industrial and public developments. We also carry out routine maintenance to
existing electrical installations. We have completed many project and have

Royal commission project contract 198-C14:
Constructed 115KV and 35KV-13KV Unit Substation Including 15OOKVA –(12 )Transformer and Ring main Unit (SF6)-6 installation, termination, testing and commissioning to be co-ordinate with Saudi Electricity Company . MV cable laying as per SEC-EOA Standards to be follow by Hi-pot test and Co-Ordinate to SEC to get Energizer for Substation. Install LV and MV Panel board fixing, LV cable laying and Breaker termination followed by as per SEC-EOA latest standards.
Erection of Gas insulated Switchgears LV & HV. Erection of 50/67 MVA Power Transformers and Aux. Transformer 13.8/0.4kV,1500kVA Control Cables pulling of different Sizes & types (1X630mm) for 13.8kV on cable tray (Power and control cables, etc.) Medium voltage 13.8KV Cable (3x300sqmm) laying as per SEC Std aroung3000 meter and making Cable Trench as RC Std..
Megger and Continuity test, SF6 gas filling for GIS Erection and termination of control panels & preparation for testing. (3)Three Cable Feeders (2) two for bus section/coupler, Lighting, Lightning Protection etc. and Civil Work Related to Project. Installation and Commissioning of 132KV/ 11 KV, 11 KV /6 KV, 11KV/380 V HT, LT Substations, HT LT switch gears, VCBs ACBs, 6.6 KV, 380v, MCCs. Erection and installation. Involved in the documentation control, planning, preparing the material list for electrical erection and commissioning of various field equipments, Erection of substation.

ABAS GULF is one among pioneer in Road Contractors having the expertise in this field for 14 years which is based in Eastern Province holding all necessary Plant Tools and equipment’s with well qualified Technical Staffs and skilled workers to complete the challenging jobs on time and maintaining the quality. Road Construction includes highway construction, city roads, streets and pavements, passing through different stages like cutting, back filling, surface preparation, compaction testing the sub-grades, sub-base and base course. Spraying MCI, RCI, Laying of asphalt as per required thickness and its compacted to the required density. Road Construction also include installation of street lights, Traffic Signals and side Platform as per the structure.

Crack developed in concrete due to thermal expansion, over stress is being repaired by injecting. Polyurethane/Epoxy Resins to protect against moisture penetration and stopping the liquid leakage through the cracks.

division
We are efficiently /remarkably managed the warehouse of Saudi Kayan Petrochemicals, under a contract through Fluor Arabia Limited for more than two years. We have always completed our assigned job well before the target time with our well experienced and equipped employees and well flourished Warehouse Management. We are confident to manage all types of warehouse especially the petrochemical warehouse. We are currently Managing the following portfolios in Saudi Kayan within Safety Policy which is compatible with Fluor Safety Policy as well as Kingdom of Saudi Arabia safety Policy.
Material Manager The Materials Manager is responsible for all activities related to the management of materials, supplies and inventory control functions of the Company. This key position works closely with Sales, Financial and Operations to negotiate contract, reduce costs and increase inventory turns while promoting good vendor relations to support the Company’s growth and goals. Finding cost savings opportunities and an eye for details. Responsibilities of Materials Manager Includes
Oversee and direct the activities and personnel involved in the inventory control and purchase of production materials and supplies.
Find and develop best raw material sources. Facilitate good vendor communication. Collaborate with Operations and Quality on qualification of new materials and
suppliers. Ensure best possible lead times for materials and lowest possible cost to meet

The quality system represents minimum requirements for Quality Assurance and Quality Control which shall be exercised on all projects. The Principles are consistent with Gabas’s professional obligations and business objectives.
Variations may be necessary to meet specific client’s Quality Assurance requirements. Such variations shall be described in the Project Quality Plan and approved by Gabas’s General Manager. The GM is assigned primary responsibility for definition, administration and review of the work. He is authorized to resolve conflicts between this Quality of work and other policies, procedures or operations within Gabas and implement the necessary changes. This authority includes the organizational freedom to identify and report problems affecting quality, recommend corrective action to responsible management levels, verify corrective action and control non-confirming materials, products or services.
