The Leicester City Partnership Background Our off-site Pre-16 Collaborative Programme has been running in Leicester and Leicestershire since 2002. Each year the provision develops to meet the needs of students, giving enhanced access to a broader education at Key Stage 4. The Pre-16 Collaborative Programme includes ‘Future Pathways’ which is designed to allow students to taste a range of options in Year 10 then choose one to study towards an accredited qualification in Year 11. Through the provision detailed in this Collaborative Handbook, Training Providers as well as Colleges and others are able to work more closely with schools in widening the Key Stage 4 curriculum. This provision is underpinned by Leicester City “Q Mark”, an externally assessed kitemark which all participating Training Providers must work towards. “Q Mark” promotes self-assessment and continuous improvement and supports a range of quality monitoring processes operated by VESA. The sharing of good practice and the use of Partnership and Service Level Agreements serve to strengthen the position of local schools by contributing to quality assurance and detailing clearly the responsibilities of all partner institutions. Staff and student feedback from previous years shows that these courses are helping to maintain the interest of Key Stage 4 learners by broadening the curriculum and also enhancing levels of attainment. They give students an opportunity to explore a vocational or occupational area in more depth before they leave school and help them to make informed choices at 16 and beyond.

What is Vocational Learning and how does it impact on Learners? It is a widely shared view that all learners, irrespective of ability, can benefit from an element of vocational learning as part of a wider curriculum. At the same time, there may be some learners for whom enhanced vocational learning is more appropriate to their needs and interests. These are the principles which underpin our off-site provision. We are in a time of significant change in the educational landscape. This will have particular impact on the 13-19 sector. Changes to vocational qualifications and their value in the Performance Tables have been made and may continue to impact on the use of vocational qualifications. Against this backcloth we are committed to continuing to offer high quality off-site provision for Leicester City learners. Our local programmes provide a range of vocational learning; This is learning designed around a specific job role and skill development with a

large amount of practical work included. The courses outlined in this handbook will prepare Leicester City learners for

Traineeships or Apprenticeship routes Post 16, as well as further full-time vocational study, e.g. Construction, Motor Vehicle, Hospitality.

Vocationally related learning provides a framework in which learners can study in a

more practical environment within a vocational sector, providing excellent opportunities to develop an understanding of the world of work and employability skills, e.g. Childcare, Hair & Beauty, Sport & Leisure.

Aims of our VESA Programmes To broaden and balance the learner’s curriculum as part of a shared experience

with Training Providers. To promote 13-19 Progression and increase learners’ understanding of choices at

16+ and prepare them for working life. To develop student competence and maturity and enable them to make informed

choices. To provide a different context for students to demonstrate their ability to achieve. To promote equal opportunities, raise aspirations and break down stereotypes.

VESA Off-Site Provision

The VESA off-site provision has 2 strands.

Leicester City Future Pathways Programme

The Future Pathways Programme has been designed to respond to the needs of students who will benefit and respond to practically-based courses. Students will taste a range of options in Year 10 and then choose one of these options to study towards a recognized qualification in Year 11. The Future Pathways scheme provides enhancement to the KS4 curriculum. In the majority of schools, the main components of the programme are:- Key skills development & application (focus: communication skills, team skills and improving own learning) Vocational tasting with an FE college or another provider (Year 10) Achievement of a vocational qualification at College or a Training Provider Careers Education & Guidance, Job seeking skills

Future Pathways Tasters

Future Pathways Tasters run on Friday afternoons, from 2pm - 3:30pm.

The aims of the Tasters are: To clarify student choices and future aspirations To enable students to make informed choices for their Year 11 off-site opportunities

NB: A separate Handbook detailing the courses available will be issued before the end of the Spring Term. 2 Year Programmes

Designed for students who have a strong interest in a particular vocational area. Next year students will attend for 2 x half days on Tuesday and Thursday afternoons during Year 10 and 11. There are two subject areas offered within this programme; Hair & Beauty Motor Vehicle

1. How can I guarantee that every learner who applies is going to be offered a place on a course? You cannot guarantee that. However, you can greatly increase the chances of success by applying on time, filling in all the requested information on the application form and ensuring that the learners are being put forward for an appropriate course that meets their needs and aspirations.

