This project will be a small attempt to supply that market in
eastern India. Unsaturated Polyester Resins are utilized by the fibre-glass industry
for building boats and car bodies, for coating concrete to give a smooth sterile
surface in food-manufacturing plants, for encapsulating electrical components.
Global demand for this resin is increasing rapidly. Looking the expected demand of
these resins in domestic as well as global market and growing volume of various
types of industrial resins manufacturing industries, the proposed project have
acceptability in the local and international market.

2.3. Need for the Project & Importance to the Country
High demand in Resin is due to their chemical properties and usage, like
production of adhesives, varnishes and food glazing agents. They are also
considered as an important raw material used for making organic synthesis. Keep
in mind the glowing requirements of the clients, the Manufacturers, Exporters and
Suppliers are offering quality Resin. Resin manufacturers process the product in
view of its utilization. Owing to these enormous usages, the resin suppliers,
exporters and sellers offer it at reasonable prices.

The global epoxy resin market was valued at $6.0 billion in 2013, and is projected
to reach $9.2 billion by 2019, growing at a CAGR of 7.4% between 2014 and
2019.
The demand for resin market is supposed to rise in Asia-Pacific due to the robust
growth in end-user industries in China and India.
Industry is witnessing high growth due to increasing applications, technological
advancements, and growing demand in the Asia-Pacific region. The global wind
energy market development is one of the major market drivers for resins.
Polyester resin also constitutes more than half of the resin used in Indian
composite industry.
Rise in raw materials cost and increasing awareness of health hazards associated
with BPA-based products are the major stumbling blocks of the market. The
competitive environment of the resin market, for example growing demand of
alkyd and polyester resins, is providing opportunity for manufacturers in this

market was valued at USD 6.64 billion in 2013 and is anticipated to reach USD
10.55 billion at the end of 2020, growing at a CAGR of 6.9% between 2014 and
2020. There is a rising demand of paints both due to rapid industrialization and
also of housing industry. In the last ten years, the Indian Paint Industry has grown
at a compounded annual growth rate (CAGR) of 12-13%. Decorative paints
segment accounts for nearly 65-70% of the Indian paint industry. Paints industry

Unsaturated polyester resins (UPR) are known for their commercial usage in
fiberglass reinforced plastics (FRP) which are utilized in building & constructions,
marine, wind energy, electrical & electronics, pipes & tanks, and
automotive/transportation. The unsaturated polyester resin market in India is
suspended to grow substantially in the next five years. The market is mainly driven
by domestic consumption basically by government, NGOs, and civic bodies. The
Indian unsaturated polyester resin market showed strong growth in the last couple
of years due to strong GDP growth, increased manufacturing activity, and core
sector growth. According to market forecasts, Indian unsaturated polyester resin
market is expected to reach 445 million pounds by 2018.
Competition in the Indian market swells in recent years. This had many companies
opting out of low-margin segments, as competition resulted in lower prices. A gap

2.5. Imports Vs. Indigenous production
The state and pattern of growth of the economy determine the resin requirement.
The requirements of resin may be fulfilled either through indigenous production
and/or through imports. It is not possible for a developing country to import huge
quantities of resin because of foreign exchange constraints where as it is better for
a country to be self-sufficient in its resin requirements. The products manufactured
will substitute the imports, saving foreign exchange to India. It is also proposed to
export 20-30% of the resin to Middle East and South East Asia.
2.6. Export Possibility
There may be large opportunities to become a global supplier of quality resin. Also
there exists abundant market opportunities in the neighboring regions of Asia,
Africa and the Middle East.
2.7. Domestic/Export Markets
The finished goods will be sold in domestic market and would be largely exported
to the Regulated International Market as per demand.

The company has acquired 98 Decimal (3965.886 sqm) of land at Village: Belmuri,
P.S. Dhaniakhali, Mauza : Chhota Khanpur, J.L. No-192, District: Hooghly, West
Bengal. The L.R. Dag numbers are 567,569 and 571. The land is converted into
Factory Land and muted in company’s name. The factory will be constructed on
the said land. The land is within 50 KM from Kolkata and is well connected through
Durgapur Expressway, NH-2. Two Railway Stations namely Belmuri and
Dhaniakhali are within 1 K.M. from the location.
The latitude and longitude of the project site is 22°56'27.31"N, 88°08'58.13"E
respectively.

