1. EXECUTIVE SUMMARY

The proposed mining project is a Terrace Deposit Mining Project of Chhonchh Khud

for the excavation of sand, stone & bajri. The area of the present proposed mining

lease is located on the terrace of Chhonchh Khud on the right bank , falling in

Mauza/Mohal Kandrori, Kh. No.385/1 & 386/1, measuring 2.1586 hectares – Pvt.

Land-Terrace Land, Tehsil Indora, District Kangra, H.P. The Department of Industries

(Geological Wing), Himachal Pradesh has granted a letter of intent for this area to

grant a mining lease for a period of five years vide letter No.Udyog-Bhu(Khani-4)

Laghu-206/2015-1845 dated 16-5-2016 in favour of Sh. Surinder Singh, Partner M/S

Jai Laxmi Stone Crusher, R/O Village & P.O. Bain Attarian, Tehsil Indora, District

Kangra, H.P., G.P.A. holder Sh. Rajesh Thakur, S/O Sh. Rashpal Singh, for the

collection of sand, stone & bajri to cater the demand of raw material in already

established stone crusher under the name and style of M/S Jai Laxmi Stone Crusher .

2. INTRODUCTION OF THE PROJECT/BACKGROUND

2.1 Identification of Project and Project Proponent

Sh. Surinder Singh, Partner M/S Jai Laxmi Stone Crusher, through G.P.A. holder Sh.

Rajesh Thakur is the proponent of the project. The Department of Industries

(Geological Wing )Government of Himachal Pradesh has granted a letter of intent in

favour of Sh.Surinder Singh, Partner M/S Jai Laxmi Stone Crusher, R/O Village &

P.O. Bain Attarian, Tehsil Indora, District Kangra, H.P., G.P.A. holder Sh. Rajesh

Thakur S/O/Sh. Rashpal Singh for the collection of sand, stone & bajri from

Mouza/Mohal Kandrori, Tehsil Indora, District Kangra,H.P. bearing Kh. No.385/1 &

386/1 measuring 2.1586 hectares, Pvt. Land-Terrace Land, to grant a mining

Status of Project New Mine

2.2 Brief description & nature of the project

The proposed mining project is an open cast terrace deposit of Chhonchh Khud

mining project. A letter of intent has been granted in favor of the proponent by the

Department of Industries (Geological Wing) Government of Himachal Pradesh for

mining sand, stone & bajri. The mining will be confined in the mining lease area only

from which maximum of 57600 MT of sand, stone/boulder, bajri alongwith waste will

be extracted during fifth year and the total handling of sand, stone, bajri with waste

during five years will be 227488.5 MT. The year wise production schedule is as

follows:

Thus, during five years total handling of material will be 227488.5 MT in which

147867.525 MT shall be usable material and 79620.975 MT shall be waste which be

dumped at the proper places as suggested in the Approved Mining Plan for plantation

purposes & shall also be used for back filling of the exhausted pits.

2.3. Need for the project & its significance for country or region

The project involves collection of sand, stone & bajri, the most accessibly natural

resources and are the major basic raw materials used for the construction of

buildings, bridges and roads. The production of minerals is a function of the

availability of natural resources, the economy of the area and the various

developmental and Infrastructural works being undertaken in the area like road

construction, hydroelectric projects etc. And thus, the demand of sand, stone, bajri and

crushed grit has increased considerably for the construction of buildings and other

infrastructures. These are considered as the most effective construction materials ever

used. Due to innumerable uses of sand, stone, bajri & crushed grit, these are highly in-

demand products in the construction industry.

2.4. Demand & Supply gap

Building huge infrastructures particularly in roads and housing sectors require basic

building raw materials. So, the demand of sand, stone, bajri & crushed grit is ever

growing with the growth of the infrastructure sector in our country. The requirement

for the minerals is always high in the nearby cities and towns. Therefore, there is

always a good demand of minerals in the domestic market.

2.5 Imports vs Indigenous production

The demand of sand, stone, bajri & crushed grit is high in the domestic market and

first three minerals are abundant in the proposed mining area and can be excavated

indigenously.