The General Manager shall control issuance and distribution of the work and subsequent revisions, subject to the High Comment’s approval of content. The responsibility for compliance with its provisions lies with all line and functional managers.
The workshop and head quarters of Gabas are situated inside the Jubail Area thereby having complete access to and usage of the vast resources of all types of fabrication yard which have been accredited and following up with latest system.

Handling Dismantling, Demolition, Storage, Packaging and Delivery
Documented procedures shall be established and maintained for handling, dismantling work, demolition, storage, packaging and delivery of All Machinery items as well as sensitive equipments preserving of delivery of product. The methods of handling that prevent damage or deterioration to product shall be provided. Designated storage areas or stock rooms to prevent damage or deterioration of product pending use or delivery shall be use. Appropriate methods or authorized receipt to and dispatch from such areas shall be stipulated. To detect deterioration, the condition of product in stock shall be assessed at appropriate intervals. Packing, Packaging and marking processes (including materials used) shall be controlled to the extent necessary to ensure conformance to specified requirements. Appropriate methods for preservation and segregation of product shall be applied when the product is under the control of Gabas. Gabas Gulf Shall arrange for the protection of quality of product after final inspection and test. Where contractually specified, this protection shall be extended to include delivery to destination.

Purchase Order can be placed with vendors after the client approval of the materials / equipment technical submittal is obtained. Conforming to the procedures outlined by the client’s contract documents.
4. Packing Shipping & Storage
4.1 The proper packing requirement for each material item is determined based on the sensitivity and susceptibility of the material to the damage. For material shipped from outside the Kingdom, packing is to be made by the factory suitable for ocean freight.
4.2 The procurement department to project management for scheduling evaluation purposes relays the shipping date and the expected time of arrival at Dammam Port.
4.3 Storage requirements for each material item are obtained from the manufacturer. Material will be wither stored out-doors or in closed containers at the site material yard.
4.4 Contractor shall employ customs clearing officers to provide easy receipt of materials from outside the Kingdom.
5. Material Inspection at the Job Site
5.1. Upon receiving materials shipments at the site material yard, an initial inspection is carried out by the procurement and construction QC personnel. Any
5.2. Shipping damage is immediately reported to project management and to the procurement department and documentation of the damage is prepared.
5.3. Material item that can be unpacked prior to their need for construction are inspected to ascertain conformance with requirements. Any missing parts or deviations must be immediately reported and the manufacturer advised. Action to be taken in such cases must be coordinated with client.
6. Material Control and Issue
6.1. Material arriving at the site material yard is logged and stored. The material man showing the type and quality of each material item in the yard maintains an updated cardex. Quantity of damaged or unusable material must be shown where applicable.
6.2. Material is issued on a daily basis to crew leaders on site. An issue a logbook controls the issue of material. Unused material returned is also logged, so that and accurate count of all material items is always maintained on site.
6.3. Materials items found damaged or unsuitable while being installed must be immediately reported back by construction QC. Inspector to the procurement QC personnel. Such item must be replaced; modification or repair can be satisfactory demonstrated to the Client.
6.4. Items that are damaged beyond repair, or rejected by client, are to be removed from the material yard.
7. Client Supplied Materials:
The Client supplied items shall be taken by the contractor from an arranged pick-up point and delivered to the site. Proper care and handling shall be exercised to avoid damaged to these materials.
8. Document Control / Assurance Records:
The following documents should be received / prepared by the procurement QA / QC inspected and filed. A duplicate file must be kept with the Construction to the client’s QC inspector.
8.1. Catalogue cuts, technical data and preliminary drawings.
8.2. Submittals for client’s approval.
8.3. Approved material submittal with all attachments.
8.4. Schedule for inspection and testing at factory.
8.5. Inspected and test reports for tests carried out at factory.
8.6. Certify as built drawings. O & M manuals, installation instructions, liftoff spare parts.
8.7. Inspection report covering inspection made upon receipt of materials at stores.
9. Code & Standards:
Under all circumstances, Saudi Aramco, Saudi Arabia or other applicable international recognized codes and standard shall be used.

