1 EXECUTIVE SUMMARY

The concept of effluent treatment, by means, of a collective effort, has assumed reasonable

gravity by being especially purposeful for cluster of small scale industrial units. Common

effluent treatment plant (CETP) not only helps the industries in easier control of pollution,

but also act as a step towards cleaner environment and service to the society at large.

Small scale industries, by their very nature of job cannot benefit much from economies of

scale and therefore the burden of installing & operating pollution- control equipment,

falls heavy on them. Realizing this practical problem, under the policy statement for

abatement of pollution the Government extends the scheme for promoting combined

facilities for treatment of effluent for clusters of small scale industrial units and also to

provide technical support to them.

The concerted approach of common effluent treatment provisions has many advantages.

Wastewater of individual industries often contain significant concentration of pollutants;

and to reduce them by individual treatment up to the desired concentration, becomes

techno-economically difficult The combined treatment provides a better and economical

option because of the equalization and neutralization taking place in the CETP. Other

important issues for the merit of common treatment include scarcity of land at the

industry's level and a comparatively easier availability of professional and trained staff for

the operation of CETP, which is otherwise difficult, at the individual industry level. For the

regulatory authorities also, common treatment facility offers a comparatively easier

means of ensuring compliance of stipulated norms.

The Proposed CETP is at Kala Amb in District Sirmaur of Himachal Pradesh. The Sirmaur

district lies between 77°01’12” and 77°49’40” East longitude and 33°22’30” and 31°01’20”

North latitude in the outer Himalayan ranges commonly called as Shivaliks. The district is

predominantly mountainous with deep valleys lying between ranges of varying elevations.

Longest length from west to east is 77 kms and the maximum width from north to south is

80 kms. The district is bounded by Shimla district in the north, Uttarakhand in the east,

Yamuna Nagar district of Haryana in the south - west and Solan district in the north-west.

The geographical area of the district is 2825 Sq. Km. which is almost 5.07% of the total

geographical area of the State. Like other parts of Himachal Pradesh, it has beautiful

landscapes, bracing climate, big and small game and legendry temples which hold abiding

attraction for the tourists. River Giri is the biggest river in the district which originates

from Kotkhai/Jubbal Tehsil of Shimla district and flows down in the south-east direction.

It ultimately joins the river Yamuna near Paonta Sahib.

The industrial Association of Kala Amb through M/s Kala Amb Infrastructure Company

having its registered office at village Johran, Trilokpur Road, Kala Amb, Himachal Pradesh,

India – 134203, proposes to set up Common Effluent Treatment Plant (CETP) to serve Kala

Amb industrial area and industries located in nearby area within 10 km zone for

management of industrial effluents and to protect ecology from further deterioration. The

proposed CETP is expected to treat around 5 MLD industrial effluents including Sewage

component.

Generated solid waste would be transported to authorized TSDF site. The wastewater

after treatment shall be used for Horticulture purpose rest will be discharged into river

Markanda.

The project site is well connected with road and railways. Naraingarh city is approx 8.90

km, WSW direction away from the project site. Ambala Cantt. Junction Railway Station

about 41.58 Km in the WSW direction and Chandigarh Airport about 45 Km in NW

direction.

2 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 Identification of the project

District Sirmaur has taken long strides in the field of industrial development, particularly

after the announcement of special industrial package - 2003 and it has emerged as 2nd

largest Industrialized District in Himachal Pradesh. Today, it has more than 1600 Micro,

Small, and Medium & Large Industries with total capital investment of about Rs. 4000

Crores and providing direct employment to more than 26000 workers

The rapid growth of industry in two industrial areas in the district, the details of which are

as under :-

Some of the reputed Industrial units like Amba Shakti Ispat, Pidilite Industry Ltd etc. have

established their manufacturing facilities in the District.