3.7. Resource optimization/recycling and reuse envisaged in the project, if
any, should be briefly outlined.
The company has proposed for setting up Manufacturing unit of Synthetic
Organic Resins viz. Unsaturated Polyester Resin (GP Resin) and Alkyd Resin with
the production capacity of 6 Tonnes/day & 6 Tonnes/day respectively. No reuse is
predicted in the proposed project.
3.8. Availability of water its source, Energy/Power requirement and source
should be given.
Electricity: The contracted power is 32KVA. The same infrastructure may be
used to increase the demand upto 49 KVA. The power is obtained from
WBSEDCL. The main requirement for power is to drive TFH (10KVA), suction
pumps (2h.p.X4), Tube well (1h.p.), lighting and other utilities. Apart from this there
is a D.G. set for 30KVA as backup unit.
Water: The company will meet its entire water requirement from deep water tube
well. The company has already obtained the license for the same. The estimated
demand for water is 5KLD for meeting the entire requirements for domestic
consumption, gardening and Industrial uses.
The water requirement including for cooling & others and Domestic water is
projected Table 7.

Fuel Requirement: The only fuel required is Diesel. It will be used for TFH
2,00,000 Kcal @ 21l/hr and D.G. set 30 KVA @ 7l/hr.

Domestic wastewater (2 KLD) will be generated and discharged through septic
tank into soak pit. Total 0.6 KLD industrial wastewater will be collected, equalized
and completely evaporated in Thermic Fluid Evaporator.

4. SITE ANALYSIS
4.1 Connectivity
The area is connected by road to Durgapur town as well as to other industrial
town like Asansol, Raniganj, Dhanbad. It is 50 KM from Kolkata, and is well
connected through Durgapur Expressway, NH-2. Two Railway Stations namely
Belmuri and Dhaniakhali are within 1 KM from the location. All the civic amenities
like market, bus stand, hospital, school, college, hotel, restaurant etc. all are
available in the town which is about 5-7 KM from the site. Distance of important
Cities are given below.
Kolkata – 50 KM, Asansol – 146 KM, Burdwan – 78 KM,
Durgapur- 105 KM, Raniganj – 132 KM, Suri – 125 KM

Bengal. The L.R. Dag numbers are 567,569 and 571. The land is converted into
Factory Land and muted in company’s name. The factory will be constructed on
the said land.

4.5. Existing Infrastructure
This is a new project. The land is converted into Factory Land and muted in
company’s name. The land is at clear possession.
4.6. Soil Classification
Hooghly district is built up with mixed alluvium. Subsurface lithologies down to a
depth of 150 m from the surface consist of mainly clay, silt and sand of different
grades varying from fine to coarse, occasionally mixed with fine gravel. The
eastern parts of the district are clayey, stiff and deep; although the western parts
are loamy, permeable and easily friable. The 0-0.2 m layer is mainly loam in
texture (53.9%) followed by silty clay (23.3%), silty clay loam (23.1%) and sandy
loam (0.71%) in nature. Surface soils of 72% area of the district are acidic.
Organic carbon status is usually low to medium, with a range of 1.2 to 7.4 g kg -1.
4.7. Climatic data from secondary sources
Hooghly experiences a tropical savanna climate. March to May is dry summer
intervened by tropical cyclonic storms. June to September is wet summer while
October is autumn. The normal trend is - winter season starts from about the
middle of November and continues till the end of February. The average annual
temperature is 26.8°C and its monthly temperatures range from 16°C to 33°C and
maximum temperature often exceed to 38°C. Average rainfall is 1500 millimetres.
Maximum rainfall occurs in August. Summer is dominated by strong southwesterly

winds. Winters are really comfortable. Its temperatures vary between 11°C to
17°C.
4.8. Social Infrastructure available
As per provisional reports of Census India, population of Hooghly in 2011 is
5,519,145; whereas male and female are 2,814,653 and 2,704,492 respectively.
Sex ratio (per 1000) is 961, whereas child sex ratio (0-6 Age) is 952. Total
population in Dhaniakhali Block is 320,534; of which 160,789 are males and
159,745 are females.

5. PLANNING BRIEF
5.1. Planning concept (type of industries, facilities, transportation etc) town

The project is at Village: Belmuri, P.S. Dhaniakhali, Mauza : Chhota Khanpur, J.L.
No-192, District: Hooghly, West Bengal. Necessary development will be made.
5.2. Population Projection
As per 2011 census, 38.57 percent of total Hooghly population lives in urban
regions of district. In total 2,128,499 people lives in urban areas of which males
are 1,091,708 and females are 1,036,791. Out of total Hooghly population for
2011 census, 61.43 % population of Hooghly districts lives in rural areas of
villages. The total Hooghly district population living in rural areas is 3,390,646 of
which males and females are 1,722,945 and 1,667,701 respectively. Average
literacy rate of Hooghly in 2011 were 81.80 compared to 75.11 of 2001. Density of
Hooghly district for 2011 is 1,753 people per sq. km. In case of sex ratio in
Hooghly, it stood at 961 per 1000 male compared to 2001 census figure of 947. As
per census 2011, child sex ratio is 952 compared to 951 of census 2001. The child
population comprises 10.33 % of total rural population of Hooghly district. Literacy
rate in rural areas of Hooghly district is 78.53 % as per census data 2011. Religion

namely Belmuri and Dhaniakhali are within 1 K.M. from the location. Thus it is well