11. Functions:
Contractor QA/QC Construction Organizational Chart regulate, test and inspect construction procedures, equipments, materials and manpower to make sure that everything will comply with applicable standards, project drawings and specifications. Client to monitor and verify that contractor’s QA / QC system is actually working and in effect.
Details Specific Arrangements for testing the following
Contractor QA /QC Engineers shall inspect, verify and the client shall monitor soil excavation, backfill, compaction, grading etc all unsuitable materials shall be removed and dispose to designated dumping area. All excavations for structures shall be made accordingly to the lines, grades and elevations shown on drawings and as detailed in specifications. We shall place only approved fill materials each lift specified, compacted to require density prior to installation of another until proposed elevation is attained.
Asphalted concrete payment, compaction, composition etc. road base, asphalt concrete application and testing shall be carried out in accordance with applicable standards contract drawings and specifications. Density, tolerances and smoothness shall also conform to technical specifications.
Epoxy coated rebar, all reinforcements with maximum allowable yield strength, free from all loose rust and mill scale only be used. Fabrication shall be done to the required dimensions and installation shall be obtain the required clearance from the side of form work and ground for concrete protection and in conformance to technical specifications.
Concrete, is to be supplied by the Client approved ready mix concrete producing planned and delivered in approved ready mix trucks. Procedures to handling, placing, testing, finishing and curing cast-in site concrete shall comply with applicable standards and technical specifications.
Concrete masonry unit and mortar - Al masonry work will be built to required dimensions, thickness and height, plumb and square will full, construction drawings and technical specifications.
Pre-Cast Concrete – Client approved manufacturer shall supply this. Procedures for handling, mixing design strength, placement of reinforcing and anchoring materials for works, finishing, all in the plant and erection in the site shall conform to applicable standards and technical specifications.
12. Submittals:

14. Procurements:
Client shall place order only after approval of submittals.
15. Storage & Handling:
15.1. Upon receipt of material from a supplier, a physical check shall be made by the quality control inspector to ensure that it complies with approved submittals and has no physical damage.
15.2. All materials received and issued shall be recorded and an up to the date of inventory and stock cards shall be kept with the store man on site.
15.3. The Store man shall report to the quality control inspector the newly delivered materials.
15.4. Stocked items shall be suitably protected from damage by spacers or load distribution supports and shall be safely arranged. All metal works shall be stored, such that it is not subjected to excessive stresses, moist & such that protective coating and finishing is not damaged.
15.5. Material that will not conform to specification shall be placed in a segregated area.
15.6. Contractor will unpack materials that can be use; excess materials shall be kept within their original packages so they will be protected from exposed weather.
15.7. Mechanical / electrical equipment & fitting shall be stored in a locked warehouse and shall be arranged and identified to facilitate easy retrieval.
15.8. Materials storage is to approve by the quality control inspector who shall abide by the manufacturer’s recommendation for storing of materials.
16. Inspections and Testing:
The following shall be carried out by the laboratory technician involved in on site testing as a guide to general everyday requirements.
17. Earth Work:
17.1. Excavation – Contractor QA / QC engineer shall perform daily visual to comply with contract documents.
17.2. Backfilling & embankment – Contractor QA /QC engineer shall continuously inspect fill materials to assure that they comply with specifications. Contractor to provide protector / relative density, laboratory control test, compaction tests and moisture content for all fill materials. All tests shall be numbered & log in record book.
17.3. The work under this section shall include but not limited to all materials, mix designs, trial mixes, production, delivery, placement curing and finishing as well as associated formwork & to line, sizes, grade & other requirements of the contract rebar’s documents. Contractor shall check truck tickets, keep a long of this and show them to client.
17.4. Requirement submittals shall be forwarded to client for approval to start of concrete work and as may be required by the contract documents and client.