The I.A. Kala Amb was developed &established by DIC, Sirmaur in 1991 in a stretch of 221.03

bighas. Total 67 industrial plots were developed in the Industrial area All plots are allotted to

total no. of 52 entrepreneurs. Apart from these allotted plots in developed I.A. of Kala Amb few

entrepreneur’s setup their industries in nearby area outside I.A. Kala Amb. In all there are 404

industrial units establishes in & around Kala Amb. Due to rapid industrial growth and

increase in production capacities in some of industries, the treatment of effluent has

become uneconomical at individual level besides the space constraint.

Hence, M/s Kala Amb Infrastructure Company, Distt. Sirmour, H.P has been formed by the

Industrial association of Kala Amb to setup the CETP to treat the industrial effluent along

with sewage from the residential areas of Kala Amb. This will help in reducing capital and

operating cost of treatment of effluent.

The Common treatment is always cheaper than small scattered treatment units. The other

benefits of CETP are;

• Availability of land which is difficult to be ensured by individual units in the event

they go for expansion of individual treatment plants.

• Contribution of nutrient and diluting potential, making the complex industrial waste

more amenable to degradation.

• The neutralization and equalization of heterogeneous waste makes its treatment

techno-economically viable.

• Professional and trained staff can be made available for operation of CETP which is

not possible in case of individual plants.

• Utilization of treated wastewater & disposal of sludge becomes more organized.

The CETP project is to treat Industrial Effluent & Domestic Sewage from Industrial unitsand sewage from municipal areas of Kala Amb. Effluent from all member units will bebrought by tanker and treated in proposed CETP to achieve parameters of treated waterto the norms fixed by Pollution Control Board for discharge. It is proposed to use treatedwater for horticulture development in industrial area. As per availability only part oftreated water can used for Horticulture purpose rest will be drained to discharge.The proposed CETP is located adjoining to Markanda River in which surplus treated water

will be discharged.

2.2 Details of the Project Proponent

M/s Kala Amb Infrastructure is a company registered in India, having its registered office

at village Johran, Trilokpur Road, Kala Amb, Himachal Pradesh, India – 134203. The

company was registered on January 14, 2011 with Registrar of Companies Himachal

Pradesh as a Public Company limited by shares. Kala- Amb Infrastructure Development

Company's Corporate Identification Number is (CIN) U90009HP2011NPL031536 and its

registration number is 31536.Its Email address is [email protected] and its registered

address is Single Window Clearance Agency Village Johron trilok Pur Road Kala Amb HP

173030.

2.3 Brief Description of Nature of the Project

The proposal is to set up the CETP of 5 MLD (Phase -I 2.5 MLD+Phase-II 2.5 MLD) for the

effluent from industries located in Kala Amb industrial area and industries located in

nearby region. The cluster of industries encompasses mainly Pharmaceutical Formulation,

Chemical Formulation, Metal Finishing, textile unit, etc. Effluent from member units will be

carried through tankers upto CETP. Different category effluent will be collected through

different takers where as similar category from different unit can be clubbed in common

tanker as per available capacity of taker to minimize cost of transportation.

Sewage will be conveyed through a sewer line to area of CETP to a collection tank.

2.4 Need for the project and its importance to the Country or Region

There are many Metallurgy, pharmaceutical units located in Kala Amb industrial area

besides other units in the periphery have been facing lot of problems in treatment of their

effluent, as it contains high TDS, Color and COD & BOD. Some other nature industries are

also operating in the industrial area like paper mill etc. which use huge amount of water

and discharge different nature effluent the same has been excluded from the purview of

the CETP on the instructions of the State Pollution Control Board. This was also the issue

faced by the industries in the other states in northern India.

The industrial Association of Kala Amb through M/s Kala Amb Infrastructure company

intends to install Common Effluent Treatment Plant (CETP) of the capacity of 5 MLD

(Phase -I 2.5 MLD + Phase-II 2.5 MLD) to serve Kala Amb industrial area and industries

located in nearby region for management of industrial effluents and to protect ecology

from further deterioration.