2. Who arranges and pays for travel to and from school? The school is responsible for arranging and paying for travel.

3. Can these qualifications count towards the School and College Achievement and Attainment Tables? We have worked closely with our providers to ensure, where possible, the courses offered through this handbook are included in the list of 14-16 qualifications carrying performance points for 2015 (Future Pathways) and 2016 ( 2-year ) reporting. However, in some cases we will continue to offer courses that are not on either lists because there may not be a suitable alternative or we believe, they provide the best option for students because of the content of the curriculum and the way in which this provides a seamless progression to higher level courses post 16. At the bottom of each course details page we have indicated the status relating to the relevant lists. 4. Who is responsible for managing the quality of the course provision? Ultimately, it is the school that is responsible for the provision received by their learners. School staff should visit classes to see their learners in action and should log in to Collaborative Learning Manager (CLM) to monitor the attendance and progress of their learners. VESA 13-19 Support Agency works closely with Colleges and Training Providers to promote the development and implementation of consistent practice and quality procedures.

5. Can a learner join the programme late? Places will be allocated to those learners who go through the selection process in the Leicester City Partnership Prospectus application timetable. Should any places become available late in the summer term or early in the autumn term, schools can put forward potential learners.

6. How will the school know if the learners are attending regularly? The providers are expected to report absences to the school within 30 minutes of the start of the lesson on the same day using Collaborative Learning Manager (CLM), please see page 10.

7. How is learner progress monitored? Schools can check the progress and achievement of their learners online through Collaborative Learning Manager (CLM), please see page 10.

8. What happens if a student is excluded from the course? It is very rare for a student to be excluded from a course and this only happens after the partnerships agreed disciplinary procedures have been exhausted and there is no improvement in the situation. In the case of exclusion the school will need to make arrangements for the student to return to school.

9. How do the learners know what is expected of them? Providers should give learners information at interview and in the subsequent Year 9 induction. The induction will highlight the differences between school and college/ training provider and clarify rules and expectations. Throughout their programme, assessment and achievement targets will be set and monitored.

10. What are the main progression routes from collaborative programmes?

Each learning programme listed in this Collaborative Handbook has one main progression route listed in the entry. This is usually the most obvious option within the same vocational area but at the next level.

The courses also offer progression onto a range of Traineeships and Apprenticeship opportunities.

11. What are the funding arrangements and costs?

Partnership discussions are currently taking place to agree the cost of these off-site programmes in view of the changes to the way the funding to support Practical Learning has been allocated. We are mindful of the urgency in letting you know the specific costs for 2014/2015 and will forward these to you as soon as details are available.

12. What happens if a student leaves a programme?

The interview, induction and guidance process has been designed to support students in making the right choice of course; this has led to increased retention and achievement rates of students across all programmes. Occasionally, however, a student may be withdrawn from a course for various reasons. We ask schools to support us in ensuring we keep this drop out to only exceptional cases as too many withdrawals may mean that a group which is reduced in size becomes financially unviable.

The following costs will apply to students withdrawing from the two-year and Future Pathways Year 11 courses:

Individual student withdrawal from a course within the first three weeks will incur an administration charge of £100.

If a number of students from one school are withdrawn within the first three weeks and the course then becomes financially unviable, full payment will be charged up to the point of viability, then £100 per student after this point.

Withdrawal from a course after 3 weeks from the start date will incur the full cost of the programme.

13. What do students need to bring with them? Learners are expected to bring their own writing equipment, but, as a general rule, specialist resources and equipment will be provided.

14. What are the arrangements for learning support? Learners in schools who would normally have learning support at school are entitled to learning support while they are with an off-site provider. It is the responsibility of the school to ensure that this happens. If the pupil has individual support, the support member of staff would be expected to go with them to the provider. If the designated support is of a small group nature and the whole group is going to the provider, their support assistant should go with them. For students who have learning support needs, schools will be required to provide relevant information from their “Individual Education Plan” (IEP).

Collaborative Learning Manager (CLM)

CLM is an internet programme which allows you to track the attendance and achievement of students who attend off-site provision, in partnership with the VESA 13-19 Education Support Agency.

During the 2013/14 academic year, there were 642 students registered on the system, from 15 schools across the city and county.

CLM also gives you and the training provider the chance to compare notes on students and work together to make the whole experience smoother, and easier to track, throughout your students’ time away from school.

Updating information

If there are any changes that need to be made on the CLM system, please get in contact with us as soon as possible, so we can keep the records up to date. Whether it is a withdrawal of a student, a misspelt name or an incorrect date of birth, we need to know.

A User Guide has been prepared to help school staff.

How do I access CLM?

