1 EXECUTIVE SUMMARY
Saurashtra Enviro Projects Private Limited (SEPPL), has developed an Integrated Common Hazardous Waste Treatment Storage & Disposal Facility with incineration plant having capacity of 10 Million Kcal/hour, Secured Landfill cell with 1.2 Million Metric Ton (MMT), 500 KL/day Forced Evaporation System and Allied Infrastructure Facility at Village: Juna Kataria and Lakadia, Taluka: Bhachau, District: Kutch, State: Gujarat.
For the existing project, company has already obtained Environment Clearance vide MoEF letter no. EC-10-45/2007-IA-III dated 15th April 2008. During the development of the existing project company has done the public hearing for total area of 190 acres, from which 62 acres land is considered for existing project. Company has obtained CTE and CTO for existing project.
Now, as the capacity of existing cell is exhausted and there is demand of more capacity, SEPPL has proposed to develop 1.1 MMT of secured land fill cell on part of remaining 128 acres of land. Proposed project is only expansion of landfill facility hence no additional air pollution or water pollution envisaged due to proposed project. The secure land fill cell shall be developed based on latest CPCB guidelines and technology available.
2 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
2.1 Identification of project and project proponent
SAURASHTRA ENVIRO PROJECTS PRIVATE LIMITED (SEPPL) is the group company of Detox Group which is engaged in environment consultancy and engineering work since 1991, having head office at Surat, Gujarat. The company has existing units of Common Hazardous Waste Treatment Facilities at District Kutch and Bharuch.
Brief Description of nature of project
Now the company proposed for the expansion project at its existing unit at District Kutch. The company has already developed 1.2 MMT of secured land fill cell. As the capacity of existing cell is almost exhausted, company proposes for replicating the landfill with propose capacity of 1.1 MMT to cater the member units.

2.3 Need of the project and its importance to the country or region
State of Gujarat is undergoing rapid Industrializations and the industries are becoming more aware on Environmental Preservation. The facility which has been developed by us is very well accepted by the industrial units and they have come forward to fully utilize the same which is really appraisable. Against our expectation of 2, 50,000 MT disposal in 5 year, we have received around 5, 00,000 MT for disposal in secured landfills at our facility. Our present land fill capacity has been almost exhausted hence we have proposed to develop additional 1.1 MMT of secured land fill cell in span of 20 years.
2.4 Demand – Supply gap
As per the National Inventory of Hazardous Wastes Generating Industries & Hazardous Waste Management in India as published by Central Pollution Control Board - Hazardous Waste management Division Delhi in February 2009, Gujarat’s percentage contribution towards Land disposable hazardous waste generation is 40.58% and towards Incinerable Hazardous waste generation is 26.12%.
Total 10 Special Investment regions (SIR) are coming up in Gujarat. The major among them is Delhi Mumbai Industrial Corridor (DMIC) which contributes majorly to industrial development in state. Around 62 % of total area of Gujarat (i.e 18 out of 26 districts are within the influence area) is covered under DMIC. Thus there will be major industrial development in Gujarat.
More than 1000 such units are expected to start production in next couple of years. The waste generated for these units are yet to be calculated. The development of this facility will have the overall industrial development and safe disposal of hazardous waste.
Looking into development of different states in country CPCB has prepared “Guidelines for Storage of Incinerable Hazardous Waste by the Operators of Common HW Treatment Storage and Disposable Facilities and Captive HW Incinerators” November 2008, according to that present and proposed capacity of the Incinerators in Gujarat is as below:
(1) Common HW Incinerators 32600 TPA Present Capacity
(2) Captive or Individual HW Incinerators 4000 TPA
(3) Proposed in next 2 to 3 years 165000 TPA to be now created
The Landfillable HW generation in Gujarat is 1.106 MMTPA whereby the current scenario for the TSDF sites is as below:

Looking at the above scenario and considering the facts, we have proposed to expand our existing facility to cater the additional load of hazardous waste generated in state.

It is the extension of existing secured landfill cell for increasing capacity from 1.2 MMT to 2.3 MMT by additional of 1.1 MMT capacity land fill cell.