17.5. Pre-cast concrete work performed on the site is also a part of this section. Contractor’s QA / QC engineer shall check the following:
17.6. Continuous batching inspection for each pour.
17.6.1. Final inspection of all items, sign off required before pouring
17.6.2. Continuous inspection of placement and finishing work.
17.6.3. Post concreting inspection for proper curing, coating etc. compression test, slump test and air test to applicable standards codes and specifications.
18. Pre-cast Concrete
18.1. The work under this topic shall quickly conform to the technical specifications.
18.2. Submittals shall be forwarded to client for approval before start any work of this nature.
18.3. Contractor QA / QC engineer shall check the following:
18.3.1. Ensure unit molds are of correct dimensions and made of durable materials.
18.3.2. Checks that type, size and spacing of rebar have used are correct.
18.3.3. Ensure surface finish is of correct type and quality.
18.3.4. Check all embedded items are correctly and securely fitted.
18.3.5. Ensure joint faces are of correct shape, dimensions, etc.
18.3.6. Ensure correct fixing into place in accordance with the drawings
18.3.7. Inspect for color match between different batches
18.3.8. Ensure columns are vertical
18.3.9. Ensure site details are as recorded on the built drawings.
18.3.10. Check footing elevations and alignment, and other work effecting the line and grade of the pre-cast concrete. Error and deviations in work will cause the units to exceed tolerances, shall be reported to client in writing and work shall not commence until such defense have been corrected.
19. Mechanical
19.1. The work under this section shall include but not limited to materials installation and testing of all pipe fittings, etc. to the lines, grades and locations shown in the contract documents.
19.2. Contractor QA / QC engineer shall check the following
19.2.1. Inspection of all pipes, fittings etc, upon receipt for compliance with contract documents and approved submittals including proper function of moving parts.
19.2.2. Periodic inspection of material in lay down to ensure proper materials, Procedures, line and locations.
19.2.3. Continuous inspection during installations for use of proper materials, procedures, lines and locations.
19.2.4. Continuous inspection for proper coating and wrapping materials and procedures.
19.2.5. Check for lines, grades, locations, coating wrapping and as built data proper to backfilling including only special requirement per contract documents.
20. HVAC
20.1. The Scope of work under the section shall be include but not limited to procurement, storage, installation and testing of all heating, ventilating and air conditioning equipment and materials contained in the permanent works.
20.2. Required submittals shall be forwarded to client for review and approved prior to installation and as may be required by the permanent work.
20.3. Contractor QA /QC engineer shall check the following:
20.3.1. Immediate inspection of equipment upon receipt for possible shipping and handling damage and correct items received. Periodic inspection of storage area to ensure proper hauling and protection of equipment and parts.
20.3.2. Continuously monitor installation to assure proper compliance with manufacturer's instructions and quality of workmanship. Inspection for proper balancing of the system.
20.3.3. In bidding and all the stages, adequate financial provision is to be made for the welfare facilities and for equipment to avoid the risk of injury to personnel and damage and wastage of equipment and materials.
20.3.4. All levels of staff are aware of his personal commitment on safety and that they are aware of the guideline listed in company’s loss prevention program, and the requirements of client and Saudi Arabian Law.
20.3.5. Shall maintain a vigorous loss prevention program by fulfilling all loss prevention requirements of client construction safety manual.
20.4. Determine the planning stage
20.4.1. The Error and the method of working
20.4.2. The General layout of site building and facilities and storage areas.
20.4.3. Provision of facilities for welfare and sanitation
20.4.4. All managerial staff is aware of the company’s loss prevention program schedule of the client’s construction regulations and the requirements of loss prevention program.
21. Site Engineer
21.1. Understand full support the company’s loss prevention program and the Saudi Arabian Law.
21.2. All supervisory grades reporting to him are aware of and carry out the required items.
21.3. Organize the sites so that the work is carried out with the minimum risk of injury to man, damage and loss to materials and equipment’s.
21.4. First aid equipment and facilities and trained first aid are available at the site were men are working and that all staff are aware of the action to be taken in the even of an emergency. If the site has a total crew of medical duties.