2.6 Export possibility

There is no proposal for export of the minerals. There is already a high demand in the

domestic market to which the extracted minerals can cater.

2.7 Domestic/Export markets

There is an ever increasing demand of minerals in the domestic market.

Export Market: The existing mining is for indigenous consumption for real state,

road making etc. so there is no proposal for export of sand, stone, bajri & crushed grit.

2.8 Employment Generation (Direct and Indirect) due to project

The total manpower required for the existing mining project is around 30 skilled &

unskilled individuals. Indirect employment is also expected due to the associated

activities.

3. PROJECT DESCRIPTION

3.1 Type of project including interlinked and interdependent project, if any

The existing project is an open cast terrace deposit mining project of Chhonchh Khud

for the excavation of sand, stone & bajri. There is an already exiting stone crusher

under the name and style of M/S Jai Laxmi Stone Crusher and to fulfill the demand of

minerals to this stone crusher, the present mining lease has been applied for. The

existing minerals will be excavated in their natural form and after segregation,

boulders and cobbles shall be used in the stone crusher for manufacturing grit and the

sand be sold to the consumers directly. Some waste shall be dumped at proper places

for plantation purposes & the rest shall be back filled in the exhausted mining pits for

agriculture or horticulture purposes.. All the minerals shall be loaded by the

mechanical loader and transported to the stone crusher/consumers through tractor

trolleys/tippers.

3.2 Location

The mining lease area is located in Mauza /Mohal Kandrori,Tehsil Indora, District

Kangra, Himachal Pradesh. The co-ordinates of the mining lease area are :

3.3 Details of alternative sites

Minerals are site specific and the letter of intent has been granted for this particular

area, hence, no alternative site is examined for mining.

3.4 Size or magnitude of operation

The area of proposed mining lease is 2.1586 hectare and is located on the terrace of

right bank of Chhonchh Khud. The maximum rated capacity of the project will be

57600 MT of sand, stone, bajri and waste per annum (fifth year) which will be

excavated from the proposed mining area..

3.5 Project description with process details method of mining

This is an open cast terrace deposit mining project, confined to the extraction of sand,

stone & bajri from the mining site. The operation will be manual & semi-mechanical

with use of hand tools like shovel, hammer, crow bar, scraping tools, digging tools

and loading machine. The mineral will be collected in its exiting form and after

segregation, boulders and pebbles shall be used in the stone crusher to manufacture

grit and sand shall be sold to the consumers directly. Waste so generated shall be

dumped at proper places for plantation & back filling of the exhausted mining pits.

3.6 Raw material required along with estimated quantity, likely source, marketing

area of final products mode of transport of raw material and finished product

No raw material is required in the proposed project. The operation involves the

extraction of sand, stone & bajri in its existing form which is going to be transported

to the stone crusher/consumers directly through tractor trolleys/tippers after

segregation on the spot.

3.7 Resource optimization/recycling and reuse

The proposed mining lease area is located on the terrace of Chhonchh Khud and the

material once extracted can not be replenished.

3.8 Availability of water, its source energy/power requirement and source

Water requirement:

Thus the total requirement of water will be 5.0 KLD. Water shall be procured from the

own bore well of the proponent located in the adjoining private land.

Power requirement:

All mining activities will be carried out in a manual & semi-mechanical manner. The

material will be extracted and loaded into tractor trolleys/tippers by the workers &

loading machine. The operation will be done only from sunrise to sunset. So, there is

no power requirement for the mining activities. But fuel is required for the loading

machine & transportation of the excavated minerals.

3.9 Quantity of wastes to be generated (Liquid and Solid) and scheme for their

management/disposal

Solid waste generated and its disposal: A Solid waste of 79620.98 MT generated

from the mining activities shall be in the shape of silt & clay which shall be dumped

at the proper places as suggested in the Mining Plan. A little soil cover is available on

the top of mining area. Which shall be removed and spread over the safety zone

alongwith some waste generated during mining for plantation purposes and rest of the

waste in shape of sand mixed silt shall be left in the exhausted area for agriculture or

horticulture purpose.

