A. Proposed IP Surveillance and Security Project Design and Scope of Works detail The project aims to improve the overall security and communication system of the

Cagayan de Oro City Water District by installing enterprise grade Surveillance

system and structured cabling. The implementation involves the design and

installation of a.) IP CCTV Camera that supports technology such as video

analytics, HDTV and H.264 Video compression and b.) recording/management

system using industrial grade storage device with built-in video analytics and video

management software to ensure real time viewing and recording of the CCTV

cameras.

The minimum requirements or specification for the Proposed IP Surveillance and Security Project are detailed in the following sub-sections. While it is mandatory for the supplier to meet these minimum requirements, if the design of a particular requirement would need a higher category of product, the supplier should provide as such. The supplier should however provide basis for arriving at the solution being proposed as part of his offer. The supplier should design the solution to provide scalability to Cagayan de Oro Water District (COWD). Basic Requirement: To have a solution for the surveillance and security using IP Surveillance Camera for Cagayan de Oro City Water District (Main Office at Corrales and Kauswagan Sub-Office). The overall Scope of Work (SoW) includes the following:

• To provide an IP Surveillance Camera and Security system. • To supply, deliver, install and configure the said IP camera equipment that

supports the direction of COWD for IP base Surveillance and Security, including structured cabling and network modules for the connectivity of the IP camera equipment to the network.

Note: The above scope of work is indicative and may not be exhaustive in any manner. The supplier shall be assumed to have accounted for best practices, all services and equipment necessary for the IP Surveillance and Security Project. B. Bill of Materials:

ANNEX 1

CONTRACTOR QUALIFICATIONS, TRAINING AND WARRANTY SUPPORT

1) The Contractor shall be fully conversant and capable in the implementation of IP Surveillance and Security Systems and Cabling System. The Contractor shall at a minimum possess the following qualifications:

IP SURVEILLANCE & SECURITY SYSTEM, VIDEO RECORDING AND MANAGEMENT SYSTEM :

Contractor shall submit Letter of Authorization and/or Certificate of Approval from the Surveillance System Manufacturer stating that the Contractor is an authorized business partner and certified installer of the Surveillance System.

Contactor must have at least two (2) Certified Professionals of the brand they offer to ensure that the solution provided and the system to be implemented is based to standards.

The contractor should provide one (1) Project Manager, (1) Field Project Coordinator during the project implementation period.

The contractor must have at least two (2) competent, trained and experienced On-call engineers during the service warranty period

CABLING SYSTEM:

Contractor shall submit Letter of Authorization and/or Certificate of Approval from the Cabling System Manufacturer stating that the Contractor is an authorized business partner and certified installer of the Cabling System Manufacturer.

Contractor shall submit Letter of Warranty Support from the Cabling System Manufacturer stating that the Cabling Installation of the Contractor shall be supported by 20 years System Warranty to be issued by the Cabling System Manufacturer (not by the Contractor) which would cover products, cables, labor and application guarantee for 20 years. The Letter shall mention that the Contractor’s Cabling

installation shall be inspected by in-country Technical Manager from the Cabling System Manufacturer to ensure standards compliance of the cabling installation.

Contractor shall submit copy of ISO 9001 and ISO 14001 Certification of Cabling System Manufacturer.

ANNEX 2

WARRANTY

The contractor shall submit a warranty certificate after the implementation for the following: 1) IP SURVEILLANCE & SECURITY SYSTEM – 3 Years 2) SURVEILLANCE VIDEO RECORDING, VIEWING AND MANAGEMENT

SYSTEM – 3 Years 3) Network Cabling – at least 20 years

IP Surveillance and Security Project

The contractor must have at least 1 unit standby camera equipment (OFFSITE) in case of failure and trouble during the warranty period

If the specified hardware specification are no longer available given that existing models are phased out, and new models are released, the contractor will deliver the latest equipment of equal or better specifications to those prescribed by the COWD at no additional cost

ANNEX 3

IMPLEMENTATION, DESIGN & LAYOUT

The contractor shall submit design and layout.

The contractor must submit weekly progress report during the implementation run

The Contractor shall attend to issues and other technical problems relating to Video Surveillance and LAN which may arise during the implementation run

ANNEX 4

TRAINING

The contractor shall provide an In-house System Administrator’s Training upon implementation of the system and turn-over.