21.5. All employees are aware of the action in any emergency, particularly in absence of the site engineer, his nominated deputy of the safety engineer.
21.6. All personnel protective equipment called for in the company’s loss prevention program; of client’s construction regulations and Saudi Arabian Law were provided and used as required.
21.7. Co-operates with the safety engineer and act on his recommendations.
21.8. Release staff both expatriate and local for safety sessions when requested.
21.9. All men working on the site from management to labor level should be thoroughly safety oriented and make them feel for safety responsibilities. A Safety Engineer should be assigned to the site and during his absence a supervisor should be assigned. If staff remain in the site during non-working hours e.g. lunch break, they must have access to emergency services such as first aid, safety equipment’s etc.
22. Supervisory Grade
22.1. Understand full support the client’s loss prevention program and the requirement of Saudi Arabian Law.
22.2. When giving routing instructions to staff, incorporate safety instructions and see that they are followed.
22.3. All employees particularly new one takes all necessary safety precautions (including the wearing of personnel protective equipment) and is restrained from taking risks.
22.4. Report any defects in plant and equipment to the site engineer. Do not allow defective or dangerous equipment to be used.
22.5. Co-operates with the safety engineer and act on his recommendations.
22.6. Be aware of the location of his group at all time during working hours.
22.7. Set a personal example.
23. Other Grades
Use the correct tools for the job and use them properly. Use personal protective equipment as required.
So not indulge in horseplay.
Smoke or rest only in the designated areas. Don’t hide away in corners or under vehicles or plant. Men are often insured and killed by doing this
Follow-up instructions of their supervisor; don’t take short cuts often lead to serious injury.
24. Safety Engineer
To advise management all levels on safety generally.
Preventing injury to personnel and loss or damage to material and equipment.
To draw the attention of management and supervisors to any new legislation on safety matters and to report any transgressions of the client’s loss prevention program or the requirements of Saudi Arabian Law, which is, enable to resolve at site level to the appropriate level of management.
To ensure that personal equipment is work as appropriate.
To ensure that any equipment on site is suitable and has the necessary valid certificates and draw site management’s attention to any defects or deficiencies.
To carry out in conjunction with site engineer or a nominated by him any official weekly site surveys to ensure that all procedures and construction is in accordance with the client’s loss prevention program.
To investigate any injury made, loss or damage of equipment reported to him and inform the location, date etc. of the incident.
To encourage all grades to be safety and preventing loss or damage to equipment or materials.
To hold safety training session for the staff and workers at least once a week.
To see all staff (expatriate & local) before they start work on the site to explain the client’s loss prevention program and the requirements of Saudi Arabian Law. The safe systems of work and their personnel’s responsibilities.
To train safety supervisors when nominated by management.
Carry out frequent site checks in addition to the official weekly inspection of all sites for which is responsible.
Develop a plan to be used in cases of emergency, such as fire.
Facilitate the provision of fire extinguishers and other fire fighting equipment and maintaining the same.
No trucks shall be overloaded with the materials and also materials trucks shall be fully covered with vapor barrier.
25. Safety Supervisors
Understand and fully support the client’s loss prevention policy and the requirements of Saudi Arabian Law.
In the absence of the safety engineer, investigate any injury to personnel or loss damage to equipment and materials.
To report any defect or deficiencies in plant or equipment to the site engineer and or the safety engineer as appropriate.
To set a personal example.
25.1. Work Permits:
Any work carries out in a restricted area will require a work permit. It is the site superintendent’s responsibility to find out if any area is restricted. As a guide, anywhere inside a refinery or nay oil producing or processing or handling plant it is a restricted area.
All work permit procedures should be carried out in accordance with the client standard procedures.
25.2. Function of a Work Permit:
A work permit authorizes a specific activity at a specific time and place. It also lists the hazards and the safety precautions that must be taken. It also serves as a record of activity.
25.3. Issue of Work Permit:
A work permit is only issued to an authorized recipient and must be obtained from the operating supervisors of the area or equipment concerned.
