1 General
Wuhan Wastewater and Storm Water Management Project comprises two components: (a) The Wastewater Management Project t comprises 5 sub-projects, which are: (1) Wuchang Erlangmiao WWTP Expansion and Upgrading Project; (2) Hanyang Nantaizi Lake WWTP Expansion and Collection System Project; (3) Hankou Huangpu Road WWTP Upgrading Project; (4) Caidian WWTP and Collection Systems Project; (5) Dongxihu Wastewater Collection Systems Project. (b) The Storm Water Management Project comprises 4 sub-projects, which are: (1) Yangsigang Pump Station and Storm Water Box Culvert Project (Yangsigang Sub-project); (2) Three Gates Connection Project (Three Gates Sub-project); (3) Changqing Pump Station Expansion Project (Changqing Sub-project); (4) Luojiagang Canal and Luojia Road Pump Station Expansion Project (Luojiagang Sub-project).
Wuhan ADB Financed Wastewater and Storm Water Management Project Resettlement Plan was
approved by Asian Development Bank in 2006.
2 Monitoring and Evaluation of Resettlement
2.1 Target and Task
To make periodical monitoring and evaluation on land acquisition and resettlement in order to make sure that resettlement target is realized. To propose evaluation opinions and suggestions on the holistic resettlement and rehabilitation status of affected people’s living level through exterior independent monitoring and evaluation so that project administration department can get warnings in advance. To propose opinions and suggestions on problems appeared in resettlement.
School of Economics and Management, Tongji University, is retained to be the exterior
independent monitoring and evaluation unit. School of Economics and Management, Tongji
University, will supervise and evaluate the resettlement work by investigation into affected
people’s living level according to related rules, monitor the implementation of the resettlement
policy, investigate the progress of the resettlement, monitor and evaluate the investement of the
land acuisition and resettlement, submit resettlement monitoring and evaluation report to Wuhan
Urban Construction Foreign Fund Office and ADB.

2.2 Principal Indicators of Monitoring and Evaluation
(I) Principal Indicators of Monitoring (i) Progress: include progresses of preparation and implementation of land acquisition and
resettlement; (ii) Quality: include project quality, degree of affected people’s satisfaction on resettlement; (iii) Investment: include payoff and application status of fund; (iv) Payment of Resettlement Compensation.
(II) Principal Indicators of Evaluation (i) Economic Status: Status of households’ economic progress before and after resettlement,
including household’s possession status of production material and livelihood material, status of asset or income;
(ii) Environmental Status: Residential environment before and after resettlement, including infrastructure changes of transportation, education, healthcare, and commercial service;
(iii) Employment Status: Occupation changes, employment ratio, and helps supported to different object, especially poor households, minority households;
(iv) Community Development: Status of community economy, environment, interpersonal relations, and public voice after affected people are relocated in new community;
(v) Status of Disadvantaged Groups
2.3 Survey of Resettlers’ Living Standards
The necessary data can be obtained by periodical survey, random interview and site visits, based
on which statistical analysis and evaluation are performed.
Questionnaire of livelihood level is consisted of every indicator measuring production and
livelihood level, whose change before and after resettlement reflects progress status of production
and livelihood level. Whether designed indicators accurately reflect changes of affected people’s
production and livelihood change will be checked up in the sample-based survey. Indicators will
be improved according to realistic conditions so that acquired information can completely and
really reflect affected people’s production and livelihood level.
2.4 Public Consultation
Economic and Management College of Tongji University will participate in the public
consultation conferences held by the villages and townships aperiodically. By this method, the
institution can evaluate the effectiveness the public participation and the cooperative attitude of
the resettlers towards the RP implementation. Such activities will be conducted during and after
the resettlement implementation.