CLM can be accessed through any computer with internet access. All you have to do is type in the following web address in your web browser…

https://vesa.clm.uk.net This is where you will be prompted for your username and password, given to you by VESA. The log-in screen is as shown below… Once logged in, you will be able to track the attendance and progress of your learners throughout the academic year and liaise with their tutors using the online notes system.

Application Process and timelines 2014/2016 This year we have aligned the application process with CLM which allows the internal transfer of student data from the application form to class lists and registers, as a result making the process much more streamlined and accurate. We have tried to ensure minimal changes to the actual application form but students and teachers will now need to log into CLM rather than the VESA website to complete the form . On-line applications can be made at any time via CLM between 26th February 2014 and 11th April 2014.

Learners will be interviewed for these courses to assess their suitability for the course on offer. If courses are oversubscribed or the learner is not suitable for the course, you may be contacted by the Partnership Management Team to see if you would like applications passing to other providers as they may be able to offer a suitable alternative. The aim is to ensure that learners are selected for courses which best match their aptitudes and abilities and which they are keen to attend.

This interview process has proved very beneficial with previous cohorts and has contributed significantly to improved levels of attainment. However, it can mean that some pupils are offered their second choice option if they are not successful with the first.

Once learners have decided to apply for a course, they should complete their section of the on-line application form. The school should then complete the additional information part of the form. Please add as much detail about the learner as possible, to enable Providers to support them appropriately. Learners may make only 1 application unless they are able to attend two different courses at different times.

A Guide for Students’ currently completing Year 10

What is the Future Pathways Programme? In Year 11, as part of your programme, you will have the opportunity to spend one day a week at either Leicester College, Learn Fit Sports Academy, 1 Take Training, Heart of England, Future Cycles, Chill Enterprises, Mere Lane Riding School and Outdoor Pursuits Centre, Soar Valley Music Centre, The Olive Grove Cookery School or South Leicestershire College. You will follow a vocational course, leading to a nationally recognised qualification.

This Handbook provides details of the vocational courses that will be available to you from September 2014. All courses listed in this booklet under Future Pathways are for one academic year.

What should I think about when making my choices?

Which Year 10 Taster Courses did you enjoy? What do you want to do in the future when you finish Year 11? Discuss your choice with your school tutor and parents / carers. Are you willing to travel to the place where the course is being run?

What do I do when I have made my choice?

When you have decided what you want to do, you must complete an online application form by Friday 11th April 2014. Your teacher will show you how to do this. You will be asked to give a first and second choice, and the reason why you have chosen them.

What happens next?

After you have applied, you will be invited to attend an informal interview with the staff from the course you have chosen. This is to make sure you have made the right choice and that you are right for the course.

Please take the time to look through all the courses on offer and make sure you choose a course that you feel will be a benefit to you and your future.

The next section lists all the courses on offer and the dates that you will be attending the programme. The rest of the Handbook has a full page description of each course to help you make your decision.

The year plan on page 42 identifies the weeks Providers will be open to deliver programmes. Individual schools may need to negotiate with lecturers over withdrawal of students for e.g. work experience, school trips, or internal exams. However, it is essential for the success of these courses that students get into the habit of attending regularly. Please encourage, wherever possible, school colleagues not to arrange exams / visits on an off-site placement day. With regard to work experience, it may be possible for students to use their placement to provide evidence that can be used towards their vocational qualification - schools should make contact with the appropriate tutor, or the College/Training Providers Co-ordinators, or VESA, to explore possibilities.

What will I do on this course? This course is designed to build on your interest and passion for the hair and beauty industry. This Introduction to the Hair and Beauty Sector will provide you with an ideal, practical introduction to prepare you for further learning or training. This is a mainly practical course, although you will be required to develop a portfolio of evidence so there will be some requirement for written work and personal research. Students will have the opportunity to experience a range of areas within the Hairdressing and Beauty Therapy sector. Where will I be doing this course? Heart of England Training, James House, 55 Welford Road, Leicester LE2 7AR When will I be doing this course? Every Tuesday and Thursday afternoon, from 1.30pm - 3.30pm. What prior learning is required? No previous experience is required but you must demonstrate through your application and interview a keen interest in this subject area and the commitment to work hard at all times. What are the progression routes after this qualification? This course will provide you with the necessary knowledge and skills to progress onto a full time course in either Hair or Beauty Therapy or employment through an apprenticeship route. What will I do on this course? You will learn what Engineering is all about and examine the different opportunities it has to offer. As well as understanding the theory behind automotive engineering, you will learn practical skills and develop an ability to solve problems both individually and as part of a team.