The Objective of setting up of CETP is:

To Achieve Economy of scale in waste treatment, thereby reducing the cost of

pollution abatement for individual industry.

To take care of the problem of lack of technical assistance and trained personnel as

needed for skill operation of effluent treatment plant.

To solve the problem of lack of space as the centralized facility can be planned in

advance to ensure that adequate space is available

To reduce the problem of monitoring by the pollution control boards.

To organize the appropriate disposal of treated waste water including reuse and

sludge generated to authorized facility.

2.5 Employment Generation (Direct and Indirect) due to the Project

The proposed project will provide direct and indirect employment. Around 18-20 person

would be deployed during operational phase & 10-15 during construction phase. During

construction phase local worker would be utilized from nearby villages.

2.6 Type of Project Including Interlinked and Interdependent Projects, If Any

This project is for establishment of common environmental infrastructure i.e. CETP

Industrial Effluent & Domestic Sewage from Industrial units and sewage from municipal

areas of Kala Amb shall be treated being generated by clusters of pharmaceutical,

metallurgical industries. The Common Effluent Treatment Plant (CETP) is listed at serial

no. 7(h) of the Schedule of EIA Notification 2006 and falls under Category A due to due to

the presence of Interstate Boundary of Haryana within 5 km of the study area. The project

is not interlinked with any other project.

2.7 Location

The proposed location of the project is situated Khasra No. 1075/456/175/5 &

1075/456/175/4 Kala Amb Industrial Area. The site Coordinates are

2.8 Details of Alternate Sites

No alternative site has been examined for the proposed project, as the location has been

considered on basis of the distance of mainly from metallurgy & pharmaceutical industries

from CETP site for transportation of effluent.

2.9 Size or magnitude of operation

The proposed project is to establish Common Effluent Treatment Plant treating Industrial

effluent & Domestic Sewage from Industrial units and sewage from municipal areas of Kala

Amb shall be treated being generated by clusters of pharmaceutical, metallurgical

industries of 5 MLD capacity (Phase -I 2.5 MLD+Phase-II 2.5 MLD) waste effluents coming

from industries of Kala Amb industrial area. The plant will consist of treatment units

comprising physical, chemical and biological treatment including dewatering of sludge and

other required infrastructure.

2.10 Project description with characteristic of effluent of industries

The proposed Common Effluent Treatment Plant facility will be treating the waste water

mainly from Metallurgy & Pharmaceutical industries located at Kala Amb industrial area

and in surrounding area. The member industries of CETP will be required to give primary

treatment and monitor specified quality parameters and flow rate of the effluent on daily

basis while discharging into the system connected with CETP on regular basis.

There are total 134 units are operating in the Industrial area and nearby area. Out of total

134 units 2 units are manufacturing Paper are discharging huge quantum of Effluent are

excluded from list. From list of remaining 132 Units 110 Units are located in Industrial

area and remaining 22 units in nearby area.

Broadly effluent is categorized into two categories. One is Effluent with high organic

content and the other is high metallic acidic effluent.

The sector wise list of water polluting industries as listed with Pollution Control Board

along with their estimated effluent discharge has been given in Table 2 which is

categorized in table.

Sewage and Sullage generation of Kala Amb Area:- As per Census 2011, the

population of Kala Amb & Moginand area in 2011 was 6,695 and the present

population of the area is 7,280. The projected population after 20 years will be

10,010 considering the present growth rate of area. For this population sewage load

calculations as per water demand of 135 liters per capita will be 1,081 KLD. In

addition to this considering a floating population of around 10,000 in Kala Amb,

sewage generation as per water demand of 45 liters per capita will be around 360

Key characteristics of wastewater that has been considered in designing of the CETP

include flow, and physical, chemical, and biological characteristics of the wastewater.