3.1 Secured Landfill Disposal Facility (TSDF)
The wastes are either disposed off directly into the landfill and/or after the treatment like solidification & stabilization, segregation, pyrolysis process etc. The decision on whether to treat or directly dispose off will be taken as per the finger print analysis and criteria mentioned in the CPCB guideline “Criteria for Hazardous Waste Landfills”
The secured landfill cell comprises of the following components.
• Bottom Liner System
• Side Liner System
• Top liner system (placed at the time of closure)
• Leachate Sump for Collection and removal of Leachate
• Monitoring wells

The wastes are placed as per the SLF operation and maintenance plan on the bottom liner system.
The daily, weekly and monthly cover systems with compacted soil of desired thickness will be regularly provided over the waste layers. Stringent on QA/QC plan as specified by CPCB guidelines shall be followed while executing the job.
2) Side Liner
Side liner will be single composite liner system suggested in CPCB guidelines will be adopted.
The same is given in figure 5.

Leachate Sump
The separate leachate sump or detection sump shall be constructed for both liner system.
The leachate cell having sufficient storage capacity to collect the leachate generated from
the cell. Provision of detection will be made to monitor the damage in any primary liner.
Piezometers:
Six number of piezometers per cell i.e. 3 in the upstream and 3 in the downstream of
ground water flow direction covering 3 ground water strata will be provided. The ground
water quality will be monitored in 3 ground water strata once in 3 months, as per the CPCB
guidelines.
3.2 Raw material required along with estimated quantity, likely source,
marketing area of final product/s, mode of transport of raw material and
finished product
As it is disposal facility, raw material is not required. During operation phase, major raw
material required during construction phase are GCL liner, HDPE Liner, HDPE pipe for
drainage, sand/ geo composite layer.

3.5 Quantity of waste to be generated (liquid and solid) and scheme for their
management/ disposal
3.5.1 Waste water
Waste water mainly generate in the form of leachate from the operation of landfill cell. The
same shall be treated in the forced evaporation system or utilized for sprinkling on landfill
cell. The total quantity of leachate generation will not increase.
3.6 Schematic representations of the feasibility drawing which give information
of EIA purpose
The proposed expansion activities of the industry; fall under category A Sr. no. 7 (d) in the Government of India Notification no. 1533 dated 14th September, 2006; which require prior Environmental Clearance before starting construction, production or any other allied activities related to the project.
This project has already obtained Environment Clearance for its existing project. While obtaining the EC, company has already done the environmental due diligence for different identified site as per CPCB guidelines i.e “Site Selection Criteria for Integrated Common Hazardous Waste Management Facility”.
The site is ranked based on evaluation criteria specified in CPCB guidelines. Based on CPCB guidelines the site is successfully operating since 2008. In the proposed additional capacity there is no increase in pollutant load in air and water. The capacity will be on the additional land for which public hearing is already done. Hence project can be considered for EC based on form 1 & prefeasibility report.
4 Site Analysis

Site is well connected with road network.

Land form: Agricultural Fallow Land and government waste land.

The proposed land is a Agricultural fallow Land and government waste land. There is no national park, wild life sanctuary, eco sensitive areas in surrounding 10 Km of the plant boundary. CRZ is not applicable to the project.

Road and power connectivity is available at site.
4.6 Climatic data from secondary sources
The climatic data for month of Nov 2013 - January 2014 in the study area are as below

The project site is located approximately 3 - 5 km from the human settlement. Basic
amenities of life are easily available in the area. Primary health centre, school, drinking

vicinity.

The socio economic activities conducted for existing plant is as below

• For local village development, the company has announced special budgets for medical support, education support, village development projects, community projects and cattle food in drought situation. This budget is released after joint meeting with the village head and statutory authority though their funding mechanism
• For brilliant and needy students, company has earmarked funds for scholarship
• Annual medical checkup of all the villagers are done with Government missionary wherein expert doctor are invited. Medicine for six months is distributed free of cost to the villagers by the company
• Records of such medical health checkups have been made public document in the office of Chief District health Officer
• Free of cost Ambulance is provided to the needy villagers in case of emergency
• Distribution of Computers & school kits in schools in surrounding villages
• Contributed a handsome amount towards collectors “15th August Celebration Fund”
• Contribution at the time of local functions like Navratri , etc in near by villages