25.4. Types of work Permit:
Hot Work, use of any equipment producing heat or flame including internal combustion engines.
Cold work and / enclosed space entry entrance into any confined space which are either highly flammable or injurious such as opening a line or removing a pump
25.5. Compliance with work permit:
Only the specific activity and equipment listed on the permit may be carried out and all restrictions listed must be observed. If any change appears necessary, the contractor will check to see if a new work permit is required before commencing the work.
25.6. Cancellation of a Work Permit:
A breach in the conditions of issue or a change in circumstances may lead to a cancellation of a work permit by the operations staff or authorized craftsman who are fully authorized to do so. If the work permit is withdrawn all work must stop and all equipment by shutdown until a new work permit is issued.
25.7. Closing Down of Work Permit:
The signature of the authorized recipient and the operations supervisor who issued the permit shall close all work permits. This rule may be relaxed in certain circumstances by previous arrangements with the issue by annotation of the work permit. These permits will normally be valid for only one shift or for 24 hours.
25.8. Site Housekeeping:
Site Housekeeping will be in accordance with client’s construction regulations.
25.9. Welding and Cutting:
A hot work permit will be obtained before any cutting or welding takes place in a restricted area. The storage, use and handling of cylinders and all welding equipment will be in accordance with the client’s standards.
25.10. Personnel Protective Equipment:
We will provide the full range of personal protective equipment as per the requirement of the client.
25.11. Hand Power & Electrical Tools:
No hand power or electric tools cable of producing heat, spark or flame will be used in restricted area without a work permit authorizing its use.
No tools exceeding 125 v to be used on site.
The use of tools will be in accordance with the client’s standards.
No employee will use any power tools without proof of competence of training. Electric and Electrical associated equipment will be inspected in every 7 days and the inspection recorded.
25.12. Electricity:
Use of electricity and electrical equipment will be in accordance with the client’s procedure.
All electrical equipment generators and loads will be inspected every seven days and the inspection recorded.
All temporary electric supply used in the construction site will be protected with ground fault circuit interrupter.
25.13. Injury and Damage Reporting:
We shall ensure that an immediate oral report is made to client representative in the case of all fatal injuries. Injuries requiring medical attention which results in lost time. Damage over SR.10, 000.00 to plant or equipment.
25.14. Fires:
In the event of fatal or non-fatal; injuries, oral reports shall be followed promptly by a written report.
25.15. Special Care during Excavation:
Sheeting and bricking will be installed and maintained to support the sides of excavation that may be necessary.
Suitable and safe bridges and other crossing will be provided where required for the accommodation of travel and for safe access to private property during construction. Said structures will be removed thereafter.
25.16. Formwork:
We shall ensure that all formwork supports are constructed to client’s approved standards. As far as reasonably practicable, steel units shall be used.
Where the work requires a timber supporting structure, the timber shall be of suitable quality and of adequate strength. We shall obtain prior written approval from company representative before any timber supporting structure is erected.
We shall ensure that prior to any concrete being poured into any supported formwork structure; approval is obtained from client’s representative.
25.17. Lifting and Rigging:
The use, inspection etc, for cranes and slings will be as per the client’s construction regulations except all staff is warned that locally made slings are not tested or marked with a safe working load. Particular care must be taken to ensure that slings are not overloaded.
Crane & lifting device inspection stickers must be obtained and periodically updated as required by the client.
All heavy equipment operations should possess a valid Kingdom of Saudi Arabia heavy equipment operator’s license.
25.18. Mechanical Equipment:
The use of this equipment will be in accordance with client’s construction regulations. No employee will use or drive any such equipment without authorization. No authorization will be given to any one who cannot produce proof of competence or an appropriate license as necessary or who has not been trained to use the mechanical equipment. Valid Saudi Government license required.
25.19. First aid:
Accordance with client’s construction regulations and Saudi Arabian Law every contractor will provide first aid facilities for his employees. Adequate bandaging and treatment facilities etc. must be available.