There are number of assumptions made in estimating the load calculation:

> On safer side, the water consumption has been made equivalent to the quantity ofeffluent/sewage generation.

> The latest list of units provided by the concerned DIC

> Some of the units though very small but for reference, it is not omitted from the list.

2.10.4 TREATMENT PROCESS:

Separate conveying & collection mechanism is proposed for both the stream i.e. Industrial

effluent and Domestic sewage. It is well known fact that Industrial effluent need separate

kind of treatment according to the nature of effluent and source i.e. manufacturing

activities in industrial units. Whereas domestic sewage is having different parameters

from Industrial effluent and needs treatment according to the nature of pollutants and

their respective load present in the stream.

In order to keep control on CAPEX as well as OPEX of treatment plant it is proposed that

first phase will be equipped to handle combined stream of Industrial effluent & domestic

sewage whereas net phase will treat only industrial effluent.

In view of the fact it is proposed to keep provision of treatment of Domestic sewage in first

phase where ultimately 2.5 MLD combined wastewater is proposed to treat where 1.5

MLD will be industrial effluent and 1.0 MLD will be Domestic sewage.

In next phase of treatment, 2.5 MLD industrial effluent will be treated in separate

treatment unit. Treatment scheme will be different for different phase of implementation

according to the composition of streams. Complete treatment of combined stream

comprising of all essential treatments of both category streams of effluent and sewage.

Primary treatment of each category stream of effluent is proposed separately which is

later on treat in Bio-logical treatment unit followed by dis-infection and Tertiary

treatment in order to achieve required parameters of discharge standard of drain fixed by

pollution control board.

Sludge Generation

Sludge generated from treatment of Effluent is about 3000 Kgs/ Day. The sludge pass

through de-watering process and dry cake from filter press will be packed in bags and

stored in Hazardous waste storage yard.

2.11 Effluent Transportation as Per Topography

(A) FOR INDUSTRIAL EFFLUENT: Effluent from member units will be carried through

tankers upto CETP. Different category effluent will be collected through different takers

where as similar category from different unit can be clubbed in common tanker as per

available capacity of taker to minimize cost of transportation.

Collected effluent of different category unloaded to their respective collection tanks and

subsequently passes through pre treatment unit. Pre treated effluent will pass through

common bio-logical treatment unit where sewage is also mixed to the common stream of

effluents. Bio-logical treated common stream of effluent and sewage will pass through

tertiary treatment unit from where it is pumped for horticulture uses and remaining

portion will drained.

(B) Sewage: will be conveyed through a sewer line to area of CETP to a collection tank and

undergoes treatment as mentioned above.

Full flagged laboratory is proposed in CETP for monitoring of Incoming effluent and

treated water as well as at treatment stages.

In Phase – I total quantity of Effluent available is 1.5 MLD or 1500 KLD.

As complete effluent will be collected through Tanker from member units proper storage

facility at unit of each member is essential. A balance approach is required in order to

construct collection tank at member units. As capacity of Tanker collecting effluent from

member unit kept to 20 KL each, size of final collection tank cannot be less than 10 KL.

The size of final effluent collection tank at unit of member must store at least quantity of

10 KL + at least 2 days effluent for those industries which generating quantum of effluent

less than 10 KLD. Those units generating effluent in the range of 10 – 50 KLD maintain

holding capacity of 36 – 48 Hrs, whereas industries generating more than 50 KLD will

need to construct storage facility of 24 Hrs and more according to their pattern of effluent

generation and nature of effluent.

Total tanker required for Phase – I is 15 Nos. and for Phase – II is 23 Nos. including 2 spare

tanker for each phase.

(C)FOR DOMESTIC SEWAGE: Domestic sewage upto collection cum equalisation tank for

sewer stream in CETP will be dome by Public health department.

Interconnecting line from one to other treatment units in CETP will be done by agency

constructing CETP plant.