Liquid Effluent: No liquid effluent will be generated at the mining site due to the

mineral excavation.

Land Use of the area:

The district is spread over valleys and higher elevations. The cultivation is being done

on large scale in Kangra valley. The proposed mining lease area is located on the foot

hills of Dhauladhar Range and is very fertile, suitable for the growth of fruits like

guava, orange, kinnow, mango and other citrus fruits. The land is also very suitable

for the growth of food grains. The cultivation of paddy, wheat, maize, pulses and oil

producing seeds are common in the adjoining areas. It has been observed during the

past 20 to 30 years that the farmers are preferring to grow fruits and off season

vegetables than cereals. Except the valley area, most of the land is either under forests

or grasslands with Cheer, Kail & Deodar trees on the higher reaches upto a height of

2000 to 2500 m from MSL. The land use pattern of the surrounding villages of the

mining lease area is shown below:

4.3 Topography & brief Geology of the Mining Area:

The area where the mining lease area is located, falls in the Siwalik Group of rocks.

Study of the rocks in and around the leased out area shows that it is full of river borne

sediments. These sediments have been generated by the erosion process of different

formations which are encountered by Chhonchh Khud right from the origin to the

lease site. From the study of the sediments, it can be well derived that sediments from

the upper reaches up to the area under question are mostly the sediments of quartzite,

which are essential product of the origin from Siwalik System of rocks as the

Siwalik are encountered in the stream course. The upper reaches have granite

formations but the granite boulders are hardly seen in the leased area. The sediments

are rounded to sub rounded.

The banks comprises of terrace deposits and exposures of bed rocks are not seen

exposed in the mining lease area. However, along hillside exposed formations, the bed

rocks of Siwalik formations are exposed. The mining lease area is covered with river

borne deposits which have been deposited by Chhonchh Khud in large quantity during

flood season. The river receive its sediment load from the disintegration/erosion of the

rocks forming catchment area. The deposits contain sediments of quartzite,granite,

sand stone, lime stone with fine nature of sand, silt and clay. The detailed Geology of

the region has been discussed in Approved Mining Plan.

4.4 Existing Land use Pattern and Shortest Distances from Forests, Water Bodies,

Eco-Sensitive Areas etc.

The proposed mining lease area is a part of terrace of chhonchh khud having no

growth of vegetation and is undeveloped land. There is no forest land or agricultural

land in the mine area. The nearest water body is Pong Dam which is nearly 45 Km

from the mining area. There is no Eco-sensitive area near the mining lease area.

4.5 Existing infrastructure

The site has no existing infrastructure except for connecting roads for transportation.

4.6 Soil Classification

The terrace area, in which the proposed mining lease area falls, comprises of boulders,

cobbles, pebbles ,sand, silt and clay brought down by the flow of water in rains. No

vegetation except grass or weeds exits in the proposed mining area. In the surrounding

villages of the mining project, agriculture fields are existing having some irrigated

and unirrigated land. There exists no forests near the mining lease area. The nature of

the soil is generally sandy loam and suitable for cultivation.

4.7 Climatic Data from secondary sources

Rainfall varies significantly with altitude of the area. The climate of the proposed

lease area can be classified into following three categories:-

Winter - October to Mid-March

Summer - Mid-March to Mid June

Rainy season: - Mid June to September

Annual Rainfall (in mm) data of the area since 2009 to 2013.

The maximum temperature recorded in last few years indicate the various variations

in temperature reaching as high as 44ºC in May-June and dropping as low as 0ºC in

January. The rainy season (Monsoon period) from late June to late September

recorded almost 80 % of rainfall. The intensity of rainfall (as shown in above figure)

during this period causes heavy erosion in the hills and floods in the Khuds (Streams).

4.8 Social infrastructure available

Road Connectivity The proposed mining site is approachable by Damtal-Indora

(MRD 42) road through a link road approximately 875 m in

length to reach the mining site located on the right bank of

Chhonchh Khud on the river terrace.

Nearest Railway Station Kandrori Railway Station is about 1.0 Km in West direction

(Road distance).

