Innovation Norway is the ProgrammeOperator (PO):- overall responsible towards the Norwegian Ministry of Foreign Affairs (FMO) for monitoring, financial control and auditing
Innovation Norway - also the certifying and paying authority
Innovation Norway - not a partner in project implementation

DATES - ELIGIBILITY OF EXPENDITURES
- The first date for eligibility of costs is thedate of Innovation Norway’s decision
- The final date for eligibility of costs is 30 April 2016
- No extention of deadline possible.
CO-FINANCING
How to calculate the man-hour contribution?- The real cost of the Employer, limited to salariesand social contribution and taxes paid by theEmployer
Principle for currency exchange- Average currency rate in forcePublished on the National Bank’s web-site for official exchange rates
PROCUREMENT
According to EU and national laws- Order MFE 1120/2013- Innovation Norway’s Procurement
Guidelines for “Best economic practices” - Emergency Ordinance 34/2006

PROJECT MODIFICATION
Inform Innovation Norway about challenges, changes, obstacles in project implementation
- According to the principles given in the Standard Terms and Conditions, Article 11.
- Modifications of management costs alwaysrequire a prior written approval by Innovation Norway
REPORTING REQUIREMENTS- Interim Reports (part of Special Condition)- Deadline 1 month after «cut-off date»- Reporting template on web-site- Bank account statements- Revised Disbursement Plan - Power of Attorney (if relevant)
Reporting on result indicators in thebeginning of each calendar year
Completion report – results achieved etc.Deadline 3 months after project is finished
REPORTING/PAYMENTS FROM INNOVATION NORWAY
- Advance payment (acc. Special Conditions)
- Interim paymentsTo be paid by Innovation Norway within twomonths after settlement of correctness ofInterim Reports
- Last Interim Report = Final Report
AUDITING REQUIREMENTS
- Project Promoter shall submit an auditorstatement with all Interim Reports/Financial Report
- Normally auditing standard ISA 805 (according to Standard Terms & Conditions)
- Costs for auditing included in the projectbudget

MONITORING OBJECTIVES
- Secure implementation according to Programme rules
- Check progress in line with Project Contract
- Identify potential problems and remedythose to the benefit of the project
SELECTION OF PROJECTS FOR MONITORING
- On-the-spot visit to all projects at leastonce (verification of all invoices and projectdocumentation on file)
- Selection based on risk assessment- Random selection (for any reason)- Specific selection (challenges, irregularitiesetc.)
MONITORING cont.
Monitoring will be done by:- Innovation Norway or- External consultant/monitoring agent/
auditor /lawyer /sector expert etc.
Project Promoter will be notified in advance
National Focal Point can be invited to participate in monitoring visits
REPORTING ON IRREGULARITIESDefined as any infringement of the Project
Contract, or the EU and national law
Innovation Norway shall report to the donor, the Norwegian Ministry of Foreign Affairs
Project Promoters and partners shallimmediately report to Innovation Norway any suspected or actual cases ofirregularities (contact details on web-site)