(D) FOR TREATED WATER: Application of Treated water is proposed for horticulture

development in industrial area. As per availability only part of treated water can used for

Horticulture purpose rest will be drained to discharge.

The proposed CETP is located adjoining to Markanda River in which surplus treated water

will be discharged.

Either PVC or DI pipe can be used for transferring through pumping for disposal of treated

water as required.

2.12 Raw Material Required Along With Estimated Quantity, Likely source,

marketing area of final product/s, mode of transport of raw material and

Raw material required for construction and setting up of Common Effluent Treatment

Plant are cement, steel, aggregates & sand for civil works and steel will be for construction

purpose.

2.13 Resource Optimization/ Recycling and Reuse envisaged in the project,

if any,

The proposed CETP project is to be upgraded with Zero Liquid Discharge (ZLD), hence the

treated water would be recovered and recycled for industrial purposes.

2.14 Availability of Water Its Source, Energy/ Power Requirement and

Source

2.14.1 Water Requirement

The total quantity of water required for CETP will be 4.5 KLD which will be provided by

already available piped water supply system. The number of working people will be

approximately 11. Considering water consumption of 45 l/d/capita, the domestic

water requirement will be about 0.5 KLD. There will be use of some water for the

preparation of sensitive dosing chemicals to be used in the microfiltration and washing of

membrane to an extent of 3 KLD. There may be requirement of makeup water for the

purpose of cooling of equipment of 1 KLD.

The treated effluent for horticulture development in industrial area and rest will be

drained to discharge in Markanda River, which is located adjoining to the proposed CETP

site.

Power Requirement

Power requirement will be sourced from existing supply scheme. In case of power failure

D.G. set will be used .

3 SITE ANALYSIS

3.1 Connectivity

3.1.1 Nearest Railway Station

Ghagghar Railway Station: Approx. 38.8 km, in the WNW direction.

3.1.2 Nearest Airport

Chandigarh Airport about 45 Km in NW direction.

3.1.3 Nearest Highway

NH-72 is at a distance of approx. 3.0 km in the SW direction.

4.1.4 Landform, Land use and Land Ownership

The Site of Common Effluent Treatment Plant / is identified and marked on layout. At

present, the project land is vacant. The land/plots are allotted by department of

industries(DIC).

3.2 Topography

The proposed site is located at 30030’1.39” N Latitude and 77013’1.84” E Longitude on an

sloping terrain. It has an average elevation of 1122 ft.

3.3 Existing land use pattern.

The land is barren land & has been acquired by the Government and allotted for the

development of CETP.

3.4 Soil Classification

The soil in the district varies from thin and bare soil of high mountains to rich deep

alluvial soil of the valleys. In the hilly area i.e. northern part soils are veneer and brown in

colour, these are high base status soil of humid regions. In the southern part, combination

of shallow black, brown and alluvial soils are found. The proposed site for CETP is located

in the southern part of the district having rich alluvial soil.

3.5 Climatic & Rainfall

The climate is sub-tropical interspersed between cold weather, hot weather and

southwest monsoon. The cold weather commences in November and continues till the end

of February, which is characterized by cloudless days and very cold nights with much fog

and dew. May and June are usually the hottest months. During monsoon period (June to

September) the weather remains humid.

Due to significant variations in altitudes in the district the temperature also varies

considerably. Minimum temperature goes below 0°C in higher reaches during winter and

the maximum temperature exceeds 38°C in lower reaches during the summer season.

Temperature varies from 8°C to 38.6°C.

RAINFALL: The area receives 1600 – 1700 mm average rainfall. Out of this 90% rainfall

constitutes during the period middle of June to end of September.

3.6 SOCIAL INFRASTRUCTURE AVAILABLE

The infrastructure amenities available in the area denote the economic wellbeing of the

region like hospitals & healthcare centers, schools, colleges, banking facility; community

centers etc which are available nearby.

mostly pharmaceutical formulation units located in the Kala Amb industrial area and

industries located in nearby region.