2.5 Resettlers’ Opinions
Economic and Management College of Tongji University will often interview the district s
resettlement offices and villagers to know the opinions collected from the resettlers and interview
the resettlers who have grievances. The institution will report the opinions and suggestions from
affected individuals and collectives to the Project Resettlement Office, and provide advice for
improvement, so that the resettlement implementation can be more smooth and effective.
2.6 Other Indicators to be Monitored and Evaluated
Economic and Management College of Tongji University will monitor the following activities in the process of implementation:
(1) Relocation of resettlement;
(2) House rehabilitation;
(3) Production arrangement and rehabilitation;
(4) Support to vulnerable groups;
(5) Re-construction of special facilities;
(6) Payment and amount of the compensation;
(7) Resettlers’ transfer;
(8) Employment of laborers;
(9) Training;
(10) Schedule of the items above mentioned;
(11) Organizational efficiency for the resettlement;
(12) Use of compensation of the collective-owned land;
(13) Resettlers’ incomes, expenditures, and assets;
(14) Employment of the surplus laborers and income increase of them.
2.7 Monitoring and Evaluation Schedule
Conduct first monitoring in July 2007, submit first Resettlement Monitoring and Evaluation Report. Conduct second monitoring in January 2008, submit second Resettlement Monitoring and Evaluation Report. Conduct third monitoring in August 2008, submit third Resettlement Monitoring and Evaluation Report. Conduct fourth monitoring in January 2009, submit fourth Resettlement Monitoring and Evaluation Report. Conduct fifth monitoring in August 2009, submit fifth Resettlement Monitoring and Evaluation Report. Conduct sixth monitoring in January 2010, submit sixth Resettlement Monitoring and Evaluation Report.

Conduct seventh monitoring in August 2010, submit seventh Resettlement Monitoring and
Evaluation Report.
2.8 Approaches of Independent Monitoring and Evaluation
2.8.1 Checkout
Monitoring and evaluation group will discuss work status of resettlement with Wuhan Urban
Construction Use of Foreign Capital Office, WMWC, Wuhan Jianxing Infrastructure Construction
Company, correspongding project management departments of Dongxihu and Caidian projects
and related department of affected comunity, and principally spot-check implementation status of
Resettlement Plan of Wuhan Wastewater and Storm water Management Project.
2.8.2 Sample Survey
To spot-check occupied land quantity of affected people and quantity of dismantled houses,
randomly sample households from seriously affected villages to check, and consult affected
households’ opinions and suggestions about resettlement investigation, and collect basic materials
of sample households for next step’s monitoring on payment of compensation.
2.8.3 Interview and Observation
The monitoring and evaluation group called at each resettlement implementation organizations,
resettlement work staff, affected residents in order to get the basis condition of the affected
community and the progress status of resettlement of Wuhan Wastewater and Storm Water
Management Project. Monitoring and evaluation group interviewed key information providers,
reviewed the land acquisition and resettlement status of each sub-projects.
2.8.4 Monitoring and Evaluation of Resettlement Organizations
Monitoring and evaluation the policy implementation and the efficiency of the land acquisition
and resettlement work of the related personnel.
3 Monitoring of Resettlement Organizations
Wuhan ADB Financed Wastewater and Storm Water Project Management Regulation was issued
by Wuhan Urban Construction Fund Office on August 6, 2006, which defines the responsibilities
of each organizations.
Wuhan Urban Construction Fund Office is the owner institution of the project. Wuhan Construction Use of Foreign Capital Project Management Office is responsible for the day-to-day

management.
Wuhan Urban Construction Fund Office is the body corporate of the Storm Water Management
Project. Wuhan Jianxing Infrastructure Construction Company is the implementation organization.
Wuhan Municipal Drainage Company is the body corporate of the Wastewater Management
Project. It is also the implementation organization of the Wastewater Management Project in the
main urban erea.
Corresponding project management departments have been assigned as the Wastewater Management Project implementation organizations of Dongxihu and Caidian sub-projects.
Wuhan Dongxihu District Government established Wuhan ADB Financed Three Gates
Connection Wastewater and Storm Water Management Project Coordination Leading Group on
April 16, 2007, which in charge of the implementation of the project.
Opinions of monitoring and evulation group: The responsibility of each sub-project
implementation organizations has been defined. Sub-project implementation organizations take
charge in the concrete resettlement implementation work. Reasonable organizations, clear work
division are the precondition of the resettlement implementation.
4 Implementation Progress of Resettlement

Opinions of monitoring and evulation group: As a result of the land acquisition and resettlement work of this project is ongoing, the land acquisition and resettlement procedures should be conducted by the related implementation units quickly according to the domestic procedures, make the land acquisition and resettlement work implement smoothly.

