INTRODUCTION

Children’s services in Gloucestershire have made a continuing commitment to develop as a learning organisation and this training programme is a key part of growing our service, valuing our people and making a difference. By building upon the skills and knowledge of our teams we will deliver the best possible support to the counties vulnerable children and young people. This training plan has been developed by listening to what our people have said during the 2016 Health Check and from lessons learnt from serious case reviews, compliments and complaints and case audits. The training schedule is tailored to developing the specific knowledge and skills of our workforce along with meeting statutory requirements. We have a relentless focus and commitment to building our workforce’s expertise and experience. Our priorities for improvement 2017-18 are:

Understanding and improving the impact of our work As a result, this year the PSW’s and Senior Managers have agreed on 4 training priority areas to drive forward this improvement plan :-

1) The Impact on the child and their lived experience 2) Assessment & Analysis 3) Planning (Permanence) 4) Legal Framework.

GSCB Training It is a mandatory requirement that all workers are fully trained and keep up to date with child protection training. GSCB training is an integral part of a worker’s 5 days per year training allowance and discussion is required on a regular basis in supervision and staff appraisals to ensure workers are undertaking inter-agency GSCB training, alongside other mandatory/essential training detailed in this training programme.. NB: Evidence of up to date GSCB training will be mandatory for workers at interview ASYE’s & GSCB Compliance

· Complete the 1 day Child Protection Introduction · Complete the 1 day Working Together (Core Groups/Conferences etc) · Based upon work priorities, complete within either Yr 1 or Yr 2 of practice the Domestic Violence 2 day course

ASYE’s will not be able to progress further until the above have been completed and

evidenced in their portfolio.

All other Social Workers/ Senior Practitioners/Managers/Service Leads &

Compliance – revision & update required every 3 years

· The Advanced Practitioner 2 day Course and/or · ½ day revision updates · At interview we will require evidence of CPD

We have strengthened our partnership with GSCB and some courses for this year are jointly run, to ensure a multi disciplinary learning experience is offered for all our people. Restorative Practice Restorative practice is a term used to describe a way of behaving which helps to

build and maintain healthy relationships, resolve difficulties and repair harm where

there has been conflict.

When we work with and alongside people, rather than make decisions about them in

isolation, there is strong evidence to say that outcomes for children and their families

are improved

There is no one restorative theory; rather it describes a ‘way of being’ when

communicating and resolving difficulties. Restorative practices enable those who

work with children and families to focus upon building relationships that create

change. Creating change sometimes requires challenge as well as support.

Restorative practices range from formal to informal processes that enable workers,

managers, children, young people and their families to communicate effectively. The

processes used focus upon removing barriers, proactively promoting a sense of

community, understanding, social responsibility and shared accountability.

We have begun our journey to embed restorative approaches in our every day work,

and I hope that the children & families we work with are seeing real changes in our

interactions with them, & and the benefits these bring to their lives.

We are currently establishing a programme of training across the county for all staff

and further details will follow in due course.

Embedding Effective Supervision – a framework for good practice

We remain committed to ensuring we develop and embed our practices so that we provide effective supervision across the service. We are now in our 2nd year of working closely with In Trac to ensure managers are trained in delivering good supervision and our supervisees know what good supervision looks like. Supervision courses available to staff are listed later in this training programme.

We have revised our supervision policy, recording template & supervision agreement and we held a launch event to walk you through the framework on December 2016. Please refer to Tri-X. Culture & Diversity

In Gloucestershire we are committed to ensuring our workforce has is skilled and

knowledgeable in working with children and families from a wide range of cultures

and backgrounds.

SARI (Stand Against Racism and Inequality) continues to be contracted by GCC to

deliver specialist interventions for our workforce to support them to achieve best

practice in their services to children and families with regards to equality, diversity,

race equality and cultural competency.

Please see details of specific training and SARI surgeries across the county listed

later in this programme.

Your Continuing Professional Development (CPD) All qualified social workers need to meet the HCPC requirements by attending 15 days of mandatory training over a 3-year period. Please note that all mandatory training is highlighted red. The expectation is that all mandatory training will be undertaken within a 3 year period and therefore qualified social workers are expected to attend 5 training events per year. Mandatory training also includes an ASYE Training Programme for Gloucestershire’s Newly Qualified Social Workers. If demand for mandatory courses exceeds supply, then additional mandatory courses will be added to the programme.

It is important for everyone to keep a log of their training and for qualified social workers this is a HCPC requirement. (A very useful & downloadable log is available here: www.hcpc-uk.org/restraints/cpd)

CPD Audits What if I am audited? If you are registered with The Health & Care Professionals Council (HCPC) you could be randomly selected for a CPD audit, and you will have to send a written profile of your CPD to assessors who will decide if the profile adequate.