Waste water will be transported to CETP through tankers from peripheral industrial units.

The CETP site is located in the industrial area on plots allotted by the Department of

Industries.

4.2 Population projection

The project will employ mostly workers from nearby villages during construction phase.

There will not be any increase in population due to the project.

4.3 Land use planning

The open space inside the CETP area will be suitably landscaped and covered with the

vegetation of indigenous variety. Green Belt area will be developed with suitable verity of

trees.

4.4 Assessment of Infrastructure Demand (Physical & Social)

The proposed CETP falls in industrial area therefore all facilities / amenities like medical,

educational, housing, transportation, communication, shopping etc are available nearby

places. Since, local workers will be employed for this purpose therefore; no long term

infrastructure will be required.

4.5 Amenities/Facilities

Man power will be required on permanent and temporary basis. Total 11 skilled and

unskilled labours will be engaged in shift at CETP. Rest room and toilet facility shall be

provided at the plant site.

5 PROPOSED INFRASTRUCTURE

5.1 Industrial Area (Processing Area)

Being a CETP, New unit will make office space, laboratory, storage area as well as

treatment units & use of the facilities for land, storage of raw material and handling,

additional water & power demand, and use of road and rail network for transportation.

5.2 Green Belt

Green belt will be developed according to CPCB guidelines. Plants of the various species

will be developed in the plant and peripheral areas.

5.3 Connectivity (traffic and transportation road/rail/metro/water ways

etc.)

The project site is well connected to NH-72 road at a distance of 0.12 Km in West

direction.

5.4 Drinking water management

About 4.5 KLD of water will be required for construction and operation. The water will be

met from nearby bore well.

5.5 Sewerage system

Toilets will be constructed at the site which will be connected with the septic tanks within

the site itself.

5.6 Industrial waste management

Sludge generated from treatment units would be sent to TSDF site. Hazardous waste like

used oil & containers/liners will be sent to the authorized recyclers.

5.7 Solid waste management

Solid waste generated during the wastewater treatment process is mainly sludge which

will be generated depending upon the effluent characteristics and hydraulic load and the

same would be transported to the authorized TSDF site for final disposal.

5.8 Power requirement & supply/source

Power Available: 2 X 630 KVA. = 1260 KVA

6 REHABILITATION AND RESETTLEMENT (R&R) PLAN

The site is free from any settlement so there is no need of displacement of the people for

proposed project, hence, No R&R applicable.

7 PROJECT SCHEDULE & COST ESTIMATES

7.1 Cost Estimates

Capital cost of construction of plant of Phase – I for 2.5 MLD is estimated to 17.3 Crore

including cost of Land and tankers for lifting of effluent from member units. The same will

be 15.6 Crore including cost of Land and tankers for lifting of effluent from member units.

Total cost of construction of the proposed CETP comprises of Land cost, civil construction

of treatment units & administrative buildings, mechanical equipment’s& Machineries for

the proposed plant. Contingency amount of 5% is also kept in total project cost.

NOTE :- 1. Cost of Land was taken as per the detail provided by department of Industries.

3. Costing were done on privilege rates. As it is mentioned the development will go

in phases cost escalation will be applicable accordingly. 7% yearly cost escalation

will be considered as per standard practice for projects.

8 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

Project is for establishment of CETP for the effluent mainly from clusters of Metallurgical

& Pharmaceutical Industries. The imposition of new scale of, statutory standards on

effluent treatment with water reclamation potential may require, in addition, a new

infrastructural investment on the pollution control system of the individual units. This

may be the driving point for the overall participation in the proposed CETP & reuse of

treated water from industries to bring down drastically the pollution level. The charges to

be levied on new scale on the basis of pollution load, breaking the orthodox style, would

equally keep operational their own equipment. An attempt on water recovery for its

recycling in the proposed CETP design may be an exemplary in the country with a start up

in this Zone.