4.3 Updated Project Plan
The plans have been updated. The updated plan of Wastewater Management Project is given in table 3, the updated plan of Stormwater Management Project is given in table 4.

The main resettlement implementation work by Wuhan Jianxing Infrastructure Construction Company is the Storm Water Management Project. Time: AM. June 6, 2007 The implementation work of Three Gates Connection Project is being prepared. Preliminary design of this project is reported to Wuhan City Development and Reform Committee for approval. The “approval letter and certificate” are being conducted. Dongzheng Evulation Office Company is commissioned to conduct the spot preliminary survey. The land acquisition and housing demolition agreements will be decided after negotiating with the affected people in compliance with relevant laws, legislations and policies of Wuhan City and People’s Republic of China, as well as in accordance with ADB principles and policies of involuntary resettlement. Area involved of this project preliminary investigation includes Jinkou Village, the development zone, the golf course, Jinyinhu ecological park, Jiangjunlou Office, Machi Resident Committee, etc. The compensation negotiation has not been conducted with the affected units for the land acquisition procedures have not been formally approved. According to the fund management of the land acquisition and resettlement, Wuhan Jianxing Infrastructure Construction Company will subscribe the compensation agreements with the affected person and Foreign Capital Office Clearing Center will distribute the fund to the affected person after the compensation agreements were approved by Wuhan Use of Foreign Capital Office. Three persons assigned by our company are in charge of the land acquisition and resettlement work of Three Gates Connection Project. They all have related land acquisition and resettlement work experience, have taken charge in ongong World Bank Financed Wuhan City Transportation Project. The land acquisition and resettlement work of remaining sub-projects financed by ADB is being prepared.

The land acquisition and housing demolition of Hanyang District Nantaizi Lake Sub-project charged by Wuhan Municipal Drainage Company is under way. 140 mu land will be occpuied in plan, a 7.8 km of sewage collection system and two pump stations will be constructed. The quantity of housing demolition is still in investigation. Temporary occupied land of the pipeline and the pump station is small relatively. The temporary occupied land acquisition work does not start and the site selection has not been finalized. Land acquisition procedures of plant area are being processed. No new land will be occupied for Wuchang Erlangmiao WWTP Second-stage Engineering. Wuchang Erlangmiao WWTP First-stage Engineering occupied the reserved land in 1999, only 180 mu of which was used. No new land will be occupied for Huangpu Road WWTP Second-stage Engineering. The engineering content is upgrading current wastewater treatment technics. The staff engaged in the land acquisition and housing demolition of the project all have practical experience. They have land acquisition and resettlement experience in the use of foreign investment projects,. Comment: Wuhan Municipal Drainage Company pay great attention to the land acquisition and resettlement work of this project. The personnel with related knowledge and experience are assigned for this project. Land acquisition and resettlement work of Nantaizi Lake Sub-project is ongoing.
7 Conclusion and Suggestion
7.1 Conclusion
(1) Wuhan City Fund Management Office pays great attention to Wuhan ADB financed city project. Wuhan ADB Financed Wastewater and Storm Water Project Management Regulation was issued specially, which define the responsibilities of each organizations. (2) Wuhan City Construction Use of Foreign Capital Project Management Office assigns particular people with abundance experience to take charge in the coordination work of land acquisition and resettlement. (3) Wuhan Jianxing Infrastructure Construction Company and Wuhan Municipal Drainage Company assign special people for land acquisition and resettlement work. (4) Some earlier preparations is being conducted for the land acquisition and resettlement work of this project. Large-scale land acquisition and resettlement work has not been done.

(5) The land acquisition and resettlement implementation progress of this project is behind schedule compared to the land acquisition and resettlement plan approved by ADB.
7.2 Suggestion
(1) Further strengthen the connection with Wuhan City Construction Use of Foreign Capital Project Management Office and the two sub-projects of Dongxihu District and Caidian District. (2) Further accelerate the transaction of land acquisition procedures according to the project progress, accelerate the land acquisition and resettlement progress. (3) Further strengthen public participation of the land acquisition and resettlement work.