Your CPD profile, must include a summary (up to 500 words) of your practice history for the last two years, and a statement (of up to 1,500 words) of how you have met the HCPC’s standards, plus evidence to support your statement.

As part of the evidence submitted, your CPD profile should include a dated list of all the activities you have undertaken relating to your CPD, with an explanation for any gaps of three months or more.

Career Pathways

The 2017-2018 Children’s Services Training Programme, which runs until March 2018, includes a combination of external providers & practice workshops, and will range from traditional training days, master classes, workshops and E-Learning. There are also links within this programme to other training providers such as GSCB. It is also worth reminding everyone that the Fostering and Adoption Service also provide their own training calendar each year and if you have any questions with regard to this, please contact Emma Pask, Fostering Training Co-ordinator. Note for Managers: Don’t forget the Brilliant Basics programme available via Our peoplenet. It is expected that all managers attend 2 of these course; Courageous Conversations having been identified as a compulsory course to book onto.

Anyone with a GCC email can open a RIP account and can access RIP training and research through their website We currently hold 80 licenses with CC Inform and each team will have a nominated person(s) with a licence(s). Please contact the Practice Learning team to request a licence.

There is a career pathway for all children’s social care our people and this is dependent upon our people skills and knowledge. There are a variety of courses on offer that apply to those with different responsibilities and roles for example: Family Support Worker, Newly Qualified Social Worker etc, with different types of training available which are displayed in the tables below. Please note all requests for training must be discussed and approved by line managers. Alongside the mandatory training, will also be essential training for non-social work qualified our people and qualified social work our people. Booking Courses All external courses are booked via SAP. Where employees or partners do not have access to SAP, bookings should be made through Learning Service by emailing [email protected], by phoning: 01403 212400 or completing the online form:- Non SAP Booking For all Practice Workshops, target groups will be identified and sent outlook calendar invitations. Master classes invitations will be sent out via Eventbrite approx. 2 months before each event. These may sometimes be targeted to particular teams first before general release. Please ensure you book your training places early & ensure you receive confirmation

of your booking. If you are unable to attend a booked course you will need approval

from your manager to cancel your place. You then need to cancel this via SAP so

that your place can be offered to others.

How to use this training schedule:

The training available is set out below under specific training events such as Masterclasses, Practice Workshops, Back to Basics (B2B) and External Courses on offer to our people. Training groups are identified as A,B,C,D & E and these groups can be found below in the skills & knowledge section.

This calendar can be printed and displayed in team rooms to act as a reminder of what is on offer throughout the year. Please note this calendar is regularly updated.

Future Training & Evaluation Course evaluation is important on many levels, to ensure that our people have good quality training available, and that they learn & develop from the training attended and are able to embed this into their practice. It is important that our people complete training evaluation forms as and when requested. As we strive for continuous improvement we will now be evaluating our training

provision on Levels 1, 2 and 3 of the Kirkpatrick Model. This means that we will now

carry out an analysis of the impact of what is provided on practice. This will be done

This will ensure that line managers request evidence during supervision and our people appraisals about the impact of your training experiences on your learning and development & practice. Please let the Principal Social Workers (PSW’s) know via email ([email protected]) if there are courses which may be beneficial to add to the existing training programme. We will also consult further with everyone on training matters via the annual Health Check, and will collate data from appraisals to ensure the training we offer is in line with identified training needs. We very much hope that you find the training events scheduled throughout the 2017-18 programme of a high quality, and will further embed new learning, skills and knowledge throughout your practice.

Cancellation Policy

Organisational Development and Workforce Planning Team Cancellation policy for internal training

All employees and partners applying to attend an event must agree time off from the workplace for the whole duration of the programme with their manager. All bookings must be made through SAP, and have to be approved through SAP by the line manager. Where employees or partners do not have access to SAP, bookings should be made through Learning Service by emailing [email protected] or by phoning: 01403 212400

Cancellation

All cancellations should be approved by your line manager in the first instance .If cancelling a place is unavoidable; delegates need to cancel the booking through SAP. If they don’t have access to SAP, they should contact Learning Service by emailing [email protected] or by phoning 01403 212400

Considerable disruption is caused when course participants are unable to attend, and it can lead to cancellation of courses at short notice. Due to the high level of last minute cancellations and non-attendance the Practice Learning Team has encountered a significant cost as a result of cancellations in 2016. Please discuss any proposed cancellations with your line manager before hand so that discussions can take about workload and re-prioritising.

We aim to reduce non-attendance in 2017 and will continue to monitor this going forward per team and will report back to Service Leaders annually. In return we will monitor all course bookings. If the number of delegates on a course is low we will:

• make a decision at least 2 weeks before the start of the course if it is necessary to cancel due to low numbers, • contact all participants who have booked on the course to give them as much notice as possible, • suggest an alternative course or date that they can attend.