Nearest Airport Gaggal (Dharamshala) Airport is about 84 Km in South-East

direction (Road distance).

Nearest School/College Govt.Sr. Sec. School Kandrori is about 3 Km in West direction

and Govt. College Dharamshala is nearly 94 Km in SE

direction (road distances).

5. PLANNING BRIEF

5.1 Planning Concept

Mining will be done as per the guidelines of The Himachal Pradesh Minor Minerals

(Concession) And Minerals (Prevention of Illegal Mining, Transportation and

Storage) Rules, 2015.

5.2 Population Projection

The project will employ most of the workers from nearby villages. Thus, there will no

increase in population due to the project, few people may come for a visit that can

take place for a day or two.

5.3 Land use planning (Break up along with green belt etc.)

Within the lease area, open cast manual & semi mechanized method of mining will be

adopted on the terrace of Chhonchh khud. The minerals available in the proposed

mining lease area shall be excavated in their existing form and after segregation,

boulder and cobbles shall be utilized in the stone crusher to manufacture grit and sand

be sold to the consumers at mining site. No green belt is proposed. However,

plantation shall be raised in the no mining zone as suggested in the mining plan.

5.4 Assessment of infrastructures demand

Infrastructure like, resting shed for workers with sanitation and drinking water

facilities, evacuation road and site services will only be required.

5.5 Amenities / Facilities

The following facilities/amenities will be extended by the mine management:

• Direct and indirect employment, most of which will be from nearby villages.

• Arrangements for safe and healthy working conditions.

• Provisions of drinking water.

• First Aid facilities and Health Check-Up camps for the workers.

• Provision to provide gas masks for the protection from dust.

• Provision to provide mining shoes for the protection of any kind of accident

due to extraction of big boulders.

6. PROPOSED INFRASTRUCTURE

6.1 Industrial Area (Processing Area)

No industrial area is proposed.

6.2 Residential Area (Non-Processing Area)

As the local people will be given employment, no residential area/housing is proposed

under this project. However labor rest shed shall be constructed for the workers for

retiring during the lunch hour or bad weather.

6.3 Green Belt

No green belt is proposed in this project. However, local species of plants shall be

planted including Eucalyptus & Poplar in the no mining zone of the mining project as

suggested in the mining plan for the greenery & safety of environment.

6.4 Social Infrastructure

• Road facilities: Existing roads will be maintained regularly.

• Employment opportunity

• Secondary employment opportunities

• Construction of toilet at Gram Panchayat Shekhupura and its maintenance.

6.5 Connectivity

The proposed mining site is approachable by Damtal-Indora (MRD 42) road

through a link road approximately 875 m in length to reach the mining site located on the

right bank of Chhonchh Khud on the river terrace.

6.6 Drinking Water Management

Water required for drinking purpose will be provided to the working personnels from

the personal bore well of the proponent.

6.7 Sewage System

No sewage system is proposed. However, for sanitation purpose, portable toilets

will be made available.

6.8 Industrial Waste Management

No industrial waste will be generated in this project.

6.9 Solid Waste Management

The solid waste in shape of silt generated during the mining activities shall be

dumped at proper places as suggested in the mining plan for plantation purposes and

shall also be back filled in the exhausted mining pits.

6.10 Power Requirement & Supply/Source

No power is required for the mining purpose.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The project will bring economical benefits to the state by way of Royalty on minor

minerals and other taxes as applicable from time to time. The local Panchayat shall

also get cess on the production of minerals on the specified rates approved by the

Government. Achieving a huge infrastructure as being envisaged by Government of

India particularly in roads and building sector requires basic building materials. The

mining activities as exiting are the backbone of all construction and infrastructure

projects, as the raw material for construction is available only from such mining.

Sand, Bajri & crushed grit is in high demand at the local market for real estate

industry.This project operation will provide livelihood to the poorest section of the

society/economically backward population. It provides employment to the people

residing in vicinity directly or indirectly. Thus the project brings about socio-

economic improvement of the area and will prove beneficial to the area.