5.4. Assessment of Infrastructure Demand (Physical & Social)
Physical & Social Infrastructure
Secondary survey has revealed that drinking water facility is a satisfactory to the
local people as all the villages are having either well or tube well as source of
drinking water. Under medical facilities all the system such as allopathic,
homeopathic and ayurvedic medicines are available at area at a distance of 2-3
kms. Most of the villages are connected by kuchha roads to district headquarter.
There is educational facility in the area. There is electricity in most of the villages.
This project will provide employment for about 22 people.
5.5. Amenities/Facilities
Greenbelt area may be developed in the surrounding project site. Drinking water
and power is available at nearby villages. First aid box with all necessary materials
will kept all time in the office building for use as and when required.
6. PROPOSED INFRASTRUCTURE
6.1. Industrial Area (Processing Area)
Developing of Greenbelt area inside the plant and surrounding the area.
6.2. Resident Area (Non Processing Area)
No residential area is proposed.
6.3. Green Belt
An extensive plantation within the boundary limits of the plant is considered during
expansion project work by planting about 2300 saplings making a two row deep
green belt along the periphery (spacing 2.0 m x 2.0 m) and all along internal roads

iron ore storage areas, ground hoppers and dumps leaving only adequate truck
access. The total land area covered for greenbelt will be 33% of the total area i.e.,
1319 sqm.

The area is connected by road to Durgapur town as well as to other industrial town
like Asansol, Raniganj, Dhanbad. It is 50 KM from Kolkata, and is well connected
through Durgapur Expressway, NH-2. Two Railway Stations namely Belmuri and
Dhaniakhali are within 1 KM from the location. The place is well connected to
railway station and towns by bus, jeeps, taxi and rickshaw. All the civic amenities
like market, bus stand, hospital, school, college, hotel, restaurant etc. all are
available in the town which is about 5-7 KM from the site. Distance of important
Cities are given below.
Kolkata – 180 KM Asansol – 42 KM Burdwan – 63 KM
Raniganj – 22 KM Dhandbad – 94 KM Suri – 52 KM
6.6. Drinking Water Management (Source & supply of water)
Water: The company will meet its entire water requirement from deep water tube
well. The company has already obtained the license for the same. The estimated
demand for water is 5KLD for meeting the entire requirements for domestic
consumption, gardening and Industrial uses.

The water will be available from Rain Water Harvesting (RWH) system and rest part
will be available from deep water tube well.
6.7. Sewerage System
There will not be any process waste water (or) cooling water blow down. As
Industrial effluent from process, cooling and washing activity is taken into raw
effluent collection tank cum equalization tank and after proper equalization, it is
completely evaporated by Thermic Fluid Evaporator (Capacity: 100L/hr) within the
premises. Hence, the unit maintains “Zero Effluent Discharge”.
Sanitary waste water will be treated in septic tank followed by soak pit.
6.8. Industrial Waste Management
The main source of hazardous waste generation is evaporation residue from
Thermal Fluid Evaporator due to evaporation of liquid effluent. The other sources
of hazardous waste are discarded containers/Barrel from storage and handling of
raw materials and spent/used oil generation from plant machinery. The unit will

provided dedicated storage area of 28 m2 for the hazardous waste storage within
premises having impervious floor and roof cover with leachate collection system.
These solid Hazardous wastes will be given to the Govt. authorized agency.

6.10. Power Requirement
The contracted power is 32KVA. The same infrastructure may be used to increase
the demand upto 49 KVA. The power is obtained from WBSEDCL. The main
requirement for power is to drive TFH (10KVA), suction pumps (2h.p.X4), Tube
well (1h.p.), lighting and other utilities. Apart from this there is a D.G. set for
30KVA as backup unit.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)
CONCLUSION
The technical feasibility and financial viability of the project has been reviewed
with reference to the new project with reference to overall company as a whole.
Our review has been done on the basis of the present scenario and documents
made available to us by the company. We have made the assessment afresh and
made the changes in assumptions wherever felt required.
Based on our analysis it may be inferred that
a) The project is technically feasible and financially viable.
b) The overall financial liquidity and profitability parameters of the project appeared
to reasonable and satisfactory.
c) We conclude the capital expenditure of the company as a viable option subject to
the weakness and threats associated with a business venture.
d) The operation of plant has significant positive impact on the socio-economic
environment of the area. It helps to sustain the development of this area including
further development of physical infrastructure facilities.

habitants this project should be allowed after considering all the environment
